:00:11. > :00:13.Good evening. Guernsey's Colmerce and Employment Minister has defended

:00:14. > :00:16.the island's finance industry after yet more criticism in a nathonal

:00:17. > :00:19.magazine. Private Eye has ptblished fresh claims about the behaviour of

:00:20. > :00:23.the Channel Islands Stock Exchange. The company was re`structurdd at the

:00:24. > :00:26.end of last year. Previous ledia coverage of the company saw Deputy

:00:27. > :00:33.Peter Harwood resign as Chidf Minister. Edward Sault reports. It

:00:34. > :00:36.was following national medi` reports about his previous role as `

:00:37. > :00:38.director of the Channel Isl`nds Stock Exchange and chairman of

:00:39. > :00:45.Guernsey's financial servicds regulator that Peter Harwood

:00:46. > :00:54.resigned. He said it was dud to the 'risk to the reputation' of the

:00:55. > :00:59.office. The reason it is as I've stated, and I want to add to that.

:01:00. > :01:02.Now the company he was a director of is facing further criticisms in the

:01:03. > :01:06.latest edition of Private Exe. Private Eye's allegations, which the

:01:07. > :01:08.BBC has not been able to verify include claims that CISX: "Was

:01:09. > :01:11.riddled with at best gross incompetence and flagrant protection

:01:12. > :01:13.of vested interests." That "current and previous directors and

:01:14. > :01:18.executives have been indemnhfied against the legal costs of fighting

:01:19. > :01:21.any GFSC imposed fines." "The 2 12 CISX accounts contained no lention

:01:22. > :01:24.of the GFSC investigation, despite it being in process for months

:01:25. > :01:27.before the accounts were signed off last year" These currently

:01:28. > :01:30.unverified allegations are likely to cause further difficulties `t a time

:01:31. > :01:38.when Guernsey and the islands' institutions would prefer not to be

:01:39. > :01:40.in the media spotlight. Deptty Harwood wouldn't speak on c`mera

:01:41. > :01:43.today but Guernsey's Ministdr for commerce and employment defdnded the

:01:44. > :01:54.islands place as a financial instItution. I would not be being

:01:55. > :01:59.honest if I did not say that it is unhelpful to Guernsey and it is

:02:00. > :02:06.something that as a policy counsel and I as the minister do kedp a

:02:07. > :02:12.close eye on. What we have to consistently demonstrate is how open

:02:13. > :02:16.and transparent Guernsey is as a and our willingness to cooperatd with

:02:17. > :02:18.international partners. The Channel Islands Stock Exchange is still

:02:19. > :02:21.under investigation by Guernsey s Financial Services Commission. The

:02:22. > :02:24.company was restructured towards the end of last year and is now called

:02:25. > :02:27.the Channel Islands securithes exchange. They wouldn't comlent

:02:28. > :02:30.today. This renewed national media attention though won't be wdlcome as

:02:31. > :02:35.Guernsey's politicians prep`re to meet this week to vote in the

:02:36. > :02:38.islands next Chief Minister. Eighteen people connected to the

:02:39. > :02:40.Ukraine, including its ex`president Viktor Yanukovych, have had

:02:41. > :02:44.financial sanctions imposed on them by the Channel Islands. The European

:02:45. > :02:47.Union agreed to freeze the `ssets of people suspected to have taken money

:02:48. > :02:51.from the country, or violatdd human rights laws. Jersey's Financial

:02:52. > :03:00.Services Commission asked fhnancial firms to examine their records. The

:03:01. > :03:03.trial of the man accused of murdering Guernsey woman Sarah

:03:04. > :03:06.Groves in India resumed tod`y. Dutch national Richard De Wit is standing

:03:07. > :03:10.trial in Kashmir. He denies all the charges. Today the court he`rd from

:03:11. > :03:16.a neighbour of the houseboat where Sarah had been staying. The case

:03:17. > :03:18.will resume at the end of the month. Kerbside recycling has begun in

:03:19. > :03:22.Guernsey. Householders are being asked to put paper and card out in

:03:23. > :03:24.clear bags on their normal collection nights this week with

:03:25. > :03:28.tins, cans, plastic containdrs and drinks cartons collected in the blue

:03:29. > :03:31.bags from next week. During the interim scheme, islanders whll still

:03:32. > :03:36.have to take their glass to the bring banks. Unhygienic restaurants

:03:37. > :03:39.and food shops in Guernsey `re being named and shamed. From todax, any

:03:40. > :03:42.business that prepares food will have their new hygiene rating

:03:43. > :03:48.displayed on the front door. Mike Wilkins reports. Consumers now have

:03:49. > :03:53.another tool in their decishon box when it comes to deciding where they

:03:54. > :03:58.eat and shop for food. A new hygiene star system is being introdtced The

:03:59. > :04:05.best will be given five stars, and any with fewer than three stars will

:04:06. > :04:10.be closely scrutinised. Oncd the scheme is running it is onlx the

:04:11. > :04:13.cost of printing the stickers and we have the website available, there is

:04:14. > :04:19.no cost they are, and the r`tings will be done as part of routine

:04:20. > :04:24.inspections, no additional visits. It is a cost neutral scheme and

:04:25. > :04:28.allows us to get the inform`tion to the public. For customers, ht'll

:04:29. > :04:31.mean piece of mind that when a restaurant looks good on thd

:04:32. > :04:35.outside' 'it's doing a good job inside too' Take this fish `nd chip

:04:36. > :04:38.shop, already awarded top m`rks with five out of five. Its owner says it

:04:39. > :04:46.should improve standards by increasing competition in the

:04:47. > :04:50.industry. I think that people would have been going to the same places

:04:51. > :04:55.anyway because they know thdy are clean and they get good food, but it

:04:56. > :04:59.is going to make everyone r`ise the bar because it will be more

:05:00. > :05:04.competitive, especially if ht is all printed out for someone to read

:05:05. > :05:10.They will be able to choose by the star rating. It is fantastic. People

:05:11. > :05:14.are used to choosing from a menu, and now consumers in Guernsdy will

:05:15. > :05:18.have even more information to help them decide where to eat. In sport,

:05:19. > :05:21.Jersey's cricket team has bden promoted to World Cricket Ldague

:05:22. > :05:24.Division Four. A 122 run win over the Cayman Islands this morning

:05:25. > :05:27.means Jersey are guaranteed one of the top two spots in Division Five.

:05:28. > :05:31.Guernsey meanwhile will be relegated after failing to win any of their

:05:32. > :05:34.opening matches. The head of the Jersey Cricket Board told R`dio

:05:35. > :05:44.Jersey earlier, it's the result of a lot of hard work. We worked so hard

:05:45. > :05:48.in the planning and the tournament preparation for this cover with a

:05:49. > :05:55.new coach coming in late in the day effectively, he has to take on a lot

:05:56. > :05:58.of work, prior to that we h`ve sent `` we have spent three years

:05:59. > :06:04.preparing for this and it h`s all come together this week. Finally,

:06:05. > :06:06.the manager of the Alderney Wildlife Trust has successful swum the

:06:07. > :06:10.Swinge, raising three thous`nd pounds for the Trust. Roland Gauvin

:06:11. > :06:13.swam from Alderney to Burhot to raise awareness of the plight of sea

:06:14. > :06:17.birds killed by the winter storms. That stretch of water has some of

:06:18. > :06:19.the strongest tidal movements in the world. Roland swam it in ond hour

:06:20. > :06:28.and 26 minutes. That's it from me, David Br`ine has

:06:29. > :06:32.the Channel Islands weather next and the national forecast follows him.

:06:33. > :06:38.Goodnight. Good evening. After the warmth of the weekend, therd has

:06:39. > :06:42.been cooler weather today. We will find the temperatures lower tomorrow

:06:43. > :06:48.and the reason for that is ` lot more cloud. It will arrive later

:06:49. > :06:52.tonight, some sunny spells tomorrow, but it is another dry day and

:06:53. > :06:57.another good day, that cloud will creep into the night and also a

:06:58. > :07:05.breeze. It is a north`east `` north`easterly breeze. For tomorrow,

:07:06. > :07:10.a dry day and a fine day. Temperatures get up to 11 or 12

:07:11. > :07:14.degrees, a lot of cloud, sole sunny spells in the afternoon. On

:07:15. > :07:18.Wednesday and Thursday, the sunshine is back, the breeze drops and it

:07:19. > :07:25.will feel warmer and there will be more cloud by Friday. For the next

:07:26. > :07:30.four days, it is dry and fine. In a second we will have a full forecast

:07:31. > :07:32.for the UK, we will be back tomorrow.

:07:33. > :07:36.11 or 12 degrees. This is the outlook. If you are heading

:07:37. > :07:41.somewhere else in the UK, you need the forecast. Hello. The local

:07:42. > :07:45.weather detail you have just heard fit into an overall pattern which is

:07:46. > :07:47.now equivocal in different from the one that gave us our wettest winter

:07:48. > :07:52.on record. We have spent the day watching high

:07:53. > :07:56.pressure pushing across the UK. It is settling our weather down like

:07:57. > :08:00.any area of high pressure. It is here for a while. It is here for

:08:01. > :08:05.this week. The Jetstream has moved north and the wet and whether -

:08:06. > :08:09.whinny systems have moved towards Iceland. Our weather is now much

:08:10. > :08:13.quieter. Sundays are sunnier than others. In the sunshine from it

:08:14. > :08:19.feels warm. At night it will be chilly. This is the most important

:08:20. > :08:30.word making a big impact - dry. We have had some cloud in the next few

:08:31. > :08:34.hours. Under that, you avoid frost. Where it is clearest, northern

:08:35. > :08:40.England, Scotland and Northern Ireland, the hint of blue on the map

:08:41. > :08:44.shows fast developing. -- frost Tomorrow, thanks to the

:08:45. > :08:46.high-pressure, that would make an appearance again and
