:00:24. > :00:25.magazine article about his positions with the Channel Island Stock

:00:26. > :00:34.Exchange and Guernsey's financial services regulator. Mike Wilkins

:00:35. > :00:39.reports. Arriving at the Royal Court with

:00:40. > :00:43.their political future about to be decided. The social security

:00:44. > :00:47.Minister versus the home Department Minister Jonathan le Tocq. For the

:00:48. > :00:53.man about to relinquish the role of Chief Minister, it was a sad day.

:00:54. > :00:56.I'm very disappointed, there is a lot of work that needs to be done.

:00:57. > :01:04.Hopefully, can still have some engagement. After a quick handshake,

:01:05. > :01:10.it was into the States chamber and after almost two hours of Westerns,

:01:11. > :01:15.the vote was in. Deputy Jonathan le Tocq won by two votes, a fine margin

:01:16. > :01:22.considering that for States members were absent. I think when deputy

:01:23. > :01:26.hardwood was elected and I stared at that time, for votes would have made

:01:27. > :01:37.a difference. You can analyse that to death. We have a strong policy

:01:38. > :01:42.Council. For the loser, today marks the beginning of the end for his

:01:43. > :01:49.political career. My career politically will end in April 2016,

:01:50. > :01:54.as I have said. I have a lot to do, I have fewer responsibilities on

:01:55. > :01:59.track if you responsibilities on the policy Council. As he settled into

:02:00. > :02:06.his role, former ministers have had plenty of advice. Anyone who has

:02:07. > :02:11.held the office will know it is very difficult, you need a lot of skills.

:02:12. > :02:15.You need a strong personality. Both candidates have that. Sometimes,

:02:16. > :02:20.that strength of personality can be interpreted as arrogance or

:02:21. > :02:22.something of that nature. The Chief Minister has to show leadership

:02:23. > :02:32.which I am sure that Jonathan le Tocq can provide. He has two take

:02:33. > :02:37.people with them. I used to call myself not the man in charge, but

:02:38. > :02:43.the first among equals. There not much time for settling in the

:02:44. > :02:48.population policy and the islands `` Island's deficit a sum of the issues

:02:49. > :02:51.that the chief Mr will have to steer.

:02:52. > :02:54.A little earlier I spoke to Deputy le Tocq from our Guernsey newsroom

:02:55. > :02:58.and asked what he would do for islanders.

:02:59. > :03:05.One of my top priorities that I have stated is improving communication.

:03:06. > :03:08.That is both within the States, within the assembly, but also in the

:03:09. > :03:13.way that we communicate and share policy decisions and policy

:03:14. > :03:19.proposals with the electorate. That has begun. What about policies? How

:03:20. > :03:25.will you change how the islands are run? I am just one vote among

:03:26. > :03:31.others, we have a lot of decisions to make. We have an ageing

:03:32. > :03:37.demographic, that affects our pensions, it affects benefits, it

:03:38. > :03:44.affects employment, it affects taxation, all of those issues will

:03:45. > :03:48.come to the fore. You won by a very slim margin, how will you control

:03:49. > :03:56.and get the rest of the assembly to support you? I think this is an

:03:57. > :04:00.example of a consensus Government. This has happened before. We have

:04:01. > :04:06.pulled together a good counsel, that are largely remains and the deputy

:04:07. > :04:09.has done a good job. I was not his choice for deputy Chief Minister, we

:04:10. > :04:17.worked well together and shows that Guernsey can do it.

:04:18. > :04:24.I am pleased that he has been elected. I know both of the

:04:25. > :04:29.candidates and we have a constructive relationship. He is a

:04:30. > :04:33.supporter of the working journal `` Jersey and Guernsey working closer

:04:34. > :04:37.together. New figures show around half of working households in Jersey

:04:38. > :04:42.can't afford to buy a home. In 2012 this figure was two fifths. This

:04:43. > :04:46.year that figure has risen to nearly half ` 49% of people. Jersey's

:04:47. > :04:50.Housing Minister, Deputy Andrew Green, says a lack of housing at the

:04:51. > :04:58.cheaper end of the market has pushed prices up, and he'd like to build

:04:59. > :05:01.more homes. We are going to build more social rented housing and that

:05:02. > :05:13.increases supply generally. As part of that, 80% will be rental, and 20%

:05:14. > :05:19.will be affordable first time buyer. That will increase supply. It

:05:20. > :05:25.is supply that will actually have an effect on price, as well. It...

:05:26. > :05:27.Money saved by Jersey States departments will be spent on

:05:28. > :05:30.unemployment projects, facilities for schools, and new signal masts at

:05:31. > :05:34.Fort Regent. Departments under`spent by nearly ?23 million last year. The

:05:35. > :05:37.Treasury Minister says allowing them to reinvest that saved money gives

:05:38. > :05:40.departments an incentive to manage their budgets carefully.

:05:41. > :05:43.Parents of Guernsey's St Andrew's Primary School now know where their

:05:44. > :05:47.children will be placed for the new term. 113 children are affected,

:05:48. > :05:50.with around 40 moving to new schools this September, and the remainder

:05:51. > :05:55.starting at their new school next year. The majority of parents

:05:56. > :05:59.accepted the department's suggested new school but some will have to

:06:00. > :06:03.accept their second or even third choice.

:06:04. > :06:08.Jersey have beaten Guernsey in World Cricket League Five in Malaysia. The

:06:09. > :06:11.victory means the islanders have won all of their games in the round

:06:12. > :06:14.robin stage of the competition, whilst Guernsey have lost all of

:06:15. > :06:17.theirs. Jersey will now face Malaysia in the final tomorrow, with

:06:18. > :06:22.both sides guaranteed promotion to World Cricket League Division Four.
