:01:02. > :01:05.Jersey's St Catherine's Bay. 41`year`old Jillian, who was a wife

:01:06. > :01:09.and mother as well as an experienced diver, was part of a group exploring

:01:10. > :01:13.shallow water on Saturday. Jersey's diving community says it's in shock

:01:14. > :01:18.and "clueless" as to what happened. Jen Smith reports.

:01:19. > :01:22.Friends describe Jillian Smith as born to be in the water. She'd been

:01:23. > :01:25.part of the island's diving community for years and was well

:01:26. > :01:30.respected for her experience and enthusiasm. Many people told the BBC

:01:31. > :01:34.today of her passion for the sport but not only did she love the water,

:01:35. > :01:37.she also cared for the environment. Kevin worked with her at Jersey Sea

:01:38. > :01:51.Search, a voluntary marine conservation group. I remember her

:01:52. > :01:57.as a person who loved to dive, also in few `` was so enthusiastic about

:01:58. > :02:00.getting in the water. She loved it and I can understand why. The

:02:01. > :02:03.41`year`old mother of one was diving here on Saturday afternoon with two

:02:04. > :02:07.others when she became separated from the group. She was quickly

:02:08. > :02:10.found in shallow water and brought to the surface, where fellow divers

:02:11. > :02:14.tried to revive her but despite best efforts, Jillian was pronounced dead

:02:15. > :02:17.at the scene by a passing doctor. Jersey Police isn't treating her

:02:18. > :02:27.death as suspicious but has a duty to investigate what happened. We

:02:28. > :02:34.need to look at the circumstances leading up to the dive, the dive

:02:35. > :02:38.itself and the equipment used and the medical aspects of the

:02:39. > :02:41.investigation. We are in the early stages of the investigation.

:02:42. > :02:44.Tonight, members of the diving community here in the island say

:02:45. > :02:48.they are in shock and are "clueless" as to how this could have happened

:02:49. > :03:04.to such an experienced diver. They say Jillian will be greatly missed,

:03:05. > :03:07.the lovely person who always smiled. In the last hour, Jersey's Planning

:03:08. > :03:10.Minister has agreed the airport's arrivals and baggage hall can be

:03:11. > :03:13.demolished. Known as the "1937 building", it's on the list of Sites

:03:14. > :03:16.of Special Interest but Jersey Airport's management argued it

:03:17. > :03:18.affected both its safety and operational capability. Heritage

:03:19. > :03:20.campaigners had wanted to preserve the building. Jersey Airport says it

:03:21. > :03:24.welcomes the news. And there will be more on this story

:03:25. > :03:26.on BBC Radio Jersey from six with Matthew Price.

:03:27. > :03:29.Controlled explosions have been carried out on mines found at Long

:03:30. > :03:32.Beach in Grouville Bay. The nine teller mines were found by an

:03:33. > :03:35.islander out metal`detecting with his friends this afternoon. The

:03:36. > :03:39.World War Two bombs were used as anti`tank mines. Tony Collins, who

:03:40. > :03:46.found the mines, said he knew he had to call the bomb disposal unit

:03:47. > :03:53.straightaway. Normally, you find one or two, but nine in one whole, in

:03:54. > :03:59.his career, he has never seen so many. It looks like they were

:04:00. > :04:02.ditched. Someone put them there. Maybe they forgot to pick them up

:04:03. > :04:06.but they have been sitting there for the last 70 odd years.

:04:07. > :04:09.The final bill for repairing the sea walls from the winter storms could

:04:10. > :04:12.reach ?800,000. That's on top of the ?1 million spent every year on

:04:13. > :04:15.routine maintenance of Jersey's sea defences. Meanwhile, officials from

:04:16. > :04:18.Transport and Technical Services say rising sea levels and more frequent

:04:19. > :04:22.storms may force them to raise the height of the sea walls. A scrutiny

:04:23. > :04:25.panel today heard the current walls are working well but they're

:04:26. > :04:28.studying data to see if they need to be higher in the coming decades.

:04:29. > :04:31.A woman appeared in Guernsey's Magistrates Court today, accused of

:04:32. > :04:35.stabbing her former partner with a knife. The incident happened at a

:04:36. > :04:37.property in Mill Street on Saturday Night. Sheena`Anne Rive faces

:04:38. > :04:41.charges of unlawfully wounding with intent to cause grievous bodily

:04:42. > :04:47.harm. The 32`year`old was remanded in custody for seven days.

:04:48. > :04:51.Guernsey's failing to provide enough appropriate housing for islanders.

:04:52. > :04:55.That's according to the Chief Officer of Housing. It follows the

:04:56. > :04:58.release of new figures showing that the number of new homes built last

:04:59. > :05:02.year falls well below government targets. Mike Wilkins reports.

:05:03. > :05:05.Building new homes for the future but the latest government figures

:05:06. > :05:09.show that not enough are being constructed. 171 new homes were

:05:10. > :05:16.built last year when the target the States set is to create 300 a year.

:05:17. > :05:20.More than half of those new builds, 60%, are classed as "affordable

:05:21. > :05:24.housing". Most of the new builds were in St Peter Port and the north

:05:25. > :05:27.of the island, so where should future homes be built? Well, there

:05:28. > :05:30.are brown field sites that some feel should be turned over to housing,

:05:31. > :05:40.whilst others feel the rural parishes may have to shoulder more

:05:41. > :05:46.of the burden. We are all waiting for the plan, which will come out in

:05:47. > :05:51.the next 12`15 months. Hopefully, the planners will address that. Some

:05:52. > :05:59.parishes need to take some of the burden of new housing and I am

:06:00. > :06:05.hopeful that they will call local centres. Space is a premium in

:06:06. > :06:14.Guernsey and not all sites can easily be developed. We are waiting

:06:15. > :06:21.on the new development plan to allocate more land for development.

:06:22. > :06:25.At the moment, it's restricted. We are looking for flexibility there so

:06:26. > :06:28.that houses can be provided. It's a fine line to tread. Build too few

:06:29. > :06:32.houses and people continue to struggle to buy a home but build too

:06:33. > :06:37.many too quickly and the market could become flooded.

:07:26. > :07:29.Muratti over the weekend. Alderney put up a brave fight but eventually

:07:30. > :07:32.succumbed to a 4`0 defeat. The island hasn't reached a Muratti

:07:33. > :07:37.final since 1938 and has only ever won one match, the 1920 final.

:07:38. > :07:40.Guernsey will now play Jersey in the final in May.

:07:41. > :07:49.Next, the first outdoor Jersey royals were dug today and these are

:07:50. > :07:53.just some of them. They'll go to local suppliers ahead of more being

:07:54. > :07:56.picked later in the spring. Potato growers are confident of a good

:07:57. > :08:00.season despite bad weather earlier this year. Edward Sault joined the

:08:01. > :08:04.pickers this afternoon. A Monday afternoon in March and the

:08:05. > :08:08.first outdoor royals are dug here in St Martin. It's not the earliest

:08:09. > :08:12.they've ever been lifted but today has given the industry a boost after

:08:13. > :08:20.a start to the year that saw some fields far too wet for the sowing of

:08:21. > :08:26.seed potatoes. Some Jersey Royals were delayed from being planted

:08:27. > :08:29.earlier this year. These were planted in December. Those that

:08:30. > :08:35.export Jersey Royals abroad are confident of a bumper season. The

:08:36. > :08:38.beginning of February was particularly wet and that has

:08:39. > :08:44.impacted on the planting programme. But this time last year, we were

:08:45. > :08:48.still in the depths of winter. Everything in the ground is growing

:08:49. > :08:52.well, so I am feeling positive and upbeat. In 2013, the harvest was

:08:53. > :08:56.delayed until May due to cold weather and heavy snowfall. The crop

:08:57. > :08:59.was worth nearly ?30 million to the island in exports last year and

:09:00. > :09:02.depends on an early harvest to maintain its value. These will be

:09:03. > :09:11.going to local supermarkets and today, those selling them came to

:09:12. > :09:20.see their supply being dug. If we run out, not too good, but we expect

:09:21. > :09:24.to sell at least a trace of the first day. Royals planted earlier

:09:25. > :09:28.this year will be lifted further on in the spring. They will form part

:09:29. > :09:31.of the crop exported to the lucrative UK market and it seems

:09:32. > :09:35.that despite an awful start to the year, growers are confident of a

:09:36. > :09:59.right royal season for Jersey's most famous export.

:10:00. > :10:05.Let's look at the weather because as you pointed out, the weather hasn't

:10:06. > :10:13.been too good for all of the growers. We have had a fine

:10:14. > :10:17.weekend. It is a little bit more unsettled this week. Tomorrow, there

:10:18. > :10:25.could even be enough cloud to generate a few showers. A gradual

:10:26. > :10:29.change as we move towards the end of the week to colder conditions and

:10:30. > :10:36.more unsettled conditions. Most of the areas of low pressure is in

:10:37. > :10:43.Scotland. This area of high pressure moves a long way away from us.

:10:44. > :10:46.Wednesday promises a reasonable day with sunny spells. Then I will

:10:47. > :10:52.change again is that weather front comes in and that produces a thicker

:10:53. > :10:58.cloud without bricks of rain. The cloud is just enough thick enough to

:10:59. > :11:04.generate a few showers. Breezy, too, with the westerly wind. For

:11:05. > :11:07.tomorrow, we have all of that cloud in the morning generating a few

:11:08. > :11:11.showers, particularly around the middle of the day, and as that

:11:12. > :11:16.Pandev showers clears out of the way, the second half of the day

:11:17. > :11:27.promises sunny spells, a brisk westerly breeze and temperatures of

:11:28. > :11:33.11 or 12. The winds are predominantly westerly tomorrow.

:22:03. > :22:06.being sown with poppies and it's hoped they'll flower in August, 100

:22:07. > :22:07.years after the start of the war. Hannah Stacey has been finding out

:22:20. > :22:25.years ago. But the men here at Heligan down their tools and went

:22:26. > :22:30.off to war. Link goes back to 1914, when the garden is left to war. And

:22:31. > :22:36.they wrote their names on what we call these thunder box, but it was

:22:37. > :22:41.the toilet up in the gardens! So that was the start of the decline of

:22:42. > :22:45.the gardens. As the centenary of the outbreak of the First World War

:22:46. > :22:49.approaches, Heligan wants to mark what became a significant moment in

:22:50. > :22:53.its history. It is amazing. It is like going back 100 years and

:22:54. > :23:01.seeing... Well, especially with a team of three and a plough, it is a

:23:02. > :23:09.sight to see. They are planting poppies and barley. Probably most

:23:10. > :23:12.farmers at the time, for them horses were a valuable item and most of

:23:13. > :23:19.those were going off to war, and the farmers, if they had two horses left

:23:20. > :23:22.they had a luxury. I have to watch out that people will get carried

:23:23. > :23:28.away taking pictures and they stand in front of the horses. You have to

:23:29. > :23:32.watch out for that. And if the seed takes, it is hoped these fields will

:23:33. > :23:36.provide a fitting backdrop for a poignant performance at the

:23:37. > :23:40.beginning of August. If you come here now you will see an artist's

:23:41. > :23:47.impression of what we hope it will look like and if it is anything like

:23:48. > :23:51.that, it will be fantastic. A lovely gentle, rural scene. Now

:23:52. > :23:59.the weather. After a lovely weekend for many of

:24:00. > :24:04.us, the son has been out and it has been very pleasant for this time of

:24:05. > :24:08.year. `` the sun. We will have a change this week with more cloud

:24:09. > :24:12.around and a breeze getting up and now some rain in the forecast,

:24:13. > :24:16.particularly in the second half of the week. Still some high`pressure

:24:17. > :24:21.holding in there but a fairly weak affair. It has retreated out into

:24:22. > :24:27.the Atlantic so a lot more cloud around and thick enough later to

:24:28. > :24:31.produce a few light showers, too. The high`pressure does come back a

:24:32. > :24:35.bit by the middle of the week but it is very short lived. A long way away

:24:36. > :24:39.now and it gets closer by the middle of the day on Wednesday. But this

:24:40. > :24:43.area of low pressure and this weather system will make progress

:24:44. > :24:47.towards us through Thursday, particularly Thursday night and into

:24:48. > :24:51.Friday, with cold air following in as well. The cloud structure we have

:24:52. > :24:55.tonight is thick enough to give a few light showers with some clear

:24:56. > :24:59.skies but only briefly. Mainly a cloudy night to come. The breeze

:25:00. > :25:02.picks up on the second half of the night and overnight temperatures

:25:03. > :25:07.dipping no lower than seven or eight agrees for most of us. Tomorrow

:25:08. > :25:11.morning, we start the day rather grey and, in places, damp with

:25:12. > :25:14.showery outbreaks of rain. By the end of the morning into the

:25:15. > :25:18.afternoon the rain band will clear away with sunshine breaking through

:25:19. > :25:22.the cloud. It is predominantly cloudy and breezy with the winds

:25:23. > :25:26.from the west or north west, and though temperatures might get up to

:25:27. > :25:30.11 or 12, if we throw in the wind chill, it might not feel as warm as

:25:31. > :25:34.those temperatures suggest. That is the forecast for the Isles of

:25:35. > :25:42.Scilly. Expect to have a cloudy day with outbreaks of light rain early

:25:43. > :25:44.in the afternoon and quite breezy with those westerly winds. These are

:25:45. > :25:57.the high water times. For our surface, it picks up this

:25:58. > :26:02.week. It has been disappointing for the last five or six days but it

:26:03. > :26:08.will get together this week. `` it will get bigger. Those waves pick up

:26:09. > :26:11.as we head into Wednesday and Thursday. The forecast for the

:26:12. > :26:25.coastal waters. As for the outlook, expect to have a

:26:26. > :26:29.reasonable day again on Wednesday but that is the last proper decent

:26:30. > :26:33.day because it starts to go downhill. We are concerned about

:26:34. > :26:36.Thursday because not only will we see outbreaks of rain but through

:26:37. > :26:40.the afternoon into the early evening, some of it could be quite

:26:41. > :26:44.heavy and also accompanied by winds that could be gusting at galeforce,

:26:45. > :26:55.so a complete change to what we have been used to over the last week or

:26:56. > :26:58.so. Then on Friday, the winds bring cold air, so after a damp start on

:26:59. > :27:01.Friday morning, the Caldaire follows behind, so after 17 or 18 degrees

:27:02. > :27:03.through the weekend, back down to nine degrees by Friday. Have a good
