:00:19. > :00:23.because thousands of people have failed to complete their tax return,

:00:24. > :00:26.despite receiving reminders. And as Mike Wilkins reports, penalties of

:00:27. > :00:29.?10 a day have been imposed on islanders who've failed to submit

:00:30. > :00:32.their forms in time. The taxman's watching, and this week

:00:33. > :00:35.almost 3,500 people will receive letters informing them that they've

:00:36. > :00:41.been fined for failing to submit a tax return for 2012. The deadline

:00:42. > :00:44.was in November when reminders were sent out to almost 20,000 islanders.

:00:45. > :00:49.Some people have returned their forms since but are still liable for

:00:50. > :00:53.a penalty. It leaves the income tax office with what is describes as "a

:00:54. > :01:05.hardcore" of 2,000 people who still haven't submitted their return. It

:01:06. > :01:10.is wasteful of public resources and it is not fair to those who pay on

:01:11. > :01:21.time. We encourage them to get in touch with us if they have any

:01:22. > :01:26.difficulties. We have had lots of feedback and social media. `` and

:01:27. > :01:56.social media. We would ask people to be patient

:01:57. > :02:03.and keep trying, and they will get through. If you have written and not

:02:04. > :02:06.received an answer, please be patient, we are busy and we receive

:02:07. > :02:11.a lot of correspondence and we will respond to you. The tax office is

:02:12. > :02:14.partly a victim of its own success. Its workload has increased because

:02:15. > :02:17.computers are now being used to issue automatic penalties, which has

:02:18. > :02:21.meant fewer people slipping through the net. So now it's not just a case

:02:22. > :02:26.of the taxman watching, his computers are as well.

:02:27. > :02:29.Jersey's finance companies are being asked to freeze any accounts of 21

:02:30. > :02:36.Ukrainian and Russian officials if they're held in the island. They've

:02:37. > :02:39.been identified by the European Union as being responsible for

:02:40. > :02:41.trying to undermine and threaten the independence of Ukraine. The

:02:42. > :02:45.sanctions come into effect today. Channel Islanders who own property

:02:46. > :02:48.in the UK could have to pay capital gains tax from 2015. It was one

:02:49. > :02:52.proposal announced in the UK Budget today. The Chancellor also made it

:02:53. > :02:56.clear clamping down on tax avoidance was a key priority. One tax director

:02:57. > :03:04.in Guernsey told the BBC there was not as much substance as the

:03:05. > :03:08.industry expected. We were actually surprised at how little there was on

:03:09. > :03:13.the tax evasion agenda. It is fair to say a lot has been said over the

:03:14. > :03:16.last year anyway. We have expected there to be comments on how much

:03:17. > :03:23.money had been raised by the disclosure facilities for `` but

:03:24. > :03:28.that was completely absent, maybe because not much money has been

:03:29. > :03:30.raised from that. There's a possibility Servisair baggage

:03:31. > :03:34.handlers at Jersey Airport could strike over Easter. They're unhappy

:03:35. > :03:37.their hours could be cut after Blue Islands handed it's baggage handling

:03:38. > :03:39.over to Aurigny. This Friday around 25 Unite union members will be

:03:40. > :03:43.balloted about taking industrial action. Jersey Airport say they've

:03:44. > :03:45.been assured if there is a strike, disruption to passengers would be

:03:46. > :03:48.minimal. Guernsey's Chief Minister's revealed

:03:49. > :03:58.who he thinks should fill the two vacant spots on the Island's Policy

:03:59. > :04:02.Council. Deputy Jonathan Le Tocq wants the Deputy Chief Minister job

:04:03. > :04:05.to go to Allister Langlois and he's nominating Peter Gillson to be the

:04:06. > :04:07.Home Minister. The election takes place next week.

:04:08. > :04:09.The States`owned company that's developing part of Jersey's

:04:10. > :04:12.Esplanade won't need approval from politicians as well as planners for

:04:13. > :04:15.its proposals for an International Finance Centre. The government's

:04:16. > :04:17.rejected a proposition to delay the project after senior ministers

:04:18. > :04:19.warned disruption would risk Jersey's financial future. Jen Smith

:04:25. > :04:28.developments are planned for Jersey. J1 was given the green light in

:04:29. > :04:31.2011, the second phase of the Jersey International Finance Centre was

:04:32. > :04:33.approved in January and two weeks ago, Dandara's development was

:04:34. > :04:38.allowed. But now there's unease over the changing face of Jersey's

:04:39. > :04:41.Esplanade. Especially over the use of taxpayer's money for this

:04:42. > :04:44.project. The government is lending money to the States of Jersey

:04:45. > :04:51.Development company, the firm behind the plan. Some politicians felt this

:04:52. > :04:55.needed an extra layer of scrutiny. It is public money but it is about

:04:56. > :04:59.accountability as well, and it is not just for the Treasury to give to

:05:00. > :05:07.a development company, it is a community thing, and questions

:05:08. > :05:10.should be asked, and not answered with fancy booklets or slick

:05:11. > :05:13.presentations. Senator Breckon's proposition would have seen the

:05:14. > :05:16.States of Jersey Development Company need politicians' approval before

:05:17. > :05:19.changing any of its plans for this project` even before planning

:05:20. > :05:27.official got to see them. Some say it would have been a step too far.

:05:28. > :05:32.There is a potential for the building and we really need to move

:05:33. > :05:36.ahead. It is about confidence in the local economy, and to delay at the

:05:37. > :05:42.11th hour with tenant out eight negative message about doing

:05:43. > :05:45.business in Jersey. Jersey's Chief Minister supports the development,

:05:46. > :05:48.but others remain concerned. They knew this amendment was unlikely to

:05:49. > :05:53.go through` but wanted to make a point. I think we should enable

:05:54. > :05:58.development. That is where we should be and that is where we should have

:05:59. > :06:06.been five years ago. Somebody said the debate has come to years too

:06:07. > :06:11.late, probably right. It remains to be seen what happens next. Now the

:06:12. > :06:14.States of Jersey Development Company is free to get on with its plans to

:06:15. > :06:16.add to Jersey's new office developments. More than half a

:06:17. > :06:30.million square feet of it. Now it is time for a look at the

:06:31. > :06:40.local forecast. Good evening. We have got some rain and the forecast

:06:41. > :06:44.for tomorrow. Let's look at the detail. First of all, what is

:06:45. > :06:49.happening tonight, we have some clear sky, but gradually the cloud

:06:50. > :06:52.amount will increase, for a time at least. By the morning there is a

:06:53. > :06:57.chance we will wake up to some sunny spells. The cloud band is not

:06:58. > :07:02.extensive enough to completely cover the skies. By the time we get to the

:07:03. > :07:06.end of the morning, the cloud is in, and as we move through the

:07:07. > :07:11.afternoon, the cloud becomes quite extensive, enough to produce some

:07:12. > :07:15.outbreaks of rain. 11 or 12 degrees, the top temperature, but

:07:16. > :07:21.windy. We've steadily increasing throughout the day. It fairly

:07:22. > :07:28.unsettled picture. By Sunday, temperatures just eight degrees.

:07:29. > :07:29.Also, showers dotted around. I will leave you with a summary. Good

:08:32. > :08:34.lowlands in the morning. Up to 60 miles an hour and maybe more than
