:00:28. > :00:30.connections. Digital Jersey, the body set up to promote digital
:00:31. > :00:34.growth, says it costs three times as much in Jersey to have a fast
:00:35. > :00:36.internet connection and is calling for urgent change. Jen Smith has
:00:37. > :00:39.more. Jersey's States want to see the
:00:40. > :00:42.digital sector become a a major industry for the island. It set up
:00:43. > :00:46.Digital Jersey, an independent body to encourage new business. Its aim,
:00:47. > :00:49.to create more than 2000 extra jobs in the industry by 2020. But Digital
:00:50. > :00:57.Jersey says without a fast internet connection growth will be hampered.
:00:58. > :01:02.I think it is very serious to the economy, not just in the digital
:01:03. > :01:06.sector but in many sectors, but for the area I am responsible for,
:01:07. > :01:15.growing the digital sector in the island, as Jersey tries to diversify
:01:16. > :01:27.its economy, we need to get issues around collectivity addressed so we
:01:28. > :01:30.can attract companies to Jersey. `` connectivity And it's not just the
:01:31. > :01:32.digital and technology sector being harmed by the slow roll`out of
:01:33. > :01:35.services. Digital Jersey say it's damaging the
:01:36. > :01:38.economy in general. The company that provides most of Jersey's digital
:01:39. > :01:40.services is JT. I don't except any criticisms over
:01:41. > :01:45.speed. It is being rolled out more quickly than anywhere in the world.
:01:46. > :01:52.Costs have been coming down rapidly, volumes have doubled and prices have
:01:53. > :01:55.halved. Part of the problem is the cost.
:01:56. > :01:58.This report claims a fast internet connection here costs up to three
:01:59. > :02:02.times as much as competitive jurisdictions like Luxembourg. And
:02:03. > :02:10.that's damaging. For getting data off`island, which
:02:11. > :02:13.is incredibly important, we might be five or even ten times more
:02:14. > :02:17.expensive than other locations. The regulator that reviews prices in
:02:18. > :02:20.the Channel islands has told the BBC it's reviewing the cost of
:02:21. > :02:23.connecting the island. Meanwhile there's a warning from
:02:24. > :02:26.another island industry tonight ` this time horse racing. People
:02:27. > :02:28.within the sport are concerned that problems recruiting an experienced
:02:29. > :02:31.trainer may undermine the industry long`term. The specialist knowledge
:02:32. > :02:34.and experience needed to manage a yard full`time can't be found
:02:35. > :02:38.locally and attempts to appoint someone from the UK have been
:02:39. > :02:47.hampered by the need for a trading licence. Julie Flanagan reports.
:02:48. > :02:50.Karl Kukk worked in Jersey as a jockey last year and has more than
:02:51. > :02:54.30 years' experience worldwide in horse racing. But without a trading
:02:55. > :02:58.licence he can't run a yard in Jersey and that's bad news for the
:02:59. > :03:09.sport and young people interested in getting involved.
:03:10. > :03:18.Well, generate money into the island from bringing horses in, and you've
:03:19. > :03:21.got young ones to learn the trade, and that gives them a push on in
:03:22. > :03:24.life. Stabling and training facilities are
:03:25. > :03:28.available here in Jersey. Karl has been stabling horses at this yard in
:03:29. > :03:31.St Ouen. It's owned by John Le Masurier. He says it's important
:03:32. > :03:38.horse racing appoints a new trainer sooner rather than later.
:03:39. > :03:46.We've got a golden opportunity to have somebody who's experienced
:03:47. > :03:49.Jersey because he was here all last year and has experienced worldwide
:03:50. > :03:52.and is prepared to pass on that experience to local people.
:03:53. > :03:56.But what's the criteria for anyone interested in moving to and trading
:03:57. > :04:00.in Jersey? It is more about what it can bring
:04:01. > :04:04.to the island, because they have to be benefits to Jersey as well as the
:04:05. > :04:08.individuals. We get enquiries from hedge funds is all the way down to
:04:09. > :04:12.people who want to sell jacket potatoes. You have to take a call on
:04:13. > :04:16.those sort of things. In Jersey the emphasis is on local
:04:17. > :04:18.jobs for local people, but in a specialised industry like horse
:04:19. > :04:23.racing the challenege of recruting locally may ultimately undermine the
:04:24. > :04:26.sport. Last Thursday we reported on the
:04:27. > :04:30.Jersey Care Inquiry, which will look into what happened in care and
:04:31. > :04:33.foster homes in the island, and we referred to the launch of a murder
:04:34. > :04:37.investigation at the Haut de la Garenne home in 2008. Police at the
:04:38. > :04:40.time had said a potential major crime inquiry concerning a possible
:04:41. > :04:44.homicide was under way. We'd like to clarify that no formal murder
:04:45. > :04:49.inquiry was ever launched. The inquiry opens with a public meeting
:04:50. > :04:53.on April the 3rd. There are fears drinking water in
:04:54. > :04:56.the Jersey Parish of St John has been contaminated by slurry. Water
:04:57. > :04:59.in two homes that have their own boreholes has been tested and found
:05:00. > :05:04.to contain bacteria including E coli. The Environment Department is
:05:05. > :05:07.investigating. Meanwhile investigations are taking
:05:08. > :05:10.place in Guernsey into the cause of flooding of the foul water network.
:05:11. > :05:14.Guernsey Water is carrying out CCTV investigations after heavy rainfall
:05:15. > :05:17.caused localised flooding. These recent pictures show some problems
:05:18. > :05:20.encountered, such as roots penetrating the sewer system and
:05:21. > :05:29.even "fatbergs", which are huge clumps of fat blocking the pipes.
:05:30. > :05:31.Guernsey businesses are to be given priority over off`island companies
:05:32. > :05:35.when bidding for States contracts. The new policy will apply to all
:05:36. > :05:38.jobs the government puts out to tender, such as building projects.
:05:39. > :05:46.Previously the focus had been on quality and price.
:05:47. > :05:50.That could be for example the number of people employed locally, the
:05:51. > :05:54.amount of money that stays in the island, it could be the level of
:05:55. > :05:58.contribution to the third sector and so on. It is a much broader
:05:59. > :06:05.assessment of the value of any particular contract to the island.
