:00:00. > :00:10.Good evening. Some patients in first look
:00:11. > :00:13.Good evening. Some patients in Jersey have faced waiting almost a
:00:14. > :00:17.year to be seen by an orthopaedic specialist. More than 1,000 patients
:00:18. > :00:21.need to see a specialist about bone and muscle problems in the island.
:00:22. > :00:24.The figures fluctuate, but on average it's taken more than 40
:00:25. > :00:29.weeks for some patients to see someone in orthopaedics after being
:00:30. > :00:34.referred by their GP. That's fallen to 28 weeks since the start of the
:00:35. > :00:38.year. In the UK, specialists aim to see patients within 18 weeks. Now
:00:39. > :00:41.more than ?1 million has been earmarked by Jersey's health
:00:42. > :00:50.department to reduce waiting times ` the target is 12 weeks. Jen Smith
:00:51. > :00:53.reports. More than 1000 patients ` that's about 1% of the island's
:00:54. > :00:57.population ` are waiting for an appointment here. For some it's been
:00:58. > :01:00.10 months after they've been referred by their GP. A time`frame
:01:01. > :01:06.the hospital's director of operations admits is not acceptable.
:01:07. > :01:11.Although the wait times are reducing, we acknowledge that is
:01:12. > :01:15.still far too long to wait to see a specialist. As a result we have got
:01:16. > :01:19.a number of initiatives that are in place to introduce through the
:01:20. > :01:24.course of the year to actually bring that waiting time down
:01:25. > :01:30.significantly. Dr Nigel Minihane represents doctors and nurses in
:01:31. > :01:34.Jersey. He says there is a problem. If I speak to you and you say you're
:01:35. > :01:37.in pain and we have a diagnosis and the only resource that is necessary
:01:38. > :01:44.is the pain clinic, if it is going to be a year before you see someone
:01:45. > :01:55.at the clinic, we might denied not to refer you at all. That is in part
:01:56. > :01:59.was a because of demand. There is over 10,000 patients with moderate
:02:00. > :02:04.to severe impact pain in the community. That is a lot of people
:02:05. > :02:08.and a lot get referred to us. You have been telling the BBC about your
:02:09. > :02:33.experience. The health department has told the
:02:34. > :02:39.BBC most of the money invested in the hospital this year has gone into
:02:40. > :02:42.reducing waiting lists. Guernsey's schools could move away from the
:02:43. > :02:45.English system of GCSEs and A`levels. From September 2015 the
:02:46. > :02:49.qualifications are changing ` with more of an emphasis on exams, and
:02:50. > :02:52.less on coursework. Guernsey's Education department's now looking
:02:53. > :02:57.at other options, and is asking parents for their views. Penny
:02:58. > :03:02.Elderfield reports. Turn over your paper, your time starts now. Or at
:03:03. > :03:05.least your consultation paper. Because from today parents can have
:03:06. > :03:12.a say on potential changes to GCSEs and A`levels. England's moving away
:03:13. > :03:16.from the current system. Most of the focus will be on exams at the end of
:03:17. > :03:19.two years of study. Instead of the coursework and other practical
:03:20. > :03:23.assessments that happen now. And the usual A star to G grades will go,
:03:24. > :03:28.with students grading from 9 to 1 instead, with 9 being the highest.
:03:29. > :03:33.And knowing tests aren't for everyone, there are concerns that
:03:34. > :03:40.could disadvantage some students. Some of the exams have become just
:03:41. > :03:43.at the end of two years and they're already expressing concern that
:03:44. > :03:49.they're reliant on their performance on one day. Whereas when you have it
:03:50. > :04:00.as modular exams it is spread over a period of time. There are three
:04:01. > :04:04.options for Guernsey to consider. Follow England and introduce the new
:04:05. > :04:07.system of exams from September 2015, despite the concerns about it. Look
:04:08. > :04:10.at the Scottish system, which would still mean big changes. Or go down
:04:11. > :04:14.the Northern Ireland and Wales going down ` they're keeping their own
:04:15. > :04:17.system of GCSEs, AS and A`levels as an interim measure. And at the
:04:18. > :04:20.moment that third option is what Education is favouring. That is the
:04:21. > :04:24.least disruptive. The English route is changing the whole thing and
:04:25. > :04:30.you're not getting the breadth we can give students today. Having made
:04:31. > :04:33.its own assessment of the options, Education now wants to hear from
:04:34. > :04:39.parents before deciding which exam system is best for Guernsey moving
:04:40. > :04:42.forward. There could be a search and rescue aeroplane back in the skies
:04:43. > :04:45.above the Channel Islands in four weeks. The Lion's Pride crash`landed
:04:46. > :04:48.in November during a search for two fishermen. All five crew members
:04:49. > :04:51.walked away unharmed and the fishermen were later rescued. Now
:04:52. > :04:56.the documents to provide an interim aircraft have been signed, and it
:04:57. > :04:59.should be here in a month. Money confiscated from criminals is being
:05:00. > :05:03.spent keeping drunk people off the streets of Jersey. ?20,000 is to be
:05:04. > :05:09.used to improve the drunk and incapable unit in St Helier. About
:05:10. > :05:16.150 islanders a year end up in the unit to sober up safely, instead of
:05:17. > :05:20.in police cells or hospital. Once they were processed in the criminal
:05:21. > :05:26.justice system and that is a common law offence. Now we bring them here
:05:27. > :05:33.and the staff look after them until they're fit to go home and that is
:05:34. > :05:37.the end of the matter. Sport and Guernsey FC manager Tony Vance says
:05:38. > :05:40.he's determined to see his side go up through the play`offs following
:05:41. > :05:43.defeat away to the leaders of the Ryman South at the weekend.
:05:44. > :05:46.Peacehaven Telscombe won 2`0 to extend their lead at the top and
:05:47. > :05:48.look certain to be promoted as Champions, with Guernsey five points
:05:49. > :05:49.off and Leatherhead third in the table.
:05:50. > :05:52.Peacehaven Telscombe won 2`0 to extend their lead at Just before we
:05:53. > :05:54.join David for the weather, take a look at the conditions faced by
:05:55. > :05:58.islanders kayaking across Scotland this weekend from the west to east
:05:59. > :06:01.coast. The group which was made up of people from Guernsey, Jersey,
:06:02. > :06:05.Sark and Herm braved snow, hail, wind and sun to finish the 56 mile
:06:06. > :06:15.race in 18 hours and 30 minutes. They were raising money for the
:06:16. > :06:20.Channel Island Air Search. Well done to them. That is it for now.
:06:21. > :06:28.Newsnight is starting on BBC Two. We are back tomorrow evening at 6. 30.
:06:29. > :06:31.Now the weather with David. After the rain we have seen today there is
:06:32. > :06:38.a brighter picture tomorrow. It is one of some sunny spells, but risk
:06:39. > :06:43.of showers early and late. So that is the summary, mainly dry with some
:06:44. > :06:52.showers later. For the most part a lot of dry weather. The rain we have
:06:53. > :06:56.seen will move away. Not completely dry tonight. But most of us getting
:06:57. > :07:01.away with a dry second half of the night with six degrees the minimum.
:07:02. > :07:06.Winds are westerly, veering northerly through the day. Some
:07:07. > :07:11.showers early in the day in Guernsey. And some sunshine for a
:07:12. > :07:18.time and in the afternoon and evening more showers creeping in
:07:19. > :07:23.from the west. The rest of the week dry with some heavy showers on
:07:24. > :07:25.Wednesday then dry and colder towards the end of the week.
