:00:19. > :00:25.There is a warning tonight that victim of abuse in jersey won't want

:00:26. > :00:31.to give evidence to the inquiry set up. The independent panel running

:00:32. > :00:36.the inquiry set out how it'll work. It'll look at allegations of abuse

:00:37. > :00:43.from the Second World War, with a particular focus from the 1950s

:00:44. > :00:46.onner wards. It's seven years since Jersey hit

:00:47. > :00:49.the headlines amid allegations of child abuse within its care system.

:00:50. > :00:51.Police investigations led to seven successful prosecutions but some

:00:52. > :00:54.victims' groups felt they hadn't had justice or closure. Today, an

:00:55. > :01:00.inquiry was launched to provide both. And how you can contribute to

:01:01. > :01:04.that process. We want to hear from anyone who feels they have

:01:05. > :01:09.information relevant to this inquiry.

:01:10. > :01:13.Carrie Modral speaks for victims of abuse in Jersey. She's cautiously

:01:14. > :01:17.optimistic about what she heard. It went well, but there is a lot to

:01:18. > :01:20.digest. We now have to go away and think about what has been said and

:01:21. > :01:26.how it is going to affect the care levers. Today's meeting revealed the

:01:27. > :01:29.inquiry will be run in three phases. Firstly, the panel will hear from

:01:30. > :01:32.witnesses, and that's anyone who was involved in care in Jersey in

:01:33. > :01:36.anyway. Secondly, what happened when the allegations of abuse came to

:01:37. > :01:40.light. And thirdly, what went wrong. But there's worry the key to this

:01:41. > :01:45.inquiry ` those who were abused ` won't want to talk. It is going to

:01:46. > :01:51.be a big ask to expect them, once again, to recount their experiences

:01:52. > :01:58.in care. And they are going to have to be persuaded that there is going

:01:59. > :02:05.to be a positive benefit by doing so. Frances Oldham QC said,

:02:06. > :02:08."Everyone will have a perspective and the inquiry wants to hear it".

:02:09. > :02:12.But she also made clear anyone wanting to do so anonymously will

:02:13. > :02:15.have to go through a process and care leavers say that's what's

:02:16. > :02:19.worrying. There's no date yet for the start of the inquiry but at

:02:20. > :02:24.least how it'll work is a little clearer.

:02:25. > :02:28.Guernsey's Environment Minister says the island's Treasury needs to

:02:29. > :02:31.release more money to fix broken sea defences and is warning of dire

:02:32. > :02:34.consequences if it doesn't. Damage to sea defences at Vazon and Fermain

:02:35. > :02:38.has exceeded the Department's budget for repairs. The Minister now says

:02:39. > :02:41.his department needs almost ?2 million to protect the island.

:02:42. > :02:47.Deputy Roger Domaille admits there's only so much that can realistically

:02:48. > :02:54.be done. I think it is worth stressing that the strategy that has

:02:55. > :02:57.been agreed is for, if you like, rising sea levels. The over`topping

:02:58. > :03:02.that we have had, is not something that frankly, we could ever stop

:03:03. > :03:07.because the walls would have to be ` 30`foot high in some cases. We have

:03:08. > :03:10.to be realistic about this. Jersey's Government has laid out its

:03:11. > :03:14.policy for the island's biggest industry. The financial sector

:03:15. > :03:18.employs more than 12,000 people in jersey, and two in every ?5 in the

:03:19. > :03:22.island's economy comes from the industry. Well, today's policy looks

:03:23. > :03:26.at securing the future of those jobs and the money they bring in. It

:03:27. > :03:29.could see changes to the financial regulator, and looking to Africa to

:03:30. > :03:35.attract new business. In a globalised world, you cannot be

:03:36. > :03:40.isolationist. Which is why we must partner with key growing, quality

:03:41. > :03:44.African countries, countries in the Middle East that are producing huge

:03:45. > :03:47.amounts of resources and we have to secure some of that business for

:03:48. > :03:51.jersey and that's what we are determined to do. `` for Jersey.

:03:52. > :03:56.Next, it could be another six months before Gurney's new slaughter house

:03:57. > :04:01.gets approval to export. Meat. The ?1. 7 million be a twar opened last

:04:02. > :04:05.year but a few snagging issues remain, preventing the facility from

:04:06. > :04:10.being fully licensed to meet EU standard. Only then will farmers

:04:11. > :04:15.able to sell their meat abroad. These Gurney lambs may look cute but

:04:16. > :04:19.for the local farmer, they represent his livelihood and it is a busy time

:04:20. > :04:23.of the year. We have been ` we are into our third week of lambing now.

:04:24. > :04:27.We have about 150 lambs, maybe a few more. So light at the end of the

:04:28. > :04:31.tunnel now. 20 left to go. With demand for local meat, this is where

:04:32. > :04:34.most of them will end up, Gurney's new be a twar which opened last

:04:35. > :04:42.year. At the beginning, things were at bit sort of, um, hikingledy

:04:43. > :04:45.pigledy the way things were done, whatever. Now they seem to have got

:04:46. > :04:49.the hang of it. Last week and the week before we have sent in more

:04:50. > :04:54.lambs than we ever have, and they coped well. The new slaughter house

:04:55. > :05:00.is now pretty much fully operational and able it deal with older cattle.

:05:01. > :05:04.There is already more meat on the market. But exporting it is still

:05:05. > :05:08.off the table because of a few issues that need to be addressed. We

:05:09. > :05:12.are working with the food business operator because of policies that

:05:13. > :05:16.need to beismented. We are looking at salving programmes that need to

:05:17. > :05:19.be in force. Swabbing of carcasses, the general environment and the

:05:20. > :05:23.water supply. That kind of thing. There is a huge amount of work to be

:05:24. > :05:26.undertaken to get to the point where this establishment can be fully

:05:27. > :05:35.approved. And getting to the point local meat can be exported is what

:05:36. > :05:38.the Connison Employment want to do. These are going to be commercial

:05:39. > :05:42.decisions. We don't know whether they will be able to sell all the

:05:43. > :05:45.locally`produced meat on the eye lavenlted it is possible because a

:05:46. > :05:49.huge amount comes N but it'll be there as another opportunity. But it

:05:50. > :05:55.is a local opportunity that local farmers could have to wait three to

:05:56. > :05:58.six months to benefit from. Ho Finally a landmark day for channel
