:01:16. > :01:18.Police in Jersey are following up a number of new leads tonight as part

:01:19. > :01:22.of the investigation into the murder of a man on a residential street in

:01:23. > :01:25.central St Helier. 46`year`old Colin Chevalier was found dead in his flat

:01:26. > :01:33.on Saturday night. Three people remain in custody.

:01:34. > :01:37.Police got the call to Duhamel Place in St Helier at 10:20pm on Saturday

:01:38. > :01:39.night, where they founded Colin Chevalier's dead body. Shortly

:01:40. > :01:43.afterwards, a 35`year`old man and a 31`year`old woman were arrested.

:01:44. > :01:47.Another 35`year`old man was arrested on Jersey's east coast yesterday

:01:48. > :01:51.morning by armed police. He remains under armed guard in hospital.

:01:52. > :01:55.Tonight police attention has shifted to the whereabouts of a car that was

:01:56. > :01:58.moved hours before the killing, and officers want to know if it holds

:01:59. > :02:00.vital clues. Officers have the covered the vehicle in the last hour

:02:01. > :02:06.and are examining it. Through the drizzle and the rain,

:02:07. > :02:09.the investigation continues into why and how a man was murdered here late

:02:10. > :02:12.on Saturday night. Police say 46``year`old Colin Chevalier lived

:02:13. > :02:20.in the proerty in Duhamel Place where he died.

:02:21. > :02:24.Colin Chevalier's body was removed from the property behind me at

:02:25. > :02:31.around 9pm on Sunday night. Home Office pathologist arrived on the

:02:32. > :02:34.island to carry out of `` postmortem and frantic investigations have been

:02:35. > :02:37.continuing through the day. The picture is beginning to emerge but

:02:38. > :02:42.we still have an awful lot of people we need to speak to, including the

:02:43. > :02:45.suspects of course, in order to establish exactly what took place on

:02:46. > :02:49.Saturday night. Three people remain under arrest

:02:50. > :02:54.tonight, with one under armed guard in hospital, but police say they are

:02:55. > :02:57.no closer to charging anyone. I think the public sometimes assumes

:02:58. > :03:00.there have been three arrests, that is it, they have got their men and

:03:01. > :03:05.women, done job. It is not as simple as that, there

:03:06. > :03:09.is an awful lot of work that has to be done this week. Forensic

:03:10. > :03:15.examination come enquiries to be made, witnesses to be spoken to,

:03:16. > :03:17.statements obtained. Jersey police said Colin Chevalier had extensive

:03:18. > :03:23.injuries when they found him on Saturday night.

:03:24. > :03:29.This is the first murder since 2011 on Jersey. The investigation unit is

:03:30. > :03:33.expected to last for some time yet. We will have more from Edward a bit

:03:34. > :03:37.later in that programme. Tonight police are still waiting to

:03:38. > :03:48.speak to the 35`year`old man under armed guard in hospital. Next night,

:03:49. > :03:52.`` next tonight, a special big brother who always had a smile on

:03:53. > :03:55.his face. That's the tribute paid to 17`year`old Jared Harrison who died

:03:56. > :04:02.at the weekend. He was found in a house in St Helier on Saturday

:04:03. > :04:05.morning. The death of the former Les Quennevais pupil has been linked, by

:04:06. > :04:07.police, to a class A drug. Jen Smith reports.

:04:08. > :04:10.A caring teenager with a big personality. Jared's friends

:04:11. > :04:13.described him as popular and a joker. Today his younger brother

:04:14. > :04:19.said his death has left a gaping hole.

:04:20. > :04:25.He is my special big rather, `` big brother, just my bodyguard, always

:04:26. > :04:29.there for me. Nobody had a bigger hard than him, to be honest. It is

:04:30. > :04:38.horrible how quiet the house is at the moment. It is too quiet. ``

:04:39. > :04:41.nobody had a bigger heart than him. We are supporting each other,

:04:42. > :04:45.listening to each other, lots of support, they have been there for

:04:46. > :04:49.each other which is nice to see. Police say the 17`year`old may have

:04:50. > :04:52.taken a white powder he believed was MDMA, commonly known as ecstacy.

:04:53. > :04:55.Three other young men were taken to hospital and have since been

:04:56. > :04:58.discharged. Jersey's Chief Medical Officer of Health says it's a wake

:04:59. > :05:03.up call. I think it is only sadly with the

:05:04. > :05:09.glowing statistics that people are starting to wake up to the fact it

:05:10. > :05:12.is not just a new way of young people having fun and taking a few

:05:13. > :05:15.risks. It is, frankly, dangerous and better avoided.

:05:16. > :05:18.Today Jersey Police released on bail two teenagers who had been arrested

:05:19. > :05:20.on suspicion of importing a controlled substance.

:05:21. > :05:23.They are asking anyone with information to come forward.

:05:24. > :05:26.Meanwhile, Jared's friends say they'll remember him as a big care

:05:27. > :05:39.bear who's heart was bigger than him.

:05:40. > :05:43.It has the biggest budget and frequently overspends, but now

:05:44. > :05:45.Guernsey's Health and Social Services Department needs to trim

:05:46. > :05:48.its spending even further. It's trying to find almost another ?3

:05:49. > :05:51.million worth of savings whilst also generating income of almost ten

:05:52. > :05:57.million. Mike Wilkins reports on another challenge facing the

:05:58. > :06:00.island's health authorities. Guernsey's HSSD is facing its own

:06:01. > :06:06.emergency as it rushes to make savings before the end of the year.

:06:07. > :06:11.The department has to save almost ?5 billion, but has so far only managed

:06:12. > :06:15.2 million. Now the bosses in the building behind me have come up with

:06:16. > :06:18.a plan to deal with the shortfall. An operation plan has been released

:06:19. > :06:21.today, and it is more of an overview. There is no confirmation

:06:22. > :06:27.of which services will come under pressure.

:06:28. > :06:31.We will not go into detail of what individual plans are. We have

:06:32. > :06:35.identified high`level projects. For example, we are doing a drug and

:06:36. > :06:40.alcohol strategy, we don't go into detail of what is in that. This is

:06:41. > :06:44.identifying what projects we will be doing and, obviously, the more

:06:45. > :06:54.detailed bits as and when necessary will come back to be published.

:06:55. > :06:56.But reigning in spending on low priority drugs and reviewing

:06:57. > :07:00.contracts with service providers are some of the ways it says it can

:07:01. > :07:02.reduce its expenditure. But what do people on the street think should be

:07:03. > :07:04.done? It is very difficult to know which

:07:05. > :07:09.services, they all seem so important. It depends on what their

:07:10. > :07:13.definition of low priority is, that is high priority to someone else.

:07:14. > :07:16.That is a hard one. It will help some people, but not others.

:07:17. > :07:20.What to cut and who will be affected remains to be seen as the Health

:07:21. > :07:22.Department does what it can to balance the books whilst keeping as

:07:23. > :07:31.many services as it can alive. Guernsey's Daisy Chain pre`school

:07:32. > :07:34.could have to close later this year if long term funding isn't secured.

:07:35. > :07:37.It provides a free service to children referred there by Health

:07:38. > :07:40.and Social Services ` but is funded entirely by donations. A ?10,000

:07:41. > :07:43.grant from the Christmas Lottery means it can continue to operate

:07:44. > :07:49.this term, but from September the future is uncertain. Health says

:07:50. > :07:52.it's not reponsible for pre`school funding but is in discussions with

:07:53. > :07:59.other Departments as to what help, if any, the States can provide.

:08:00. > :08:02.We need to secure funding for the next two years. We cannot be funding

:08:03. > :08:10.terror by term. It is not fair on the families of the children, so we

:08:11. > :08:14.hope and pray we will be able to get some funding.

:08:15. > :08:17.An online campaign has been started to raise awareness of the challenges

:08:18. > :08:20.disabled people face getting around Guernsey. The videos tell the

:08:21. > :08:22.personal stories of a number of islanders, highlighting the

:08:23. > :08:29.transport issues they come up against each day. The Guernsey

:08:30. > :08:32.Disability Alliance launched the campaign to show its support for the

:08:33. > :08:35.Island's new transport strategy, which goes to the States this month.

:08:36. > :08:38.The key message is that for disabled people it is about the journey, not

:08:39. > :08:42.the vehicles. There is a lot of talk about the vehicles in the strategy

:08:43. > :08:47.but it is really about the whole journey, particularly for those

:08:48. > :08:51.disabled people who need door`to`door transportation. That is

:08:52. > :08:55.the key message. Jersey airport baggage handlers have

:08:56. > :08:58.voted NOT to strike over Easter. Some Servisair staff are unhappy

:08:59. > :09:01.their hours may be cut as Blue Islands has given its ground

:09:02. > :09:04.handling work to Aurigny. But although a full strike has been

:09:05. > :09:10.avoided, union members did vote in favour of some form of industrial

:09:11. > :09:12.action. Christina Ghidoni reports. The 25 Servisair baggage handlers at

:09:13. > :09:16.Jersey airport face having their working hours cut by two and a half

:09:17. > :09:19.hours a week. Unhappy with the prospect of less pay union members

:09:20. > :09:22.were balloted on possible strike action over Easter. 18 Unite union

:09:23. > :09:25.members were sent ballot papers. Nine responded.

:09:26. > :09:28.The majority were against a strike. But all nine Servisair staff who

:09:29. > :09:35.voted were in favour of some form of industrial action.

:09:36. > :09:38.The company is reliant on these people. If they do not turn up for

:09:39. > :09:44.work come if they work to their contracts, if they follow the health

:09:45. > :09:48.and safety rules to the latter, that will impact on services. And there

:09:49. > :09:50.is a risk flights will be delayed or even cancelled.

:09:51. > :09:53.Jersey airport officials say they're pleased the threat of disruption for

:09:54. > :09:56.passengers over the Easter holidays has now been lifted.

:09:57. > :09:59.And Servisair say even if there is some form of industrial action

:10:00. > :10:07.they're confident passengers won't be affected.

:10:08. > :10:11.We have very strong and robust contingency plans in place and we

:10:12. > :10:13.can guarantee the travelling public they will not be inconvenienced at

:10:14. > :10:16.the start of this tourist season. The Unite union will meet Servisair

:10:17. > :10:25.representatives this Friday in the hope that some agreement can be made

:10:26. > :10:32.so no industrial action will happen. You're watching the BBC in the

:11:58. > :12:03.some showers dotted around, a brisk westerly breeze that will stay with

:13:06. > :13:10.in Jersey are investigating the murder of 46`year`old Colin

:13:11. > :13:14.Chevalier in St Helier. It is the first murder on the island for

:13:15. > :13:16.almost three years. Three people had been arrested.

:13:17. > :13:21.Investigations also continue into the death of 17`year`old Jared

:13:22. > :13:25.Harrison who died after apparently taking illegal substances.

:13:35. > :13:41.Windy and evening here in St Helier today. In the past hour of the road

:13:42. > :13:46.in Duhamel Place has reopened meaning the people who live around

:13:47. > :13:50.here are able to come and go again as normal. It has been a day of

:13:51. > :13:56.investigations come earlier police were looking for the whereabouts of

:13:57. > :14:04.a Volkswagen Polo but that has been located. There has been lots of

:14:05. > :14:08.reaction today. Senator Ian le Marquand issued a

:14:09. > :14:13.statement earlier that year is deeply saddened by news of two

:14:14. > :14:15.tragic deaths this weekend and would like to extend his sincerest

:14:16. > :14:18.sympathy to the friends and relatives of those involved. The

:14:19. > :14:21.States of Jersey Police officers are now investigating both incidents,

:14:22. > :14:25.which are unrelated. Our thoughts, he said, are with all those affected

:14:26. > :14:35.by this very sad weekend in our island. He said it was a very sad

:14:36. > :14:40.weekend for all of us. Here... 48 hours behind me... 48 hours after

:14:41. > :14:43.the police got that call into why Colin Chevalier died, the

:14:44. > :14:50.investigations year continue. Like his family they will be wanting

:14:51. > :14:53.answers as well. And we will have any developments

:14:54. > :14:55.that are coming on those stories throughout the week, but for now,

:14:56. > :15:03.that is all from me. next few days. An elderly cancer

:15:04. > :15:08.patient claims he was forced to dial 999 after staff ignored his calls

:15:09. > :15:11.for help. Peter Tizzard was at Dorset County Council when he made

:15:12. > :15:19.the call and said he experienced severe pain and hand received

:15:20. > :15:27.assistance in the ward. The hospital says the ward was fully staffed and

:15:28. > :15:30.his action was not necessary. The second week of the inquest into the

:15:31. > :15:34.fatal crash on the M5 has been hearing from a weather expert. Seven

:15:35. > :15:37.people died and 51 were injured in the crash in November 2011. This

:15:38. > :15:40.afternoon the inquest heard from an expert from the Met Office who

:15:41. > :15:44.looked into weather conditions on the night of the accident.

:15:45. > :15:47.Now it's happened to many of us, you come back from a holiday and

:15:48. > :15:52.discover a huge mobile phone bill because of data roaming. But spare a

:15:53. > :15:56.thought for those living along the Purbeck coast in Dorset. Some have

:15:57. > :15:58.found their phones switching to a network in France! It's because

:15:59. > :16:04.their own networks aren't strong enough. Ofcom says refunds aren't

:16:05. > :16:08.always given. When you are at home, it is locked

:16:09. > :16:17.onto your network. When you are away, it could be grabbing the

:16:18. > :16:23.strongest signal. Your home network may be available. By locking your

:16:24. > :16:31.phone onto your home network, you will avoid roaming charges.

:16:32. > :16:34.Public swimming pools in a town are facing an uncertain future. They say

:16:35. > :16:40.they cannot subsidise the pools in Tavistock without cutting front line

:16:41. > :16:46.services `` services. Sue has been swimming here six days

:16:47. > :16:52.a week for the past eight years. She could soon be faced with having to

:16:53. > :17:00.find an alternative. The loss would be substantial. It has been a place

:17:01. > :17:07.of refuge, a place of mental relaxation, a place where I hope I

:17:08. > :17:11.keep fit and keep up with my regular exercise. This pool will soon be

:17:12. > :17:15.full of children but even at its busiest times, the council says it

:17:16. > :17:22.is still making a loss and can't afford to subsidise it at its

:17:23. > :17:28.current level past 2016. This pool in Okehampton has a larger turnover

:17:29. > :17:33.as it has a gym but its future is also uncertain. West Devon Borough

:17:34. > :17:38.Council spends ?150,000 a year subsidising both pools. That amounts

:17:39. > :17:43.to 4% of council tax payers money. Over the next ten years, the local

:17:44. > :17:48.authority estimates it will cost over ?1 million to maintain

:17:49. > :17:52.facilities. One option would be to close the pool. That is not

:17:53. > :17:57.something the council wants to do. It clearly wants to keep the public

:17:58. > :18:01.facility available and that would be an absolute last resort which is why

:18:02. > :18:07.we are looking at all of the options to provide a public swimming

:18:08. > :18:11.facility. What are the options? One is to make the Olympic legacy Paul

:18:12. > :18:14.accessible to the public if the school is successful in raising the

:18:15. > :18:23.funding to bring it here. Second is a community takeover, third, to

:18:24. > :18:29.renew the current contract and the fourth is closure. This offer these

:18:30. > :18:33.parents, is not an option. My little boy has started to swim and is

:18:34. > :18:38.getting really confident. If they take it away, we will have to go to

:18:39. > :18:42.Plymouth. I have been coming here since I was five and I am now 27. If

:18:43. > :18:49.it was too close, I would have nowhere to do swimming lessons. I

:18:50. > :18:52.walk here. A public consultation will begin in the next two months

:18:53. > :18:58.before a decision is made late in the year.
