:00:34. > :00:38.investigation continues into why and how a man was murdered here late on

:00:39. > :00:42.Saturday night. Police say 46`year`old Colin

:00:43. > :00:46.Chevalier lived in a property in Duhamel Place, where he died. A

:00:47. > :00:50.picture is beginning to emerge but we still have a lot of people that

:00:51. > :00:54.we want to speak to come including the suspects, of course, in order to

:00:55. > :01:00.establish what took place on Saturday night.

:01:01. > :01:03.Police got the call here around 10:20pm on Saturday night where they

:01:04. > :01:11.found the dead man. Shortly afterwards, a man and a woman were

:01:12. > :01:18.arrested on suspicion of murder. Another 35`year`old man was arrested

:01:19. > :01:21.here on Jersey's East coursed `` coursed by armed police. He remains

:01:22. > :01:25.in hospital under armed guard tonight but police say they are some

:01:26. > :01:30.way off from charging anyone. I think the peak `` public sometimes

:01:31. > :01:35.assume, there have been arrests, the police have their man and women,

:01:36. > :01:38.done job. That is not the case, there is an

:01:39. > :01:43.awful lot of work that will have to be done this week, forensics

:01:44. > :01:47.investigations, witnesses to be spoken to and the suspects to be

:01:53. > :01:55.office's Department and consideration of charges will be

:01:56. > :02:00.determined in new course later this week. 48 hours after police got for

:02:01. > :02:03.`` first got the call that Colin Chevalier had been murdered in the

:02:04. > :02:09.apartment behind me, forensics teams have been here trying to find that

:02:10. > :02:11.what happened. A Home Office pathologist has also

:02:12. > :02:17.been in Jersey carrying out a postmortem. Earlier today police

:02:18. > :02:21.wanted to know the whereabouts of a dark coloured Volkswagen Polo parked

:02:22. > :02:26.on the street on Saturday and moved hours before his death. They found

:02:27. > :02:32.the car this afternoon. The last murder in Jersey was in 2011. The

:02:33. > :02:37.investigation is set to continue here for the rest of the evening and

:02:38. > :02:42.on into the week. The death of a 17`year`old has been

:02:43. > :02:47.linked by police to a class a drug. Jared Harrison was found dead at a

:02:48. > :02:52.house in Saint earlier on Saturday morning. Friends of the boy said he

:02:53. > :02:56.was caring and popular. A caring teenager with a big

:02:57. > :03:02.personality. Jared's friends described him as popular and a

:03:03. > :03:06.joker. Today his younger brother said his death has left a gaping

:03:07. > :03:13.hole. He is my special big brother, just

:03:14. > :03:18.my bodyguard, always there for me. He had a bigger heart than him to be

:03:19. > :03:21.honest. The houses to quiet at the moment. Youth workers have been out

:03:22. > :03:23.on Jersey's streets since Saturday lunchtime offering support to upset

:03:24. > :03:26.youngsters. They are great group of young people

:03:27. > :03:30.that have been supporting each other and listening to each other, lots of

:03:31. > :03:33.hugs for each other and they have been there for each other, which is

:03:34. > :03:36.nice to see. The police say the 17`year`old may

:03:37. > :03:39.have taken a white powder he believed was MDMA, commonly known as

:03:40. > :03:42.ecstacy. Three other young men were taken to hospital and have since

:03:43. > :03:47.been discharged. Jersey's Chief Medical Officer of Health says it's

:03:48. > :03:50.a wake up call. I think it is only sadly with the

:03:51. > :03:56.growing statistics that people are starting to really wake up to the

:03:57. > :04:00.fight it is not just a new way of young people having fun and taking

:04:01. > :04:03.risks, it is frankly dangerous and better to be avoided. Today Jersey

:04:04. > :04:06.Police released on bail two teenagers who had been arrested on

:04:07. > :04:07.suspicion of importing a controlled substance.

:04:08. > :04:10.They are asking anyone with information to come forward.

:04:11. > :04:13.Meanwhile, Jared's friends say they'll remember him as a big care

:04:14. > :04:16.bear who's heart was bigger than him.

:04:17. > :04:26.It has the biggest budget the biggest spending department in

:04:27. > :04:30.Guernsey's government is being told to title its bets as Michael Tait

:04:31. > :04:34.and its belt. Health and social services needs to find more than ?3

:04:35. > :04:36.million worth of savings whilst also generating income of almost 10

:04:55. > :04:57.bosses in the building behind me have come up with a plan to make up

:04:58. > :05:02.the remainder. An operation plan has been released

:05:03. > :05:05.today. It's more of an overview ` there's no confirmation of which

:05:06. > :05:10.services will come under pressure. We're not going into details of what

:05:11. > :05:15.individual plans are. We have identified the high`level projects,

:05:16. > :05:19.for example, we are doing a drug and alcohol strategy. We don't go into

:05:20. > :05:22.detail of what is in that drug and alcohol strategy. This is

:05:23. > :05:28.identifying what project we will be doing and, obviously, the more

:05:29. > :05:32.detailed bits as and when necessary will come back and be published.

:05:33. > :05:34.But reigning in spending on low priority drugs and reviewing

:05:35. > :05:38.contracts with service providers are some of the ways it says it can

:05:39. > :05:41.reduce its expenditure. But what do people on the street think should be

:05:42. > :05:45.done? It is very difficult to know which

:05:46. > :05:51.services, because they all seem so important. It depends on their

:05:52. > :05:52.definition, low priority to one person is high priority to someone

:05:53. > :05:57.else. It is a hard one.

:05:58. > :05:59.It will help some people, but not others.

:06:00. > :06:03.What to cut and who will be affected remains to be seen as the Health

:06:04. > :06:04.Department does what it can to balance the books whilst keeping as
