:00:29. > :00:30.Alderney Renewable Energy and OpenHydro chose a major
:00:31. > :00:32.international convention in Cherbourg to make their
:00:33. > :00:42.announcement, a prestigious event for this important agreement. There
:00:43. > :00:49.are pleased to be here this morning. We are here to announce the creation
:00:50. > :00:52.of a joint venture. The ambitious plan involves deploying 150 marine
:00:53. > :00:55.turbines in the Alderney Race and connecting them by an underwater
:00:56. > :01:08.cable linking France, Alderney, and the UK. Alderney renewable energy
:01:09. > :01:12.has a 65 year licence to develop the tides around Alderney. We believe
:01:13. > :01:17.there is 3000 megawatts of power there, and today we have signed a
:01:18. > :01:20.joint venture to develop the first 300 megawatts. This will be
:01:21. > :01:24.developed for 2020, which will coincide with the commissioning of
:01:25. > :01:27.the connector from France through Alderney to Britain. It is a very
:01:28. > :01:33.important day for us and the island of Alderney. The turbines, each
:01:34. > :01:40.wrong way down hundred tonnes, will have to withstand some of the
:01:41. > :01:45.strongest side of the world. But, crucially, they have not yet been
:01:46. > :01:48.tested in the Alderney Race. We have to look at the heritage of testing
:01:49. > :01:56.and development over the last decade. We were the first company to
:01:57. > :01:59.install a turbine in the Orkney Islands and Scotland, the tide up
:02:00. > :02:04.there are every bit as strong and aggressive as in Alderney, and we
:02:05. > :02:07.have been testing up there since 2006 and had great success with the
:02:08. > :02:10.results we have achieved. In addition, no`one really knows what
:02:11. > :02:18.kind of environmental impact these devices will have. We don't know. We
:02:19. > :02:22.are looking at a very large scale proposed development but it is small
:02:23. > :02:26.by scale of the Marine environment as a whole and it is an incredibly
:02:27. > :02:31.energetic environment. What is vitally important is we look at
:02:32. > :02:36.high`grade preinstallation monitoring so we know what the
:02:37. > :02:42.environment goes on before we interfere with it. On the whole we
:02:43. > :02:44.hope it will be a net positive impact installing these devices but
:02:45. > :02:47.it has to be done with care and respect. Whilst it will take three
:02:48. > :02:50.years to obtain the necessary consents, ARE are confident that
:02:51. > :02:55.they will be generating marine renewable energy by 2020 at the
:02:56. > :02:58.latest. A man has appeared in court in
:02:59. > :03:01.Jersey following the death of Vitor Fernandes in a car crash on Victoria
:03:02. > :03:05.Avenue last December. 21`year`old Jose Silva has been charged with
:03:06. > :03:09.causing death by dangerous driving. Emma Chambers reports.
:03:10. > :03:14.Vitor Fernandes was just 22 when he was killed in this car crash on
:03:15. > :03:18.Victoria Avenue. It happened just after ten o'clock at night on the
:03:19. > :03:22.30th December last year. Vitor was treated by paramedics at the scene
:03:23. > :03:26.of the crash but was later pronounced dead at hospital. Today
:03:27. > :03:29.the man charged with causing his death appeared in court. Jose Silva
:03:30. > :03:33.appeared before the Magistrates court this morning charged with
:03:34. > :03:37.causing death by dangerous driving. He wore a dark grey hooded jumper
:03:38. > :03:40.and looked impassive as ten charges were read out against him, a string
:03:41. > :03:44.of them relating to the condition of the car he was driving on the night
:03:45. > :03:48.of the collision. But the main charge of causing death by dangerous
:03:49. > :03:51.driving was deemed by the Magistrate Mr Peter Harris as "too serious for
:03:52. > :03:54.this court." Jose Silva has been released on bail but is due to
:03:55. > :03:58.re`appear at the Magistrates court in two weeks' time for his committal
:03:59. > :04:07.to Jersey's Royal Court on Thursday 22nd May.
:04:08. > :04:11.The Royal Bank of Canada has pulled out of its planned offices on the
:04:12. > :04:14.site of Jersey's Esplanade car park. The bank will move to another new
:04:15. > :04:17.office building instead. Those behind the Waterfront scheme for an
:04:18. > :04:20.International Business Centre say they'll now have to re`think plans
:04:21. > :04:23.for the site. Social security contributions could
:04:24. > :04:26.be going up for Jersey workers in two years' time. Most employees pay
:04:27. > :04:30.about 6% of their earnings currently but that could rise as people live
:04:31. > :04:33.longer and the island's pension bill increases.
:04:34. > :04:37.Disability rights campaigners in Guernsey have some help from their
:04:38. > :04:40.Canadian counterparts this week. The States has agreed a disability
:04:41. > :04:47.strategy but is still some way off drafting actual laws, as Mike
:04:48. > :04:49.Wilkins reports. Remember this, public pressure
:04:50. > :04:54.helping to push through the island's Disability Strategy in the States?
:04:55. > :04:58.That was months ago, so what's changed? Well, not much yet, but
:04:59. > :05:06.that's not to say nothing's happening. You are not going to see
:05:07. > :05:10.loads of stuff changing overnight. Actually most of the change will
:05:11. > :05:13.happen when we managed to implement attitude. That is part of the
:05:14. > :05:17.protest and the state strategy says that the main objective is changing
:05:18. > :05:22.attitude. When we start managing that, and of course, we have some
:05:23. > :05:25.legislation that provides impetus, then we will see change. Research is
:05:26. > :05:28.taking place before proposals go back to the States for a law to
:05:29. > :05:31.prevent discrimination against disabled people. Guernsey is turning
:05:32. > :05:39.its back on the UK approach to disability legislation and is keener
:05:40. > :05:44.to emulate other countries. One of the consequences of the UK model is
:05:45. > :05:48.it is likely to be far more litigious. A lot of it revolves
:05:49. > :05:52.around what the definition is of someone who is disabled. The social
:05:53. > :05:55.law would help to avoid a lot of litigation. At a conference in St
:05:56. > :05:59.Peter Port, help is on hand from Canada, a country viewed at the
:06:00. > :06:06.forefront of disability rights. The important message from Canada is you
:06:07. > :06:09.save a lot of money if people are in the workforce and participating in
:06:10. > :06:12.society and not being institutionalised unnecessarily. So
:06:13. > :06:16.while the wait goes on, with a little help from Canada, the legal
