:00:22. > :00:24.Finance Centre. It has come as a huge knock to the government`funded
:00:25. > :00:29.company behind the plans. Emma Chambers reports.
:00:30. > :00:31.It is costing the Government millions, but it is hoped this
:00:32. > :00:34.multistorey International Finance Centre ` planned for Jersey's
:00:35. > :00:37.Esplanade ` will transform the islands' leading industry and the
:00:38. > :00:40.Waterfront area. The Royal Bank of Canada expressed interest in housing
:00:41. > :00:44.20% of this development, but has decided to move into the new Dandara
:00:45. > :00:49.block planned just a bit further up the road. They say the 66`72
:00:50. > :00:56.Esplanade development was the most suitable. The loss of this major
:00:57. > :01:00.bank concretes concerns some politicians had about the finance
:01:01. > :01:08.centre. The States have got to decide what we do with the master
:01:09. > :01:16.plan. I do not think personally it works any more. It was designed to
:01:17. > :01:21.be built in boom times. We have not had boom times for seven years. Do
:01:22. > :01:26.we need another two million square feet of offices? I do not think so.
:01:27. > :01:29.And even though there is still no confirmed companies lined up, those
:01:30. > :01:32.behind the plans say there is still enough interest for the new
:01:33. > :01:37.Esplanade quarter to go ahead. There is such a shortage of Grade A space.
:01:38. > :01:42.Now is not the time to be reviewing this master plan. We need certainty,
:01:43. > :01:48.as to provide the tenants with confidence. Despite these
:01:49. > :01:51.reassurances, Deputy Power is holding a meeting about concerns for
:01:52. > :01:54.the future of the Esplanade development. In the meantime, the
:01:55. > :02:04.hope is that no other finance companies lose interest.
:02:05. > :02:07.A fourth person arrested in connection with the murder of Colin
:02:08. > :02:11.Chevalier has been released pending further enquiries. Mr Chevalier was
:02:12. > :02:13.found dead in his flat in St Helier last Saturday night. Earlier this
:02:14. > :02:17.week, 35`year`old Darren Neil McCormack appeared in court charged
:02:18. > :02:20.with his murder. Jersey Police have charged two more
:02:21. > :02:23.men with dangerous driving, following the death of Vitor
:02:24. > :02:26.Fernandes on Victoria Avenue. The twenty`two`year`old was killed in a
:02:27. > :02:31.car crash at First Tower last December.
:02:32. > :02:34.Talks today between the Union representing baggage handlers at
:02:35. > :02:36.Jersey Airport and Servisair have been "disappointing" according to
:02:37. > :02:39.the company. Workers unhappy at reduced hours had voted to take some
:02:40. > :02:43.form of industrial action, although they won't be going on strike.
:02:44. > :02:51.Servisair says today's talks, aimed at bringing the two sides together,
:02:52. > :02:54.didn't end in agreement. The number of mothers breasting
:02:55. > :02:57.feeding their babies in the Channel Islands falls well behind many
:02:58. > :03:00.developed countries. Latest figures show that around three`quarters of
:03:01. > :03:04.new parents try it ` above the UK average, but near the bottom of the
:03:05. > :03:08.table if you look at the global figures. It is one issue raised in a
:03:09. > :03:12.report out today looking at the health of Islanders. Penny
:03:13. > :03:16.Elderfield reports. With Easter just around the corner,
:03:17. > :03:22.a bit of a treat today for this mother and toddler group. We had
:03:23. > :03:27.chocolate eggs. Not necessarily that nutritious, but tasty. But when
:03:28. > :03:30.these mums and grandmothers first had their babies, nutrition`wise
:03:31. > :03:35.something they would no doubt heard was that breast was best. It gives
:03:36. > :03:47.them an start a dozen red. A start in life. `` it gives them a start in
:03:48. > :03:50.life. So the message is getting through to some. But breast`feeding
:03:51. > :03:55.rates in the Channel Islands are low. 77% of new mums in Guernsey
:03:56. > :03:59.give it a go, as do 75% in Jersey. On par with in England, but globally
:04:00. > :04:02.the UK is falling behind ` coming 25th out of the 36 developed
:04:03. > :04:05.countries. And the States want to improve on those figures. You love
:04:06. > :04:15.your baby will stop you want to do the best for your baby. The best
:04:16. > :04:19.thing you can do is breast`feed. The stats on breast`feeding are a small
:04:20. > :04:21.part of a wider snapshot of the health of the Islands, published
:04:22. > :04:25.today. Generally life expectancy here is better than the UK, at
:04:26. > :04:29.around 84 years for women and 79 for men in both Islands. One issue where
:04:30. > :04:32.there is a difference though is teen pregnancies. In Jersey between 2010
:04:33. > :04:36.to 2012 there were on average around 18 a year. But in Guernsey the rate
:04:37. > :04:39.was more than double that with 87 teenagers falling pregnant during
:04:40. > :04:42.that time. But both Islands are still below the UK average. But a
:04:43. > :04:46.problem shared by both Islands is the number of people dying from
:04:47. > :04:49.preventable illnesses. ` with 17% of deaths in Guernsey and 15% in Jersey
:04:50. > :04:55.caused by smoking. And for health officials the fact they are
:04:56. > :05:01.preventable is a key. We still have this big burden of disease. Even
:05:02. > :05:05.though globally we are doing well in terms of the average length of life,
:05:06. > :05:12.there are still a lot of preventable deaths here. So whilst we may all on
:05:13. > :05:15.average be living longer, the report out today gives out a clear message
:05:16. > :05:21.about some of the health issues still facing the Islands.
:05:22. > :05:24.In Jersey preparations are under way to amend the employment law to
:05:25. > :05:27.introduce maternity leave. BBC Channel Islands News spoke to
:05:28. > :05:30.Jersey's Medical Officer of Health and asked if the current position
:05:31. > :05:40.meant women were missing out on breast`feeding as they return to
:05:41. > :05:43.employment. There is a issue about the proportion of women of
:05:44. > :05:48.child`bearing age who are also working full time and need to go
:05:49. > :05:55.back to work sooner. That is a fact of these islands. People coming here
:05:56. > :06:00.to work often have to work full time rather than part`time. I don't think
:06:01. > :06:02.we can do much about that, but we can do everything we can to
:06:03. > :06:09.encourage women to breast`feed for as long as possible. Make it easier
:06:10. > :06:16.for women to express milk if that is what they want to do.
