:00:10. > :00:11.Good evening. There are calls to the attention of parliamentary
:00:12. > :00:14.Good evening. There are calls tonight for better protection for
:00:15. > :00:23.landlords as well as tenants in the property rental sector in Jersey.
:00:24. > :00:26.The Citizens Advice Bureau says it's heard from many landlords who say
:00:27. > :00:29.they have little recourse if their property is damaged. One landlady
:00:30. > :00:33.wants to see a blacklist for problem tenants, after she was left with
:00:34. > :00:40.thousands of pounds worth of damage. Chris Harrison reports.
:00:41. > :00:43.Three years of filth and damage. This is the state landlady Sharon
:00:44. > :00:47.Campbell found her flat in after leasing it to tenants who moved out
:00:48. > :00:52.of the property not just leaving toys and clothes but thousands of
:00:53. > :00:58.pounds worth of repairs. If they don't look after it, what's is
:00:59. > :01:03.anyone going to do? The only thing I can do is take someone to court for
:01:04. > :01:07.the amount this is going to put right knowing I will not get it
:01:08. > :01:15.back. I'd do not have time to do that. It needs to be a system that
:01:16. > :01:20.`` there needs to be a system where people can get monitored in the next
:01:21. > :01:23.property. But Sharon is not alone, Jersey's Citizens Advice Bureau say
:01:24. > :01:27.they're see many other landlords in Sharon's position, and say the rules
:01:28. > :01:30.need to change when it comes to leasing property so both the tenant
:01:31. > :01:33.and landlord are protected and not left out of pocket.
:01:34. > :01:35.Two things we would like to see in order to help alleviate the problems
:01:36. > :01:40.associated with landlords and tenants, the first is a rental
:01:41. > :01:44.deposit scheme and the second is a compulsory use of condition reports
:01:45. > :01:48.that would outline the condition of a property at the beginning of that
:01:49. > :01:51.lease and then review that at the end of the lease.
:01:52. > :01:56.There is also political pressure brought on by the states. We have
:01:57. > :02:02.already work reads the deposit protection scheme. `` already
:02:03. > :02:07.agreed. There needs to be an inspection to decide weather or not
:02:08. > :02:13.there has been damage done to a property, and weather or not it was
:02:14. > :02:16.negligent or intentional. It is hoped that improved protection
:02:17. > :02:19.for landlords and tenants would be in action before this year's
:02:20. > :02:27.election. But in the meantime, for Sharon the clean`up continues.
:02:28. > :02:31.Meanwhile in Guernsey the Housing Minister says the States will soon
:02:32. > :02:33.debate new laws which will make it easier to penalise landlords who
:02:34. > :02:36.provide poor quality accommodation. The proposed legislation will set
:02:37. > :02:39.minimum standards on living conditions and include limiting the
:02:40. > :02:42.number of people allowed to live in a room.
:02:43. > :02:46.Improving Alderney's air links is one of the main priorities of the
:02:47. > :02:49.islands newest states member. Norma Paris won this weekend's by`election
:02:50. > :02:57.following the death of Paul Arditti who died in January. The most
:02:58. > :03:02.important thing we need to look at is the airports and transport links,
:03:03. > :03:06.particularly the aviation links, and then the other issues we have on the
:03:07. > :03:11.island will fall into place. I have a lot of experience in aviation and
:03:12. > :03:25.I am looking forward to being able to help.
:03:26. > :03:28.Guernsey's seen a drop in visitor numbers, down 3% last year. Now
:03:29. > :03:32.tourism bosses are hoping a Heritage Festival will bring people back to
:03:33. > :03:35.the island. The event takes place over the next 30 days and features
:03:36. > :03:40.activities on land and sea designed to highlight the island's rich
:03:41. > :03:44.history. Jersey Dairy is the busiest it's been in years after sales to
:03:45. > :03:48.China trebled and new contracts were signed with UK suppliers. The dairy,
:03:49. > :03:51.which sells milk from the cows of 23 local farmers, is employing more
:03:52. > :03:54.staff and hasn't ruled out expanding. Its Jersey branded
:03:55. > :03:55.products are going for a premium in places like Japan. Jen Smith
:03:56. > :03:59.reports. These have a long journey ahead.
:04:00. > :04:02.More than 8,000 miles away demand is growing in China. Orders to the
:04:03. > :04:07.region have trebled in recent months. The first shipment left
:04:08. > :04:12.Jersey November last year, arrived in China early January, and the
:04:13. > :04:17.product got into the stores immediately after the Chinese new
:04:18. > :04:27.year, so we have had two or three months of trading now.
:04:28. > :04:32.Six crates have recently become 20. My main aim is to try and grow the
:04:33. > :04:39.support amongst consumers, so I'd have been putting recipes and in
:04:40. > :04:43.doing, the shins and working with schools and posting a new updates so
:04:44. > :04:46.everyone is aware of how well we are doing.
:04:47. > :04:49.And it's not just sales to China that have increased. A new contract
:04:50. > :04:52.with the UK's largest ice cream distributor will double sales to
:04:53. > :04:56.that market. And big orders are still coming in from places like
:04:57. > :05:03.Butlins, Brighton Pier and even the Chelsea Flower Show.
:05:04. > :05:09.Jersey, an island in the English Channel, and 13 miles off the coast
:05:10. > :05:12.of France. Videos like these, made for Chinese
:05:13. > :05:18.TV, have helped target Eastern consumers. And while the dairy says
:05:19. > :05:24.its priority will always be the island market, could the grass be
:05:25. > :05:28.greener on the Eastern side? Time for a look at tomorrow's weather.
:05:29. > :05:32.Good evening. We have seen some lovely, bright skies through today,
:05:33. > :05:37.and we have more of the same on offer for tomorrow. Sunny skies,
:05:38. > :05:41.staying dry, but the breeze will freshen through the day. If we take
:05:42. > :05:47.a look at the satellite picture, you can see clear skies across France
:05:48. > :05:49.and ourselves and across the bulk of the United Kingdom on and that is
:05:50. > :05:54.because pressure is in charge, and it is keeping with the weather
:05:55. > :05:59.fronts locked down in the Atlantic. Tomorrow, it will slip further
:06:00. > :06:04.east, introducing more of a breezy easterly, and by Wednesday, the wind
:06:05. > :06:11.eased down a bit but the reason is the coming in from the continent.
:06:12. > :06:16.Looking at the satellite picture across ourselves, barely a cloud in
:06:17. > :06:21.the sky. Through the night, we will not see any cloud forming. It pretty
:06:22. > :06:23.late night on the way, but we will see the winds gradually veering
:06:24. > :06:30.round, and increasing through the night. Temperatures dropping down
:06:31. > :06:33.into single figures in some locations. A bright start to
:06:34. > :06:37.tomorrow, and we should see plenty of sunshine through the day, but we
:06:38. > :06:41.will notice that the winds will be breezy air, and they are coming in
:06:42. > :06:45.from the east, but temperatures will get up in some spots to the early
:06:46. > :06:55.teens. Taking a look at our coastal waters forecast. The winds are
:06:56. > :06:58.easterly, perhaps force five at times for the afternoon. Conditions
:06:59. > :07:07.are fair and visibility is good. Our times of high water.
:07:08. > :07:10.Not a great deal to work with for our servers. Most of the ways around
:07:11. > :07:15.two or three feet, and conditions are clean. The next few days, we
:07:16. > :07:20.keep that high pressure in charge. It is looking fine and dry and
:07:21. > :07:26.settled, that we will see more cloud dumping towards the end of the week.
:07:27. > :07:27.Overall, a pretty decent run up to Easter. That is it from the late
:07:28. > :07:37.Tim. Have a good night. degrees along the vestry and 16 in
:07:38. > :07:41.London. More sunshine for Wednesday and clouding over towards the end of
:07:42. > :07:44.the week. Your regional forecast will have offered you another fine
:07:45. > :07:50.day tomorrow. That is the story nationwide. High
:07:51. > :07:54.pressure is plonked on top of us. This evening it has been turning
:07:55. > :07:59.quite chilly quite quickly and it will be cold for the middle of April
:08:00. > :08:04.overnight. In larger towns and cities it will be down to single
:08:05. > :08:06.figures and rural areas by Dawn will be close to and below
