:00:00. > :00:41.That's all from us. On Newsnight on BBC2 in a few moments,
:00:42. > :00:45.Wilkins reports. A beautiful beach on a beautiful
:00:46. > :00:52.day. But today it was empty, mainly due to a chilly wind rather than its
:00:53. > :00:55.latest water quality rating. This beach, Ladies Bay, was the only
:00:56. > :01:02.Channel Islands beach to fail this year's Good Beach Guide tests. In
:01:03. > :01:05.fact it's one of just 14 beaches of more than 700 across the British
:01:06. > :01:21.Isles that was found to have poor water.
:01:22. > :01:25.coastal crown, St Brelade's Bay, slipped in the rankings as it fell
:01:26. > :01:29.from the top level to the guideline rating. It's unclear why so many
:01:30. > :01:33.beaches have seen their ratings slip. But the Good Beach Guide says
:01:34. > :01:42.it could be because of a number of reasons. Some of it can relate to
:01:43. > :01:48.treatment or local run`off if there is a lot of agriculture in the
:01:49. > :01:52.region. It is specific from each to beach. Usually a beach like Ladies
:01:53. > :01:55.Bay would have 20 water samples sent to the Marine Conservation Society
:01:56. > :01:59.for testing. But last year, in order to save ?20,000, only eight samples
:02:00. > :02:01.were. And for the woman responsible for Guernsey's environmental health
:02:02. > :02:10.says it reduces the chances of success. Unfortunately last year the
:02:11. > :02:17.sampling programme in Guernsey, just eight samples were taken and so one
:02:18. > :02:24.failure results in a 12% failure. So it does not achieve that 95%
:02:25. > :02:28.criteria for the guide. Although Ladies Bay has failed, Environmental
:02:29. > :02:31.Health is keen to point out that the bathing waters are safe and that the
:02:32. > :02:34.Good Beach Guide only inspects beaches that are already considered
:02:35. > :02:38.to be of an excellent standard. But for Guernsey PLC, good beaches mean
:02:39. > :02:40.good business and I've been told discussions are under way to
:02:41. > :02:47.consider increasing the number of samples the island collects.
:02:48. > :02:51.Two Airbus airliners have signed up to Guernsey's air registry, a boost
:02:52. > :02:55.to the service which has so far seen a slow start. The scheme means
:02:56. > :02:57.pilots and businesses can register their aircraft locally, potentially
:02:58. > :03:02.bringing in millions for the island's economy. However just nine
:03:03. > :03:06.aeroplanes have signed up since it was launched last year. But as Penny
:03:07. > :03:10.Elderfield reports, those involved are optimistic they can still make
:03:11. > :03:16.the target of 60 planes on the register in the 12 months.
:03:17. > :03:19.At its launch last year, expectations about Guernsey's new
:03:20. > :03:29.aircraft registry were high. But months on, just nine planes have
:03:30. > :03:34.signed up. I admit it is a slow burn to start with. The first months were
:03:35. > :03:39.just being fully prepared to take applications and I'm sure we will
:03:40. > :03:45.make money for the registry and for local businesses as well as covering
:03:46. > :03:48.the costs. And this is one local business that's already making
:03:49. > :03:55.money. Helping to get all the paper work in order for the latest plane
:03:56. > :04:02.to register here, an Airbus 319. If someone owns an aircraft they need a
:04:03. > :04:05.lot of services to support that, financing and legal services and
:04:06. > :04:12.insurance and also more prone to cook things like the aircraft to be
:04:13. > :04:18.maintained. So each registration is a big business opportunity for
:04:19. > :04:20.Guernsey. And it's hoped more local pilots will also take the
:04:21. > :04:24.opportunity to register their planes locally. Some seem keen, but say the
:04:25. > :04:27.process takes time. A process though that Channel Islands Air Search has
:04:28. > :04:35.started for the plane which will replace the one that crashed last
:04:36. > :04:42.year. I have already reserved a registration just in case. But
:04:43. > :04:46.nearer the time we will go and ask what letters would you like. Take up
:04:47. > :04:49.may have been slow over the first few months. But those involved in
:04:50. > :04:52.the registry are still optimistic that as its reputation grows, the
:04:53. > :04:57.Channel Islands registry will really begin to take off.
:04:58. > :05:00.Well, Jersey is to launch a rival registry in the summer. The island's
:05:01. > :05:06.Economic Development Minister told this programme Guernsey's slow start
:05:07. > :05:11.hadn't deterred his department. Jersey has always been of the view
:05:12. > :05:16.that we have a strong proposition and we are still confident that the
:05:17. > :05:20.Jersey aircraft registry will attract a significant amount of
:05:21. > :05:28.interest. The working group have been positive in early assessments.
:05:29. > :05:32.We are on target to get it up and running and once we have that as
:05:33. > :05:36.part of our legislation it will be a valuable asset.
:05:37. > :05:38.Meanwhile, a French charter airline has launched flights between the
:05:39. > :05:41.Channel Islands and Normandy. Ma Compagnie is launching ad hoc
:05:42. > :05:45.services from Guernsey, Alderney and Jersey to Cherbourg airport using a
:05:46. > :05:48.cessna aircraft like this one. Those behind the flights say they may
:05:49. > :05:52.launch a scheduled service depending on demand.
:05:53. > :05:56.Changes could be made to Jersey's Millennium Park in an attempt to
:05:57. > :05:59.tackle anti`social behaviour. Police are working with the local community
:06:00. > :06:03.following concerns about noise and disruption from young people using
:06:04. > :06:13.the park. There are plans to give skaters a dedicated area.
:06:14. > :06:20.A quick sports update and Guernsey football club beat Redhill this
:06:21. > :06:24.evening. Well, that's all from the late team. Edward Sault will be back
:06:25. > :06:29.with your next full news bulletin at 6:30pm tomorrow evening on BBC One.
:06:30. > :06:39.The national weather forecast follows, but first here's David with
:06:40. > :06:44.the local outlook. Goodnight. The weather was kind to us today and
:06:45. > :06:50.will be kind to us tomorrow with more sunshine on offer. Not much to
:06:51. > :06:57.spoil the view of the stars overnight tonight. Some very dry air
:06:58. > :07:02.across as at the moment so it should remain clear all night. For tomorrow
:07:03. > :07:10.there is little change. Unbroken sunshine. The sun is pretty strong
:07:11. > :07:21.this time of the year. Strong enough to have some effect if you are out
:07:22. > :07:29.all day long. It stays dry on Thursday ten, just a little more in
:07:30. > :07:33.the way of cloud on Friday. It is good night from us and I leave
:07:34. > :07:41.hopefully warmer. This is a summary and the look at the National
:07:42. > :07:45.forecast. The sun has set on another beautiful
:07:46. > :07:49.day. Like last night, temperatures have taken a nosedive this evening.
:07:50. > :07:54.It will be a cold night for the middle of April. Temperature is well
:07:55. > :07:58.down into single figures in towns and cities. Across eastern England
:07:59. > :08:02.in rural spots, close to freezing. We are expecting another frost
:08:03. > :08:05.across many parts of England and where. For Northern Ireland and
:08:06. > :08:09.Scotland, temperatures were covering later in the night but for most of
:08:10. > :08:15.us, a cold but sunny start. The last one for a while. We will see cloud
:08:16. > :08:19.increasing across Northern Ireland and Scotland, the breeze freshening
:08:20. > :08:26.and rain heading into the far north-west. Further south, a sunny
:08:27. > :08:29.day for most of England and Wales. Clouds are rare and temperatures
:08:30. > :08:34.will bounce back nicely. On the coastal fringes, quite cool. The
:08:35. > :08:39.breeze will have an edge to it. Inland, warming up nicely and former
:08:40. > :08:42.than today in some places across southeastern England. For Northern
:08:43. > :08:47.Ireland and Scotland it will be a cooler day than today with the
:08:48. > :08:48.breeze increasing and cloud and rain, particularly
