:00:12. > :00:12.Good evening. There's good news Marquez, w`o died t(is eve.ing.

:00:13. > :00:15.Good evening. There's good news tonight for parents of young

:00:16. > :00:17.children in Guernsey. The Education Department is proposing fred

:00:18. > :00:21.pre`school education for all at a cost of around ?2 million a year.

:00:22. > :00:25.Under the plans, children would get 15 hours a week of free education

:00:26. > :00:33.for 38 weeks before they st`rt primary school. 15 hours a week at a

:00:34. > :00:37.nursery like one in St Peter Port can cost up to ?400 a month. When we

:00:38. > :00:40.filmed these children at Thd Monkey Puzzle Nursery last year, that's

:00:41. > :00:43.what their parents were payhng. But now the Education Department wants

:00:44. > :00:46.to bring Guernsey in line whth England and closer to Jersex where

:00:47. > :00:54.all children receive some free nursery education. Yellow m`c we are

:00:55. > :00:58.miles behind everywhere at the moment as far as preschool dducation

:00:59. > :01:04.is concerned, we must catch up. If we get this thing through it is

:01:05. > :01:08.still only a start. If you look statistics in Europe, we ard way

:01:09. > :01:12.behind. It's proposing that all children would get 15 hours a week

:01:13. > :01:15.of free education for 38 wedks in the year before they start primary

:01:16. > :01:18.school. Why macro The Education Department expects the majority of

:01:19. > :01:21.places to be offered by private pre`schools, which would be tested

:01:22. > :01:25.for quality standards. But `t a cost of ?2 million a year, is it

:01:26. > :01:28.something the public feels would be money well spent? Yellow mac yellow

:01:29. > :01:31.mac at the moment are a lot of working mothers. That will give them

:01:32. > :01:34.a lot of peace of mind that their children are being educated properly

:01:35. > :01:45.and progressing. I have two children who are five and six, they both went

:01:46. > :01:48.and it is a lot to pay. It hs a lot of money but from another

:01:49. > :01:50.perspective you could argue there are other pressing needs given

:01:51. > :01:59.what's going on in health at the moment. I Piggott is a good idea.

:02:00. > :02:01.The Education Department is keen to highlight how it feels Guernsey s

:02:02. > :02:05.lagging behind other countrhes. It'll now be up to the Statds and

:02:06. > :02:20.those holding the purse strhngs to decide if free pre`school bdcomes a

:02:21. > :02:23.reality or not. Jersey Statds members should be paid according to

:02:24. > :02:26.how much responsibility thex take on, says the island's Treastry

:02:27. > :02:29.Minister. At the moment, evdry States member is paid the s`me

:02:30. > :02:32.salary of ?42,600, plus up to ? ,000 in expenses. But Senator Phhlip

:02:33. > :02:35.Ozouf argues that isn't enotgh to tempt more capable and high`earning

:02:36. > :02:39.businesspeople to run for office ` and has added an amendment to a

:02:40. > :02:43.review of Government plans. The average cost of living in Jdrsey has

:02:44. > :02:45.risen by 1.7%, a lower figure than forecast for the first quarter of

:02:46. > :02:49.this year. Government figurds suggest for those in the bottom 20%

:02:50. > :02:56.of earners, the cost of livhng has risen more sharply, by 2%, over the

:02:57. > :02:59.past year. Recorded crime ldvels in Jersey are at their lowest since

:03:00. > :03:09.police started counting thel. The force's annual report shows there

:03:10. > :03:17.were 3,172 recorded crimes hn 2 13. That's a drop of 17% on 2012. Jersey

:03:18. > :03:20.police have had a busy year. Although the overall number of

:03:21. > :03:24.recorded crime has dropped, the number of incidents officers are

:03:25. > :03:28.called out to, has not. The good news is that theft and assatlt are

:03:29. > :03:33.down. There has been a 32% drop in crime after nights out, a 30%

:03:34. > :03:39.reduction in drugs offences and fewer burglaries. That is something

:03:40. > :03:44.that has seen a rise. Road deaths and domestic violence are on the up.

:03:45. > :03:48.There has been a 9% rise in the number of serious injuries compared

:03:49. > :03:53.to 2012. The latter been a 05% increase in the. Three people died

:03:54. > :03:57.last year including in this fatal accident, which killed a 42`year`old

:03:58. > :04:04.tourist. Jersey police statd is too many. Yellow mac we have a campaign

:04:05. > :04:11.going at the moment are looking out for each other. That is verx much

:04:12. > :04:15.focused on two wheels, like motorcycles. Incidents of domestic

:04:16. > :04:22.violence are also up. Last xear officers went to 1100 cases, a rise

:04:23. > :04:25.in 6% in 2012. But after high`profile campaigns encotraging

:04:26. > :04:34.victims to come forward, thhs was expected. It shows we believe as a

:04:35. > :04:38.society we are starting to understand domestic abuse bdtter.

:04:39. > :04:42.Many years ago, people denidd it existed. But please say aftdr recent

:04:43. > :04:48.their biggest challenge is tackling so`called legal highs. After three

:04:49. > :04:51.consecutive years of falling crime, the police do not expect thd numbers

:04:52. > :05:02.to drop much further. But they say they certainly will be `` not be

:05:03. > :05:05.resting on laurels. The airline Aurigny has announced ?3 million

:05:06. > :05:08.plans to replace the current fleet of trilanders. It wants to buy three

:05:09. > :05:11.second`hand Dornier 228 aircraft like this one and they're asking

:05:12. > :05:14.Guernsey's Government to either lend it the money, or guarantee ` loan.

:05:15. > :05:19.They'd be used on the Alderney route. Jersey rugby club have signed

:05:20. > :05:23.ten players ahead of next sdason. The five existing and five new

:05:24. > :05:27.players to the first team spuad have been recruited with a focus on what

:05:28. > :05:30.they can bring to the sport on and off the field. The signings have

:05:31. > :05:33.been confirmed just two days before the club's crunch match this

:05:34. > :05:37.weekend. They face London Scottish at St Peter on Saturday. Fahlure to

:05:38. > :05:41.win could see their battle for Championship survival over. It is a

:05:42. > :05:45.huge game for us. We will nded as much support out there as possible.

:05:46. > :05:52.It is a final for us, it is our last home game and we want to go out

:05:53. > :05:56.there and not concentrate on the small aspects, but build a school

:05:57. > :06:04.and go out there to get the right result. Meanwhile, Guernsey Football

:06:05. > :06:07.Club also have a big match this weekend, the Green Lions pl`y

:06:08. > :06:10.Faversham at home on Saturd`y afternoon. If they win, and certain

:06:11. > :06:14.other teams playing that dax lose, they could be guaranteed a top five

:06:15. > :06:23.finish. That'd mean a place in the play`offs for promotion to the Ryman

:06:24. > :06:31.Premier League. Now the weather good night. Good evening. Quite `

:06:32. > :06:34.contrast over the next four days, for tomorrow and Saturday a lot of

:06:35. > :06:39.fine weather, come Sunday and Monday, a lot more cloud around And

:06:40. > :06:42.the potential for some outbreaks of rain. But tomorrow is lovelx,

:06:43. > :06:48.because Iran today, fine and dry with some sunshine around. What can

:06:49. > :06:53.we do see overnight will be fairly thin but in the second half the

:06:54. > :06:57.cloud will begin to clear, so an improving, clearing sky by dawn

:06:58. > :07:03.tomorrow morning temperaturds down to nine degrees. Tomorrow, `nother

:07:04. > :07:06.fine day, plenty of sunshind. Never the breeze developing, north east

:07:07. > :07:10.wind. Strands of cloud trapped in that wind, sober up some cloud in

:07:11. > :07:16.the morning, but much cleardr in afternoon. Up to 12 or 13 ddgrees.

:07:17. > :07:26.Fine again on Saturday, will change on Sunday though. A full UK forecast

:07:27. > :07:31.a moments, good night farmers. Good night from others.

:07:32. > :07:40.we will qee wet weathep gver England. Have a good Easter.

:07:41. > :07:46.One thing we can be sure about is it won't be as cold as Easter last

:07:47. > :07:51.year, when we had seems like this, a covering of snow with icicles and

:07:52. > :07:54.temperatures down to an Easter record of minus 12.5 Celsius. One

:07:55. > :07:58.year and a couple of weeks on, things look very different. The

:07:59. > :08:02.first half of the Easter weekend, a lot of dry weather and a lot of warm

:08:03. > :08:05.and strong sunshine as well. It is the second half of the Easter

:08:06. > :08:18.weekend when things turn more unsettled, with some rain around. A

:08:19. > :08:20.few showers today from the belt of cloud that was sweeping south and
