:00:11. > :00:16.Good evening. Jersey could be the first place in the British Hsles to

:00:17. > :00:19.ban smoking in cars carrying children on board ` that's hf

:00:20. > :00:23.proposals put forward by thd Health Minister today get the go ahead

:00:24. > :00:26.Around 20% of people smoke hn Jersey and there is already a ban on

:00:27. > :00:29.lighting up in virtually all enclosed public places. But a survey

:00:30. > :00:37.last year suggested islanders support extra measures to protect

:00:38. > :00:41.children from second`hand sloke The dangers of second`hand smoke are

:00:42. > :00:44.well documented. And in England the campaign to encourage peopld to stop

:00:45. > :00:49.smoking when they have children in the car has been hard`hitting and

:00:50. > :00:53.high profile. But Jersey will go one step further than simply warning

:00:54. > :00:57.people of the dangers. Drivdrs may in future be banned from lighting up

:00:58. > :01:20.when they have passengers under the age of 18.

:01:21. > :01:24.There's some support for thhs legislation. A Health Department

:01:25. > :01:39.consultation found that 76% percent would support a ban. Can yot really

:01:40. > :01:49.disagree with this? It's about child but action. Can they enforcd it is a

:01:50. > :01:58.different matter. It's the same with mobile phones. But can you really

:01:59. > :02:00.tell people what to do in their own car?

:02:01. > :02:03.And, of course, how can you practically enforce this?

:02:04. > :02:05.No`one was available to spe`k to us from the Channel Islands Tobacco

:02:06. > :02:09.Importers Manufacturers Association. If given States

:02:10. > :02:17.approval, the law could be changed in as little as two months. No ifs,

:02:18. > :02:20.no buts. In response, the pro`smoking group

:02:21. > :02:23.Forest told BBC Channel Isl`nds News that it doesn't condone smoking in

:02:24. > :02:29.cars with children, which it regards as inconsiderate. It also s`ys

:02:30. > :02:31.bringing in a law is heavy`handed and patronising and could stigmatise

:02:32. > :02:36.smokers as potentially unfit parents. But Jersey's Medic`l

:02:37. > :02:47.Officer for Health says the ban is not a case of gesture polithcs and

:02:48. > :02:56.is enforceable. We note that the level of toxic fumes in cars is high

:02:57. > :03:26.and if the wind is our closd, it is twice as hard. This is no dhfferent

:03:27. > :03:28.Vitor Fernandes was killed hn the crash at First Tower. 21`ye`r`old

:03:29. > :03:31.Jose Joao Santos Silva is charged with causing death by dangerous

:03:32. > :03:34.driving, while Jeronimo Viehra Santos, who's 29, and Luis Carlos

:03:35. > :03:37.Alves Cardoso, who's 19, ard charged with dangerous driving. All three

:03:38. > :03:43.were referred to the Royal Court, but will appear again at Jersey

:03:44. > :03:46.Magistrates' Court on May 23rd. Jersey's building industry wants to

:03:47. > :03:50.get more local young people into the sector to reduce the need to buy in

:03:51. > :03:53.skills and labour. A governlent run scheme will offer about 200

:03:54. > :04:24.unemployed people the chancd to get skills

:04:25. > :04:26.more. Guernsey's animal shelter is in a

:04:27. > :04:29.race to improve its facilithes before new animal welfare l`ws are

:04:30. > :04:32.introduced later this year. The GSPCA will also be given more powers

:04:33. > :04:35.to act against animal cruelty, but higher standards of accommodation

:04:36. > :04:41.are coming, too, and that whll cost, as Mike Wilkins reports.

:04:42. > :04:47.Over the years this building has housed Lyons, monkeys and plenty of

:04:48. > :04:52.cats and the GSPCA has been helping animals for almost 150 years. But

:04:53. > :05:09.soon this building will havd two go as the charity aims to meet tough

:05:10. > :05:17.new animal legislation. We have been looking at a 15 year redevelopment

:05:18. > :05:22.plan, but immediately we nedd to rebuild five shelters. The building

:05:23. > :05:28.behind us is one of those. Ht will cost ?1.2 million to do this work.

:05:29. > :05:38.And this new legislation will give you more powers to force a key

:05:39. > :05:48.people who treat animals crtelly? It's about after action is taken. We

:05:49. > :05:54.want to be able to prevent suffering and the new legislation will allow

:05:55. > :06:00.us to do that. In terms of loney, have you got enough? We are

:06:01. > :06:04.fundraising and we have a bhg fundraiser coming up which will help

:06:05. > :06:13.with this project and other projects we need to raise funds for. Thank

:06:14. > :06:23.you. Almost ?1.5 million nedds to be raised if this place is to leet the

:06:24. > :06:27.new tougher animal legislathon. That is it from the late team. Wd'll be

:06:28. > :06:33.back tomorrow morning. I will leave you with the weather.

:06:34. > :06:43.After some reasonable weathdr today, it will be different tomorrow. Rain

:06:44. > :06:47.is creeping in from the south. Showers in the morning, brighter in

:06:48. > :06:53.the afternoon. It is turning unsettled as we move into the

:06:54. > :06:59.weekend. Initially dry tonight with rain creeping in. Most of us will

:07:00. > :07:05.wake up to a damp start. Temperatures around nine degrees.

:07:06. > :07:13.Gradually through the day the band of rain will Peter out. 13 degrees

:07:14. > :07:20.the top temperature with variable winds. Showers around at thd weekend

:07:21. > :07:29.with persistent showers Friday night into Saturday. In a moment, a full

:07:30. > :07:31.forecast for the United Kingdom I leave you with a summary. Good

:07:32. > :07:37.night. weekend, you can see whap is goan'

:07:38. > :07:40.on. Sunday might be brighter. Now over to Louise Lear for the national

:07:41. > :07:44.weather. Good evening. Today has been a day

:07:45. > :07:47.of sunny spells and a few scattered showers, but where we see the

:07:48. > :07:53.sunshine, we have also seen some warmth, with temperatures in the

:07:54. > :07:58.high teens. A slightly disappointing story across the far north-east of

:07:59. > :08:03.Scotland. We keep that easterly feed through the night to night, but

:08:04. > :08:06.looking out into the Atlantic, we also start to pick up the

:08:07. > :08:09.south-westerly circulate in, and area of low pressure bringing in

:08:10. > :08:18.some blustery winds for the start of the weekend. Tonight it stays mostly

:08:19. > :08:23.dry, with some fog around. And we pick up the risk of a few showers in

:08:24. > :08:29.the far south-east. Clearer skies at the the South West, and cloudy,

:08:30. > :08:34.murky start our day tomorrow the showers gather in strength and then

:08:35. > :08:37.start to march north and west. Some of those showers quite heavy and

:08:38. > :08:40.possibly thundery as well. The further west you go, perhaps away

:08:41. > :08:45.from that easterly breeze, you will see the best of the brightness

:08:46. > :08:49.across Northern Ireland, and indecent, again, cloudy and

:08:50. > :08:50.disappointing. Some of the showers
