:01:00. > :01:04.Good evening. It could happen to any one of us, leaving us thousands of

:01:05. > :01:07.pounds out of pocket and feeling vulnerable and betrayed. Scams are

:01:08. > :01:10.getting more and more sophisticated, and harder to police, so islanders

:01:11. > :01:13.have to be vigilant. That's the message from Jersey's Citizen's

:01:14. > :01:16.Advice Bureau, after a company director in the island fell victim

:01:17. > :01:28.to one internet scam. She told the BBC's Emma Chambers her story.

:01:29. > :01:33.I was suspicious, but the way they talked to me, they were very

:01:34. > :01:36.rational. They sounded exactly like computer expert that I have dealt

:01:37. > :01:40.with in the past when we have had issues with the computer. They win

:01:41. > :01:44.your confidence. A Jersey company director who fell

:01:45. > :01:47.victim to a scam. She thought the company Microsoft was helping her

:01:48. > :01:51.with a virus she had on her home computer. She found out they were in

:01:52. > :01:54.fact con artists, after she had given them her bank details.

:01:55. > :01:56.Luckily, her bank stopped the transaction but she's been left

:01:57. > :02:07.feeling invaded and embarrassed so didn't want to be identified. I have

:02:08. > :02:12.to say, I am quite cynical, and I am quite experienced in using

:02:13. > :02:15.computers. I take all the precautions I thought was

:02:16. > :02:18.necessary. I didn't think I would ever get caught. Stories like this

:02:19. > :02:21.are becoming more and more common. Islanders are affected by scams

:02:22. > :02:24.every year so Citizens Advice Bureau have dedicated the month of May to

:02:25. > :02:32.raise awareness to prevent more people becoming victims. There are

:02:33. > :02:38.great proactive units that are doing things to combat this, but a lot of

:02:39. > :02:41.people are operating out of jurisdiction. They are so

:02:42. > :02:46.sophisticated that if they do get money, it comes almost untraceable,

:02:47. > :02:50.so it is not an easy task that the police have two apprehend any

:02:51. > :02:53.perpetrators. The best thing we can do is to highlight the issues at the

:02:54. > :02:57.front end. 84% of ID fraud is conducted over the internet.

:02:58. > :03:03.Citizens Advice hopes this proactive approach will help alert more people

:03:04. > :03:07.about this growing issue. Limits set by the States on how many

:03:08. > :03:09.doctors can practice in Guernsey are likely to contravene Guernsey's

:03:10. > :03:13.Competition law, according to the competition regulator CICRA. The

:03:14. > :03:17.current limit of 42 GPs was set by the former Board of Health, based on

:03:18. > :03:22.a ratio of doctor to resident population of one to 1,600.

:03:23. > :03:27.Proposals for a new system will be brought before the States by the end

:03:28. > :03:33.of the year. We are keen to ensure high quality

:03:34. > :03:38.primary health care, and that is what we are going to try to do. The

:03:39. > :03:42.have got this current cap which is currently operating, but what we are

:03:43. > :03:45.seeking to do is to replace it by a different structure which is sure

:03:46. > :03:57.that when people go to the GP they know they are appropriately trained.

:03:58. > :04:01.The overhaul of Guernsey's sewage plant is causing a rift. New

:04:02. > :04:04.technology is proposed which is said is cleaner and greener, but

:04:05. > :04:13.transport and technical services who will be responsible for the new

:04:14. > :04:17.plant disagree. Just's sewage plant needs replacing,

:04:18. > :04:23.but what with is causing a controversy. This would bore a hole

:04:24. > :04:30.up to 300 feet deep, taking waste and associated smells underground.

:04:31. > :04:36.Basically having a large container tilt into the ground rather than a

:04:37. > :04:45.shallow surface `based one. If you deal with deep wells, in fact, you

:04:46. > :04:50.can minimise and do away with the bad smells. But Transport and

:04:51. > :04:54.Technical Services says the new plant should be a modern version of

:04:55. > :04:57.what's already there. The Minister Deputy Kevin Lewis says he's been

:04:58. > :05:00.given expert advice that technology like a deep shaft wouldn't work. A

:05:01. > :05:08.scrutiny panel is hearing from both sides this week. It is universally

:05:09. > :05:13.agreed that our sewage treatment plant does not meet standards. We

:05:14. > :05:17.get pollution from time to time. It is difficult to maintain. We all

:05:18. > :05:21.agreed it needs to be replaced, but it is a question of what technology

:05:22. > :05:24.is used. Environment Minister favours one approach, the TTS

:05:25. > :05:27.favours another. Everyone agrees something has to

:05:28. > :05:46.change. The debate moves from scrutiny hearings to the States

:05:47. > :05:51.chamber next month. Michael Combs was there and has this

:05:52. > :05:56.report. The task facing Guernsey was once

:05:57. > :06:00.again immense. The visitors, Jersey, are freely above them. They are

:06:01. > :06:06.professionals paid to play one of the top 24 teams in England. Jersey

:06:07. > :06:10.are going for their sixth consecutive win, but have Guernsey

:06:11. > :06:14.got what it takes to please the faithful and cause an upset?

:06:15. > :06:19.Guernsey made a good start and held their own. But, after 12 minutes,

:06:20. > :06:26.Nicky Griffiths broke the deadlock to score the first try of the game.

:06:27. > :06:30.But Guernsey didn't give up and a quick counter attack on another day

:06:31. > :06:37.and with a lucky bounce could have seen them cross the line. As the

:06:38. > :06:45.first half came to an end, the players were feeling the effects and

:06:46. > :06:48.Jersey were 19`0 up. Jersey continued to stamp their authority

:06:49. > :06:55.on the match with some thrilling running rugby, tom Brown finishing

:06:56. > :06:59.off this move. Guernsey rallied in the final ten minutes and managed to

:07:00. > :07:04.score their first points in a Siam Cup at Footes Lane for six years

:07:05. > :07:07.with Dale Rutledge going over. So the final score was Guernsey five,

:07:08. > :07:21.Jersey 38, and the Siam Cup was once again lifted by Jersey. There are

:07:22. > :07:29.five Jersey guys in the starting line`up and we all feel proud. It

:07:30. > :07:35.was a real contest, nets not mistake that. It was intense as anything we

:07:36. > :07:39.have had. Guernsey is a three league difference. You don't see that at

:07:40. > :07:43.the start, you know you are in a conquest. It is a result for us. We

:07:44. > :07:48.know we're never going to a game like that, but it is not about that.

:07:49. > :07:52.At the end of the day, we have got more pluses coming out of the game

:07:53. > :07:55.than they do. For Guernsey, a proud effort and for Jersey, a satisfying

:07:56. > :08:06.end to their season winning the Siam Cup just a week after avoiding

:08:07. > :08:09.relegation from the Championship. Happy faces there!

:08:10. > :08:11.Staying with sport, it was also a great weekend for Jersey's top

:08:12. > :08:14.netball team, Team Jets. They've clinched promotion to the

:08:15. > :08:17.national Premier League Three next season, the fourth highest level in

:08:18. > :08:23.English netball. Jets Captain Lauren Devine told me earlier what it means

:08:24. > :08:28.to the team. It means absolutely everything. As I

:08:29. > :08:32.said over the weekend, we trained so hard, a lot of hard work goes into

:08:33. > :08:37.this team and the dedication is massive. For it all to come true now

:08:38. > :08:42.is just fantastic. We are elated and can't quite believe it. So, what

:08:43. > :08:46.does promotion bring in terms of challenges for the season ahead will

:08:47. > :08:52.stop I should imagine more expense and travel? Yes, we can't play

:08:53. > :08:56.double`headers any more because the games will be too hard and we can't

:08:57. > :09:02.compete at that level. Hopefully, as a team we will develop and get

:09:03. > :09:06.stronger. Fingers crossed we get more teams coming to Jersey, so

:09:07. > :09:11.there will be an increase in fans coming to watch us as well. We often

:09:12. > :09:15.hear about sports funding and different teams like yourself

:09:16. > :09:18.needing financial support. Can authorities in Jersey help you any

:09:19. > :09:26.more, now that you have got promotion? Definitely. Presently,

:09:27. > :09:35.there is a site called crowd funder associated with netball. Anyone can

:09:36. > :09:40.go and donate on that site. Looking forward, we are hoping to build more

:09:41. > :09:44.sponsorship into our funding to help with travel, so it will certainly be

:09:45. > :09:53.something we are looking at for next season. Good evening, David.

:12:14. > :12:17.in which someone phones up posing as a police officer. About 50 people

:12:18. > :12:21.are known to have been duped in Devon and Cornwall, sometimes to the

:12:22. > :12:24.tune of tens of thousands of pounds. Our South Devon reporter John Ayres

:12:25. > :12:29.explains how fraudsters are getting people to part with their money.

:12:30. > :12:32.Eleanor Wilson is one of the lucky ones. She was called by somebody

:12:33. > :12:36.posing as a police officer from London claiming they had somebody in

:12:37. > :12:40.custody who had used one of her bank cards. They wanted her to help them

:12:41. > :12:45.catch the people doing it. He said what we would like you to do is put

:12:46. > :12:48.?5,000 in your account, go to the bank, draw it out, take it home and

:12:49. > :13:03.we'll get somebody to come and collect it. Then I thought, there's

:13:04. > :13:09.something wrong here. The police would never ask me to draw money out

:13:10. > :13:13.and keep it in the house. It is part of a national fraud. Elderly and

:13:14. > :13:17.vulnerable people across Devon and Cornwall have been targeted, but

:13:18. > :13:21.particularly in South Devon. The police are now issuing advice. The

:13:22. > :13:25.police or the bank would never contact a member of the public and

:13:26. > :13:26.ask for their cards or the PIN number over the

:13:27. > :13:37.cash. Now the police believe the number of people may have been

:13:38. > :13:40.caught out by the scams and are too embarrassed to admit it. They are

:13:41. > :13:43.urging people to come forward saying there is no embarrassment and this

:13:44. > :13:47.kind of information will help them build up a picture of what is going

:13:48. > :13:51.on and provide more evidence. Mrs Wilson has the support of her

:13:52. > :13:55.family, but she is now much more wary. The police are keeping an eye

:13:56. > :14:00.on her to make sure she feels safe. I had no idea there were so many

:14:01. > :14:07.scams going around. You don't think of it at my age. God, years ago you

:14:08. > :14:12.could leave your front door open, you could leave your back door open

:14:13. > :14:14.and nothing would happen. Anyone who thinks they may have had a call like

:14:15. > :15:49.this is urged to contact the police. underway. That is an increase of

:15:50. > :15:53.5,000 on last year. But at the same time, 50`odd ships will visit the

:15:54. > :15:56.Scilly Isles and Plymouth is looking at extending its offer. This points

:15:57. > :16:03.to a growing industry in the south`west. If you get a cruise

:16:04. > :16:07.liner of 2,000 passengers coming into a port or harbour and they all

:16:08. > :16:10.go ashore and they all spend in the region of ?80 to ?100, that is a

:16:11. > :16:19.considerable amount of money towards the local economy. What did you

:18:43. > :18:46.50% of people who bought tickets staying overnight and the other 50%

:18:47. > :18:51.day visitors. And that is an underestimation. It is not take into

:19:31. > :19:34.is arguably no finer place to be. But 176 years ago on October the

:19:35. > :19:39.28th, and an unexpected storms swept across Bideford Bay, claiming the

:19:40. > :19:44.lives of 21 local fishermen. Today, Clovelly held a commemorative

:19:45. > :19:49.ceremony attended by Princess Anne, together with descendants of those

:19:50. > :19:55.who perished. I great`great`grandfather was lost at

:19:56. > :20:01.sea in the great storm in 38. They reckoned that a lot of sailors had

:20:02. > :20:04.the earring and when they were drowned, they took the gold earring

:20:05. > :20:12.and I was away paying for the funeral. They should not be

:20:13. > :20:17.forgotten. It is essential the names are kept alive for future

:20:18. > :20:21.generations. Otherwise these things gets forgotten that too easily. In

:20:22. > :20:26.the aftermath of this terrible disaster, the shipwrecked mariners

:20:27. > :20:29.society was born. Since then, it has helped hundreds and thousands of

:20:30. > :20:33.seafarers and their families in need. It is celebrating its hundred

:20:34. > :20:40.and 75th anniversary. Accompanied the unveiling, a song combo spice

:20:41. > :20:51.Cornish singers. This is a memory of those who lost their lives. The

:20:52. > :20:54.first baby swan, or cygnet, of the year has hatched at the Abbotsbury

:20:55. > :20:58.Swannery in Dorset. The birds have laid more than 500 eggs this season.

:20:59. > :21:01.The Swannery is the only place in the world where visitors can walk

:21:02. > :21:05.through a colony of mute swans and see cygnets hatching. We are pleased

:21:06. > :21:09.to say that we have a good start to the nesting season. We had a rotten

:21:10. > :21:12.winter with storms, floods and the entire swannery was submerged in

:21:13. > :21:17.February. But things are going well now. We have a 93 pairs that have

:21:18. > :21:28.laid eggs and we are actually 11 days ahead of last year. It is nice

:21:29. > :21:39.to see cygnets again. Quite the cast there. `` quite overcast there. Good

:21:40. > :21:40.evening. For many of us, another reasonable day. And some sunshine as

:21:41. > :21:51.well. Not everywhere. The general theme is unsettled,

:21:52. > :21:54.breezy and with plenty of showers. Thursday will be all about

:21:55. > :21:57.persistent rain and windy conditions to. So, no sign of any

:21:58. > :22:01.high`pressure, no sign of anything settling down. We have no pressure,

:22:02. > :22:05.which is not far from the southern half of Icelander. But gets closer

:22:06. > :22:09.over the next 24 hours brings with it a scattering of showers. Later,

:22:10. > :22:13.more weather fronts sweeping in from the Atlantic means more persistent

:22:14. > :22:17.rain on Thursday. As a result, not overly warm either. Through the week

:22:18. > :22:22.and we had temperatures up, but the next few days, between 13 and 15

:22:23. > :22:26.degrees will be the top. Assign a mention, most of us had a nice day

:22:27. > :22:29.today, but you can see a line of quite bright colour on there, that

:22:30. > :22:33.is a line of showers which have been very slow moving through the

:22:34. > :22:40.afternoon, not too far away from here and not too far from Exeter and

:22:41. > :22:43.up towards the M5. Here, we have at some fairly hefty downpours of rain.

:22:44. > :22:46.Those shells will fade away late on this evening and overnight tonight

:22:47. > :22:49.for a while. More showers coming around the middle of the night, and

:22:50. > :22:53.then, in yearly hours of the morning, the winds drop a little bit

:22:54. > :22:58.apart from a few showers moving to the Bristol Channel, most of us will

:22:59. > :23:04.get away with with a dry second off of the night. Temperature is not

:23:05. > :23:07.falling much, so eight or 10 degrees tonight. Tomorrow, a blustery day

:23:08. > :23:11.with plenty of showers dotted around. Again, they may well form

:23:12. > :23:16.lines, so some of us could get drenched, others really will get

:23:17. > :23:20.some sunshine. Brisk winds, so even though temperatures get to between

:23:21. > :23:24.14 and maybe even 16 degrees, it will not feel very warm. Especially

:23:25. > :23:27.along the coastline, where there will be a blustery or south`west

:23:28. > :23:33.wind, which will hold temperatures down to 12 or 13 degrees. In the

:23:34. > :23:38.hours of Scilly, expect a little bit shelter and 14 degrees, but it will

:23:39. > :23:42.be a breezy day and some sunshine, but equally some sharp showers

:23:43. > :23:55.developing. High water, along the north coast, . If you are heading

:23:56. > :24:00.for surfing it is not good. It is fairly big, but pretty choppy. It

:24:01. > :24:04.will be messy among the north coast sees and the other good news is the

:24:05. > :24:10.seat and bridges come up due to the fine weather through the weekend.

:24:11. > :24:15.Possibly at 11 or 12 degrees. The coastal waters forecast, winds

:24:16. > :24:23.forced five or six, and visibility all the way through this week. There

:24:24. > :24:26.may be as much as a force seven by tomorrow evening as a new area of

:24:27. > :24:30.low pressure turns up. That is the one which will give us a miserable

:24:31. > :24:34.day on Thursday. That can be quite a wet day with outbreaks of rain off

:24:35. > :24:40.and on, low cloud and a bit misty as well. Temperatures not too bad.

:24:41. > :24:45.Possibly up to 17 degrees with a bit of shelter. Maybe in Exeter or

:24:46. > :24:48.Taunton. But for the rest of us, outbreaks of rain replaced by

:24:49. > :24:52.showers on Friday and hopefully some sunshine in between the showers. It

:24:53. > :24:58.does not last though. The weekend forecast is unsettled and with the

:24:59. > :25:02.risk of shop showers. For the gardeners amongst us, bit of rain is

:25:03. > :25:05.appreciated. Night time to beaches probably frost free, but certainly

:25:06. > :25:14.unsettled over the four or five days. Have a good evening. That's
