:00:10. > :00:16.Is prison working? milit!nts.

:00:17. > :00:22.New figures show the majority of Jersey's inmates are re`offdnders.

:00:23. > :00:27.If you have no income and no way of generating an income, the chances

:00:28. > :00:29.are they will commit crime just to survive.

:00:30. > :00:31.Plus, keeping danger out of our homes `

:00:32. > :00:34.the new telecoms systems to block child pornography on the internet.

:00:35. > :00:37.And, we find out the historx of one of our most iconic armaments,

:00:38. > :00:51.The number of prisoners in Jersey has fallen over the last five years.

:00:52. > :00:53.The prison's annual report, released this week, revealed La Moye

:00:54. > :00:58.But so far this year, that number's dropped to a daily average of 1 7.

:00:59. > :01:02.What the report does highlight is that the majority

:01:03. > :01:05.of prisoners are re`offenders ` 147 people who were sent to prison

:01:06. > :01:08.over the year to the end of 2013 had previous convictions.

:01:09. > :01:19.Fewer people are entering the gates of La Moye prison.

:01:20. > :01:25.However, the ones who do ard no stranger to life behind these bars.

:01:26. > :01:28.The most frequent repeat offenders tend to be drug users, who rely

:01:29. > :01:34.Or those who can't find work after they leave prison, and turn

:01:35. > :01:45.The challenges vary, depending on the support th`t the

:01:46. > :01:48.individual may have, and wh`t they are going back to in the colmunity.

:01:49. > :01:50.Some go back to strong family support,

:01:51. > :01:54.Some have no accommodation `nd we have to try and find them a place

:01:55. > :01:58.And of course work is a major problem.

:01:59. > :02:00.If they've no income, or way of generating income,

:02:01. > :02:02.the chances are they will go back to crime to survive.

:02:03. > :02:05.The prison is quick to say that repeat offending is not a

:02:06. > :02:08.significant problem, but adlit there are still many individuals whose

:02:09. > :02:11.However, the government belheves the current system is working.

:02:12. > :02:14.The system we operate for most prisoners who've cooperated

:02:15. > :02:17.and aren't at risk to the ptblic is that they get released on d`y work

:02:18. > :02:21.schemes during the last year or so of their sentence and if thdy can

:02:22. > :02:23.find work that helps, then in the last month or

:02:24. > :02:26.so they will be released into their own home, providdd there

:02:27. > :02:35.But there isn't always a home to go back to.

:02:36. > :02:42.Even so, La Moye Prison say they have done all they can.

:02:43. > :02:51.Did you think you need to look more closely at your limitation schemes?

:02:52. > :02:55.And that's partly why we make a good reduction to prison numbers

:02:56. > :02:58.But Jersey's prison populathon rate is still higher than many other

:02:59. > :02:59.European countries, who also share the problem

:03:00. > :03:10.Attempts are underway to protect Channel Islanders from being exposed

:03:11. > :03:16.Some telecoms companies havd installed new equipment in ` bid to

:03:17. > :03:18.prevent people downloading hllegal images, such as child pornography.

:03:19. > :03:21.Mike Wilkins reports on the latest weapon

:03:22. > :03:28.This small box is protecting thousands of people in the

:03:29. > :03:50.Inside it are filters, blocking illegal images such as child

:03:51. > :03:56.pornography. In the last few days, there have been zero attends. In the

:03:57. > :03:58.last `` people have learned that they can't do it through our

:03:59. > :04:03.network, so they have stoppdd. The uncomfortable truth is that

:04:04. > :04:05.the telecoms have decided to act because there are people

:04:06. > :04:21.in the Channel Islands who `re Downloading shocking images. So

:04:22. > :04:25.graphic is some of the contdnt that the staff monitoring, they have to

:04:26. > :04:29.have regular counselling. They can close down UK website and block

:04:30. > :04:32.overseas ones containing illegal content. This information is then

:04:33. > :04:36.relayed to the filters here in the Channel Islands. There is a

:04:37. > :04:40.significant problem, somethhng that we have two tackle, whether it is

:04:41. > :04:44.local people coming into thd island on business or on holiday, but

:04:45. > :04:45.wherever it is coming from, we must acknowledge that there is an issue

:04:46. > :04:50.here. Airtel Vodafone introduced this

:04:51. > :04:52.protection two months ago. JT have told me that the majority

:04:53. > :04:55.of their broadband customers are now covered

:04:56. > :04:57.by the filters with the rem`inder to Sure have this week signed tp to the

:04:58. > :05:02.IWF and still need to install the Helping victims of crime was

:05:03. > :05:07.the subject of an inter`isl`nd Voluntary workers,

:05:08. > :05:12.police officers and politichans from Guernsey, Jersey and the Isle

:05:13. > :05:15.of Man were there to share hdeas. The Victim's Commissioner

:05:16. > :05:17.for England and Wales says other places can learn from what Guernsey

:05:18. > :05:31.already does. We went to see the victims, we went

:05:32. > :05:37.to see the courtroom where the victims and witnesses come hnto the

:05:38. > :05:42.boardroom, where they can bd screened if they feel intimhdated in

:05:43. > :05:45.the courtroom. I found it vdry much victim focus. The courtroom was all

:05:46. > :05:49.about the victim's needs, which was encouraging.

:05:50. > :05:53.They down school in alternate has received a positive progress report

:05:54. > :06:00.just months after receiving criticism. People's low litdracy

:06:01. > :06:03.levels, and generally poor leadership and management h`ve been

:06:04. > :06:05.highlighted. Inspectors vishted the school again last month and said the

:06:06. > :06:07.school had made reasonable progress. The budget airline Flybe,

:06:08. > :06:11.which began as Jersey Europdan, has announced its first pre`tax

:06:12. > :06:13.profit in four years. But it's come at a cost to staff

:06:14. > :06:15.and passengers. 1,100 jobs have gone across the

:06:16. > :06:18.British Isles in the last 18 months ` dozens of them in the Channel

:06:19. > :06:34.Islands, as the airline closed It is a very striking turnaround. A

:06:35. > :06:40.pre`tax profit of ?8.1 millhon, versus a loss this time last year of

:06:41. > :06:44.over ?40 million. The new boss has only been at Flybe for ten lonths,

:06:45. > :06:49.and today he is talking abott the rebirth of the airline. We `re out

:06:50. > :06:56.of the blocks. Still a long way to go, and it is encouraging in terms

:06:57. > :07:02.of where we are at now. I would like to place on record my thanks to all

:07:03. > :07:06.of our employees, past and present. Our pilots, our cabin crew, our

:07:07. > :07:13.engineers, every one in the field as well as at our head office hn Exeter

:07:14. > :07:17.for their commitment and support. He has had a lot of controvershal stuff

:07:18. > :07:20.to do. Cutting jobs, cutting flights, dropping some of the

:07:21. > :07:24.aircraft from the street. Btt let me leave you with one telling

:07:25. > :07:28.statistic. Their UK scheduldd flights have seen passenger seats

:07:29. > :07:30.come down by 1.5%, but passdnger numbers have gone up by 7%. Now

:07:31. > :07:47.that is quite a trip to pull off. Coming up later: EWorld's top yachts

:07:48. > :07:49.men and women sail into British waters to start one of the toughest

:07:50. > :07:54.races in the world. It's a piece of island history

:07:55. > :07:57.going back over 450 years. The cannon at the bottom of Beaumont

:07:58. > :08:00.Hill is having its thatched roof Specialists are in the island

:08:01. > :08:04.this week to oversee the job. Chris Harrison went

:08:05. > :08:07.to find out more. Every day,

:08:08. > :08:09.hundreds of motorists in Jersey pass It has sat there proudly since the

:08:10. > :08:14.early 20th century with its thatched enclosure, but the wheeled field gun

:08:15. > :08:32.actually dates all the way back to Henry ordered that all parishes

:08:33. > :08:36.within threatened localities, such as the channel islands, which were

:08:37. > :08:40.very much in the front line against France, had to make arrangelents for

:08:41. > :08:43.their own defence. Part of this was the provision of gunpowder

:08:44. > :08:47.artillery. In 1744, the outdated cannon was

:08:48. > :08:49.sent away to be molted down. But it never happened and,

:08:50. > :09:00.over a century later, Specialists from Hampshire over this

:09:01. > :09:07.week to replace the thatched roof at a cost of ?8,000 to the parhsh. We

:09:08. > :09:13.must do whatever we can to laintain the heritage and the heritage

:09:14. > :09:19.buildings of the parish. Thd parish church particularly is another

:09:20. > :09:23.iconic building. This canon and the enclosure is another icon of Saint

:09:24. > :09:27.Peter. The Canon is the onlx one left in Jersey, so next timd you

:09:28. > :09:35.pass and admire its new roof, it is worth remembering the significant

:09:36. > :09:41.history behind it. We might all need our sun h`ts

:09:42. > :09:45.tomorrow. Are we in for a scorcher? Certainly some lovely weathdr. Cast

:09:46. > :09:50.your minds back to three or four months ago, when we were pr`ying for

:09:51. > :09:55.some settled weather. Well, it is here to stay. High pressure is in

:09:56. > :09:59.charge. It is here to stay. High pressure is in charge. It'll and the

:10:00. > :10:09.sunshine will stick with us into the weekend. The pollen count is high.

:10:10. > :10:13.Strong sunshine, the UV up `t 6`7, and you will need to set yotr

:10:14. > :10:19.barometer over the next couple of days at over 1000, so steadx

:10:20. > :10:24.pressure. The area of high pressure does move around a little bht over

:10:25. > :10:28.the next few days. The wind direction will change, and by the

:10:29. > :10:31.time we get into Friday, it will be a little bit weaker, but it will

:10:32. > :10:39.still be close enough to us to keep us dry and sunny. Tonight, ht will

:10:40. > :10:43.turn quite chilly, not into single figures, but temperatures down to 11

:10:44. > :10:49.or 12 degrees. So, warmth dtring the daytime, and cool and comfortable to

:10:50. > :10:54.sleep during the night time. Tomorrow, temperatures up to 18 9 on

:10:55. > :11:00.the coast, but higher than that in land, possibly up to 23 degrees in

:11:01. > :11:07.areas that are sheltered from the breeze. No more than a fourth three,

:11:08. > :11:22.and generally fair and at sda with good visibility.

:11:23. > :11:32.Sadly, the serfs could be bhgger, but it is usable, but will tail off

:11:33. > :11:36.into the weekend. The forec`st is very promising as we head into the

:11:37. > :11:42.weekend. The warmest date whll be Friday, with temperatures up to 22

:11:43. > :11:47.or 23 degrees. Cooler on Saturday and Sunday as more clout coles our

:11:48. > :11:50.way. Thank you. That's it from md.

:11:51. > :12:04.Goodbye. important.

:12:05. > :12:09.Flybe have been through a tough time but it is now getting over ht.

:12:10. > :12:13.Police have been carrying ott patrols in Plymouth after a man

:12:14. > :12:17.tried to grab a 13`year`old girl. The attack happened between Berry

:12:18. > :12:21.Head Gardens and Southwell Road in Crownhill at 4pm on Monday. The man

:12:22. > :12:24.is described as white, in hhs 5 s, around 5ft 8ins tall, very slim

:12:25. > :12:46.The prospect of more money for the South West's schools edged closer

:12:47. > :12:49.today, but the Schools Minister has made it clear the funding sxstem

:12:50. > :12:51.won't now be overhauled unthl after next year's General Election.

:12:52. > :13:01.Spotlight's Political Editor Martyn Oates reports now from Westlinster.

:13:02. > :13:09.Under the present school funding system, rural areas like Cornwall,

:13:10. > :13:12.Devon and Dorset fared badlx compared to other locations across

:13:13. > :13:16.the country, falling well bdlow the average in terms of the mondy they

:13:17. > :13:21.receive. The Government has acknowledged this is unfair but all

:13:22. > :13:27.it has done so far is to offer 350 million, not a huge sum of loney in

:13:28. > :13:29.the great scheme of things, next year to be divided out amongst the

:13:30. > :13:34.traditional losers, like Devon and Cornwall. But the schools mhnister

:13:35. > :13:39.today suggest that what he thought was a realistic timetable for

:13:40. > :13:41.overhauling the funding forlula There is no reason why we c`nnot

:13:42. > :13:52.take that decision early national funding formula ovdr a

:13:53. > :13:58.period of years. Without deleting precisely what the plan would be, I

:13:59. > :14:02.cannot see how many years it would take.

:14:03. > :14:13.He said dealing with this sooner would fix the problem of having to

:14:14. > :14:16.create extra money. There's a Liberal Democrat minister and things

:14:17. > :14:19.this pledge will appear on the Liberal Democrat manifesto but he

:14:20. > :14:22.acknowledged it depends on which party or parties are running the

:14:23. > :14:25.country after next May. Campaigners fighting the

:14:26. > :16:02.privatisation of support services at standards will fall.

:16:03. > :16:12.Last year, cleaners at First Great Western went on strike over a

:16:13. > :16:16.dispute with pain conditions with MITIE. Privatisation was brought in

:16:17. > :16:20.in the 1980s and it has been estimated that 40% of hospitals use

:16:21. > :16:27.private companies. Today, the trust said they were involved in

:16:28. > :16:31.professional procurement, btt they said they had a preferred bhdder and

:16:32. > :16:35.hoped to see more about it shortly. They said their priority was to

:16:36. > :16:36.ensure high`quality services for patients and an effective use of

:16:37. > :16:38.public money. People living in a seaside village

:16:39. > :16:41.are furious they weren't told about a plan to stop maintaining coastal

:16:42. > :16:44.defences. Hallsands is on Ddvon s South Coast ` between Start Point

:16:45. > :16:47.and Torcross. Part of the vhllage was washed away a hundred ydars ago,

:16:48. > :16:49.now residents are accusing authorities of a "second betrayal"

:16:50. > :16:52.as it emerged the official policy was 'no active intervention' when

:16:53. > :17:14.their defences were destroydd in the The ruins and the ghosts of 191 are

:17:15. > :17:20.never far away. When storms attacked the village's defences, thex were

:17:21. > :17:23.shocked to discover they wotld not be repaired.

:17:24. > :17:26.When they attended eight parish meeting after losing sea defences,

:17:27. > :17:30.we were informed the was a nonintervention policy. We were

:17:31. > :17:41.shocked to find this policy in place. It looks like I was going to

:17:42. > :17:46.be washed out of business. Ht is a joke. We are not going to lose this

:17:47. > :17:51.place whatever happens. We will fight them all the way.

:17:52. > :17:57.The shoreline management pl`n sets out a policy for every bit of our

:17:58. > :18:06.coast. Whether to do nothing or hold the line. Villagers are furhous We

:18:07. > :18:11.were not asked about this and do not agree with what it says abott our

:18:12. > :18:18.village. It has been frustr`ting. The authorities have refused to take

:18:19. > :18:23.any responsibility for this location. They hide behind ` plan

:18:24. > :18:26.that nobody knew even existdd. The South Devon and Dorset coastal

:18:27. > :19:04.authorities group told Spotlight: Villagers are still not happy. They

:19:05. > :19:08.said their campaign will continue. Kay on Facebook says that hd has

:19:09. > :19:14.gone out of the medical profession. Another comment is that nobody in

:19:15. > :19:20.Government cares. On Twitter, one comments: The cuts are not good for

:19:21. > :19:24.patients, just care homes. Thank you for your comments.

:19:25. > :19:27.One of the key players in Somerset's bid to win cricket's County

:19:28. > :19:30.Championship for the first time this year is a Devonian. Lewis Gregory,

:19:31. > :19:32.from Plympton, has recorded career`best scores as Somerset

:19:33. > :19:41.occupy the top spot in Division One. Spotlight's Dave Gibbins reports.

:19:42. > :19:50.Lewis Gregory is a product of Plimpton, in the Devon leagte. He

:19:51. > :19:57.had a hamstring problem thrde weeks ago, but nearing a recovery, the

:19:58. > :20:03.22`year`old is itching to c`rry on. With the amount of talent wd have in

:20:04. > :20:07.the dressing room, it is hard to perform to order but when I get the

:20:08. > :20:15.opportunity I just keep chipping away and improving. Hopefully I will

:20:16. > :20:19.work my way up the order. He keeps his feet firmly on the

:20:20. > :20:26.ground, despite his best se`son to date. He does not forget his roots,

:20:27. > :20:29.acknowledging the strength of cricket in Devon and Cornwall. In

:20:30. > :20:33.particular, the club really started as a nine`year`old.

:20:34. > :20:39.My mum and dad took me to the local club in Plimpton and it went from

:20:40. > :20:45.there. I was picked up on the Somerset Academy at 14. Devon have a

:20:46. > :20:51.terrific youth setup at the moment. If you lads come through thd system.

:20:52. > :20:55.Including myself. There is ` great setup and pathway for young

:20:56. > :21:00.cricketers to move from the Devon system to the professional game

:21:01. > :21:04.Somerset is the only county gets to lose in division one this stmmer.

:21:05. > :21:11.They have just beaten Sussex at Thompson to prove they are serious

:21:12. > :21:16.title contenders. As they strive for the elusive County Championship town

:21:17. > :21:23.blog title, who's to say thdy might not?

:21:24. > :21:26.Some of the world's top yachtsmen and women sailed into Plymotth this

:21:27. > :21:28.afternoon in what's considered the world championships for

:21:29. > :21:31.single`handed sailors. It's the end of the first leg of the 45th Le

:21:32. > :21:34.Solitaire du Figaro race. Lhve now to Sutton Harbour and Spotlhght s

:21:35. > :21:53.As you can see, all the docs are now back in. What is exciting is that in

:21:54. > :22:03.45 races, this is the first time that it has ever come to Plxmouth.

:22:04. > :22:09.`` all the yachts. This Frenchman was the first to cross the line at

:22:10. > :22:16.Plymouth just before 3pm today. The skipper left France at midd`y on

:22:17. > :22:19.Sunday. This is the first stage in the race which is won by thd skipper

:22:20. > :22:24.who completes all four legs in the shortest combined time. The first

:22:25. > :22:39.British sailor home was Plylouth University student, Sam Madsen. How

:22:40. > :22:43.do you feel? Just really happy. Have learned a lot in this race

:22:44. > :22:54.Yes. You keep learning the whole time. Still plenty of mistakes. So,

:22:55. > :22:59.I have three more attempts. He is now in a respectable 02th

:23:00. > :23:04.position in what is one of the most arduous races in the Europe`n

:23:05. > :23:14.sailing calendar. Joining md now is another British sailor. He hs from

:23:15. > :23:20.Dartmouth. How difficult was it Really tough. We had three nights at

:23:21. > :23:24.sea and very little sleep. Perhaps three hours accumulative sldep over

:23:25. > :23:29.the three nights. It is gre`t to arrive here at Plymouth with this

:23:30. > :23:36.amazing weather. And with the crowds that saw in, it is fantastic.

:23:37. > :23:40.What is different about this race? The boats racing are normally served

:23:41. > :23:44.by four or five people but we raised them by ourselves and the

:23:45. > :23:49.competition is very high. Wd are racing against the world's best The

:23:50. > :23:54.fact that we come into Plymouth for the first time is absolutelx

:23:55. > :24:01.amazing. There are restaurants over there and to be able to comd here

:24:02. > :24:07.and be so close to home is `mazing. There are eight boats with British

:24:08. > :24:15.skippers. It is a very French dominated race. It is amazing to be

:24:16. > :24:22.part of the British group. Good luck for the next leg. That

:24:23. > :24:32.starts on Saturday from herd at 6pm. You can get up and see it. Then it

:24:33. > :24:54.goes on to Ireland and Roscoff. It has been lovely. The clotd has

:24:55. > :24:55.been building up through thd day. We have just about avoided the showers.

:24:56. > :25:02.been building up through thd day. We have just about avoided the showers.

:25:03. > :25:10.We may see some early mist. A top temperature of 22 degrees. Hf you

:25:11. > :25:25.are enjoying the fine weathdr, the pollen is high. Most of the cloud is

:25:26. > :25:30.to the north of us now. Gradually, this high pressure will dig its

:25:31. > :25:36.heels in and become slow`moving It is still with us as we move into the

:25:37. > :25:48.middle of the day on Thursd`y. And still on Friday. Earlier today, the

:25:49. > :25:53.cloud was bubbling up. The coast has had the best of the sunshind. This

:25:54. > :26:01.was earlier today at Exeter keys. Fine weather there. Many of us have
