:00:18. > :00:20.A year ago the States voted to bring in new population management laws to

:00:26. > :00:42.And politicians listened, as Emma Chambers reports.

:00:47. > :00:50.residential rights they havd two lives in them is now being decided

:00:51. > :00:53.by the government, even thotgh most of these children were born in

:00:54. > :01:02.Guernsey are not considered sending children. That is because under the

:01:03. > :01:07.current housing law they must live on the island for years before being

:01:08. > :01:10.given residential status. It was decided to throw this out and bring

:01:11. > :01:11.in a new system to allow people to become an established residdnt after

:01:12. > :01:13.eight years. Whilst most of the new regile has

:01:14. > :01:16.been approved, there was ond area that caused concern with islanders,

:01:17. > :01:19.which affects young children So now they've proposed thrde

:01:20. > :01:21.improvements Those born in Guernsey who have

:01:22. > :01:24.a parent and grandparent from the island will automatically

:01:25. > :01:29.have local qualifications. If a person is born in Guernsey and

:01:30. > :01:32.their parent has earned qualified status, then they only have to live

:01:33. > :01:36.in Guernsey for 8 years instead of 14 for a right to residency,

:01:37. > :01:40.and babies born to Guernsey people living away from the island,

:01:41. > :01:43.will also only have to live in Guernsey for 8 years due to that

:01:44. > :01:49.close connection. These changes were prompted

:01:50. > :02:00.after mounting pressure. We have listened to public opinion,

:02:01. > :02:05.acknowledged that he can, whthout damaging the integrity of the new

:02:06. > :02:12.system, that we can introduce a new milestone which is the ancestral

:02:13. > :02:15.rate of birth. The group sax that this new system will allow them to

:02:16. > :02:19.monitor the island's population in the long term. It will be ilported

:02:20. > :02:24.at the island can manage its population going forward. Wd can

:02:25. > :02:29.measure and understand exactly who has come to the island and on what

:02:30. > :02:32.basis. He will be able to count and build statistics that will then

:02:33. > :02:33.allow us to make positive strategic decisions going forward.

:02:34. > :02:35.The states will debate these proposals next month.

:02:36. > :02:37.But for these children, they see Guernsey as their home

:02:38. > :02:45.The UK government is taking a 'hands off' approach to the political

:02:46. > :02:50.differences in Sark, accordhng to the minister with responsibhlity for

:02:51. > :02:53.the crown dependencies. Lord Edward Faulks is visiting Guernsey,

:02:54. > :02:56.Alderney and Sark this week. He says he recognises that tensions on the

:02:57. > :03:01.island won't disappear overnight, but it's down to the people of Sark

:03:02. > :03:04.to find a way to live together. He confirmed the UK government are
