:02:03. > :02:04.have local qualifications. If a person is born in Guernsey and

:02:05. > :02:08.their parent has earned qualified status, then they only have to live

:02:09. > :02:11.in Guernsey for eight years instead And babies born to Guernsey people

:02:12. > :02:19.living away from the island will also only have

:02:20. > :02:22.to live in Guernsey for eight years These changes were prompted

:02:23. > :02:39.after mounting pressure. We listen to public opinion and are

:02:40. > :02:41.shown that we can introduce new guidelines.

:02:42. > :02:44.The group say this new systdm will enable them to monitor the hslands

:02:45. > :02:56.It'll be important that the island is able to manage its popul`tion

:02:57. > :03:00.going forward. We will be able to understand exactly who has come to

:03:01. > :03:07.the island and on what basis, and we will account for and build

:03:08. > :03:08.statistics which will allow us to make positive decisions.

:03:09. > :03:10.The states will debate these proposals next month.

:14:35. > :14:42.big seller and they are gambling on the Sunday edition working `s well.

:14:43. > :14:45.One of the things with circtlation decline is simply that people have

:14:46. > :14:52.less time to do things during the week. Clearly, we believe that

:14:53. > :14:57.Sunday 's offer a better ch`nce for people to have the time for the
