:01:41. > :01:49.turn this space around. Developing this building will enable
:01:50. > :01:54.us to enhance our service, to reach out to more people and to ghve
:01:55. > :01:58.people a space and a place where they can feel safe and can deal with
:01:59. > :02:00.the issues that are troubling them, the fears and anxieties thex face
:02:01. > :02:09.when they come out of prison. I think any prisoner will tdll you
:02:10. > :02:12.that the most difficult timd of the whole incarceration is prep`ring to
:02:13. > :02:16.leave prison, because you don't know what people's reactions will be

:04:30. > :04:33.maintaining the road structtre. They don't know how much
:04:34. > :04:36.the charges will be ` or how it will work exactly `
:04:37. > :04:39.but hope it will mean fewer closures But it will be an added cost
:04:40. > :04:53.for companies, The costs involved will havd to be
:04:54. > :04:56.recovered somewhere and, ultimately, that is likely to be through the
:04:57. > :05:01.customer charging mechanism, be that water charges or electricitx
:05:02. > :05:05.charges. We will do all we can to make sure reinstatement are done to
:05:06. > :05:07.minimise the costs by the road department.
:05:08. > :05:10.As well as covering the costs of managing roadworks,
:05:11. > :05:13.the States say the extra cash could also be spent improving the state
:05:14. > :05:17.of the roads ` rather than being "diverted" onto other projects.
