:01:21. > :01:28.and spend it here, here, here and here. The states received 361.3

:01:29. > :01:30.million last year. Leaving a deficit of ?24.8 lillion,

:01:31. > :01:36.8 million more than anticip`ted Spending is more or less on track

:01:37. > :01:40.apart from a couple of departmental But the tax take has fallen,

:01:41. > :01:47.with fewer houses being bought But the biggest fall is

:01:48. > :01:52.in income tax. And that's

:01:53. > :01:55.the States' biggest earner. 78% of overall revenue comes

:01:56. > :01:57.from income tax ` But in the UK that figure

:01:58. > :02:04.is closer to 30%. National Insurance,

:02:05. > :02:06.Corporation Tax and VAT all Guernsey has always resisted

:02:07. > :02:15.taxing businesses or taxing sales. But a reliance on personal tax

:02:16. > :02:20.has left a legacy of loss`m`king. Perhaps

:02:21. > :02:26.a difficult decision is looling Well, Jersey took the difficult

:02:27. > :02:29.decision to introduce a Goods It wasn't popular,

:02:30. > :02:32.but it has helped States finances. We went out today to find ott

:02:33. > :02:54.the mood on the street. It is disgusting, we pay enough tax

:02:55. > :02:59.now. The island needs to generate a little more money and it is a

:03:00. > :03:02.relatively rich island. I h`ve just heard about Jersey and it is

:03:03. > :03:06.actually encouraging more pdople to the Internet. I do not think it is

:03:07. > :03:10.very good, tax on everything. Some resistance there,

:03:11. > :03:12.but is GST inevitable? Guernsey's Treasury Minister, Deputy

:03:13. > :03:15.Gavin St Pier, told me earlher all options are on the table, and GST

:03:16. > :03:29.could see income tax go down. One of the central objectivds is to

:03:30. > :03:33.ensure we have a sustainabld tax base because the reason for the

:03:34. > :03:36.increased deficit last year was not as a result of spending out of

:03:37. > :03:45.control but because revenues have fallen short. That underlinds the

:03:46. > :03:48.necessity to look at what the alternatives are and certainly a

:03:49. > :03:54.broad`based consumption tax such as a goods and services tax is one of

:03:55. > :03:58.the options. When would you have to decide that by? We are due to

:03:59. > :04:03.publish a document in the ndxt week which will set out some of the

:04:04. > :04:10.problems and challenges. And what some of the options are, but we are

:04:11. > :04:14.looking to bring it before the end of the year, so at that point we

:04:15. > :04:22.will put forward some recommendations. This would be very

:04:23. > :04:26.unpopular, what about corporation tax?

:04:27. > :04:28.Guernsey is home to some big businesses.

:04:29. > :04:30.Shouldn't they pay more rather than hitting those

:04:31. > :04:41.Clearly any new tax is not popular but we have to consider any changes

:04:42. > :04:46.as being part of a wide package which could well include substantial

:04:47. > :04:53.cuts in income tax as a restlt of the redistribution of the btrden

:04:54. > :04:59.from direct to indirect taxds. In relation to corporate taxes, the

:05:00. > :05:04.regime has been extended and will continue to be under review, but we

:05:05. > :05:09.do have international stand`rds that we have to comply with, and actually

:05:10. > :05:13.one of the opportunities with this goods and sales tax is an

:05:14. > :05:17.opportunity to obtain a gre`ter contribution from the corporate

:05:18. > :05:30.sector which is currently forgotten in the current structure, so that is

:05:31. > :05:34.in its favour. More news now and Jerry has an official polithcal

:05:35. > :05:36.party tonight. It is currently the only registered party in thd island

:05:37. > :05:39.at the moment. After nearly two years,

:05:40. > :05:42.work to upgrade Guernsey's `irport Although there will still bd some

:08:42. > :08:52.at this year's Floral Festival. Don't you think that's outstanding?

:08:53. > :08:59.All the flowers and fruit and vegetables that we could all are

:09:00. > :09:02.from 1875 to 1900, so these fantastic sweet peas are Victorian

:09:03. > :09:09.varieties and it is really lovely to cultivate them again. During the

:09:10. > :09:13.coming week, Guernsey will be alive with colour and prove exactly why we

:09:14. > :09:21.have said such success in exporting fruit and flowers. Most of the

:09:22. > :09:24.parishes on the island have done an extraordinary job with flowdr

:09:25. > :09:28.decorations, with hanging b`skets and flowers everywhere,

:09:29. > :09:30.and St Peter Port is looking absolutely tremendous and I'm sure

:09:31. > :09:35.and flowers and why locals love their gardens so much.

:09:36. > :09:40.the Victorian walled garden summer party is free this Sunday,

:09:41. > :09:46.complete with music, hog ro`st, and of course, flowers.
