:00:51. > :00:53.debating changes to the way They include replacing the Chief

:00:54. > :00:57.Minister and the policy council and In a moment, we'll hear frol

:00:58. > :01:01.the current Chief Minister `nd the deputy who helped plan the changes,

:01:02. > :01:04.but first here's Luxmy Gopal Policy Council meetings

:01:05. > :01:23.would be no more. Instead, a new Policy and Rdsources

:01:24. > :01:26.Committee would take on the work There would be just five melbers

:01:27. > :01:30.instead of the current 11. And none of them would sit

:01:31. > :01:33.on any other States departmdnt. They'd basically be overseehng what

:01:34. > :01:35.the States do, Alongside that new senior Policy

:01:36. > :01:39.and Resources Committee. There would be up to nine other

:01:40. > :01:41.principal committees, taking on the jobs of departments

:01:42. > :01:45.like Health and Education. And a scrutiny committee to check

:01:46. > :01:50.up on what everyone's doing. And we'd say goodbye to

:01:51. > :01:53.the current ministers and Chief Minister and instead have presidents

:01:54. > :01:56.of each of those committees. And if this does all get

:01:57. > :02:00.the go ahead, the States cotld look very different come the next

:02:01. > :02:02.election, and not just becatse Well, the debate started today

:02:03. > :02:10.and will continue tomorrow. Sophie Sulehria went to meet two of

:02:11. > :02:23.the politicians supporting the move. Joining me now are two of the

:02:24. > :02:29.politicians behind the proposal Let's start with you. Why does

:02:30. > :02:34.Guernsey need this change? We've carried out this review of the way

:02:35. > :02:37.the States operate, and we've identified some fairly major

:02:38. > :02:42.weaknesses in the present arrangements, so we propose a series

:02:43. > :02:47.of recommendations, which ddal, one by one, with each of the major

:02:48. > :02:51.shortcomings we've identifidd. How will it serve the people better It

:02:52. > :02:54.will provide the conditions which will allow for more effectively to

:02:55. > :03:02.ship and better coordination of policy and resources, and more

:03:03. > :03:09.flexibility. It will serve the people not in the immediate future

:03:10. > :03:14.but in the long`term. Let's talk about leadership and how it can be

:03:15. > :03:19.improved. I think the proposals actually provide two things. Greater

:03:20. > :03:22.tools for the senior politicians and the senior committee which hs framed

:03:23. > :03:27.important because in my current role, I haven't got many tools at my

:03:28. > :03:32.disposal. But also flexibilhty because, at the moment, there is a

:03:33. > :03:37.certain rigidity in the way we work which precludes us working

:03:38. > :03:41.effectively in certain areas. That includes policy coordination and

:03:42. > :03:45.also the ability to be able to manage the budget effectively and

:03:46. > :03:49.use that as a tool. The proposal will see the number of politicians

:03:50. > :03:55.reduced. Surely, that is not a vote winner. I think it is. In the last

:03:56. > :03:59.election, many people said they wished there were fewer polhticians.

:04:00. > :04:04.So the States will see a reduction in the number of politicians, not as

:04:05. > :04:10.much as people want, but th`t will help to streamline and make our

:04:11. > :04:16.states effective and fit for purpose in the 21st`century. The St`tes have

:04:17. > :04:25.set aside four days to decide a very different look to the futurd of

:04:26. > :04:27.Guernsey's covenant. That ddbate continues and we will have the very

:04:28. > :04:29.latest tomorrow evening. Guernsey's Education Departlent has

:04:30. > :04:31.defended the progress made in its reform

:04:32. > :04:32.of the islands' school systdm. It comes

:04:33. > :04:34.after non`voting board membdr and education expert Denis Mulkdrrin

:04:35. > :04:36.resigned from the board yesterday because of a lack of progress on key

:04:37. > :04:39.issues such as teacher recrtitment Today the Education Minister Deputy

:04:40. > :04:55.Robert Sillars defended the speed It is strange. I've had sevdral

:04:56. > :04:59.deputies coming to me saying we are going to quit. We are slightly

:05:00. > :05:03.disappointed in the speed btt we have to work within the polhtical

:05:04. > :05:08.constraints and within the States' constraints. I cannot make this

:05:09. > :05:14.decision and get it done instantly. It is frustrating but we have done

:05:15. > :05:18.some good work, and everythhng we do is for the benefit of our education

:05:19. > :05:20.of our children and students. That is what it's all about.

:05:21. > :05:23.A proposal to allow same sex couples to marry in Jersey has

:05:24. > :05:27.Politicians spent most of the day debating the idea but said they

:05:28. > :05:29.needed more time and inform`tion to consider the consequences

:05:30. > :05:33.A report will now be producdd by the Chief Ministers departmdnt but

:05:34. > :05:36.no vote will take place unthl after the states elections in October

:05:37. > :05:41.This is what Deputy Sam Mezdc wants to see in Jersey.

:05:42. > :05:47.In a passionate debate, he `rgued that islanders deserved equ`lity

:05:48. > :06:00.I think it is a basic princhple of democracy, that we are all dqual

:06:01. > :06:03.before the law. Attitudes now are completely different to what they

:06:04. > :06:06.were several decades ago, and we know and understand gay people are

:06:07. > :06:10.completely normal, they are like everybody else and they desdrve to

:06:11. > :06:14.be treated with equality before the law and they deserve to havd the

:06:15. > :06:17.same chance of happiness as everyone does. And that is my motivation

:06:18. > :06:20.Instead, they chose an amendment, asking the Chief Minister to

:06:21. > :06:21.investigate and report on any "unintended consequences

:06:22. > :06:37.The amendment is particularly about getting some consultation and doing

:06:38. > :06:42.some examination. And I think it is a significant step for the hsland,

:06:43. > :06:52.and I think it is very fair that we should do that first before signing

:06:53. > :06:55.up to a particular route. Everybody should get married and exprdss their

:06:56. > :07:00.love, and it's not necessarx to do with religion. I believe evdrybody

:07:01. > :07:03.should have equal rights but I don't think the government should pass

:07:04. > :07:06.anything to compel anybody to do something. I'm not sure. I think it

:07:07. > :07:09.should be allowed. Effectively,

:07:10. > :07:11.this group of politicians h`ve delayed making a decision until

:07:12. > :07:13.after the elections in October. It'll be up to

:07:14. > :07:16.the new house to decide on same sex marriages, and the electorate will

:07:17. > :07:19.decide if they'll support those who This is the BBC in the Channel

:07:58. > :08:01.St Sampson's is the first to go Last night, past staff, puphls, and

:08:02. > :08:05.parents went for a last look around. This isn't just the last wedk

:08:06. > :08:13.of term for St Sampson's infants. They will join Vale Infants from

:08:14. > :08:18.September, after the States decided To help the transition,

:08:19. > :08:24.the children have been given a little taste of their new school

:08:25. > :08:36.and looked ahead to the changes I am looking forward to meeting new

:08:37. > :08:41.friends and teachers. I am `lso looking forward to seeing the

:08:42. > :08:45.school, because I've only sden a tiny that have it before. I am

:08:46. > :08:50.looking forward for... A better teacher, and more friends and a

:08:51. > :08:54.bigger football pitch. Lookhng forward to new friends.

:08:55. > :08:56.Although they've tried to bd positive, the closure has bden

:08:57. > :09:06.It was a very sad time, and our community is very sad the school

:09:07. > :09:11.will be closing, but since the decision has been made, we've worked

:09:12. > :09:16.very hard to make the transhtion for everyone concerned as smooth as

:09:17. > :09:17.possible. We are all very proud of St Sampson's Infant School `nd all

:09:18. > :09:19.that has been achieved here. And looking back over the ddcades,

:09:20. > :09:22.it seems the school has achheved To celebrate, past staff,

:09:23. > :09:32.parents and pupils came to visit one I think it's really nice thdy've

:09:33. > :09:37.done this open afternoon for people to come back. Lots of memorhes for

:09:38. > :09:41.people and everyone has enjoyed coming round, and these displays are

:09:42. > :09:46.fantastic. It's nice to remhnisce about everything. It's nice but sad.

:09:47. > :09:50.It's great to come up and sde the photos and all the memories of the

:09:51. > :09:55.school from so long ago. We've just been looking at the logbooks from

:09:56. > :10:00.1901, and I didn't actually realise the place existed!

:10:01. > :10:03.There are plenty of memories from more than a century of teaching at

:10:04. > :10:11.St Sampson's Infants, a place that has shaped many islanders' lives.
