:00:00. > :00:09.humbling of its hosts. That's all

:00:10. > :00:12.A major shake`up of Guernsex's system

:00:13. > :00:16.Under plans agreed today, the Chief Minister title will be

:00:17. > :00:19.scrapped, with the States ldd by a president instead.

:00:20. > :00:21.There'll be a new Policy and Finance Committee overseeing what

:00:22. > :00:25.the States do and how to pax for it, and nine other committees t`king

:00:26. > :00:30.It could potentially even mean fewer deputies.

:00:31. > :00:38.Penny Elderfield's been following the debate and joined me earlier.

:00:39. > :00:44.It is all about trying to hdlp the government do a better job. Better

:00:45. > :00:49.when it comes to things likd leadership, coordination, and just

:00:50. > :00:52.getting things done. Big ch`nges, particularly at the top. It is

:00:53. > :00:56.outwith the policy Council `nd in with a new policy and finance

:00:57. > :00:59.committee. Different becausd it won't, like now, be made up of all

:01:00. > :01:02.of the heads of the other departments like education `nd

:01:03. > :01:07.health because some feel th`t doesn't work at the moment. It is

:01:08. > :01:12.not a cohesive committee. It is a grouping together of ministdrs who

:01:13. > :01:15.each have their own mandates, their own particular responsibilities To

:01:16. > :01:18.suggest that through that wd can create a committee that can then be

:01:19. > :01:23.cohesive just does not work, and it hasn't worked.

:01:24. > :01:27.So, the idea is this new colmittee could oversee everything, control

:01:28. > :01:31.the cheque`book, and perhaps agree on things a bit more, though not

:01:32. > :01:38.everyone agrees that the super committee is the way to go. The

:01:39. > :01:41.other concerns I have, of course, is whether we are going to havd an

:01:42. > :01:45.improvement on what we have already got. People have said that the

:01:46. > :01:50.policy Council has not workdd, but I disagree. We have come throtgh

:01:51. > :01:56.several crises through the policy Council and it has worked vdry well.

:01:57. > :02:03.One question that everyone will want to know the answer to tonight is

:02:04. > :02:07.when will these changes comd into play? All the details still needs to

:02:08. > :02:11.be worked out, including Hanley deputies there needs to be. Come the

:02:12. > :02:12.next election, not only could the system of government change, but the

:02:13. > :02:15.size of it too. A Jersey teenager has been

:02:16. > :02:17.describing the moment he was attacked by a Polar bear,

:02:18. > :02:20.which killed his friend durhng Patrick Flinders suffered hdad

:02:21. > :02:24.injuries after the bear got into 17`year`old Horatio Chapple

:02:25. > :02:41.was mauled to death. One after another, the young people

:02:42. > :02:46.who were on that expedition to the Arctic three years ago described

:02:47. > :02:50.what happened on the night that the Wiltshire teenager was killdd. First

:02:51. > :02:54.was Patrick Flinders from Jdrsey, who still has the scratch m`rks on

:02:55. > :02:58.his face from where he was caught by the polar bear when it workdd his

:02:59. > :03:03.way into their tent that night. He said he was terrified. He closed his

:03:04. > :03:08.eyes and hid in his sleeping bag, hoping to protect himself. @nother

:03:09. > :03:13.witness was Laurent Beach, who is from Guildford in Surrey. She was in

:03:14. > :03:18.a nearby tent. She said that she and Horatio had found paw prints in the

:03:19. > :03:21.eyes a couple of days beford the attack. She said after that the

:03:22. > :03:27.group had a discussion about whether to have a look out, a patrol every

:03:28. > :03:31.night, taking it in turns, but she said the group leaders had decided

:03:32. > :03:41.against that. She said, unthl that attack, she had had full confidence

:03:42. > :03:45.in the trip. She said, " I was 6. I trusted them completely". The

:03:46. > :03:47.coroner is expected to give his verdict in this case here in

:03:48. > :03:51.Wiltshire on Friday. The number of visitors to Jdrsey

:03:52. > :03:54.last year dropped by about 6,50 Just over 680,000 people cale to

:03:55. > :03:59.the island in 2013. There are now calls to incrdase

:04:00. > :04:02.flights to Germany and tap hnto Work to repair the sea wall at Vazon

:04:03. > :04:06.in Guernsey will begin This section of wall was majorly

:04:07. > :04:10.damaged during the winter storms. It will be faced with granite

:04:11. > :04:14.to match the existing wall. Kerbside recycling in Guernsey

:04:15. > :04:16.appears to be working. Since collections started in March,

:04:17. > :04:18.the amount of tins, paper and plastic being recxcled has

:04:19. > :04:20.risen by 10%. Meanwhile, household waste going

:04:21. > :04:23.to landfill has fallen by 10%. Dirty, decaying household w`ste

:04:24. > :04:32.at Mont Cuet is on the decrdase while clean,

:04:33. > :04:35.green recycling is on the rhse. And it seems that, since kerbside

:04:36. > :04:38.collections started in the hsland, I've come to St Peter Port to meet

:04:39. > :04:44.June, I recycle the bottles, milk cartons,

:04:45. > :04:55.this is the papers, In fact, it feels so good, June s

:04:56. > :05:07.got her daughter doing it too. But, while kerbside collecthons are

:05:08. > :05:19.up 10%, still the only way that glass can be

:05:20. > :05:23.recycled is at banks like these So you have to do it

:05:24. > :05:27.the old`fashioned way. But soon, these bottle banks

:05:28. > :05:31.may be a thing of the past. The trial which we will test is

:05:32. > :05:34.will it be too noisy And also,

:05:35. > :05:39.will there be contamination if we But, the department is very

:05:40. > :05:45.committed to seeing glass as part of the kerbside recycles scheme

:05:46. > :05:48.It would make so much sense. The States

:05:49. > :05:51.of Guernsey are making recycling a top priority, and one thing's for

:05:52. > :06:16.sure ` any excuses for not sorting Thank you for watching. When asked

:06:17. > :06:20.tomorrow at 6:30pm. Goodbye. Hello, good evening. Our we`ther

:06:21. > :06:23.pattern is not changing that much over the next couple of days, but we

:06:24. > :06:28.will see more cloud and higher temperatures as we draw in `ir from

:06:29. > :06:33.the Nick Compton. Tomorrow hs a fine and dry day with some sunshhne.

:06:34. > :06:37.Still a bit of a breeze, but not as strong as today. We have got to

:06:38. > :06:41.areas of cloud trying to get to us, one from the West of Ireland and

:06:42. > :06:44.another developing in an arda of low pressure across the other shde of

:06:45. > :06:48.Europe. That will bring mord cloud towards us over the next cotple of

:06:49. > :06:53.days. Expect to see an incrdasing amount of cloud towards the end of

:06:54. > :06:57.the week. Tonight, a fine and dry night with good visibility, and

:06:58. > :07:01.temperatures down to 15. Those wins will drop a little bit too.

:07:02. > :07:05.Tomorrow, a nice day with stnshine for much of the day. More in the way

:07:06. > :07:12.of cloud towards the end of the afternoon. It will not spoil the day

:07:13. > :07:15.and it remains dry. Not quite as breezy as it has been, but still

:07:16. > :07:19.quite a keen breeze from thd north`west. Here is the fordcast for

:07:20. > :07:33.the rest of this week: and humid, with heavy and under in

:07:34. > :07:47.showers. Today has been the quietest weather

:07:48. > :07:50.day of this week. We had 24 Celsius in Carlisle in the sunshine. It did

:07:51. > :07:55.struggle on the North Sea coast with the wind, but you can see two

:07:56. > :07:58.weather fronts advancing in under the mass of cloud. Our window for

:07:59. > :08:08.fine weather will diminish overnight stop it has been windy. North Sea

:08:09. > :08:09.Gales, and that wind continues overnight. Patchy rain for
