:00:21. > :00:35.Should dogs be allowed to rtn free on Jersey's beaches at all times?

:00:36. > :00:40.And thunder and lightning is possible to light across thd islands

:00:41. > :00:44.as a line of showers comes tp from the south. I will have all the

:00:45. > :00:53.details, later in the progr`mme The trial

:00:54. > :00:56.of a lorry driver accused of causing the death of a cyclist in Gternsey

:00:57. > :00:59.has begun today at the Royal Court. 59`year`old David Allison w`s killed

:01:00. > :01:02.when he was run over by a truck Mr Simon faces charges of ddath

:01:03. > :01:08.by dangerous driving and drhving This morning one of Guernsex's

:01:09. > :01:16.busiest roads came under the scrutiny

:01:17. > :01:19.of the island's legal systel. The unusual site of jurats

:01:20. > :01:31.at the scene of the incident. Just behind the being taken on what

:01:32. > :01:35.is a view of justice so thex can figure out exactly, in their minds,

:01:36. > :01:35.what happens on the day that David was killed.

:01:36. > :01:38.It was here during rush hour, just over a year ago, that

:01:39. > :01:41.Mr Allison was killed when there was a collision between his bicxcle

:01:42. > :01:45.Mr. Simon, who was driving in the same direction

:01:46. > :01:48.as the cyclist, crossed the cycle path to access Salerie Corndr car

:01:49. > :01:52.The court heard how Mr Allison then slammed on his brakes,

:01:53. > :01:56.skidded and fell off his bike, lying in the path of the trtck.

:01:57. > :01:59.He was then run over by the heavy goods vehicle and died at the

:02:00. > :02:04.In court, the prosecution said that Mr. Simon

:02:05. > :02:09.was "driving in a manner th`t was so deficient that it created a brief

:02:10. > :02:14.but obvious hazard to vulnerable pedestrians and cyclists."

:02:15. > :02:17.Advocate Clare Tee said Mr. Simon was visibly distressed at the scene.

:02:18. > :02:21.Today, dressed in a white shirt and black tie, he pleaded not guilty

:02:22. > :02:29.Mike Wilkins, BBC Channel Islands News, Gternsey

:02:30. > :02:31.One of the ships that brings cargo and passengers to the

:02:32. > :02:34.Channel Islands will be out of action for another 10 daxs.

:02:35. > :02:37.The Commodore Clipper scrapdd the sea bed near Guernsey on Monday

:02:38. > :02:39.Inspections at a dry dock in Falmouth revealed that damage to her

:02:40. > :02:44.Passengers are being rebookdd on other vessels and non`urgent

:02:45. > :02:49.A new skateboard park has opened in St Helier.

:02:50. > :02:52.The ball court area in the Millennium Town Park has

:02:53. > :02:54.been temporarily converted into a safe area for skateboarders.

:02:55. > :02:57.It's a three`month trial period after a survey

:02:58. > :03:00.of park users conducted by the States of Jersey Polhce.

:03:01. > :03:03.All cyclists under 14 years old will have to wear cycle helmets hn

:03:04. > :03:05.Jersey The states approved the new law today.

:03:06. > :03:08.It's hoped it'll protect chhldren from head injuries in the c`se

:03:09. > :03:14.Jersey's states have approvdd a revised island plan that should

:03:15. > :03:16.lead to more affordable homds being built.

:03:17. > :03:18.The planning minister had w`nted to find space for 3,700 homes

:03:19. > :03:21.by reusing and rezoning sites across the island

:03:22. > :03:25.and despite some former grednhouse sites being turned down, thd

:03:26. > :03:40.In my heart of hearts I would not be giving over any land where they be

:03:41. > :03:45.greenfield sites or any othdr. I think the essence of the policy that

:03:46. > :03:53.I'm putting forward is to btild affordable units and more creatively

:03:54. > :03:57.the list now than it housing today. the list now than it housing today.

:03:58. > :04:03.So we must have appropriate sites. The planning Minister went out and

:04:04. > :04:08.brought back these sites. Pdople say we should develop St Helier, I have

:04:09. > :04:09.no problem with that. But St Helier is not yet ready for afford`ble

:04:10. > :04:10.developments. Introducing a Goods and Services Tax

:04:11. > :04:13.in Guernsey would pose a major risk to the island's future

:04:14. > :04:15.prosperity ` that's the verdict Economist Dominic Swords was

:04:16. > :04:19.commissioned by local busindss groups to look at the likelx impact

:04:20. > :04:22.if the States did bring it hn GST, Organisers want the Governmdnt to

:04:23. > :04:26.take notice of his findings, Heading to

:04:27. > :04:31.the shops today with cash to spend. But there's concern in future we'll

:04:32. > :04:34.have less to go around, as Guernsey's Government looks to

:04:35. > :04:39.balance the books by taxing us more. And for local business groups,

:04:40. > :04:42.a particular concern is that the States could opt for a goods and

:04:43. > :04:58.service tax to do that ? firstly Everything you would buy wotld end

:04:59. > :05:03.up being levied without addhtional charge. And for those on low income,

:05:04. > :05:07.those on the threshold, it would have a material impact props on

:05:08. > :05:11.their spending habits. And of course, as is the experiencd in

:05:12. > :05:12.Jersey, when they introduced that tax the retail sector suffered

:05:13. > :05:12.immensely. Then there's the added cost

:05:13. > :05:21.particularly for small businesses, They will be less able to absorb the

:05:22. > :05:28.costs, the costs of collecthng the GST. They will also have to put up

:05:29. > :05:30.their prices to try and recover that overhead. When they put thehr prices

:05:31. > :05:32.up, they will possibly lose custom. bringing us to the potential impact

:05:33. > :05:41.on tourism and retail. Tourism is a relatively small part

:05:42. > :05:46.of our economy, but if you look recently at how Jersey are doing in

:05:47. > :05:48.their tourist sector and how the world is basically growing their

:05:49. > :05:53.tourist sectors, that is solething we need to align ourselves do to try

:05:54. > :05:56.and get more people to the hsland it is not a very positive mess`ge to

:05:57. > :05:56.say working to tight you more you do that.

:05:57. > :05:59.Increasing the tax take is the idea behind a GST.

:06:00. > :06:02.But the States are say it is just one idea ` with no decision yet

:06:03. > :06:05.But the warning today from businesses is to consider it

:06:06. > :06:13.You're watching the BBC in the Channel Islands.

:06:14. > :06:15.Later in Spotlight with Justin and Natalie:

:06:16. > :06:17.The school children trying to attract new visitors to

:06:18. > :06:28.Should dogs be allowed to rtn free ` off the lead `

:06:29. > :06:33.Under current laws, dogs must be kept on their leads between 10. 0am

:06:34. > :06:38.A petition's been started to relax the rules `

:06:39. > :06:49.But not all beach`goers are keen, as Emma Chambers reports.

:06:50. > :06:52.Tony and his dog Roger going for their daily walk

:06:53. > :06:58.But as it's the middle of the day in July, Roger has to be kept

:06:59. > :07:03.on a lead, despite the fact there's hardly anyone around.

:07:04. > :07:05.Tony wants to change this, so has started a petition.

:07:06. > :07:10.He wants to see these quiet beaches as dog`friendly zones and rdlax

:07:11. > :07:13.the time restrictions, leadhng the campaign to let dogs off thd lead.

:07:14. > :07:15.Our suggestion is that the leads should go on at 10am

:07:16. > :07:21.No one can deny that beaches like here at St Ouen, the other dnd at La

:07:22. > :07:26.Pulente, at St Aubins, at Grouville are several areas of wide`open sand

:07:27. > :07:31.and I think a number of people would just like to see a bit more common

:07:32. > :07:33.sense in the way we can use the bdaches.

:07:34. > :07:37.But it's the way some dog owners use the beaches that can make others

:07:38. > :07:43.Nicola has run this business on St Brelade's beach for five years.

:07:44. > :07:45.Although she's not against the campaign, she s`ys it's

:07:46. > :07:51.They have to keep them on the lead at the moment,

:07:52. > :07:55.so they are well`behaved and they keep them in shade and water and

:07:56. > :07:59.But I think if they were a nuisance, then it will be awkward.

:08:00. > :08:03.So I think the times at the moment are quite fair, but if they are to

:08:04. > :08:07.be relaxed a little bit, I think it will be up to the owners to make

:08:08. > :08:10.Controlling dogs and clearing up after them hs part

:08:11. > :08:13.of this petition that's attracted thousands of supporters.

:08:14. > :08:21.The minister in charge has agreed to review the law.

:08:22. > :08:28.We are speaking to all the parish people and the number of thd special

:08:29. > :08:32.interest groups to get a vidw by the end of July, by 20th of Julx. That

:08:33. > :08:36.is you're planning to ask for all submissions to be in by. At which

:08:37. > :08:37.point we will consider thosd and then consider if any amendmdnts are

:08:38. > :08:38.required. Tony will hand in the petithon

:08:39. > :08:41.at the end of this month. He hopes it will make a difference,

:08:42. > :08:43.so his and many other dogs will be able to

:08:44. > :08:46.enjoy some more freedom on the A nice day for the beach today `

:08:47. > :08:54.with or without dogs. But just

:08:55. > :08:57.before we go to the weather, the sun's been shining on the

:08:58. > :09:01.Guernsey parish of St Peter's too. It's the overall winner

:09:02. > :09:03.of this year's Floral Guernsey's Local planting enthusiasts gathered

:09:04. > :09:07.at Les Cotils last night Elsewhere,

:09:08. > :09:10.St Martin's won awards for hts floral displays and horticultural

:09:11. > :09:25.excellence, and Herm won thd Everything looks better in the

:09:26. > :09:31.sunshine. A glorious day today. Is the change coming David? It is

:09:32. > :09:33.already arrived. The response of rain across Jersey and conthnuing

:09:34. > :09:40.with the risk of thunder thhs evening. It is a line of

:09:41. > :09:43.thunderstorms that has been moving out of France. Most of the lightning

:09:44. > :09:47.is to the west of the island at the moment and tomorrow is a misty start

:09:48. > :09:50.with quite a lot of cloud, but sunny spells and perhaps, some thtnder and

:09:51. > :09:55.lightning as you move into the evening and overnight tomorrow night

:09:56. > :09:58.into the early hours of Sattrday. A look at the radar picture shows as

:09:59. > :10:04.well as showers have been jtst in the last few hours, but we have a

:10:05. > :10:08.warning of potential thunderstorms for the next 12 hours, also some

:10:09. > :10:11.heavy outbreaks of rain. Thdy move away fairly swiftly and you can see

:10:12. > :10:15.how they have been coming up from the south in the last few hours

:10:16. > :10:17.Most of the lining to the wdst and stalls and lightning strikes just

:10:18. > :10:21.over some aloe at the moment and they could come north of thd next of

:10:22. > :10:25.hours. The whole moving awax from certainly after midnight and we are

:10:26. > :10:31.left as clear skies but turning misty again. Also for the ndxt two

:10:32. > :10:35.hours, windy conditions, easterly winds we shall be strong but the

:10:36. > :10:40.gale force at times. Della becomes West lay`by morning. 17 degrees the

:10:41. > :10:44.minimum temperature tonight. But tomorrow, the sunshine will break

:10:45. > :10:47.through the cloud into the `fternoon and it will be very pleasant. But as

:10:48. > :10:53.warmer today, 26 will be thd top temperature. Gentle winds mdrely

:10:54. > :10:57.coming in from the north or the North East. So the coastal waters

:10:58. > :10:59.forecast initially has winds coming from south`west becoming

:11:00. > :11:04.north`easterly and mainly f`ir after the mist has cleared with moderate

:11:05. > :11:16.improving visibility. High water times in St Helier are at 1035.

:11:17. > :11:23.Now, as we move into the wedkend we are still concerned about the line

:11:24. > :11:26.of heavy showery and thundering coming up from the south. Overnight

:11:27. > :11:31.tomorrow and it's the small hours of Saturday morning, by the tile we get

:11:32. > :11:36.there, we are again between weather systems so hopefully it will be

:11:37. > :11:39.mainly dry. But there will be the risk of heavy showers developing

:11:40. > :11:42.through the afternoon. So the outlook is certainly cooler, but the

:11:43. > :11:46.risk of some thundery downpours especially on Saturday. Mainly dry

:11:47. > :12:00.on Sunday and Monday. David, thank you. Apologies for some technical

:12:01. > :12:08.issues. That is it from us hn the Channel Islands, goodbye.

:12:09. > :12:11.Team Sky has terminated the rider's contract with immediate effdct.

:12:12. > :12:13.Tiernan`Locke faced a disciplinary hearing after his blood readings

:12:14. > :12:24.As the temperature rises we're off to the coast to find out why

:12:25. > :12:29.our seas are much warmer much earlier in the season.

:12:30. > :12:32.And celebrating a hidden gel, the youngsters encouraging lore

:12:33. > :12:41.A man whose mentally ill brother killed his wife and son

:12:42. > :12:44.at their home near Newquay four years ago claims budget cuts mean

:12:45. > :12:47.more people like him are behng released into the community.

:12:48. > :12:52.Official investigations found the deaths could not have been prevented

:12:53. > :13:10.Tragedy struck the small village in January 2010. It is believed Harry

:13:11. > :13:15.Philpot attacked his ten`ye`r`old son with a sledgehammer before

:13:16. > :13:23.setting fire to the house. Dnds mother died in the fire. He had

:13:24. > :13:32.history of mental health problems. His brother says laypeople overruled

:13:33. > :13:38.the decision to discharge. They make a judgement after a half`hotr

:13:39. > :13:45.discourse. Every view the p`pers but they make that decision on how the

:13:46. > :13:46.patient appears for that hotr. In response the Cornwall found`tion

:13:47. > :14:05.trust told us. Don fears that budget cuts lean more

:14:06. > :14:11.patients like his brother are being released into the community. If

:14:12. > :14:16.there was brilliant services and brilliant monitoring, I am sure a

:14:17. > :14:20.lot could be done to prevent these future tragedies. But, no, the

:14:21. > :14:26.financial pressures dictate otherwise. The Cornwall foundation

:14:27. > :14:27.trust says there has been no reduction in the number of lental

:14:28. > :14:41.health beds available locally it also stresses that it own

:14:42. > :14:44.investigation all found the tragic events of 2010 could not have been

:14:45. > :14:52.predicted prevented. With unemployment still falling fast

:14:53. > :14:54.in the South West, businesses are increasingly finding

:14:55. > :14:56.that they "can't get the st`ff" Skills shortages are being reported

:14:57. > :14:59.in many parts of the region, As economic recovery takes hold

:15:00. > :15:03.businesses are having to get smart about training

:15:04. > :15:05.their own apprentices. Our business correspondent Neil

:15:06. > :15:11.Gallacher has been finding out more. Firms that survived

:15:12. > :15:16.the recession are now having to think hard about where they will get

:15:17. > :15:21.their staff as business picks up. Of course,

:15:22. > :15:23.it's a good time for youngsters A year after I left school H was lay

:15:24. > :15:30.there and I just got bored of it. It's a good thing to go into,

:15:31. > :15:33.trades work and construction. There is a very big shortagd

:15:34. > :15:42.of that the moment. Yesterday's unemployment

:15:43. > :15:45.figures show joblessness Some industries are sucking

:15:46. > :15:53.in workers particularly fast. First of all, the demand from 1

:15:54. > :15:56.months ago has changed masshvely. It's different across sectors,

:15:57. > :16:00.but if you look at construction as one sector, it has tripldd

:16:01. > :16:03.from this time last year. The more specialist the bushness

:16:04. > :16:06.the worse the problem. This East Devon firm makes lodel

:16:07. > :16:10.railway equipment of such hhgh precision that it has to have

:16:11. > :16:13.its own machine tool makers. Training

:16:14. > :16:17.its own apprentices is cruchal. There isn't a tool making skill out

:16:18. > :16:20.there readily available We've trained an apprentice over

:16:21. > :16:27.the last few years and we are looking to train another

:16:28. > :16:30.apprentice in the near future. Not all firms or

:16:31. > :16:33.places are affected. This West Cornwall business sells

:16:34. > :16:36.medical supplies We had over 200 applicants,

:16:37. > :16:42.which was pretty amazing. We had people from all walks

:16:43. > :16:46.of life. A lot of people were overqu`lified

:16:47. > :16:51.and it was quite amazing to see So, if you run

:16:52. > :16:56.a business you may not yet have come across skills shortages,

:16:57. > :16:59.but if unemployment in this region continues to fall as fast as it did

:17:00. > :17:02.in yesterday's figures that may only Now Devil's Point in Plymouth

:17:03. > :17:11.doesn't sound Even the name is hostile, ndver mind

:17:12. > :17:16.the fact large ships and nuclear But local families want mord

:17:17. > :17:22.of the community to become `ware Today four schools put

:17:23. > :17:45.on a show to raise awareness that There's something fishy going on at

:17:46. > :17:50.Devils point. Over 120 people have dressed up as sea creatures. This

:17:51. > :17:56.part of the water 's edge is not that widely run gnome the show to

:17:57. > :18:03.get the message across that this is a great beach.

:18:04. > :18:11.In three months we got together and wanted to put on a communitx

:18:12. > :18:17.production. They want peopld to use this beach so it is about the

:18:18. > :18:23.environment and the community. Of course, some people have bedn

:18:24. > :18:28.entering this area for some time. Gene has been popping in for a swim

:18:29. > :18:33.most days for 35 years. Last year she and some other babies wdre

:18:34. > :18:43.greeted by a dolphin. It sw`m around us and then swam away. It w`s such a

:18:44. > :18:50.thrill. And there are some gems if you fancy a snorkel. We havd sea

:18:51. > :18:56.horses, sharks, an amazing variety of marine life. You can find small

:18:57. > :19:01.fish, sea urchins, all sort of things. Today there was no holding

:19:02. > :19:06.back the enthusiasm the children have for the beach. The watdr is

:19:07. > :19:09.warm and there are loads of stones to build castles. There are loads of

:19:10. > :19:26.boats. I spread, fishermen,. It's been one one

:19:27. > :19:29.of the hottest days of the xear so far and temperatures are forecast

:19:30. > :19:32.to rise further. It means the region's coastline is a

:19:33. > :19:38.popular place to be at the loment. And as it gets hotter on land, the

:19:39. > :19:42.sea temperatures are also rhsing. in fact, they're warmer

:19:43. > :19:44.than usual this year. Louise Walter's in Polzeath

:19:45. > :20:05.on the North Cornwall coast tonight In fact, the temperatures h`ve got

:20:06. > :20:08.as high as 18 Celsius around part of vast coastline full stop th`t

:20:09. > :20:12.unusually warm for this timd of year. Would you believe it hs the

:20:13. > :20:14.winter storms we have to th`nk for that.

:20:15. > :20:29.Sea temperatures are been rhsing in recent weeks all around the coasts.

:20:30. > :20:37.Many of us love it. I do enjoy it. The warmest temperatures ard close

:20:38. > :20:43.to Minehead. There it is around 18 Celsius. The channel islands are not

:20:44. > :20:48.far behind. Elsewhere temperatures are hovering around 17 Celshus. Last

:20:49. > :20:53.year it took longer to get to these temperatures. It's a lovely day for

:20:54. > :20:58.a dip. The temperatures are been hyper quite a while now. Thd reason

:20:59. > :21:04.could hark back to the terrhble winter storms we had. Surprhsingly,

:21:05. > :21:10.all those waves brought warler water to the surface. That has helped to

:21:11. > :21:16.increase the temperatures of the sea. On top of that, the murky

:21:17. > :21:24.waters close to the sea bed have cleared and that has also hdlped.

:21:25. > :21:28.Because the waters have got clearer, it means the light can penetrate

:21:29. > :21:34.much deeper and warm up that surface more effectively. Warmer waters

:21:35. > :21:51.bring in treating looking species to our coasts. `` intriguing. The scalp

:21:52. > :21:54.was first recorded in 1948. It has popped up from time to time after

:21:55. > :22:00.that but in the last years has become very abundant. It is now the

:22:01. > :22:08.dominant seaweed species on the sea bed. It is hard to tell if the

:22:09. > :22:21.warmer seas are part of a trained. `` eight trend.
