:00:58. > :01:00.on the day states members rhse There is no give`away ahead of

:01:01. > :01:05.October's general election `nd there The Treasury Minister called it a

:01:06. > :01:12.'budget for stability and rdcovery'. Income tax allowances will be froze

:01:13. > :01:18.but lower and middle paid workers will pay

:01:19. > :01:23.less tax as the exemption threshold increases by 1.7%, although that's

:01:24. > :01:34.less than the 3% promised. Impot duties get

:01:35. > :01:36.their usual increases. Fuel goes up by 1p per litrd,

:01:37. > :01:40.cigarettes go up by 22.4p pdr pack, standard cider by 2.2p per pint

:01:41. > :01:44.beer up a penny a pint, wine up 2.4p a bottle

:01:45. > :01:50.and spirits up 21.7p a litrd. But the biggest changes are

:01:51. > :01:53.around housing. The cap on mortgage tax relhef

:01:54. > :01:57.is reduced to ?15,000. Stamp duty is effectively rdmoved

:01:58. > :02:05.on all properties under ?400,00 . But stamp duty goes up

:02:06. > :02:08.on properties over ?1 million. It's designed to help more people

:02:09. > :02:22.move and buy properties I think at the bottom end of the

:02:23. > :02:28.market is going to have a good boost. First`time buyers helped

:02:29. > :02:34.create second time buyers so it will all have a knock`on effect. When you

:02:35. > :02:42.get to higher`priced properties and stamp duty, no one wants to pay

:02:43. > :02:49.more, but I guess they are lore of a position to afford it and pdople

:02:50. > :03:04.starting out. `` than peopld starting out.

:03:05. > :03:07.It's a tricky task, and one for the Treasury Minister.

:03:08. > :03:10.His biggest headache is the big fall in income tax.

:03:11. > :03:12.He'd hope to bring in ?475 million but now thinks that

:03:13. > :03:16.And things aren't looking good on the spending front either.

:03:17. > :03:18.The states spent ?14 million more than they predicted.

:03:19. > :03:21.Overall that means instead of being in the black, the Government will be

:03:22. > :03:24.?33 million in the red this year and ?39 million next year.

:03:25. > :03:31.I would be against funding a revenue ddficit

:03:32. > :03:41.We actually have funded a short`term deficit from s`vings.

:03:42. > :03:44.Now what we are doing is we are selling some assets such

:03:45. > :03:47.as that Jersey Water share, and we are replacing with another `sset.

:03:48. > :03:51.So we are selling and disposing some capital assets to fund acquhsition

:03:52. > :03:55.of other capital assets and that's the right thing to do.

:03:56. > :03:58.But not everyone agrees that dipping into the savings account is

:03:59. > :04:08.I think it's got to be a concern because I think a number of people

:04:09. > :04:11.commented those forecasts wdre too optimistic and I think if that had

:04:12. > :04:14.been accepted one could havd planned accordingly, what is now a position

:04:15. > :04:18.that we cannot keep running deficits for the foreseeable future.

:04:19. > :04:24.Well they include a 2% saving on states pay

:04:25. > :04:29.which will worry the unions, the elderly might be concerned

:04:30. > :04:32.about delays in paying ?10 lillion into the long term care fund.

:04:33. > :04:38.And accountants might questhon the extra dividends being t`ken

:04:39. > :04:41.from states`owned Jersey Post and Jersey Telecom.

:04:42. > :04:44.We don't usually get budgets in the summer and this one doesn't

:04:45. > :04:52.However you expect the budget debate at the end

:04:53. > :04:55.of September, just before the general election, to really question

:04:56. > :05:04.the Treasury Minister on how he ll fill that budget black hole.

:05:05. > :05:06.In other financial news, inflation has slowed slightly in the Channel

:05:07. > :05:10.The new figures show prices are rising at 2.1% in Guernsey

:05:11. > :05:22.A UK coroner says that problems with security systems didn't cause the

:05:23. > :05:25.death of a schoolboy and injuries to another from Jersey, when they were

:05:26. > :05:29.17`year`old Horatio Chapple was killed, while Patrick Flinddrs,

:05:30. > :05:33.who was sharing a tent with him was left with scars on his face

:05:34. > :05:35.The coroner heard the trip wire warning systel was

:06:47. > :06:47.but it can't be bothered to wear it. It's just stupid if you don't do

:06:48. > :06:49.that. Now every child under 14 has to wear

:06:50. > :06:53.one or they could be fined ?50. But there's worry it'll

:06:54. > :07:01.be hard to enforce. The difference between a 14`year`old

:07:02. > :07:04.and 15`year`old is hard for education people to know thd

:21:48. > :21:55.these birds are off on the journey of a lifetime, to Tbilisi zoo. It

:21:56. > :22:01.has turned to living coast to help them set up a new colony. L`st year

:22:02. > :22:05.during a conference it was decided that we met the standard so it was

:22:06. > :22:07.possible to give us penguins, then the search started for a zoo that

:22:08. > :22:15.could give us these animals. This became a zoo near Torquay, living

:22:16. > :22:18.coast zoo in Great Britain. They have no enclosure. They werd

:22:19. > :22:24.literally starting from scr`tch It has been a very long process. We

:22:25. > :22:27.have advised them how to buhld the enclosure, and about the

:22:28. > :22:30.requirements and needs of the penguins so that they have got

:22:31. > :22:34.everything they need to be fit and healthy, even down to where they get

:22:35. > :22:41.their food from, fish supplhers and things like that. The birds are

:22:42. > :22:46.50`50 split of males and felales, but before they go, they have to be

:22:47. > :23:02.checked over by the debt. `` Beiderbecke Barry. `` by thd debtor

:23:03. > :23:06.Mary. `` vet. If they are fht to travel, they are prepared for their

:23:07. > :23:11.journeys. They will be taken by road to Dover, then by ferry to Calais,

:23:12. > :23:16.then on the road to Amsterd`m, from where they are flown to Tbilisi a

:23:17. > :23:21.trip of almost 3000 miles. They arrive at their new home. Zoos

:23:22. > :23:25.measure themselves on how successfully the animals take to

:23:26. > :23:29.their new environment. Will the penguins like their new livhng

:23:30. > :23:33.quarters in Georgia? Living coast did as much as it could to lake it

:23:34. > :23:39.as much like their home in Torquay as possible although some of the

:23:40. > :23:42.birds did not play ball. Shd's hiding in her house. We feed her

:23:43. > :23:47.separately because she spends most of the day and her burrow. So that

:23:48. > :23:53.she does not get hungry, we leave her serving food here. She hs not

:23:54. > :23:59.very visible. We will leave a bit in the water that is close to her nest.

:24:00. > :24:04.The new arrivals are proved popular in their new home. Penguins are

:24:05. > :24:14.adaptable birds and are expdcted to thrive in the new climate. We have

:24:15. > :24:19.at some spectacular displays from mother nature. Some wonderftl

:24:20. > :24:20.pictures have been sent in. Sadly, it is a repeat performance xet again

:24:21. > :24:28.tonight. We will see thunder and lightning

:24:29. > :24:35.and some torrential downpours. We have a warning from the Met Office.

:24:36. > :24:40.This is an amber weather warning. We have gone from yellow, the `mber. We

:24:41. > :24:50.have a risk of some torrenthal downpours. And also some possible

:24:51. > :25:02.flooding. Let's see your pictures of some of those lightning displays.

:25:03. > :25:08.This was true cathedral. `` Truro. Everyone saw some fantastic shots of

:25:09. > :25:16.lightning. Some of them going from cloud the club, some from around the

:25:17. > :25:23.cloud. `` from the ground to the clouds. This front is moving

:25:24. > :25:30.northwards, thunderstorms, loving north. I think also, some of the

:25:31. > :25:34.showers will be quite intense as those systems get closer through the

:25:35. > :25:39.night. They will pull up from the south. They will pull up wh`t more

:25:40. > :25:44.cloud. Some of us had a reasonable day`to`day, but tomorrow, some more

:25:45. > :25:49.showers will develop. Then ht will get quiet by Sunday. Sunday is

:25:50. > :25:53.properly the better day to do anything outdoors. We have seen some

:25:54. > :25:58.showers across the Channel Hslands. And some flashes of lightning.

:25:59. > :26:02.Expect quite a change later tonight. The main focus of the activhty will

:26:03. > :26:06.be between midnight and six in the morning. Sadly, the time whdn most

:26:07. > :26:10.of us are fast asleep. We could see the odd flash of lightning `nd

:26:11. > :26:14.rumble of thunder and, by the morning, some pools of water on the

:26:15. > :26:22.roads, so some tricky driving conditions. Another warm night, at

:26:23. > :26:25.around 17 Celsius. Tomorrow, it should get driver while, with a

:26:26. > :26:33.glimpse of sunshine. Then that cloud will develop again `` dry for a

:26:34. > :26:37.while. Again, these showers have the potential for some torrenti`l

:26:38. > :26:43.downpours. Temperatures, down on what we have been used to, feeling
