:00:14. > :00:21.January, the total for 2014 could approach 1 billion. How can clubs

:00:22. > :00:26.afford all these global stars? A new bumper TV deal, the team finishing

:00:27. > :00:33.bottom of the table now earns more than the champions used to. Football

:00:34. > :00:40.'s financial bubble, will it eventually burst? I do not think it

:00:41. > :00:46.will. The money will keep following. Another big move, Danny Welbeck is

:00:47. > :00:50.set to join Arsenal for 16 million. After a summer when football 's

:00:51. > :00:54.pursuit of glory has loosened its purse strings like never before.

:00:55. > :00:56.Andy Swiss, has the latest. That's all from us.

:00:57. > :01:09.Don't forget, Newsnight's starting over on BBC 2

:01:10. > :01:13.People in Jersey will be protected from

:01:14. > :01:17.A new law has come into force to stop islanders being

:01:18. > :01:19.discriminated against because of their colour, nationality or origin.

:01:20. > :01:21.It's the first step to bring the island's legislation

:01:22. > :01:26.Guernsey doesn't currently have any plans for a similar law.

:01:27. > :01:34.with people from all walks of life making a home here.

:01:35. > :01:38.But because of where some people are from or how they look,

:01:39. > :01:42.they've become a target for racial discrimination.

:01:43. > :01:45.Now a new law has come into force today to stop this,

:01:46. > :01:50.Much needed legislation according to a local charity

:01:51. > :02:01.There have been a number of incidents where people have felt

:02:02. > :02:05.they are being discriminated against, or being harassed, or may

:02:06. > :02:08.even be victimised because of the colour of their skin or because of

:02:09. > :02:10.their national origins. The four principle forms

:02:11. > :02:11.of discrimination are direct discrimination,

:02:12. > :02:13.indirect discrimination, Lawyers say businesses

:02:14. > :02:20.need to be ready as there are some

:02:21. > :02:33.potential pitfalls. In terms of recruitment processes,

:02:34. > :02:39.what they advertise so far in terms of potential recruits is concerned,

:02:40. > :02:46.but they have to be aware of what their own employees are doing. It is

:02:47. > :02:50.quite possible under the law, for the employer to be held responsible

:02:51. > :02:52.for any discriminatory acts being carried out by their employees.

:02:53. > :02:55.The anti`discrimination law will also be applied to age, gender,

:02:56. > :03:01.to help Jersey stamp out unjustified abuse.

:03:02. > :03:03.Earlier the politician who helped draw it up this legislation

:03:04. > :03:10.told me earlier how discrimination cases would be dealt with.

:03:11. > :03:16.If the issue arises in the workplace, or to do with recruitment

:03:17. > :03:23.into a job, those complaints would be referred in the first instance to

:03:24. > :03:26.the Jersey advisory and conciliation services, who would attempt to

:03:27. > :03:32.mediate or conciliate. If it is another type of service, eyeing

:03:33. > :03:37.goods, `` buying goods, renting property, those complaints would be

:03:38. > :03:41.referred to the Citizens Advice Bureau who in turn would enlist the

:03:42. > :03:49.services of the community liaison services. If neither of those

:03:50. > :03:53.processes work, the claim would be brought to the employment

:03:54. > :03:59.discrimination tribunal. This will be broadened out to include other

:04:00. > :04:05.elements. The law we have in place is an overarching law. We have

:04:06. > :04:09.brought in the characteristic of race. Sexual gender discriminations

:04:10. > :04:13.will be next, followed by possibly age cos of the increasing pension

:04:14. > :04:19.age, and then disability. Disability is the most difficult to bring in

:04:20. > :04:23.the course of the cost to businesses and employers `` because of.

:04:24. > :04:25.A new hotel could be built in Jersey.

:04:26. > :04:28.The Co`op's come up with revised ?12 million plans for its

:04:29. > :04:29.Charing Cross supermarket site in St Helier

:04:30. > :04:31.after the planning authorities threw out earlier proposals.

:04:32. > :04:33.They include a branch of the budget hotel chain

:04:34. > :04:40.It's emerged the number of people on short term driving licences

:04:41. > :04:42.in Guernsey because of medical conditions

:04:43. > :04:44.has risen dramatically in the last few years.

:04:45. > :04:48.In 2008 the Environment Department, which is responsible for them,

:04:49. > :04:54.Now it processes around 5,000 a year.

:04:55. > :05:03.But he's one of thousands that regularly has to

:05:04. > :05:12.re`apply for his licence because of medical reasons.

:05:13. > :05:21.I had a bypass operation in 2004, a single bypass, and since then they

:05:22. > :05:27.issue me a licence every three years. I have to have a medical and

:05:28. > :05:31.a treadmill. Otherwise I would not be able to drive the minibus. I can

:05:32. > :05:37.see why it is necessary, but my point of view, I visited my doctor

:05:38. > :05:38.regularly, and if there is something wrong with me, perhaps he would have

:05:39. > :05:41.known. On average, Environment processes

:05:42. > :05:44.around 200 applications each month Go back a few years, though, they

:05:45. > :05:50.were only doing around 400 a year. So a lot more work for those having

:05:51. > :05:54.to go through all that paperwork. And a big jump, that's largely down

:05:55. > :06:09.to Guernsey's ageing population. The demographics of the island does

:06:10. > :06:14.have some implications on medical policy here. Every individual case

:06:15. > :06:21.is looked at on its own merits. Diabetes, heart conditions, older

:06:22. > :06:24.drivers with tablets for BP, that kind of thing.

:06:25. > :06:26.And it's expected the numbers will keep on rising.

:06:27. > :06:29.But for people like Derek the medical's just one of those things

:06:30. > :06:35.he has to do to keep doing the job he enjoys.

:06:36. > :06:38.A World War Two shell has been blown up in Alderney

:06:39. > :06:41.by the Guernsey Police bomb disposal squad.

:06:42. > :06:45.The ten`centimetre shell was found in the road on Tourgis Hill.

:06:46. > :06:48.The bomb squad moved the device to the coast and detonated it

:06:49. > :07:03.I understand that this had been ploughed up in a field. It had been

:07:04. > :07:09.handled, it was safe to be removed, it was moved to a safer place, we

:07:10. > :07:14.did it on the beach, by way of a controlled explosion by putting on a

:07:15. > :07:19.small amount of explosions to initiate the main charge. The item

:07:20. > :07:24.was destroyed. I will leave you with the weather

:07:25. > :07:28.forecast. Good evening. We have got a fair

:07:29. > :07:35.amount of cloud, tomorrow is going to start fairly grey. Warm sunny

:07:36. > :07:40.spells will appear. At the moment, a lot of that cloud up ahead. That

:07:41. > :07:44.will stick with us throughout tonight. It could perhaps give us

:07:45. > :07:51.some hill fog, as well as patchy rain and drizzle. As we head towards

:07:52. > :07:58.dawn, 15 degrees. Starting tomorrow on that mild and murky note. A bit

:07:59. > :08:04.of patchy dampness around as well. As the day wears on, sunshine could

:08:05. > :08:09.break. Temperatures getting up to around 21, 20 2 degrees. The coming

:08:10. > :08:16.days are going to be dominated by high`pressure, meaning we could see

:08:17. > :08:21.variable amounts of clouds and poor visibility, but also someone

:08:22. > :08:26.sunshine. We may see more clouds developing after. The full evening

:08:27. > :08:30.forecast up in a second, I will leave you with this summary.

:08:31. > :08:36.will also feel fairly warm, and the cloud will make a difference to the

:08:37. > :08:42.temperature as Matt Taylor explains. Good evening. If you have left it

:08:43. > :08:47.late for your summer break this year, the weather will probably be

:08:48. > :08:53.kind to you. Most places will be dry and it will be fairly warm as well.

:08:54. > :08:59.Most places will see temperatures in the high teens, but they could reach

:09:00. > :09:04.the mid-20s. The problem is judging those cloud breaks from day-to-day.

:09:05. > :09:05.The high pressure is settling things down, but
