:00:20. > :00:27.The independent inquiry into historic abuse resumed public

:00:28. > :00:30.hearings today after a three week break.

:00:31. > :00:35.Michael Laing, who's 60, continued giving the evidence he'd started

:00:36. > :00:40.He'd spent his childhood in the 1960s and early 1970s

:00:41. > :00:42.in care, staying with three foster families plus spells

:00:43. > :00:49.He was physically abused by one couple who fostered him,

:00:50. > :00:52.and sexually abused while with another, and described

:00:53. > :01:02.It was a tough place to grow up, but said he had "no problems with

:01:03. > :01:08.He described media reporting about the home in 2008

:01:09. > :01:13.as sensationalist and he wanted to give the other side of the story.

:01:14. > :01:16.Mr Laing blamed the Children's Service for not doing

:01:17. > :01:19.anything about the abuse he suffered while in foster care.

:01:20. > :01:22.He said, "It should have, and could have done more".

:01:23. > :01:25.The inquiry has also heard from the Principal Legal Advisor to

:01:26. > :01:27.the Law Officers Department, Richard Whitehead,

:01:28. > :01:31.who's been explaining how laws relating to children and childcare

:01:32. > :01:42.37 pensioners in Guernsey had help paying their fuel bills last winter.

:01:43. > :01:44.The charity Age Concern says the pilot scheme

:01:45. > :01:46.which gave fuel vouchers and money for bills to older people

:01:47. > :01:52.Overall, 51 islanders applied but 12 withdrew, and the charity is

:01:53. > :01:58.worried some people are too embarrassed to ask for help.

:01:59. > :02:01.A lot of pensioners are used to struggling.

:02:02. > :02:05.Not all pensioners, but some have had very hard lives

:02:06. > :02:08.and they just accept, they are forced to accept in fact, that they

:02:09. > :02:18.There is no need to struggle. Financial help is available.

:02:19. > :02:21.Plans for the future of Fort Regent in Jersey have been presented to

:02:22. > :02:26.The leisure complex includes a disused swimming pool

:02:27. > :02:28.and it's long been hoped the site can be developed.

:02:29. > :02:34.The multi`million pound plan will be made public on the 12th September.

:02:35. > :02:36.The appearance of the only two airworthy Lancasters

:02:37. > :02:40.at the Guernsey Air Display is in doubt due to increased costs.

:03:10. > :03:18.A new doctor's surgery in Jersey is offering free appointments

:03:19. > :03:21.for children under five ` the first time free medical treatment has

:03:22. > :03:25.The latest primary health care survey revealed over 50%

:03:26. > :03:28.of respondents felt GP charges were expensive and restricted visiting.

:03:29. > :03:31.And a further 8% felt they were so expensive it stopped them

:03:32. > :03:38.The survey also revealed many people wanted free appointments

:03:39. > :03:52.Welcoming a new patient to his new surgery.

:03:53. > :03:55.Fred has been a doctor in Jersey for the last couple of years,

:03:56. > :03:58.but decided to start his own practise this week and offer

:03:59. > :04:03.Not only is he charging adults nearly half the going rate,

:04:04. > :04:13.but he's also giving free treatment to children under five.

:04:14. > :04:25.I felt that there was a need for a low`cost practice. It is well

:04:26. > :04:28.documented that if you can access services before, and make sure your

:04:29. > :04:32.health is well maintained from the beginning of life, you will have a

:04:33. > :04:34.better quality of life at the end. That is the motivation.

:04:35. > :04:38.With the average doctors visit costing ?40 in Jersey,

:04:39. > :04:51.It is perfect. We had an ear infection a couple of weeks ago. We

:04:52. > :04:55.had to pay ?38 for an appointment. It is very expensive. The costs

:04:56. > :05:02.mount up. We have got a little daughter as well. Everything helps.

:05:03. > :05:05.It is fantastic. I have got friends who sometimes can't afford to take

:05:06. > :05:09.their children as soon as they otherwise would. It is wheelie good

:05:10. > :05:11.that someone has come forward and has parents in mind. It is so costly

:05:12. > :05:14.to go to the doctor these days. Although some doctors do offer

:05:15. > :05:16.discounted rates, this free But the cost of appointments is

:05:17. > :05:21.being reviewed after a health questionnaire revealed many

:05:22. > :05:34.islanders felt they were expensive. That White Paper is slowly coming to

:05:35. > :05:38.fruition and we are looking at all those vulnerable groups, the under

:05:39. > :05:41.fives, the people who are at the end of life, those with chronic disease,

:05:42. > :05:46.those unable to work through ill`health. All those areas. We hope

:05:47. > :05:47.to be able to provide care for all of them in the right place at the

:05:48. > :05:52.right time. Offering low cost GP appointments

:05:53. > :05:55.are a good way to attract new patients to a new practice,

:05:56. > :05:58.but it could also increase competition and put downward

:05:59. > :06:14.pressure on prices island`wide. Hello, good evening. I think
