:00:41. > :00:45.police down the bottom. There is police cars and people looking out

:00:51. > :00:52.Jersey's Treasury Minister's defended budget plans for next year

:00:53. > :00:55.` despite claims there could be a shortfall of over ?90 million.

:00:56. > :00:58.Senator Philip Ozouf was accused today of being too optimistic with

:00:59. > :01:00.forecasts of how much money the States makes.

:01:01. > :01:03.Balancing the books ` that's the job of this man, the Treasury

:01:04. > :01:07.But the books aren't looking that balanced with a multi`million pound

:01:08. > :01:10.Today he faced questions in the States today over

:01:11. > :01:13.when he became aware that there'd be a shortfall between money coming

:01:14. > :01:18.Deputy Le Fondre says politicians should have been told

:01:19. > :01:30.We have had a significant down turn in the income forecast, particularly

:01:31. > :01:36.for 14 and 15 and I think for 13, 14 and 15 it is something like ?95

:01:37. > :01:40.million. The cop certains are if we had followed the prudent approach,

:01:41. > :01:45.the view is that we probably wouldn't be facing the level of

:01:46. > :01:49.difficulty that we are either about to face or are presently facing.

:01:50. > :01:51.Senator Ozouf's likened sorting Jersey's budget to predicting the

:01:52. > :01:55.weather ` the further ahead you try to forecast what will happen, the

:01:56. > :01:59.The first financial forecasts for the Budget 2015 were made

:02:00. > :02:02.around three years ago, but it was only in June this year that the

:02:03. > :02:12.Forecasts when you come to the actual will be different and we have

:02:13. > :02:18.known there has been huge turmoil in the international markets, which has

:02:34. > :02:35.politicians spending, the Treasury Minister remains optimistic,

:02:36. > :02:39.For the first time, Jersey's Care Inquiry into historic abuse has

:02:40. > :02:41.heard anonymous testimony from a woman who was in residential care.

:02:42. > :02:44.She told the panel, girls as young as six were made to

:02:45. > :02:47.work in a knitwear factory next to the Sacre Coeur children's home

:02:48. > :02:50.and she explained how they were punished if they made noise.

:02:51. > :02:54.Mrs A spoke to the panel from behind a screen which shielded her identity

:02:55. > :02:59.She described how she was sent to Sacre Coeur orphanage on two

:03:00. > :03:03.The worst punishment she'd experienced was having her bed sheet

:03:04. > :03:06.pulled tightly over her head and tucked under the mattress

:03:07. > :03:14.She said that was done if, for instance, you made

:03:15. > :03:17.She said children were expected to stay silent `

:03:18. > :03:22.She told the panel that even now she can't

:03:23. > :03:27.Although it never happened to her, she says while she was in

:03:28. > :03:29.Sacre Coeur another girl told her she was locked in

:03:30. > :03:37.The girl told her she was on her own and it was a form of punishment.

:03:38. > :03:40.She says she came to terms with her experiences through counselling,

:03:41. > :03:43.which she thinks can help stop victims turning to alcohol and drugs

:03:44. > :04:00.14 hour shifts with no breaks is a danger to the public.

:04:01. > :04:03.That's the claim of Guernsey bus drivers who are threatening

:04:04. > :04:05.industrial action if their working conditions aren't improved.

:04:06. > :04:07.The news comes as the bus operator CT Plus says

:04:08. > :04:10.for the first time the majority of its drivers in Guernsey are local.

:07:02. > :07:05.will bring more cloud and it may not be immediate, on the start of the

:07:06. > :07:10.day on Thursday, but there is more cloud developing in the afternoon.

:07:11. > :07:17.It is coming through channel and quite a fresh breeze as well. Friday

:07:18. > :07:21.and into the weekend similar temperatures, but more cloud coming

:07:22. > :07:26.our way. And that cloud thickens as we start the weekend. But still some
