:00:00. > :00:12.Good evening, welcome to BBC Channel Islands.

:00:13. > :00:18.Tributes to a Jersey man murdered in Thailand

:00:19. > :00:22.Also tonight, the politician in charge of Jersey's

:00:23. > :00:24.finances faces losing his job over the latest budget.

:00:25. > :00:27.And why this politician is becoming a street art icon in Guernsdy,

:00:28. > :00:46.I think the joke has gone f`r enough and we do not want to see any more.

:00:47. > :00:49.Hard`working, giving and adored ` that's how the family

:00:50. > :00:53.of 24`year`old Jersey man David Miller, who was murdered

:00:54. > :00:58.Tributes have been paid tonhght to the former Victoria College student

:00:59. > :01:01.who was killed on the island of Koh Tao.

:01:02. > :01:05.It comes as Thai Police reldase CCTV footage of their main suspect.

:01:06. > :01:19.A young man with everything to look forward to. David Miller's family

:01:20. > :01:23.paid tributes to him tonight, describing him as hard`workhng,

:01:24. > :01:29.bright and conscientious, who will be sorely missed. He had bedn in

:01:30. > :01:31.Thailand after finishing a six`week work basement in Australia, with

:01:32. > :01:39.this mining company. But his body was found in the speech along with

:01:40. > :01:44.23`year`old Hannah from Norwich He had been due to leave Thail`nd today

:01:45. > :01:46.to start his final day at Ldeds University, who described hhm as an

:01:47. > :01:52.excellent student with a promising career ahead. The police in Thailand

:01:53. > :01:57.released this video footage showing David and Hannah's last momdnts Man

:01:58. > :02:02.following behind is believed to be a migrant worker, and as their current

:02:03. > :02:05.prime suspect. He was a forler student at Victoria College.

:02:06. > :02:12.Today's the flags have been flying at half mast. Headmaster, Alan

:02:13. > :02:15.Watkins, told the BBC that David was a confident, articulate member of

:02:16. > :02:20.the college with a good circle of friends. He says he was a bright

:02:21. > :02:25.young man and a talented artist with the potential to forge a worthwhile

:02:26. > :02:29.and fruitful path in his life. Those are the sentiments that havd been

:02:30. > :02:34.expressed today, how popular he was. In Thailand, the community has shown

:02:35. > :02:40.an outpouring of grief. Loc`ls held a vigil at the spot they were

:02:41. > :02:51.killed. In Jersey, the head of the Methodist church... Many of us do

:02:52. > :02:55.not know David or the familx, but we can offer our prayers and thoughts,

:02:56. > :03:01.and however me way want `` hn however we may want to word that.

:03:02. > :03:04.The bodies have been returndd to Bangkok before being returndd to

:03:05. > :03:06.their families. Well, police in Thailand sax

:03:07. > :03:09.they're now focussing on thd The BBC's Jonathan Head is hn

:03:10. > :03:19.Koh Tao and sent us this update It is not clear why the polhce have

:03:20. > :03:22.focused on the Burnley 's community, they say that is the most lhkely

:03:23. > :03:27.place they will find the suspect. We saw them lining up Bernie 's men to

:03:28. > :03:44.question them. There are a lot of migrant workers here, as thdre are

:03:45. > :03:48.all over Thailand. `` Burmese. We will have to see whether thhs is the

:03:49. > :03:51.right line of enquiry. They have said they no longer believe that the

:03:52. > :03:57.group of foreign tourist who were with them in the days beford they

:03:58. > :04:00.died our suspects. They do not have any eyewitnesses to what happened,

:04:01. > :04:05.as it took place on a secluded heart of the beach. They have two piece

:04:06. > :04:12.together the last few days of those two young people. One of thdm had

:04:13. > :04:16.been on the island for closd to three weeks. They need to phece

:04:17. > :04:21.together who they had been with and examine the bodies properly. They

:04:22. > :04:23.are in Bangkok, and we need some clear clues before we know where the

:04:24. > :04:28.culprit lies. Jersey's treasury minister has

:04:29. > :04:30.survived a vote of no confidence today,

:04:31. > :04:32.ahead of next week?s budget debate, Deputy Geoff Southern's proposition

:04:33. > :04:35.against Senator Philip Ozouf was defeated 37 votes to 7,

:04:36. > :04:37.with five abstensions. Edward Sault was following

:04:38. > :04:40.proceedings and joins me now. Ed, remind us

:04:41. > :04:45.of the background to all of this. Some were unhappy about

:04:46. > :04:47.the way Senator Ozouf worked out next year?s budget and said he's not

:04:48. > :04:50.kept members fully informed about Deputy Geoff Southern, who brought

:04:51. > :04:54.this motion today, claims the budget was not balanced fairly and that

:04:55. > :04:57.Philip Ozouf panicked, moving money around "to make ends meet", and that

:04:58. > :05:14.spending is out of control. I am concerned about the wax we have

:05:15. > :05:20.been treated, and I believe that information has been not given to

:05:21. > :05:22.members in order for them to make proper decisions, particularly

:05:23. > :05:30.around to 2014 budget. The way the adjustments have been made hn 2 15,

:05:31. > :05:32.where he was scrambling arotnd to pay for standard revenue, I believe

:05:33. > :05:37.is not the way to proceed. But Senator Ozouf survived with

:05:38. > :05:39.a big majority. How did he defend himself against

:05:40. > :05:42.this proposition in the first place? Well, some states members s`id

:05:43. > :05:44.today's vote of confidence was a waste of time

:05:45. > :05:47.and was too close to an election. Senator Ozouf, though,

:05:48. > :05:53.says he's bringing a budget focused on tax overhaul, spending ctts

:05:54. > :06:06.and duty rises, but did say he was The corridors of the Council

:06:07. > :06:11.ministers and what we do ard in the late stop we have to bring our

:06:12. > :06:15.proposals before the assembly. I am not a single decision`makers. I have

:06:16. > :06:18.to get the support of my Trdasury staff, worry about the fisc`l

:06:19. > :06:23.policies, and then it is thhs assembly that makes ultimatd

:06:24. > :06:31.decisions. But clearly therd have been some dark shadows cast upon my

:06:32. > :06:34.integrity, which I found difficult. That is one challenge over, but

:06:35. > :06:38.there is more challenge. The budget is due to be deb`ted

:06:39. > :06:44.in the states next week, but the scrutiny panel that's examined

:06:45. > :06:46.it have criticised financial forecasting, so the measures to stop

:06:47. > :06:49.finances going into the red. They say

:06:50. > :06:51.a more up`to`date financial forecast is needed before next week?s debate,

:06:52. > :06:58.but that's looking unlikely. Ten people have

:06:59. > :07:00.so far put themselves forward for the role of Senator at Jersey's

:07:01. > :07:03.forthcoming election. They, and possibly others,

:07:04. > :07:06.will be formally nominated `t There are eight seats avail`ble

:07:07. > :07:16.voted for on an island`wide basis. Guernsey Police are warning

:07:17. > :07:17.islanders about the dangers of sending naked pictures

:07:18. > :07:21.of themselves to others. The force's

:07:22. > :07:23.Computer Crime Department is investigating cases where local

:07:24. > :07:26.women have had intimate images In one case a stranger thre`tened

:07:27. > :07:31.to put sensitive pictures on the The police says the best form

:07:32. > :07:48.of defence is to never allow anyone Partners and friends of tod`y may

:07:49. > :07:53.not be partners and friends tomorrow. So be very careful. The

:07:54. > :07:57.proof that advice has got to be prevention is better than ddtection.

:07:58. > :08:02.These do not send intimate hmages to anyone. `` please.

:08:03. > :08:05.A UK marine safety report h`s made several recommendations aftdr two

:08:06. > :08:07.Jersey fishermen were rescudd from the Ecrehous last Novelber

:08:08. > :08:10.The rescue in strong winds and heavy rain involved teals

:08:11. > :08:13.from Jersey, France and the UK, and saw a search plane crash land

:08:14. > :08:16.The marine report says the fishermen should have bden

:08:17. > :08:19.wearing life jackets, the trip in bad weather wasn't planned properly

:08:20. > :08:21.and Jersey Coastguard should have been told beforehand who was

:08:22. > :08:48.A decision on the future of a derelict hotel has been del`yed

:08:49. > :08:51.Plans have been submitted to transform the now derelict clifftop

:08:52. > :08:53.site into a 5`star hotel. The original building was destroyed by

:08:54. > :08:55.fires over the past decade. You're watching the BBC

:08:56. > :08:57.in the Channel Islands. Later in Spotlight,

:08:58. > :08:59.find out why horses from thd King's Troop Royal Horse Artillery

:09:00. > :09:02.have been cooling off in thd sea. He's a familiar face

:09:03. > :09:05.at any public event, and ond of Now John Gollop is popping tp even

:09:06. > :09:09.more than usual, as his face has been spray`painted at

:09:10. > :09:12.various points around the island. But is it street art,

:09:13. > :09:17.or just grafitti? The question is whether this is

:09:18. > :09:31.art or unnecessary vandalisl. We don't know who's actuallx

:09:32. > :09:34.behind this. But the man himself says whhlst

:09:35. > :09:49.it's flattering, it needs to stop. It is quite well done. I am sure

:09:50. > :09:54.they did not have permission, and I would urge them to stop. I think the

:09:55. > :09:58.joke has perhaps gone far enough at this stage and we do not want to see

:09:59. > :10:00.any more, and maybe people should club together to find an effective

:10:01. > :10:03.way of removing these. But for Deputy Gollop,

:10:04. > :10:10.a plus is it shows there's I look younger than I do in real

:10:11. > :10:28.life. What lovely weather for admhring

:10:29. > :10:34.street art all over Guernsex. Will delete some continue? I think it

:10:35. > :10:37.stays warm, but not necessarily drive. On both counts it is good

:10:38. > :10:45.news because I'm sure the islanders could use some rain. Tomorrow will

:10:46. > :10:48.be warm with sunny spells and a risk of showers. They would be most

:10:49. > :10:54.likely at the end of the dax and overnight into Thursday. So most of

:10:55. > :10:57.the day is drive, and it will feel comfortably warm again. It hs

:10:58. > :11:03.unusual to see such high temperatures. There are somd changes

:11:04. > :11:06.now because the big lump of cloud that has been across western Spain

:11:07. > :11:11.and Portugal has made its w`y into France. It has generated showers,

:11:12. > :11:16.and it is getting closer ovdr the next few days. This is the liddle of

:11:17. > :11:20.the day on Wednesday. By Thtrsday it is beginning to dominate thd weather

:11:21. > :11:26.right across us and the United Kingdom and France. So, somd changes

:11:27. > :11:31.in the wind. Let us look at the detail because already some of the

:11:32. > :11:38.showers associated with his low temperatures at in the corndr of

:11:39. > :11:43.France. This is showers comhng through in the afternoon. It will

:11:44. > :11:49.not get to us, but we will see some cloud associated with them. There

:11:50. > :11:52.will be a fresh breeze by the morning, selecting temperattres

:11:53. > :12:02.should not fall below 16. Tomorrow is not about `` a bad day, `nd

:12:03. > :12:06.towards the end of the day there will be more cloud coming up from

:12:07. > :12:12.the south, generating a few showers. 22`24 degrees, top temperattre, not

:12:13. > :12:19.feeling quite as warm because of the breeze developing. There will be a

:12:20. > :12:29.force five or six, with moddrate visibility.

:12:30. > :12:36.If you are heading for the beach for the surfing, this earth has not been

:12:37. > :12:43.very good over the past week or so, it will not be much more th`n one

:12:44. > :12:50.foot or two feet. In Europe, plenty of showers over Spain and Portugal,

:12:51. > :12:54.and cooler as well. Showers now developing over central and northern

:12:55. > :12:59.France as we move through the day. It is changing slowly and gradually,

:13:00. > :13:04.with more cloud around, turning showery as we head towards the

:13:05. > :13:11.weekend. Have a good evening.

:13:12. > :13:21.Are pictured is still emerghng. It is to save money, and the fhgures

:13:22. > :13:26.have been done. We have spent 7 0 hours debating this. Find a that

:13:27. > :13:32.matter to all of us in the Channel Islands. It is time to join the

:13:33. > :13:35.BBC's news teams where you `re. Channel Islands News, weeknhghts at

:13:36. > :13:46.6:30pm. We'll be taking a look at how

:13:47. > :13:49.some of our latest visitors have Now that really is stretching

:13:50. > :13:52.your legs. Join me at one

:13:53. > :13:55.of the most popular gardens in Devon where the fine weather has brought

:13:56. > :14:01.out the visitors and the blooms Last month, we reported on ` Second

:14:02. > :14:04.World War bunker used by soldiers Their aim was to cause maxilum

:14:05. > :14:10.chaos if Britain was invaded. The report caused several pdople to

:14:11. > :14:12.get in touch with Among them Suzanne Carter whose

:14:13. > :14:17.father was in charge of a ntmber Spotlight's David George

:14:18. > :14:40.has been to meet her. Suzanne and her husband shall be the

:14:41. > :14:46.location of the bunker. She was nine when the war began, her dad was in

:14:47. > :14:55.charge of four bunkers on the Lazard. There was a big slate which

:14:56. > :15:00.the blacksmith had hinged so you could open it and get in. There was

:15:01. > :15:12.a big drop. You had to climb down a ladder to get into it. It w`s also

:15:13. > :15:16.to wooden shelving and beds. The bunker in these fields here has long

:15:17. > :15:20.since disappeared. It collapsed under the weight of a code soon

:15:21. > :15:26.after the end of the Second World War. The poor animal had to be shot

:15:27. > :15:31.and the whole thing was filled in. Archaeologists have found 42 of the

:15:32. > :15:35.secret sites in Cornwall alone. Like this one in Devon, they had supplies

:15:36. > :15:42.for about three weeks. The `im was to cause maximum damage to slow down

:15:43. > :15:48.the invading Germans. You wdre issued with commando knives,

:15:49. > :15:55.pistols, Sten guns and Tommx guns in some cases. And of course, large

:15:56. > :16:02.amounts of explosives. One night, somebody told them that there was a

:16:03. > :16:06.show of mackerel that had come up the creek. The creek. They went with

:16:07. > :16:12.a stick of dynamite and thrdw it in the water and stand all the fish and

:16:13. > :16:22.drop them home and everybodx in the village had mackerel for supper

:16:23. > :16:30.Quieter here today. Auxiliary units walk home guard uniforms as a

:16:31. > :16:39.disguise, but they were highly try and `` trained and deadly. Her

:16:40. > :16:43.father went back to farming the land he had defended.

:16:44. > :16:49.There's a full night of football ahead

:16:50. > :16:53.In League One, Yeovil Town go for their first home win of the season

:16:54. > :16:57.Plymouth Argyle seek a return to form in League Two

:16:58. > :17:13.when fourth`placed Wycombe Wanderers come to Home Park.

:17:14. > :17:18.Exeter City, still without a win in the new

:17:19. > :17:21.Now, on a day like today whdre better to come for a holidax

:17:22. > :17:25.Well, the latest townies to hit the beaches of North Devon have

:17:26. > :17:29.Yes, horses from the King's Troop Royal Horse Artillery

:17:30. > :17:32.are having a break from lifd in London and stretching thdir legs

:17:33. > :17:37.They've even been brave enotgh to take a dip in the sea and,

:17:38. > :17:40.for some of them, it was the first time they'd seen the sea!

:17:41. > :17:41.Spotlight's North Devon reporter, Andrea Ormsby,

:17:42. > :17:49.This is what you would expect to see on a beautiful beach on a bdautiful

:17:50. > :17:51.day. But the cameras were hdre for this ` the Kings Troop Royal Horse

:17:52. > :17:56.Artillery on holidays. Amazhng, really amazing. We're on a day trip

:17:57. > :17:59.here and never expected to see this. Normally, the Kings Troop is firing

:18:00. > :18:04.the Royal salutes in Hyde P`rk on Royal anniversaries and state

:18:05. > :18:07.occasions. Today, though, thme to chill. How did we organise this

:18:08. > :18:09.weather? Pure luck, good fortune. It is absolutely perfect. It's

:18:10. > :18:14.beautiful, I don't think we could have asked for a better week.

:18:15. > :18:21.Especially the beach. It's beautiful, so long, perfect for what

:18:22. > :18:23.we wanted. A good break for the horses and definitely from the

:18:24. > :18:27.ceremonial stuff as well. I think it's a good one for everyond. The

:18:28. > :18:31.horses live in London and so, for some, sand under foot is a new

:18:32. > :18:38.experience. And so is the sda. It takes a bit of getting used to.

:18:39. > :18:41.His eyes were on stalks, but his ears were pricked forward so he was

:18:42. > :18:47.relatively keen about going in. He's quite a trusting horse so wd're very

:18:48. > :18:53.happy to that he managed to get in and actually have a bit of ` play.

:18:54. > :18:57.He wasn't too keen on the white surf, but we have managed to conquer

:18:58. > :19:00.that fear. It's a first`timd, took very small steps. She would go in

:19:01. > :19:05.and try to run out every tile the wave came close. But with a little

:19:06. > :19:11.reassurance, she went in. Vdry proud of her. This is a holiday, but it is

:19:12. > :19:15.about bonding as well. A rider needs to trust that the horse will go in

:19:16. > :19:23.and not spin around and chuck him or her off. And also the horse needs to

:19:24. > :19:29.trust the rider, to say I'm OK about going in. For holidaymakers and

:19:30. > :19:35.locals, it was a real treat. It is nice to see the animals rel`xing

:19:36. > :19:41.away from their normal dutids. Animals are like human beings, they

:19:42. > :19:45.all need a break from time to time. Just for them to have a bit of fresh

:19:46. > :19:51.air and sunshine. It must bd, their holiday must be too short I'm sure.

:19:52. > :19:57.I took loads of photos, verx pleased with them. I will get them lounted

:19:58. > :20:00.when I get home, put them up in my bedroom. When the ground beneath

:20:01. > :20:05.your hooves shifts, it can be unsettling. Some got a little more

:20:06. > :20:09.of the sea than they hoped for. But look at this, a dip in the sea

:20:10. > :20:33.Well, at the end of their c`mp, it's traditional

:20:34. > :20:36.for the Troop to hold a public open day to thank the local commtnity

:20:37. > :20:40.So you're invited to meet them at Mount Edgcumbe Park in Cornwall

:20:41. > :20:54.It's been a wonderfully mild September that many

:20:55. > :20:57.of us are enjoying and the weather is proving a boon to visitors.

:20:58. > :21:00.Here in the South West, our wonderful gardens are bdnefiting

:21:01. > :21:03.too and many are reporting that this is the perfect time to see

:21:04. > :21:06.Carole Madge is at one such place in South Devon.

:21:07. > :21:17.If you look very carefully, you might catch a glimpse of thd

:21:18. > :21:27.visitors! I am here in a secluded valley and the visitors havd been

:21:28. > :21:39.out in force today. There is a very good reason for coating Gilbert and

:21:40. > :21:43.Sullivan. The D'Oyly Carte company created this beautiful housd and

:21:44. > :21:53.garden in Devon. There is one. And a few mord. And

:21:54. > :21:58.over there, I think I spottdd a little maids from school.

:21:59. > :22:06.They have come in their droves to see one of the country's favourite

:22:07. > :22:10.gardens and thanks to the wonderful weather, it is at its very best We

:22:11. > :22:26.have had a wonderful spell of weather. This is the real g`rden ``

:22:27. > :22:37.rill garden. We have planted this area with colours, a mixturd of

:22:38. > :22:42.colours. This house and garden is here because I glimpse was spotted

:22:43. > :22:51.from a yacht by a theatrical impresario. This is a combination of

:22:52. > :22:56.fantastic garden and the pull of the family story. The property was seen

:22:57. > :23:01.from the sea for the first time and the couple decided they wanted to

:23:02. > :23:07.build a house here. Is the house more popular or the garden? I think

:23:08. > :23:12.it is something of both. Thd garden is a huge attraction here. Ht is a

:23:13. > :23:19.stunning garden. But at the house is equally lovely, timeless eldgance.

:23:20. > :23:23.It was named in a national newspaper this week as the third best garden

:23:24. > :23:38.in the country and that really is something to sing about.

:23:39. > :23:44.The sun is just setting now and I feel like retiring to the tdrrace

:23:45. > :23:51.for a cocktail. And they do have cocktail and Kanepis parties in the
