:01:50. > :01:53.and he wants to raise stamp duty on expensive homes.

:01:54. > :01:56.And then there are plans to make ?20 million of spending cuts

:01:57. > :02:11.When your income is under threat, you do not stand there like a fly

:02:12. > :02:14.waiting for a windscreen. You invest and you build. You get good value

:02:15. > :02:16.for infrastructure projects and you bring forward projects that you need

:02:17. > :02:18.to do in the future. This is a budget that's being

:02:19. > :02:20.described as interim, because what is decided in the

:02:21. > :02:24.States this week will not be adopted Senator Ozouf easily survived

:02:25. > :02:27.a vote of no confidence over the plans recently and he will be

:02:28. > :02:30.hoping he can persuade the Assembly And Jen has been

:02:31. > :02:33.following the budget debate today How are things looking for

:02:51. > :02:52.spend more money than you make. Senator Sarah Ferguson was

:02:53. > :02:54.particularly critical. She is the head of a group

:02:55. > :02:57.of politicians who have scrutinised She says you cannot have

:02:58. > :03:12.a high level of spending when there Income has been going down.

:03:13. > :03:18.Expenditure is going up. We have lost the connection between income

:03:19. > :03:24.and expenditure. You and I, in our private lives, will endeavour not to

:03:25. > :03:28.spend more than we are in. But at the moment, the States has no

:03:29. > :03:30.connection between income and spending.

:03:31. > :03:33.But the debate has not just been about this shortfall, has it?

:03:34. > :03:35.What are the actual details of this spending plan?

:03:36. > :03:37.It includes details to help home buyers,

:03:38. > :03:40.more spending on infrastructure projects, and a further cut in taxes

:03:41. > :03:45.Plus, as we have mentioned, there will be above inflation

:03:46. > :03:50.This afternoon, however, the States voted against taking GST

:03:51. > :03:56.An attempt to introduce tax relief for some islanders who pay private

:03:57. > :04:05.It looks like we could be in for another day of debate

:04:06. > :04:15.As much criticism as there has been of Senator Ozouf's tactics,

:04:16. > :04:17.he is leaving the really difficult questions, like

:04:18. > :04:20.do we raise taxes and/or GST to pay for falling incomes, until after the

:04:21. > :04:30.Channel Island Co`op shareholders are being asked to save the jobs of

:04:31. > :04:37.The company announced on Friday that it is closing its food distribution

:04:38. > :04:39.centres in Guernsey and Jersey to use a UK warehouse instead.

:04:40. > :04:42.Today Jersey employees met with Union representatives and decided

:04:43. > :04:53.This food warehouse in Jersey stood still this morning as

:04:54. > :04:59.Co`op workers met with their union, after they were told

:05:00. > :05:03.the food warehouses in Jersey and Guernsey are closing next summer,

:05:04. > :05:14.The warehouse workers would not comment on camera.

:05:15. > :05:16.They said the meeting went well, they have taken all the information

:05:17. > :05:19.on board, and now they are taking action to save their jobs.

:05:20. > :05:21.The employees of the customer`owned company are now

:05:22. > :05:36.I will be asking for an emergency meeting with the shareholders. We

:05:37. > :05:41.are going to put our case to the shareholders and I think it is

:05:42. > :05:47.important that they determine if the proposals to outsource the business

:05:48. > :05:48.and make 70 people redundant is appropriate or not.

:05:49. > :05:50.And now there are even more jobs at risk.
