:06:29. > :06:32.connected to a house and they get DNA tests done. One powerful family

:06:33. > :06:36.owned a bar at which David and Hannah were seen in the hours before

:06:37. > :06:40.they were killed, and where they are reported to have got involved in an

:06:41. > :06:43.argument. Meanwhile in Jersey, thoughts are

:06:44. > :06:48.turning to say goodbye to David. Next week, his funeral will be held

:06:49. > :06:51.here in Trinity Church. In the time since his death, he has been

:06:52. > :06:58.described as a hero as more details have emerged of what happened that

:06:59. > :07:01.night. It is thought he may have been trying to protect Hannah as the

:07:02. > :07:04.pair walked back to the hotel. A good's friends and family will hope

:08:45. > :08:52.Another claimed they had detained the son of a district chief

:08:53. > :08:55.in Bangkok, and were waiting for the results of his DNA test.

:08:56. > :08:57.But a third said that man had a solid alibi,

:08:58. > :09:03.When they say they'll make an arrest soon,

:09:04. > :09:20.There is one very powerful family who own a bar, at which David and

:09:21. > :09:23.Hannah were seen in the hours before they were killed, and they are

:09:24. > :09:24.reported to have got involved in an argument.

:09:25. > :09:27.Meanwhile, in Jersey, thoughts are turning to saying goodbye to David.

:09:28. > :09:30.Next week David's funeral will be held here at Trinity Church.

:09:52. > :09:54.Guernsey's Health department's expecting to overspend

:09:55. > :09:59.It's largely down to it struggling to meet its tough target of finding

:10:00. > :10:02.?4.7 million of savings, as well as the cost of off island treatment.

:10:03. > :10:05.It says it will continue to try and deliver the savings,

:10:06. > :10:07.whilst working with Treasury to look at its budget moving forward.

:10:08. > :10:10.Meanwhile, a decision on plans to safeguard Guernsey's dairy

:10:11. > :10:25.?4.7 million worth of savings was unrealistic for 2014. We want a

:10:26. > :10:28.realistic budget for 2015 at the Department can meet without

:10:29. > :10:31.overspending. We have done a lot of work on this, and we await the

:10:32. > :10:34.budget when it is published in October.

:10:35. > :10:37.They include allowing shops to set their own price for milk, and new

:10:38. > :10:41.However much of the debate today focused on

:10:42. > :10:47.Lowering the drink`drive limit and limiting bargain booze offers are

:10:48. > :10:50.just some of the actions being looked at to reduce the high level

:10:51. > :10:53.of alcohol intake in Jersey. Proposals for a new alcohol and

:10:54. > :11:05.licensing strategy have been published, as figures show people in

:11:06. > :11:07.We drink on average 12.7 litres of alcohol a year.

:11:08. > :11:18.And nearly three litres more than people in the UK.

:11:19. > :11:21.Although Jersey's alcohol level has dropped over the last decade,

:11:22. > :12:51.it's still considered harmful by Health Officials.

:12:52. > :12:57.effect. If people are going to drink, they will drink. People will

:12:58. > :13:00.always still buy alcohol. When the new state assembly is elected, they

:13:01. > :13:04.may celebrate with a drink or two, and then they will debate these new

:13:05. > :13:09.proposals and a new licensing law, which could be in place next year.

:13:10. > :13:12.Young children in Jersey will be given a special nasal spray

:13:13. > :13:16.As these pictures show, the spray was successfully trialled

:13:17. > :13:19.From October, two, three and four`year`olds in Jersey

:13:20. > :13:22.will be treated at their doctor's surgery, while reception class

:13:23. > :13:31.There's been a big fall in the number of prisoners being

:13:32. > :13:36.It's dropped to 90 from just under 130 two years ago, when there was

:13:37. > :13:39.serious concern about Guernsey prison reaching full capacity.

:13:40. > :13:48.Prison Governor Dave Matthews says it shows the system is working.

:13:49. > :13:56.I am very pleased because the extra capacity, the vacancies that we have

:13:57. > :14:00.got, makes the prison a lot easier to manage. There is plenty of work

:14:01. > :14:04.for prisoners, relationships are very good and very relaxed, and

:14:05. > :14:05.people are working through their sentences a lot easier.

:14:06. > :14:08.It started as a small, niche film festival, but now Branchage

:14:09. > :14:11.is bringing art, food, music and movies to all corners of Jersey.

:14:12. > :14:13.As part of the event, shop windows around St Helier have

:14:14. > :14:16.been transformed into art galleries for the next few days.

:15:31. > :15:36.coming in and they did synthesiser work for the Dr Who music, and they

:15:37. > :15:47.have just come back from Glastonbury and will be performing. Looking at

:15:48. > :15:58.it from an island`wide point of view, does it bring terrorists in?

:15:59. > :16:05.Dash`macro tourists? Yes, it definitely does. There are also

:16:06. > :16:11.economic benefits through culture, inspiring innovation, mixing up the

:16:12. > :16:14.local population. As we said, it has grown over the past few years. To

:16:15. > :16:19.what extent do you get government help and does it make a difference?

:16:20. > :16:24.It does, it gets us off the ground. We were 80% sponsorship, 10% tickets

:16:25. > :16:28.and 10% grant. The government has stepped up a bit more and we do get

:16:29. > :16:37.help from a development fund. It is not just about tourists, it is also

:16:38. > :16:42.about economic development. The festival starts today, and you

:16:43. > :16:49.can listen to the highlights of Branchage on BBC radio Jersey's

:16:50. > :16:55.medium wave frequency from 7am. Well worth a listen.

:19:29. > :19:32.might be done to make things better. They are repeating the experiment

:19:39. > :19:40.helipad at Derriford Hospital, the region's Major Trauma Centre.

:19:41. > :19:42.From December, new air ambulances for Cornwall will

:19:43. > :19:45.be capable of flying in the dark, but the current helipad isn't safe

:19:46. > :19:49.However, ?1.7 million pounds has now been found to pay for

:19:50. > :19:51.a new landing pad and construction work has already started.

:19:52. > :19:59.Here's our Health Correspondent Sally Mountjoy.

:20:00. > :20:07.Air ambulances in Cornwall and Devon fly more than 1800 missions every

:20:08. > :20:10.year, but only when it is light. From December, new helicopters for

:20:11. > :20:16.Cornwall will be able to fly in darkness. Not round the clock, but

:20:17. > :20:21.12 hours daily, summer and winter. However, as things stand, patients

:20:22. > :20:27.cannot be flown to Derriford at night. This patch of grass seen here

:20:28. > :20:31.from the pilot's point of view is the hospital's helipad and it is not

:20:32. > :20:34.safe for landing. Earlier this year, the government were told they should

:20:35. > :20:38.fund the upgrade as there was a danger the money might not be

:20:39. > :20:43.found. Now, the National air and even help appeal and the analyst

:20:44. > :20:49.trust have found the ?1.7 million needed for new landing facilities.

:20:50. > :20:54.This is the final link in the chain of helipad around the south`west.

:20:55. > :20:58.Finally, we will have a compliant network and staff and patients can

:20:59. > :21:02.travel safely and quickly from site to site. The safety of patients is

:21:03. > :21:07.paramount. Getting patients he quickly and safely will save lives

:21:08. > :21:11.and improve outcomes for patients. Derriford is the region's major

:21:12. > :21:14.trauma centre. It is the hospital that can offer the best chance of

:21:15. > :21:18.survival to the most critically injured patients, so it is vital

:21:19. > :21:23.that air ambulances can get people here quickly, day or night. Devon

:21:24. > :21:28.air and appearances will extend their operations into the hours of

:21:29. > :21:31.darkness in 2016. What's currently serves as the helipad here in

:21:32. > :21:35.Derriford can only be used under special arrangements because it is

:21:36. > :21:39.not fully compliant with aviation safety standards, even for daytime

:21:40. > :21:44.operations, and is not safe at night. Soon, work will start on a

:21:45. > :21:46.new helipad close by, said that from early next summer, patients can be

:21:47. > :21:51.flown his safely day or night. Now sorry we couldn't bring you
