:01:04. > :01:08.There are plans to overhaul Jersey's 40-year-old licensing law.

:01:09. > :01:12.Proposed changes include politicians replacing the courts in granting

:01:13. > :01:15.licences to sell alcohol - and a new compulsory qualification

:01:16. > :01:23.Enjoying a pint may be an age-old tradition,

:01:24. > :01:25.but after a decade of consulting with pub landlords, bar-owners,

:01:26. > :01:30.and others in the industry, Jersey is calling time

:01:31. > :01:35.on its 40-year-old licensing law, to bring it into the 21st century.

:01:36. > :01:38.The main changes proposed are - a simpler licensing system

:01:39. > :01:43.holders prevent underage drinking and alcohol-related crime and health

:01:44. > :01:51.a group made up of politicians and the public would oversee

:01:52. > :01:57.The Constable involved says the process will become quicker,

:01:58. > :02:00.with less red tape - and safer, with the new

:02:01. > :02:09.that someone running it has the necessary experience

:02:10. > :02:15.We have a system at the moment but we want to make sure when people

:02:16. > :02:18.are deputising or on holiday people that are running pubs have got

:02:19. > :02:22.And this is welcomed by some of the business owners involved

:02:23. > :02:28.a car, or various other licences to do everything nowadays,

:02:29. > :02:31.how come you could just wander into the island,

:02:32. > :02:34.work in a bar and suddenly be a licence manager, which has a huge

:02:35. > :02:38.And he's pleased the granting of licences would move

:02:39. > :02:40.from the courts to a body that includes members of the public.

:02:41. > :02:43.Those are the people who are most affected by running

:02:44. > :02:45.a business and therefore those are the most critical

:02:46. > :02:49.I don't think we should be using jurats' and bailiffs' time

:02:50. > :02:52.to decide exactly what time you serve a pint until.

:02:53. > :02:54.There'll be more regulation of licensing to come

:02:55. > :02:57.in the next 18 months - including changes to fees paid

:02:58. > :03:02.But this particular legislation, aiming to modernise the system,

:03:03. > :03:08.will be debated in the States in just under six weeks.

:03:09. > :03:16.A 38-year-old labourer has been found not guilty

:03:17. > :03:19.by Jersey's Royal Court of raping a woman in St Helier last summer.

:03:20. > :03:22.Marcio Patricio Figueira Dias had been accused of raping a woman last

:03:23. > :03:24.August and has been in prison on remand since then.

:03:25. > :03:27.Today, after three hours of deliberation, a jury found him

:03:28. > :03:30.not guilty of rape and not guilty of sexual assault.

:03:31. > :03:33.He was found guilty of one count of attempting to pervert the course

:03:34. > :03:36.of justice by trying to influence a witness and will be

:03:37. > :03:42.Small businesses based on States-owned land

:03:43. > :03:44.at Guernsey's Fontaine Vinery have been given another year

:03:45. > :03:49.They were due to be kicked off the site in St Sampsons last year

:03:50. > :03:54.when it was announced it had been ear-marked instead for housing.

:03:55. > :03:59.But States members today agreed to extend their tenancy until next

:04:00. > :04:01.June, while a wider review of light industry is carried out by

:04:02. > :04:06.That's due to come back to the States for debate

:04:07. > :04:11.Jersey's Environment Department could end up spending ?30 million

:04:12. > :04:13.on a machine to remove nitrates from waste water

:04:14. > :04:26.Staff at the department are trying to reduce at source nitrates

:04:27. > :04:28.which cause sea lettuce to bloom in St Aubin's Bay.

:04:29. > :04:31.It's hoped with farmers using fewer nitrates, less will wash

:04:32. > :04:41.But a last ditch solution could be to install a multi-million pound

:04:42. > :04:44.de-nitrification plant at the island's new sewage works.

:04:45. > :04:53.It's money that we'd much rather not spend.

:04:54. > :04:55.The long term solution is to address nitrates at source,

:04:56. > :04:57.we're hoping that'll be successful to reduce it.

:04:58. > :05:00.We'll never get rid of green seaweed completely, but if our monitoring

:05:01. > :05:03.shows a real impact can be made by the extra financial investment

:05:04. > :05:05.in the sewage treatment works, then that's a debate to have.

:05:06. > :05:08.Some Flybe services could be cut over the next few years as one

:05:09. > :05:10.of the Channel Islands' most important airline struggles

:05:11. > :05:14.There's no telling where the axe could fall.

:05:15. > :05:16.The latest losses were unveiled today - although investors

:05:17. > :05:21.Our business correspondent Neil Gallacher reports.

:05:22. > :05:23.Flybe's losses were ?20 million for the full year, including

:05:24. > :05:28.the damage that was done to them by the weakening pound.

:05:29. > :05:30.So bad enough - although we've seen worse.

:05:31. > :05:39.Four years ago the losses were twice as bad.

:05:40. > :05:40.And today's news didn't rattle the investors,

:05:41. > :05:43.as they had already signalled that they were heading for a loss.

:05:44. > :05:49.Internal problem was that their website isn't good enough,

:05:50. > :05:54.and they're spending several million putting that right.

:05:55. > :05:56.The external problem was that they faced growth

:05:57. > :06:00.in competition at a time when consumer demand was falling.

:06:01. > :06:03.So they had too much capacity, too many planes.

:06:04. > :06:19.All we understand is that they will be sticking to the summer and winter

:06:20. > :06:21.schedules that are currently planned, in and out

:06:22. > :06:25.There'll be a lot of watching this space.

:06:26. > :06:29.An explosive shell from World War II was detonated by Guernsey Police

:06:30. > :06:32.after being discovered by children on the beach.

:06:33. > :06:35.It's believed to be a French shell used by the Germans.

:06:36. > :06:37.The recent stormy weather is thought to have shifted

:06:38. > :06:50.The device was exploded around lunchtime on Lihou Island.

:06:51. > :06:52.Bomb disposal experts say it's quite common for them

:06:53. > :07:09.I think we are up to 18 this year so far. The biggest find that we had

:07:10. > :07:13.this year was in February. That matched a similar find two years

:07:14. > :07:31.before that. Later in spotlight, Justin and

:07:32. > :07:34.Victoria are out and about at the Royal Cornwall show. Thousands of

:07:35. > :07:36.people have arrived despite the weather.

:07:37. > :07:40.They say one man's trash is another's treasure.

:07:41. > :07:43.Efforts are being made in Jersey to reduce the amount of waste

:07:44. > :07:45.the island creates by reusing or recycling items that

:07:46. > :07:51.Several bikes a day are left at the island's main recycling

:07:52. > :07:54.centre, and many of them are sent to a community group to refurbish.

:07:55. > :08:02.Volunteers at the Community Hub are busy with a steady stream

:08:03. > :08:05.of bikes that have been abandoned or donated by their owners.

:08:06. > :08:10.A bit of TLC and they're ready for the road again.

:08:11. > :08:12.These bikes have come from the new Acorn Reuse Centre

:08:13. > :08:15.at La Collette which has nowhere to store them.

:08:16. > :08:19.With around 25 bikes a week being dropped off,

:08:20. > :08:22.deciding what to do with them has been a challenge and now they're

:08:23. > :08:29.It's a good problem to have when you're receiving so many.

:08:30. > :08:32.What we're going to go down the line of doing now is selling the bikes

:08:33. > :08:38.as maybe parts up at Acorn, over the coming next few weeks,

:08:39. > :08:41.where people can purchase the bike as a part or spares and maybe

:08:42. > :08:45.But this is where they get a new lease of life.

:08:46. > :08:49.These dedicated volunteers based at St Saviour's Hospital,

:08:50. > :08:53.are fixing all kinds of adult and children's bikes.

:08:54. > :08:55.There are bikes and bike parts everywhere and they're making

:08:56. > :08:59.Oh, we've been inundated and like everything else,

:09:00. > :09:02.with the weather, everyone's getting out on their bikes and people

:09:03. > :09:04.want their bikes looked at and they want to change

:09:05. > :09:06.their bikes so, it's like everything else,

:09:07. > :09:08.we don't know what's going to be coming in, we just

:09:09. > :09:13.These upcycled bikes can be claimed with a donation to the scheme

:09:14. > :09:20.and give more people a chance to get in the saddle.

:09:21. > :09:27.A fairly dull day in the islands but we hear things could be getting

:09:28. > :09:46.That's right. In and drive foremost tomorrow. Sunshine hazy later on.

:12:14. > :12:18.this huge Royal Cornwall Show. One of the places I love to come to

:12:19. > :12:23.every year is the Cornwall food and farming tent. I have been coming

:12:24. > :12:28.here for more than 25 years but what strikes me coming here every year is

:12:29. > :12:33.how important local food and drink is to people now. The range of

:12:34. > :12:38.products in here is now huge. But the quality is also phenomenal. You

:12:39. > :12:42.can get everything from gorgeous Cornish bread to Cornish gin,

:12:43. > :12:47.Cornish ducks, cheese, the list of things you can buy is endless.

:12:48. > :12:53.Yes, you can naturally buy everything at this show. Welcome to

:12:54. > :12:58.my home, if only. This could be your holiday home, a honeymoon suite, it

:12:59. > :13:03.is a cabin made from locally sourced products. I think I may stay here a

:13:04. > :13:05.while longer and shelter from the showers. You can take a look around

:13:06. > :13:12.the rest of the show. Despite the weather,

:13:13. > :13:15.it's business as usual. The sheep judging and

:13:16. > :13:17.chasing starts early. Inside the sheep tent, they've spent

:13:18. > :13:19.hours preening their animals. We have a carding brush which brings

:13:20. > :13:21.the fleece together. And then I will go over with a pair

:13:22. > :13:25.of hand shears and trim them. These piglets are warm

:13:26. > :13:36.and dry and, according And these piglets are keeping warm

:13:37. > :13:42.on a rooting mission. The chicks can keep

:13:43. > :13:44.warm under a heat lamp. Well, they keep themselves

:13:45. > :13:48.dry by wrapping up. Waterproofs and wellies

:13:49. > :13:52.are the uniform of the day. And if you're really fed up

:13:53. > :13:55.with the wind and the rain, you can come to the flower tent

:13:56. > :13:58.and find your own jungle. This display of palms

:13:59. > :14:01.has won a gold medal. There's almost

:14:02. > :14:04.a tropical feel in here. But outside, most people

:14:05. > :14:07.are prepared to brave it out. Perfect weather

:14:08. > :14:09.for a bit of dancing. Although some of the younger members

:14:10. > :14:16.of the audience are finding It is a bit muddy and slippery

:14:17. > :14:29.underfoot but not enough to affect these athletes who have

:14:30. > :14:36.taken every with ease. As the day moves on,

:14:37. > :14:43.the rain dies out and the clouds can -- crowds can catch

:14:44. > :14:45.a glimpse of the sunshine. Some of the animals are used

:14:46. > :14:48.to the bad weather. She came off the moor in November

:14:49. > :14:52.to the lady I ride for, And yes she's come for a bit

:14:53. > :14:59.of handling and a bit of time out. She is really good despite

:15:00. > :15:01.the weather being really windy. We brought her last

:15:02. > :15:03.night, she loaded off in the rain and wind,

:15:04. > :15:06.she's been really good. The perfect way to dry off

:15:07. > :15:09.is to come to the Cornwall food and farming tent where you can enjoy

:15:10. > :15:12.a well-earned cup of Food is important at

:15:13. > :15:18.the Royal Cornwall Show There are 1000 horses, ponies

:15:19. > :15:23.and donkeys on the showground, record numbers of pigs and record

:15:24. > :15:27.numbers of sheep this year. I love the way the shoppers stop

:15:28. > :15:32.in their tracks as the showing and judging happens,

:15:33. > :15:33.it is exciting. Behind every flock, heard and gaggle

:15:34. > :15:36.there are the farmers. I bumped into a couple

:15:37. > :15:42.of old friends from last year. You were trying to

:15:43. > :15:48.photobomb the camera shot? I get the feeling coming

:15:49. > :15:54.to these shows it is all Coming and showing your

:15:55. > :16:02.livestock, and competing Some people like to

:16:03. > :16:14.win at all costs. Others just like to compete

:16:15. > :16:16.and basically show your animals off And then hope that some

:16:17. > :16:21.days you will win. What does winning

:16:22. > :16:26.mean for your herd? It is always good to bring

:16:27. > :16:31.home the red rosette. It's a good showcase if you can

:16:32. > :16:35.say your animals have won In fact in our first year

:16:36. > :16:40.of showing, at the end of the season we had a big win,

:16:41. > :16:44.didn't we, Jim? We only went to the show because our

:16:45. > :16:52.daughter-in-law was judging horses. We thought if she is going to judge

:16:53. > :16:55.horses we will take the cows We happened to win the interbreed

:16:56. > :16:59.championship which was And for us what made it so special,

:17:00. > :17:09.it was the only time of the year we covered our cost to enter

:17:10. > :17:12.the show and enough money to buy For us, we went home

:17:13. > :17:16.very happy that day. It's nice to go off as a family

:17:17. > :17:23.and compete, and it works very well. What can we look

:17:24. > :17:28.forward to this year? We are hoping to get to one-day

:17:29. > :17:31.shows even though we have been restricted and not able to come

:17:32. > :17:33.here this year. We hope to go to four of the one-day

:17:34. > :17:37.shows and hopefully bring I'm really pleased we managed

:17:38. > :17:42.to talk again this year, when everyone is at the beginning

:17:43. > :17:46.of the show, rather than at the end We will catch up with you later,

:19:05. > :19:08.tractor display team. We wanted something else last

:19:09. > :19:16.year, something new. The Ferguson would be 70

:19:17. > :19:19.years old so I thought we would have a tractor display

:19:20. > :19:21.team but different. A few women said they would love

:19:22. > :19:26.to do it so I put an advert in the parish magazine

:19:27. > :19:29.and on Facebook, 27 came forward. Getting people to make

:19:30. > :19:34.a fool of themselves, How often do they get together

:19:35. > :19:39.to practise the display? Some of the girls when they started

:19:40. > :19:49.couldn't even drive, they'd never Most of them are horse

:19:50. > :19:58.riders and got to grips. The second batch, it was white

:19:59. > :20:03.dresses, shoulder bags, flip-flops! Can't wait to see them in action,

:23:56. > :24:00.pressure bringing rain this morning. That strike of cloud is moving

:24:01. > :24:03.eastwards. Behind it we have showers which will continue this evening and

:24:04. > :24:08.overnight. It has an area of low pressure and a

:24:09. > :24:14.weather front moving away from us. By the middle of tomorrow, we have a

:24:15. > :24:19.weak ridge of high pressure. That doesn't last. By Saturday,

:24:20. > :24:25.another front close by means a lot of cloud, windy, outbreaks of rain.

:24:26. > :24:28.Sunday, lots of isobars, quite blustery.

:24:29. > :24:31.We can pick up those showers in the last couple of hours on our radar

:24:32. > :24:36.picture. That shows you where the showers

:24:37. > :24:40.have been, more to come right now and other showers across the South

:24:41. > :24:44.West of England that could continue through the night.

:24:45. > :24:51.The forecast overnight is some clear skies but also some showers. Some

:24:52. > :24:54.showers in the small hours likely to be heavy with a minimum temperature

:24:55. > :24:59.of 12 degrees. Tomorrow morning, we should have

:25:00. > :25:03.some sunshine, some sunny spells, the chance of a few showers dotted

:25:04. > :25:08.around but those will disappear in the afternoon. We are left with

:25:09. > :25:13.medium and high level cloud. A reasonable day for most events

:25:14. > :25:16.taking place and the show continues here.

:25:17. > :25:21.Temperature is probably getting up to 18, a few places up to 19
