0:01:19 > 0:01:23in a raid on a scrap metal yard in south-west London including a
0:01:23 > 0:01:25bronze Chinese dragon which weighed more than a tonne. Hundreds of

0:01:49 > 0:01:54target the scrap metal merchants who persist in buying stolen metals.

0:03:03 > 0:03:07left to do to try to clamp down on something that has become a huge
0:03:07 > 0:03:12problem not just for the transport system but generally. Two men have
0:03:12 > 0:03:17been charged with the seizures on Monday and are in custody. The

0:03:52 > 0:03:55where the value lies. There are those who might say this is a

0:04:27 > 0:04:30It's All businesses and households in London are being warned by Royal
0:04:30 > 0:04:33Mail to expect delays to their post during the Olympics. It also
0:04:33 > 0:04:36announced that there would be one pound charge for delivering parcels
0:04:36 > 0:04:40to those parts of the capital affected by the Games. Sarah Morris
0:04:40 > 0:04:46is at one of the capital's busiest sorting offices and can tell us
0:04:46 > 0:04:50more. I am at the Mount Pleasant sorting office where it has been
0:04:50 > 0:04:57announced today that Londoners can expect significant delays to all

0:05:11 > 0:05:15price of stamps go up, material costs go up, and a lack of
0:05:15 > 0:05:19affordable loans. So the last thing they need is measures like this
0:05:19 > 0:05:26which has the potential to hammer those businesses that use them. We
0:05:26 > 0:05:31need to support small businesses, not stifle them. I am joined by
0:05:31 > 0:05:36Mark Thompson of the Royal Mail. We heard their small businesses cannot
0:05:36 > 0:05:40afford 1 for every parcel of they are sending a lot of mail. Royal
0:05:40 > 0:05:44Mail will be delivering a cross London six days a week surcharge
0:05:44 > 0:05:49free. We have special access arrangements to help do that
0:05:49 > 0:05:54because of a universal service obligations. Parcelforce is a
0:05:54 > 0:05:58commercial delivery operator and I think the 1 fee is a pretty
0:05:58 > 0:06:06nominal number. Of Parcelforce has trebled profits in the last few
0:06:06 > 0:06:09years, could it not just pick up this little three? There is a one
0:06:09 > 0:06:19million pound cost it four Parcelforce to deliver throughout
0:06:19 > 0:06:19
0:06:19 > 0:06:23There is a normal congestion charge of about 50p and the parcel Force
0:06:23 > 0:06:28charge will be lower than we expect competitors to charge. What advice
0:06:28 > 0:06:32are you giving Londoners who are posting and expecting male during
0:06:32 > 0:06:37that time? We have been planning so we can minimise any disruption.
0:06:37 > 0:06:40were last customers to post a little earlier, up two two hours
0:06:40 > 0:06:45because we will be trying to collect an early to keep male
0:06:45 > 0:06:49moving. And be patient with your post man, they may come a bit later
0:06:50 > 0:06:55than the normal times because it will be quite busy getting round
0:06:56 > 0:07:05London during the Olympic Games period. So we can expect a marathon
0:07:06 > 0:07:07
0:07:07 > 0:07:16You have heard what of Royal Mail have said, what do you think? Is it
0:07:16 > 0:07:19reasonable to charge extra? Do get So the Olympic flame has been
0:07:19 > 0:07:25formally handed over to Britain at a ceremony in Athens a short while
0:07:25 > 0:07:35ago. The official delegation to collect the torch, led by Princess
0:07:35 > 0:07:36
0:07:36 > 0:07:38Anne, included David Beckham, Lord Coe and Boris Johnson. As Anjana
0:07:38 > 0:07:41Gadgil reports it's emerged today that hundreds of Greek torchbearers
0:07:41 > 0:07:45will get to keep their torches for free while thousands who'll be
0:07:45 > 0:07:48carrying the flame through the UK will have to pay 200 for theirs.
0:07:48 > 0:07:50As the Olympic flame leaves Athens the 500 taught us from the Grecian
0:07:51 > 0:07:55Jenny remain with the bearers, gifts from the London Olympic
0:07:55 > 0:08:01organisers. Kuyt London Alex showed me his torch before he flew out. He
0:08:01 > 0:08:05ran the second leg in Olympia. Retort is his souvenir. I was
0:08:05 > 0:08:09overjoyed to get it for free. I would have paid for it, I plan to
0:08:09 > 0:08:16give it to my grandchildren and so on. We will be part of history.
0:08:16 > 0:08:22Where is it being kept? In safe hands, my mum is looking after it.
0:08:22 > 0:08:26But torch bearers running in the UK, like Camden BT Chen Luke, have to
0:08:26 > 0:08:35pay to keep theirs. He is one of the torch bearers who told us 200
0:08:36 > 0:08:39is too much. It is a bit unfair. I will get a torch and it will not
0:08:39 > 0:08:43impact on me too badly but I am aware there are many people out
0:08:43 > 0:08:53there who will carry the torch and probably want to take it home but
0:08:53 > 0:09:08
0:09:08 > 0:09:12it will be hard for them to find The flame is kindled which has to
0:09:12 > 0:09:15be carried to the London Olympic Games. The last group of torch
0:09:15 > 0:09:19bearers were also able to keep theirs. There is a protocol in
0:09:19 > 0:09:23place, good will for the country that began the Olympic movement and
0:09:23 > 0:09:27in the UK in more recent times even medal winners have had to fork out.
0:09:27 > 0:09:32We have always paid to keep the torch on, it is an option you get,
0:09:32 > 0:09:38you don't have to do it. We have always paid money to want to keep
0:09:38 > 0:09:42it afterwards. So 200 for teachers and 200 for millionaire
0:09:42 > 0:09:52footballers. David Beckham will also be running a leg. To be able
0:09:52 > 0:09:54
0:09:54 > 0:09:57to say you have been there, than An inquest into the death of two
0:09:57 > 0:09:59babies in a house in Wandsworth last week has heard they were
0:09:59 > 0:10:02suffocated. 14-month-old Lily Boots and her 10-week-old brother Mason
0:10:02 > 0:10:04were found unconscious by their father when he got home from work.
0:10:04 > 0:10:14Their mother's been charged with their murders but was declared
0:10:14 > 0:10:18unfit to appear at the Old Bailey earlier this week. Warned now on
0:10:18 > 0:10:22Sam Hallam, a man who spent nearly a third of his life in jail for a
0:10:22 > 0:10:29murder he did not commit. His conviction of murder was formally
0:10:29 > 0:10:34quashed by the court. Our Home Affairs Correspondent joins me now.
0:10:34 > 0:10:39You spend time with him, what did he say? There were dramatic scenes
0:10:39 > 0:10:44in court as the judge handed down the judgment that quashed his
0:10:44 > 0:10:49conviction that it was unsafe. There was a standing ovation,
0:10:49 > 0:10:53somebody from the public gallery shouted justice has been served.
0:10:54 > 0:10:58Sam Howard has always protested his innocence, he went into jail as a
0:10:58 > 0:11:07teenager eight years ago, today at 24, he came out and I caught up
0:11:07 > 0:11:13It was horrible but I had to get used to it because if I did not
0:11:13 > 0:11:16have I would not cope all survive. I had my family support to me and
0:11:16 > 0:11:21friends in prison supporting me. I had a lot of support so that helped
0:11:21 > 0:11:26me get through. Also the fact that you always believed you were
0:11:26 > 0:11:32innocent? I always knew it. I did not just believe it, I knew it.
0:11:32 > 0:11:36People ask how I cope but I had to, I can't do anything, I was there,
0:11:36 > 0:11:42nothing I did could have got me out, so it was only my supporters and
0:11:42 > 0:11:50family that helped. I had to just get on with it day-to-day. In 2005
0:11:50 > 0:11:58when you were convicted and jailed, what do you think went wrong?
0:11:58 > 0:12:06system, police process, the court process, it was not fair on the
0:12:06 > 0:12:10prosecution said it was not just. Everything was not right. The
0:12:10 > 0:12:16original police investigation was not done properly. They could have
0:12:16 > 0:12:22done things then to eliminate me but they did not. Are you angry
0:12:22 > 0:12:28about what has happened? Not yet but I am still in shock from
0:12:28 > 0:12:35yesterday. Tell me more about what you think about the police
0:12:35 > 0:12:39investigation. It was not done properly. They're not doing their
0:12:39 > 0:12:44job properly cost me a years of my life, nothing is going to happen.
0:12:44 > 0:12:50So clarify for us, why was the conviction quashed? The prosecution
0:12:50 > 0:12:55case relied on two eyewitness accounts and we heard today from
0:12:55 > 0:12:59Lady Justice Hallett that they were unsatisfactory, contradictory
0:12:59 > 0:13:05accounts, and that both witnesses colluded via text messages. There
0:13:05 > 0:13:11was no CCTV found showing Sam Hallam at the scene, no forensic
0:13:11 > 0:13:17evidence suggesting he was there, so it was shaky evidence. Although
0:13:17 > 0:13:22his alibi was faulty, Lady Justice Hallett said he was not lying, it
0:13:22 > 0:13:26was just that he had a poor memory. Is there any more to this case?
0:13:26 > 0:13:30What is the future for Sam? heard yesterday when he was
0:13:30 > 0:13:36released on bail because the prosecution did not oppose the
0:13:36 > 0:13:42appeal, we heard perhaps there would be a complaint to the IPCC
0:13:42 > 0:13:52and he stands to earn the -- get a lot of money in compensation
0:13:52 > 0:13:56
0:13:56 > 0:14:06damages for that. But a lot of Met Police and the prosecution and
0:14:06 > 0:14:06
0:14:07 > 0:14:16the trial judge. I find our Chelsea's billionaire owner wants
0:14:16 > 0:14:21to get that trophy more than anyone 2500 members of the armed forces
0:14:21 > 0:14:23will parade through Windsor to mark the Diamond Jubilee this Saturday.
0:14:23 > 0:14:29The Queen and Duke of Edinburgh will watch the procession, to be
0:14:29 > 0:14:33followed by one of the biggest fly- pasts in years. We went to look at
0:14:33 > 0:14:37members of the RAF rehearsing their role.
0:14:37 > 0:14:42On the terrace, that is where the Queen will be! Warming-up for
0:14:42 > 0:14:46Windsor. On Saturday they will be doing this for real, the Queen will
0:14:46 > 0:14:56be watching, and no one wants to put a foot wrong. It is a huge
0:14:56 > 0:14:56
0:14:56 > 0:15:02honour for any member of the RAF, any member of the military. To take
0:15:02 > 0:15:06part in a Diamond Jubilee Parade is once in a lifetime. More than 500
0:15:06 > 0:15:12personnel have come to the RAF base in Buckinghamshire for rehearsals,
0:15:12 > 0:15:16as part of a parade involving 2500 troops from across the three armed
0:15:16 > 0:15:21forces. Quite a task for their drill instructor. The ensuring they
0:15:21 > 0:15:25are in time together, turning out in a smart uniform, just presenting
0:15:25 > 0:15:29themselves in a manner befitting of the Royal Air Force, really. It is
0:15:29 > 0:15:34nothing to be nervous about. It is just walking but in a smart fashion,
0:15:34 > 0:15:37really. On Saturday the troops will parade down from Windsor Castle and
0:15:37 > 0:15:41through the streets. The Queen and the Duke of Edinburgh will lay to
0:15:41 > 0:15:46follow on the same route and then there will be a fly past, the
0:15:46 > 0:15:50biggest in years. There will be Spitfires, tornadoes and of course
0:15:50 > 0:15:57the Red Arrows. As Windsor prepares to welcome them, back at base they
0:15:57 > 0:16:03are busy pressing uniforms and polishing a lot of polishing.
0:16:03 > 0:16:11standard has to be highest. have to be better than people from
0:16:11 > 0:16:16the Army and Navy. I could spend real four hours on my shoes. --
0:16:16 > 0:16:20three or four hours. The rehearsals will continue this weekend, this
0:16:20 > 0:16:25time alongside the Royal Navy and the army, perfecting their
0:16:25 > 0:16:29performance so that it is fit for royal audience.
0:16:29 > 0:16:35Thames Water says the construction site that they have earmarked for
0:16:35 > 0:16:39work on their super sewer remain unchanged following the results of
0:16:39 > 0:16:44a public consultation. It would run from Hammersmith to Newham, costing
0:16:44 > 0:16:474 billion. Construction would take several years and has sparked
0:16:47 > 0:16:51protest from residents living nearby.
0:16:51 > 0:16:57Transport officials are being urged to ban rickshaws during the
0:16:57 > 0:17:00Olympics. They could be dangerous for visitors to the capital,
0:17:00 > 0:17:06according to one MP, who has tabled a Commons motion saying they should
0:17:06 > 0:17:10be outlawed during the Games to reduce congestion.
0:17:10 > 0:17:15The biggest programme to privatise police services has been put on
0:17:15 > 0:17:18hold until later in the year. One of the Surrey forces had asked
0:17:18 > 0:17:21private contractor has to pitch for work, which was heavily criticised
0:17:21 > 0:17:29by the police union. Now the new Chief Constable wants to delay the
0:17:29 > 0:17:33process until after the Olympics. At this week's Police Federation
0:17:33 > 0:17:40Conference, Surrey's plan to use private firms for some police roles
0:17:40 > 0:17:45was in the spotlight. Today they have pressed paws on the idea.
0:17:45 > 0:17:48is about thinking through how best we can get the best possible deal.
0:17:48 > 0:17:52Surrey and Midlands police forces have been criticised for jointly
0:17:52 > 0:17:55asking private contractors to pitch for work, including investigating
0:17:55 > 0:17:59crime, detaining suspects and running major incidents. There were
0:17:59 > 0:18:04claims it would mean privatisation of the police, but they say it is
0:18:04 > 0:18:07not the case. If we did not include some of those elements in the
0:18:07 > 0:18:11document, we would potentially restrict what the private sector
0:18:11 > 0:18:15could offer. It is absolutely not because we want those elements of
0:18:15 > 0:18:19the service that we deliver to be done by the private sector. It is
0:18:19 > 0:18:23purely to pick out bits of what a constable does, for example, that
0:18:23 > 0:18:31could be done better by someone else. Such as administrative tasks,
0:18:31 > 0:18:35they say, like completing reports. Surrey are not dropping a plan but
0:18:35 > 0:18:45they are consulting with the public before taking the next step. Nobody
0:18:45 > 0:18:47
0:18:47 > 0:18:50really understand what about and -- what this is about. We need to sit
0:18:50 > 0:18:54down with the key stakeholders and see what we want from this. Whether
0:18:54 > 0:18:58or not it is a result of public pressure, people are pleased they
0:18:58 > 0:19:02are slowing down the process. have got more time for more
0:19:02 > 0:19:07exploration today. We need to get this right. Get it wrong, and all
0:19:07 > 0:19:12the good we are going to do could be outweighed by damage. Any time
0:19:13 > 0:19:18Frayn has yet to be worked out. -- then you a time frame.
0:19:18 > 0:19:22Chelsea could be the first London club to win the Champions League
0:19:22 > 0:19:26after they face Bayern Munich in Germany this weekend. Since Roman
0:19:26 > 0:19:30Abramovich bought the club, this is the one Cup that he has wanted to
0:19:30 > 0:19:34get his hands on. We have been looking at his obsession with
0:19:34 > 0:19:40European success. This report contains flash photography.
0:19:40 > 0:19:44Roman Abramovich's last interview to any media outlet was in 2006.
0:19:44 > 0:19:50The third richest man in Great Britain was described as shy and
0:19:50 > 0:19:55admitted that money cannot buy you happiness. Well, it has bought him

0:20:43 > 0:20:49see Manchester United against Real Madrid and it was a spectacular
0:20:49 > 0:20:55game. David Beckham scored two goals. His ultimate goal is to win
0:20:55 > 0:21:03the Champions League. It kind of dissents from man. He badly wants
0:21:03 > 0:21:07it. -- it dissents from there. 2008, they came within a penalty of
0:21:07 > 0:21:12achieving the goal. His wallet remains open and his commitment
0:21:12 > 0:21:16continues. There is no sign of him are losing interest. The fact they
0:21:16 > 0:21:19are talking about Battersea, which would be 10 years between talking
0:21:19 > 0:21:24about it and moving in, the fact that he is doing that shows he is
0:21:24 > 0:21:27here for the long term. Stadium hopes for Battersea Power Station
0:21:27 > 0:21:33line with the fans that own the freehold to Stamford Bridge and
0:21:33 > 0:21:40with the planning officials. But this billionaire hopes to Channel
0:21:40 > 0:21:45Chelsea 2 victory on Saturday. Will the big money spending
0:21:45 > 0:21:49continue at Chelsea whatever the outcome of Saturday's final? It is
0:21:49 > 0:21:52very likely that the spending will continue for a while. We have to
0:21:52 > 0:21:56remember that Chelsea, along with all football clubs in Europe, will
0:21:56 > 0:22:01become subject to something called the UEFA financial play roles,
0:22:01 > 0:22:07coming into force in 2013. That is when it teams across Europe will
0:22:07 > 0:22:10have to be seen to be breaking even. Not even making a profit. The big
0:22:10 > 0:22:15clubs like Manchester City, who spend a fortune on players, that
0:22:15 > 0:22:20will have to stop at some point. Some are like Roman Abramovich, he
0:22:20 > 0:22:25does not mind spending 50 billion on big-name players, that will
0:22:25 > 0:22:29change. He has made a difference at Chelsea with the likes of how he is
0:22:29 > 0:22:32using the operations of the club, and has done very well with that.
0:22:32 > 0:22:36It could be the first time that a London club wins the Champions
0:22:36 > 0:22:40League. What are their chances? They are not the favourites because
0:22:40 > 0:22:44Bayern Munich are playing inside their own stadium. That is just
0:22:44 > 0:22:48unfortunate. It was not known that the unit would be in the final at
0:22:48 > 0:22:53the time. But Chelsea always have a chance, so fingers crossed. Good
0:22:53 > 0:22:58luck to them. Thank you. The Ivor Novellos are hailed as
0:22:58 > 0:23:01some of the most prestigious awards that a singer-songwriter can win.
0:23:01 > 0:23:07Many artists await their entire careers before taking away the
0:23:07 > 0:23:14prize. At the age of just 24, Adele has walked away with two of the
0:23:14 > 0:23:20awards. She came, and she walked away with
0:23:20 > 0:23:25two of her four Award nominations. Adele was Crown songwriter of the
0:23:25 > 0:23:34year at the Ivor Novello awards. Her single was named most performed
0:23:34 > 0:23:37song. No offence, I didn't think that...
0:23:37 > 0:23:43I knew I had to release it but I did not think it would do anything
0:23:43 > 0:23:50anywhere. The fact that it has is just magical. Adele was beaten by
0:23:51 > 0:23:54PJ Harvey, who took best album, and by Ed Sheeran, whose 18th single
0:23:54 > 0:24:00won Best Song musically and lyrically. It is an exciting moment
0:24:00 > 0:24:04for you? Yes. The Ivor Novellos are the peak of any songwriter's career.
0:24:04 > 0:24:09It is an honour to be nominated. They turned out to be a celebration
0:24:09 > 0:24:16of some of London's great names from the 70s and 80s, given their
0:24:16 > 0:24:21much-respected gongs. As Spandau Ballet's chief songwriter, Gary
0:24:21 > 0:24:26Kemp was awarded for his outstanding song collection. What
0:24:26 > 0:24:30makes a great contemporary song for you? I do buy into how much the
0:24:30 > 0:24:33performance matters, that is very important. Plenty of records mean a
0:24:33 > 0:24:40lot to me and if I had not so the artist, I might not have bought
0:24:40 > 0:24:47them. Susie's the won an inspiration Award, and there was a
0:24:47 > 0:24:52standing ovation for Andrew Lloyd Webber, 5th receiving a fellowship.
0:24:52 > 0:25:00She may only have won half of her nominations, but Adele was still
0:25:00 > 0:25:03the biggest winner on the day. Another weather. Hello. I am on one
0:25:03 > 0:25:13of the Golden Jubilee bridges this evening. The Diamond Jubilee
0:25:13 > 0:25:14
0:25:14 > 0:25:18pageant will pass along the river We have got grace guys at the
0:25:18 > 0:25:28moment with possibly some rain but at St James's Park there is some
0:25:28 > 0:25:34hazy sunshine. -- grey skies. The cloud could begin up enough to
0:25:34 > 0:25:42produce the odd drop of rain but not much. Things will be drying up
0:25:42 > 0:25:47completely overnight. The cloud will not go, so that what -- it
0:25:47 > 0:25:52will not be particularly cold, eight or nine. Two of our cold
0:25:52 > 0:25:57spots could be lower than that. No frost tonight and tomorrow morning?
0:25:57 > 0:26:04Essentially a repeat of this morning. The day will look very
0:26:04 > 0:26:07similar. Deja-vu. Yes, lots of cloud, but then possibly some hazy
0:26:07 > 0:26:12sunshine, and of course that north- easterly breeze could bring some
0:26:12 > 0:26:16drops of rain. But it will not amount to very much, as I say. Not
0:26:16 > 0:26:21much will change for the start of the weekend. Saturday, rather
0:26:21 > 0:26:25cloudy but mostly dry. It looks as though we will get wetter weather
0:26:25 > 0:26:30in the London area on Sunday but it is a difficult forecast this
0:26:30 > 0:26:36weekend, so I will update you on that tomorrow. As far as the
0:26:36 > 0:26:40outlook is concerned, it is looking rather grey but mostly dry, until
0:26:40 > 0:26:46Sunday when it looks as though we will get some wet weather and the
0:26:46 > 0:26:49wettest will be in the morning. Thank you.
0:26:49 > 0:26:53The headlines: David Cameron says that Britain is living in perilous
0:26:53 > 0:26:59economic times because of the many problems in Europe. Speaking to
0:26:59 > 0:27:03business leaders in Manchester, he insisted that his policies would
0:27:03 > 0:27:06help to protect Britain. A man who has spent seven years in
0:27:06 > 0:27:10prison for murder has had his conviction quashed at the Court of
0:27:10 > 0:27:14Appeal. Sam Hallam, 24, was convicted of killing a trainee chef
