:00:20. > :00:24.That is it for now. On BBC One we Good evening. A disability rights
:00:24. > :00:29.group is holding a protest outside City Hall this evening against
:00:29. > :00:32.Paralympic Games sponsor ATOS. Demonstrators say the Government
:00:32. > :00:37.contractor, which assesses benefit claimants, it is unfairly judging
:00:37. > :00:42.some people as able to work, so that they lose benefits.
:00:42. > :00:47.After Patrick Lynch was assessed by ATOS, it was decided he was fit for
:00:47. > :00:52.work. I had limited mobility, I was on heavy medication which would
:00:52. > :00:58.make me very drowsy. I was three weeks out of hospital. He appealed
:00:58. > :01:03.and the decision was overturned. But he is shocked that ATOS is so
:01:03. > :01:06.prominent at the Paralympics as sponsor and IT provider.
:01:06. > :01:10.somebody down the line from the Paralympics becomes ill and does
:01:10. > :01:13.not fit enough to do what they are doing, they will be assessed by the
:01:13. > :01:17.very company that is responsible for the Paralympics. There will be
:01:17. > :01:22.no mercy shown. The Government introduced work he capability
:01:22. > :01:27.assessments to replace the system of incapacity benefits. They were
:01:27. > :01:35.seen as too easy to cheat. In a statement, the Department for Work
:01:35. > :01:40.But leading disability charities have voiced their concerns about
:01:40. > :01:46.the test as well. And the way in which ATOS staff deal with disabled
:01:46. > :01:50.clients. There is a particular issue about the training who work
:01:50. > :01:53.for ATOS that are undertaking the task. We feel that people doing the
:01:54. > :01:57.tests are not sufficiently skilled in specific issues like mental
:01:57. > :02:02.health. It has been a really big issue for disabled people for the
:02:02. > :02:06.last couple of years now. ATOS carries at 15,000 assessments every
:02:06. > :02:10.week. It told us it does not make decisions on who gets benefits, but
:02:10. > :02:16.it insures that the service it provides is compassionate as
:02:16. > :02:20.possible. Both ATOS and LOCOG say that its health care worker and
:02:20. > :02:28.Paralympic involvement are two separate things. But Patrick, who
:02:28. > :02:31.has another assessment in September, Now, it has been the busiest day of
:02:31. > :02:36.the Notting Hill Carnival. Police are hoping for a peaceful climax to
:02:36. > :02:46.the event with 7000 officers on patrol. Greg MacKenzie has spent
:02:46. > :02:50.Rows of Caribbean food stalls offering a jerk chicken, rice and
:02:50. > :02:54.peas, curried goat and even some rum punch. About to the dance
:02:54. > :02:58.stages and the huge sound systems and you could only be in one place.
:02:58. > :03:04.It's the final day of the Notting Hill Carnival. It's amazing, I'm
:03:04. > :03:10.really enjoying it. It's my second Carnival. I'm enjoying it, man. I'm
:03:10. > :03:15.enjoying every moment. It's amazing. It's really nice. First time this
:03:15. > :03:18.year. Wicked, awesome. By the end of today, more than 1 million
:03:18. > :03:22.people will have walked through the streets of Notting Hill Gate,
:03:23. > :03:27.making this Europe's biggest street festival. Despite a little rain
:03:27. > :03:34.earlier in the day, it has not dampened the spirits here, at the
:03:34. > :03:39.48th not in -- Notting Hill Carnival. There was a visible
:03:39. > :03:43.police presence, up 2001 yesterday when 98 people were arrested,
:03:43. > :03:48.mainly for drug and public order offences. The most serious
:03:48. > :03:52.incidents happened after carnival, with three stabbings in total. One
:03:52. > :03:57.victim in his early 30s is still in hospital. In general, yesterday was
:03:57. > :04:01.a very peaceful, lovely family day. We did have a number of arrests,
:04:01. > :04:04.but relatively comparable to last year. Organisers say that the
:04:04. > :04:08.timing of events, with the recent Olympics and Wednesday's Paralympic
:04:08. > :04:11.Games could not have been better for the capital. Yesterday was a
:04:11. > :04:17.great success. We were so proud to see the children come out and have
:04:17. > :04:21.a great time. The Olympic teenies in the air, but, as always, the
:04:21. > :04:24.Notting Hill Carnival always brings that great vibe and happiness.
:04:24. > :04:30.it winds down for another year, the focus will turn to clearing the
:04:30. > :04:33.streets of Notting Hill, which will occur at midnight.
:04:33. > :04:37.An investigation is continuing after a Metropolitan police officer
:04:37. > :04:41.was arrested on suspicion of theft. PC Richard Bent was held last month
:04:41. > :04:44.after property belonging to Scotland Yard went missing. The
:04:44. > :04:48.arrest has been linked to the theft of cash and jewellery from crime
:04:48. > :04:52.victims who have died. The Environment Agency is
:04:52. > :04:57.monitoring levels of toxic algae in rivers, lakes and canals. The
:04:57. > :05:01.Regent's Canal is badly affected, the LP covers the water, putting
:05:01. > :05:07.animals at risk and depleting fish stocks. Pet owners are warned that
:05:07. > :05:10.it can be harmful to dogs. Residents in one of Westminster's
:05:10. > :05:14.poorest neighbourhoods are fighting plans to turn a sports centre into
:05:14. > :05:17.flats. The council says the Jubilee Centre is under-used and it wants
:05:17. > :05:21.to build a new facility down the road.
:05:21. > :05:26.They want to build flats here? Whatever, our kids are not getting
:05:26. > :05:30.the flats. The local people who use the Jubilee Sports Centre in Queens
:05:30. > :05:32.Park say it is a hub for the community and provides much-needed
:05:32. > :05:37.facilities in this part of Westminster, next to the Mozart
:05:37. > :05:41.Estate, in one of the most deprived wards in London. Many people do not
:05:41. > :05:45.have transport, cars. There are lots of people that live on the
:05:45. > :05:50.Mozart estate and surrounding area who can walk here. It's very easy
:05:50. > :05:53.to access. The council is closing the sports centre, in favour of
:05:53. > :05:57.what they say is a bigger and better want half a mile away. But
:05:57. > :06:02.some of the people using it at the moment have yet to be convinced.
:06:02. > :06:06.Local residents are up in arms. It hardly any surprise. There are not
:06:06. > :06:11.many swimming pools this side of Westminster. The they have no
:06:11. > :06:15.reason to build flats here. They could build it in bigger buildings
:06:15. > :06:19.that are just standing there. They could build it in wasteland. Taking
:06:19. > :06:22.on board some of the local descent, Westminster council has agreed to
:06:22. > :06:27.build a new sports facilities alongside the new housing on this
:06:27. > :06:31.very site. There are concerns, there is no doubt about that. We
:06:31. > :06:35.want to take gained extensive public consultation exercise. We
:06:35. > :06:40.have had a lot of positive feedback from people who recognise the huge
:06:40. > :06:43.new investment in community sport. Equally, people that live in this
:06:43. > :06:48.locality perhaps see the closure of the sports centre as being a
:06:48. > :06:58.concern. 47 properties could be built on the site where the sports
:06:58. > :07:01.understands. The project still A quick look at the weather now.
:07:01. > :07:04.Good evening, it will be turning rather wet overnight with a system
:07:04. > :07:09.spreading from the West. Out bricks of light rain for just about
:07:09. > :07:15.everywhere, turning quite breezy as well. A mild night ahead, 16 or 17
:07:15. > :07:20.Celsius. It could be dry by morning, and then a pretty decent day. Highs
:07:20. > :07:24.of 23 Celsius. Mostly dry, apart from a few light showers towards
