:01:08. > :01:13.Welcome to the programme. First tonight, more signs of how difficult

:01:14. > :01:18.it is to change hospital services in the capital. GPs in Surrey have

:01:19. > :01:23.voted against plans which would have seen the A and Maternity units at

:01:24. > :01:26.St Helier and Epsom hospitals close. NHS bosses had said the proposals

:01:27. > :01:31.would improve patient care in the area. It could now mean a return to

:01:32. > :01:35.the drawing board for a process which has already taken more than

:01:36. > :01:44.two years. Here's our political correspondent, Karl Mercer.

:01:45. > :01:49.Another arrival at Epsom's A department this morning. One of a

:01:50. > :01:54.thousand patients they will see this week. Under plans drawn up by the

:01:55. > :01:59.health department, this department was facing the axe. How can people

:02:00. > :02:04.go from here to St Helier or St George's. You would be dead before

:02:05. > :02:11.you get there. They need to keep it open. We have used it many times

:02:12. > :02:15.with my son. St Helier is too far. If you got ill it would be murder.

:02:16. > :02:20.You would go to St George's in tooting which is a murder place to

:02:21. > :02:25.get to. Today, those plans might have changed. Last year, the A

:02:26. > :02:31.here at Epsom sources De thousand patients. Under plans they would

:02:32. > :02:34.have to go to Croydon, St George's in tooting or Kingston Hospital.

:02:42. > :02:47.Fuller is one of those GPs. They voted on whether they thought

:02:56. > :02:59.group of patients is for the GPs and community therapists to work really

:03:00. > :03:05.closely with the colleagues in the hospital and social care. We need to

:03:06. > :03:08.be able to admit them to a local hospital. That would not have

:03:09. > :03:19.happened in the proposals on the table. It affects five different

:03:20. > :03:25.hospitals. St Helier and Epsom were due to lose their A and maternity

:03:26. > :03:31.units. Those plans are now in doubt. Sorry's GPs have thrown a spanner in

:03:32. > :03:34.the works. We still have safety concerns. We still have quality

:03:35. > :03:40.concerns and we still have to provide a service which we can

:03:41. > :03:45.provide enough finances for. The challenges remain and we have to see

:03:46. > :03:50.how we go forward. The energy in the system to tackle the problems

:03:51. > :03:55.remains clinically. Energy is what those pushing for change need.

:03:56. > :03:59.Change tends to happen only very slowly in the NHS.

:04:00. > :04:02.Karl's here now. This once again highlights the challenges of making

:04:03. > :04:11.changes,where does this leave health care in the capital? I think it

:04:12. > :04:16.leaves it in a bit of a mess. Change happens very slowly in the NHS in

:04:17. > :04:19.London, and that at a time when NHS managers are telling us changed

:04:20. > :04:23.needs to happen really quickly to keep patients say. I will give you

:04:24. > :04:28.an advantage of what has been happening. I have sat in three

:04:29. > :04:31.different court cases. There was the case in north`west London where they

:04:32. > :04:37.wanted to downgrade four A 's That is going ahead. The case in

:04:38. > :04:44.Lewisham. They won their campaign to keep the A open and that Chase

:04:45. > :04:49.Farm there is a court case. All of those reconfigurations have taken

:04:50. > :04:55.years. Look North, east, South or west, you have got the same issues.

:04:56. > :05:00.It is taking a long time, far too long say NHS bosses. Thank you.

:05:12. > :05:16.An arrest warrant has been issued for the terrorism suspect who

:05:17. > :05:21.disguised himself in a burka and went on the run a week ago. It's

:05:22. > :05:23.emerged Mohammed Ahmed Mohammed was facing 20 charges for breaching

:05:24. > :05:28.different terrorism prevention orders before he disappeared in

:05:29. > :05:29.Acton. That's where we can join Secunder Kermani who's been

:05:30. > :05:42.following the story. Mohamed Ahmed Mohamed disappeared

:05:43. > :05:47.last Friday after attending this mosque behind me here. I should

:05:48. > :05:51.stress there is no implication that the mosque is involved in any

:05:52. > :06:02.wrongdoing. Before of that, Mohamed had already been due in court

:06:03. > :06:08.accused of breaching Terrorism Act `` terrorism prevention measures. He

:06:09. > :06:15.has made allegations that he was tortured abroad. But there is still

:06:16. > :06:19.no sound of the man himself. Mohamed Ahmed Mohammed went on the run last

:06:20. > :06:25.week. A manhunt for him is still going on. Today, a judge issued an

:06:26. > :06:30.arrest warrant for him after he failed to appear in court. It said

:06:31. > :06:33.he thought alongside the militant Islamist group Al`Shabab in Somalia

:06:34. > :06:40.although he has never been convicted. He was arrested to Macri

:06:41. > :06:44.years ago in a semi`autonomous province of Somaliland. His lawyer

:06:45. > :06:54.claims he was tortured with British complicity. We have the most serious

:06:55. > :06:58.concern in relation to a young man who is hideously tortured in

:06:59. > :07:04.Somaliland for two months, was forcibly and illegally deported to

:07:05. > :07:10.this country and where the question has been repeatedly raised of the

:07:11. > :07:15.complicity of the British authorities, the security services,

:07:16. > :07:22.in that unlawful removal. Once back in the UK, Mohamed's movements were

:07:23. > :07:26.restricted and he had to report to police stations. His failure to

:07:27. > :07:31.comply with those requirements is why he was meant to be in court

:07:32. > :07:35.today. His lawyers told the BBC that if he had been in court today he

:07:36. > :07:39.would have said the reason he breached those requirements was

:07:40. > :07:44.because he was suffering from the after`effects of torture. That forms

:07:45. > :07:48.part of a separate court case and today, government lawyers said they

:07:49. > :07:53.were going to try to get that court case stopped because of his

:07:54. > :07:55.disappearance. Meanwhile, the search for Mohamed by the police and

:07:56. > :07:58.security services continues. Thank you.

:08:08. > :08:11.Derek Boateng from Hackney died in hospital on his 16th birthday after

:08:18. > :08:21.A man has been sentenced to 18 years in prison for murdering a pensioner

:08:22. > :08:24.during an attempted burglary. Imran Douglas was 17 when he killed the

:08:25. > :08:28.88`year`old woman while she was in bed at her care home in Shadwell.

:08:29. > :08:33.Marjorie Gilby was strangled and stabbed in the attack in May.

:08:34. > :08:38.South Kensington Tube Station was closed this afternoon because of

:08:39. > :08:40.smoke coming from a faulty train. Firefighers were called and

:08:41. > :08:46.passengers evacuated from the train just after 2.30. There were no

:08:47. > :08:50.injuries. The closure of the station has caused disruption on the

:08:51. > :08:53.District and Circle lines. Three men have admitted illegally

:08:54. > :08:57.obtaining data from members of West Ham Football Club during the bidding

:08:58. > :09:01.process to take over the Olympic Stadium. The allegations relate to a

:09:02. > :09:04.company hiring private investigators to get information on the Premier

:09:05. > :09:11.League Club and the Olympic Park Legacy Company. Let's get more on

:09:19. > :09:23.It was a bitter battle between Tottenham and West Ham. There were

:09:24. > :09:29.loads of allegations about underhand activity in November 2010, dirty

:09:30. > :09:34.tricks. What happened in February 2011, West Ham were awarded the

:09:35. > :09:39.stadium by the Olympic Park Legacy Corporation. We then had a lot of

:09:40. > :09:43.legal battles. Eventually, in October 2011 the whole thing fell

:09:44. > :09:51.apart. What then happened was interesting. The head of the Olympic

:09:52. > :09:55.Park Legacy Corporation stood up and accused Tottenham of putting her

:09:56. > :09:59.whole board under surveillance. Tottenham have always denied this.

:10:00. > :10:03.What followed was a police investigation which ended today with

:10:04. > :10:10.three Macri men in a Crown Court pleading guilty for obtaining data,

:10:11. > :10:17.things like phone records and bank records from the Olympic Park Legacy

:10:18. > :10:21.Company. It is important to stress that although Tottenham did ask the

:10:22. > :10:24.company, for which one of the men worked, to look into and investigate

:10:25. > :10:31.the whole eating process, Tottenham have always denied any illegal

:10:32. > :10:36.action. House at the can to think this is in terms of West Ham moving

:10:37. > :10:41.into the stadium? It will not affect that. There was another process and

:10:42. > :10:47.they won that. They will go in in 2016. It shows that in the world of

:10:55. > :10:58.Thames Water has been blocked from imposing an eight per cent price

:10:59. > :11:01.increase on customers. The company said the extra money was needed to

:11:02. > :11:05.help fund the construction of a 'super sewer' under London. But the

:11:06. > :11:09.water regulator, Ofwat, says there's no justification for customers to be

:11:10. > :11:16.charged an extra ?29 from next year. Emma North reports.

:11:17. > :11:21.We need it, our city is built around it, but how much should we pay for

:11:22. > :11:26.our water. Londoners have little choice about who supplies them. It

:11:27. > :11:34.is Thames Water. Next year we are expected to pay ?15 more for what

:11:35. > :11:40.comes out of our tap. Thames Water asked for more, an extra ?29 on top,

:11:41. > :11:44.raising ?291 million. Thames Water said they needed the money for two

:11:45. > :11:48.things, first to pay for the shortfall from customers who had not

:11:49. > :11:52.paid their water bills, and secondly to buy land which would allow them

:11:53. > :11:58.to build the super sewer from here in full down the length of the

:11:59. > :12:02.Thames. Ofwat said No. Water customers can choose who their

:12:03. > :12:06.supplier is. Thames Water provided us with lots of evidence. We

:12:07. > :12:09.examined it carefully and we do not think their cost measures justify an

:12:10. > :12:12.increase in bills for customers. increase in bills for customers

:12:13. > :12:27.Critics have accused Thames Water of not budgeting properly. While you

:12:28. > :12:33.are taking the p of Londoners down your sewers, you are taking the p

:12:34. > :12:37.out of their bills. That is a nice sound bite. Customers, when we talk

:12:38. > :12:41.to them, they say we do not want bills to be any higher than they

:12:42. > :12:51.need to be. Everybody would say that! Do they agree with you? Could

:12:52. > :13:00.I finish my answer? Were Thames Water being greedy? I do not think

:13:01. > :13:04.it is question of greed. We recognise that these costs have been

:13:05. > :13:07.incurred. What we are arguing is simply the balance between the

:13:08. > :13:10.shareholder and the customer needs to be addressed and these costs

:13:11. > :13:18.should not be passed on to the customer. Thames Water said it is

:13:19. > :13:23.reviewing Ofwat's decision. In the meantime, it has defined the

:13:24. > :13:28.shortfall. As more pressure is piled on utility companies, it is a small

:13:29. > :13:35.victory for the consumer. Still to come this evening: if you had just

:13:36. > :13:38.won this amount of money, would you get up at 6am the next morning to go

:13:39. > :13:44.back to work? I will be talking to the care worker

:14:26. > :14:30.narrow, cobbled streets. Starting at pudding Lane, and spinning down to

:14:31. > :14:36.the wide River Thames, across which spans London Bridge with its shops,

:14:37. > :14:41.homes and gatehouse. It is a street pattern upon which modern`day London

:14:42. > :14:45.was built. It was from the 17th century maps that the British

:14:46. > :14:54.library has, that this animation was designed by these students at a

:14:55. > :15:00.Leicester University. We got as many historical references as we could,

:15:01. > :15:04.most notable, Samuel Pepys diary. It is quite good watching it while

:15:05. > :15:10.being in modern`day London. You get a real sense of the place, small,

:15:11. > :15:16.medieval streets. I asked historian Elisabeth Norton for her opinion. I

:15:17. > :15:20.tend to use the maps they use. They are great for big buildings,

:15:21. > :15:25.palaces, you get a real sense of what was going on. But not ordinary

:15:26. > :15:33.houses. The houses were almost touching, it was a maze, dirty,

:15:34. > :15:39.noisy. Those unsanitary times still fascinate us, and this detailed as

:15:40. > :15:45.nation `` animation goes some way to bringing back in north London. Those

:15:46. > :15:49.streets went up in flames in the Great Fire of 1666. The Queen 's

:15:50. > :15:53.house at the Tower of London is one of the few that survived. The rest

:15:54. > :15:59.has to be imagined in 3D virtual world.

:16:31. > :16:35.The sport of hockey knew it needed a result at the 2012 Olympics. The

:16:36. > :16:38.England women delivered. COMMENTATOR: Great Britain have won

:16:39. > :16:44.the bronze medal. Of the back of this success, England

:16:45. > :16:50.hockey momentum continues to build with London hosting the 2018 women's

:16:51. > :16:56.World Cup. It is absolutely amazing news. The

:16:57. > :17:01.girls are elated. It is a fantastic opportunity for England hockey. The

:17:02. > :17:05.culmination of 14 months of work, and no denying that the Olympic

:17:06. > :17:10.Games helped to win the vote. Hockey was the third biggest sport

:17:11. > :17:16.in terms of ticket sales in London. The best Olympic Games for hockey

:17:17. > :17:22.ever. It has had an impact on the decision. Behind me is the England

:17:23. > :17:27.under 21 men's team in training. Although it is the World Cup for the

:17:28. > :17:32.women, the men will also benefit because England hockey are now

:17:33. > :17:37.likely to host major events for four years consecutively, starting in

:17:38. > :17:44.2015 Women's European Championships. 2016, then the men in 2017.

:17:45. > :17:49.Phenomenal news for the sport. All the major events will take place at
