:01:16. > :01:20.transport is to go up in the New Year. Tube, overground and bus fares

:01:21. > :01:25.are on average rising in line with inflation, hailed by the Mayor is a

:01:26. > :01:35.freeze in real`time. But the price of some journeys will see a hike of

:02:24. > :02:27.will go up by 3.1%. Season tickets and travel cards by 4.1% on average.

:03:47. > :03:51.admitted that the fare increases have been bearing down on Londoners

:03:52. > :03:57.and people are suffering from a high cost of living. On the other hand he

:03:58. > :04:02.has not dealt with the problem. Looe he says he has found savings, but

:04:03. > :04:07.there is a lot more he could be doing. He has two target fare

:04:08. > :04:14.reductions at hard pressed Londoners, particularly people who

:04:15. > :04:18.work part`time. Transport campaigners say today's announcement

:04:19. > :04:24.is a step in the right direction, but much more still needs to be

:04:25. > :04:29.done. Our political editor Tim Donovan

:04:30. > :04:34.joins us from City Hall. What is the rationale behind this fares

:04:35. > :04:40.package? Recognition there is only so far you can take people on this.

:04:41. > :04:45.These are still increases that run ahead of increases in people's

:04:46. > :04:49.salaries, many of which have been frozen or cut. There is

:04:50. > :04:53.inconsistency with the last few years where Boris Johnson made it

:04:54. > :05:00.clear he felt Transport for London needed certainty for investment and

:05:01. > :05:05.supported fare rises of 2% above inflation. He has done it this year

:05:06. > :05:10.without help from the Government. In the end City Hall will feel it is

:05:11. > :05:14.difficult to keep asking people to pay more on fares when Transport for

:05:15. > :05:21.London is accumulating a capital budget of about ?2.5 billion. A lot

:05:22. > :05:25.of it is earmarked for future projects. Perhaps they are thinking

:05:26. > :05:31.how can we keep on for asking for more money until these projects are

:05:32. > :05:38.up and running? It has been a challenging few weeks for the Mayor?

:05:39. > :05:42.Yes it has, not least because of the problems over cycling. It did not

:05:43. > :05:47.get better today in which he gave a radio interview where he struggled

:05:48. > :05:54.to say what the cash fare was from his local station was into work. The

:05:55. > :05:58.even standard described that as embarrassing. He has been challenged

:05:59. > :06:03.on his comments made about IQs and economic worth and on this question

:06:04. > :06:09.of cycling he was challenged very firmly today about what appears to

:06:10. > :06:14.be his view on attributing the perception that cycling is less

:06:15. > :06:20.safe. His view is this is down to the media and cycle campaigners. It

:06:21. > :06:25.has not been an easy month. There is more detail on a different range of

:06:26. > :06:38.fares and how they will increase on the BBC London website.

:06:39. > :06:42.Plenty more to night including: Preparing for the possible arrival

:06:43. > :06:51.of Romanian and Bulgarian migrants. We look at how it could affect the

:06:52. > :06:56.capital. Tributes have been paid to a

:06:57. > :07:01.teenager who was fatally stabbed in Palmers Green in the early hours of

:07:02. > :07:06.this morning. The 17`year`old has been named locally as Joshua Folkes

:07:07. > :07:10.who was found outside the flat he was staying in. Friends have

:07:11. > :07:14.described him as bubbly and always smiling. Yvonne Hall is in North

:07:15. > :07:19.London this evening. This is the house in Palmers Green

:07:20. > :07:23.where the 17`year`old was found stabbed to death and fighting for

:07:24. > :07:30.his life before 1am this morning. The emergency services tried to

:07:31. > :07:34.resuscitate him, but he died 14 minutes later. There have been 12

:07:35. > :07:41.young men killed by Leon London's Street this year. The detectives

:07:42. > :07:45.have no theories as to why he was killed. They will be in the house

:07:46. > :07:52.all night looking for clues, but so far nobody has been arrested.

:07:53. > :07:57.Overwhelmed by grief, a friend of the teenager stabbed to death

:07:58. > :08:01.outside a flat in North London just before 1am. He has been named

:08:02. > :08:08.locally as 17`year`old Joshua Folkes, a college student. He was

:08:09. > :08:12.staying in an upstairs flat in Bowes Road. His downstairs neighbour

:08:13. > :08:19.arrived home just before 1am and said he saw the teenager fighting

:08:20. > :08:27.for his life after the attack. I saw the lad lying down on the ground.

:08:28. > :08:33.His friend was shouting to get up and there was nothing. Paying their

:08:34. > :08:38.respects today, friends of Joshua who say they cannot believe he has

:08:39. > :08:49.gone. Always smiling, his own person. What do you mean? Just him,

:08:50. > :08:56.there was nothing bad about him. We were close, he always made me laugh.

:08:57. > :09:03.This murder follows the killing 24 hours earlier of a man in his 20s in

:09:04. > :09:09.Hackney. In total 12 young men have been killed violently on London's

:09:10. > :09:15.Street this year. His neighbour now fears for his safety. No one feels

:09:16. > :09:23.safe here because they are a group. There are too many groups.

:09:24. > :09:26.Detectives are urging anyone with any information about why

:09:27. > :09:33.17`year`old Joshua was stabbed to death here to contact them

:09:34. > :09:38.immediately. A strike that was due to take place on the Piccadilly line

:09:39. > :09:43.tomorrow has been called off. Members of the RMT union were due to

:09:44. > :09:48.take industrial action on Wednesday. The dispute centres on

:09:49. > :09:51.what it describes as a breakdown in industrial relations with

:09:52. > :09:55.Underground managers. In just under a month the restrictions on people

:09:56. > :10:01.from Bulgaria and Romania wanting to live and work in the UK will be

:10:02. > :10:05.lifted. One London council has said they will welcome those who are

:10:06. > :10:16.coming to work, but fear some will be a drain on resources.

:10:17. > :10:21.They are taking the small steps for their new lives in Britain. English

:10:22. > :10:28.lessons for these Romanians in west London, hoping their studies will

:10:29. > :10:32.reward them with new jobs. Carmen worked as a GP in Romania and

:10:33. > :10:42.arrived last month. I like the people and I like everything in

:10:43. > :10:47.England. And behind heard there are other Romanians considering new

:10:48. > :10:54.lives, chasing new wages. This lady is a pharmacy student studying in

:10:55. > :11:02.north`west Romania. I would like to try a different place for a couple

:11:03. > :11:07.of years may be. But what do those dreams mean in reality for councils

:11:08. > :11:12.in London like Harrow, still feeling the squeeze after cuts in funding

:11:13. > :11:18.from central Government. They will be entitled to what everyone else is

:11:19. > :11:22.entitled to. Schools, housing and the health service. If they are

:11:23. > :11:27.going to get worked and pay their taxes, they are very welcome. But we

:11:28. > :11:34.do not need lots more people coming in that are going to be a drain on

:11:35. > :11:39.our resources. This is the baptism service at a Roman Church in Luton.

:11:40. > :11:45.500 Romanians or live here, or legally. But some have challenges in

:11:46. > :11:52.skills and education. This church of England figures offer `` offers help

:11:53. > :11:59.to those who need it. Those who live in extreme poverty are forced to beg

:12:18. > :12:24.Institute for Public Policy and Research. We had some concerns from

:12:25. > :12:30.Harrow Council about it being a possible drain on resources, but the

:12:31. > :12:36.issue is we do not know what to expect. It is not a case of looking

:12:37. > :12:42.at it as a drain or not a drain, but the fact is we reckon 50,000 a year

:12:43. > :12:46.will come over the next five years. Most of those will be in the London

:12:47. > :12:55.area. It is what the consequences of that art. You have guessed those

:12:56. > :12:59.numbers? It is our judgement and it is the sort of judgement we used the

:13:00. > :13:03.last time around when we were right and the Government was wrong. We

:13:04. > :13:10.said a lot more would come from Poland and other countries. It is

:13:11. > :13:17.different this time. Bulgarians and Romanians have been able to come

:13:18. > :13:21.here since 2007, so it is not the same as 2004 when people were given

:13:22. > :13:27.immediate access to the labour market. This time a lot of people

:13:28. > :13:35.are already here. It is good for the economy? Yes, it is. But we need to

:13:36. > :13:40.think about the impact. There has got to be more to the economy than

:13:41. > :13:47.whether or not we can get a cheap cup of coffee from Starbucks. What

:13:48. > :13:55.about the children who are going to need schooling? We are told now that

:13:56. > :13:59.by 2016 there will be a shortage of 103,000 places. What about the

:14:00. > :14:07.housing the Mayor says we need? There are practical issues that are

:14:08. > :14:13.raised. It will put pressure on resources? Large numbers coming into

:14:14. > :14:17.new areas put pressure on housing and schools. But there are controls

:14:18. > :14:26.in place and we have had seven years to prepare for the impact. What if

:14:27. > :14:32.those numbers are wrong? That is something we are going to have to

:14:33. > :14:37.wait and see. There are 1 million Romanians in Spain, there are a

:14:38. > :14:42.similar number in Italy and a lot of those are unemployed. A lot of those

:14:43. > :14:47.in Germany, I heard this morning from a Romanian, are not that happy.

:14:48. > :14:56.What will happen to those in Spain and Italy? That is not taken into

:14:57. > :15:01.account. The restrictions will be lifted in other countries. Germany

:15:02. > :15:05.will be attractive and France, Spain and the Netherlands. There is

:15:06. > :15:11.nothing to say they will all come to Britain, is there? There are a lot

:15:12. > :15:18.more coming here than to other countries. We think 50,000 will end

:15:19. > :15:23.up here. A final thought to you, Alex. I think there is too much

:15:24. > :15:27.emphasis on the numbers. It is more important to think about the impact

:15:28. > :15:30.that this will have and to prepare properly for the areas which will

:15:31. > :15:35.see larger numbers like London. Thank you.

:16:42. > :16:44.recent survey, almost 50% of Londoners said they knew what they

:16:45. > :16:49.suspected somebody they knew was living in an abusive relationship. A

:16:50. > :16:56.third of those asked said they would not know where to turn to for help.

:16:57. > :17:00.The survey by Avon as part of the campaign to shine a light on

:17:01. > :17:03.domestic violence. It is being fronted by Jamelia who suffered

:17:04. > :17:10.abuse at the hands of a partner for four years. Domestic abuse is not

:17:16. > :17:18.anywhere at any time. Unfortunately, for most of us, we probably know
