:03:35. > :03:37.We saw Twitter introduce reporting in August, a positive step, but
:03:38. > :03:43.there is obviously more that they can do. They can apply more

:04:22. > :04:26.Tower Hamlets council has promised to introduce the toughest electoral
:04:27. > :04:29.regime London has ever seen, after serious allegations of fraud were
:04:30. > :04:33.made at the last election. Amongst the complaints was that too many
:04:34. > :04:38.people were registered to vote at a single address, potentially allowing
:04:39. > :04:41.one person to vote several times. Nobody was prosecuted for any
:04:42. > :04:44.wrongdoing but the electoral commission did demand significant
:04:45. > :04:52.changes to be made to voting in the area. Here is Karl Mercer.
:04:53. > :04:55.The area's top police man at a press conference on voting may well say
:04:56. > :05:00.something about the way elections are seen in this part of London.
:05:01. > :05:04.There have been allegations made a previous elections which were
:05:05. > :05:07.investigated by police. Tower Hamlets has been no stranger to
:05:08. > :05:11.controversy, with hundreds of allegations of fraud in the past two
:05:12. > :05:18.elections, although no one was ever convicted. This was what the council
:05:19. > :05:20.did at the last elections back in 2012, checking that only those
:05:21. > :05:26.properly registered to vote could do so. And the last council elections
:05:27. > :05:29.back in 2010 were marred by allegations that too many people had
:05:30. > :05:37.been registered to vote at a number of addresses. Eight people allegedly
:05:38. > :05:42.registered to vote here but none reply. You don't know if 18 people
:05:43. > :05:46.live here, do you? We were wondering if there were 12 people registered
:05:47. > :05:51.to vote here. Tower Hamlets hope this will prevent a repeat, police,
:05:52. > :05:54.and the critical parties and the council signing up to a new code of
:05:55. > :06:00.conduct, the toughest, , they say, in London. We have been working to
:06:01. > :06:04.put together a package of measures which will ensure, as far as we
:06:05. > :06:10.can, that the elections are free of fraud in May 2014. The crackdown
:06:11. > :06:13.will see tougher checks on the electoral register, more police at
:06:14. > :06:17.polling stations, two visits for homes with over six voters, and
:06:18. > :06:22.parties not being allowed to handle postal votes. They also promised to
:06:23. > :06:25.investigate any complaints more quickly. What is so good about this
:06:26. > :06:30.borough is that there is so much interest in local politics. That is
:06:31. > :06:33.good because in many places there is a converse concern, that people do
:06:34. > :06:37.not bother voting because they do not think it is important. It is
:06:38. > :06:40.great that it is a really important part of the process. However, how
:06:41. > :06:46.people translate that passion for local politics, we have to be really
:06:47. > :06:49.careful about. Some local politicians are not sure the new
:06:50. > :06:53.rules will see any change. These rules have existed from time
:06:54. > :06:58.memorial and have not been enforced. We have had polling stations with
:06:59. > :07:01.hundreds of people standing outside. We had women stopped from going into
:07:02. > :07:07.polling stations because they are told they are not modestly dressed.
:07:08. > :07:11.It must stop. The elections will decide who fills these seats. Tower
:07:12. > :07:17.Hamlets will be hoping the talk is of the politics and not of fraud.
:07:18. > :07:22.A woman from Windsor has been sentenced to life in prison for the

:07:27. > :07:30.suffered catastrophic injuries at the hands of 25`year`old Emma
:07:31. > :07:36.Wilson. Kara Welsh is outside the court and has been following the
:07:37. > :07:41.case. Callum Wilson's injuries resulted in
:07:42. > :07:45.blindness, multiple fractures and eventually his death. He died when
:07:46. > :07:52.he was taken from his mother's flaps to hospital in March, 2011. He was
:07:53. > :07:55.in a collapsed state. During the trial, the court heard that
:07:56. > :08:01.Callum's brain injury was caused by a direct blow, or from striking his
:08:02. > :08:05.head against something. It was caused by his mother, 25`year`old
:08:06. > :08:10.Emma Wilson. When Kallum Watkins on, he was put into foster care. His
:08:11. > :08:16.mother wanted him put up for adoption but she changed her mind
:08:17. > :08:19.and Kallum Watkins turned to her. Social workers noticed scratches on
:08:20. > :08:24.him but Emma Wilson said they were done by his older brother. She also
:08:25. > :08:30.lied to staff at a local children's centre. They described the boy as
:08:31. > :08:35.changing from a happy, smiling baby to emotionless and listless. Today,
:08:36. > :08:39.the judge sentenced Emma Wilson to life in prison and she will serve a
:08:40. > :08:46.minimum of 14 years. The Royal Borough of wind ` Windsor
:08:47. > :08:51.and Maidenhead have opened a serious case review. What can we expect?
:08:52. > :08:55.That will be updated, if necessary taking anything from the trial into
:08:56. > :08:59.account. That will be looking at whether there was enough assessment
:09:00. > :09:03.of the family, about the decision to return the child to his mother, were
:09:04. > :09:07.there missed opportunities, could staff have acted differently when
:09:08. > :09:11.they noticed scratches on him? We expect the findings to be published
:09:12. > :09:17.in the next few weeks. That will bring very little comfort to the
:09:18. > :09:22.family. The Olympic Stadium, the velodrome,
:09:23. > :09:27.the Aquatic Centre, all described as world class during the 2012 games,
:09:28. > :09:31.but cycling facilities in the Olympic Park, which houses the
:09:32. > :09:34.sites, is now being described as a world`class embarrassment, the
:09:35. > :09:40.comment from campaigners referring to the difficulties like a list 's
:09:41. > :09:49.face in accessing the park, running contrary to the Mayor's ambition of
:09:50. > :09:54.making it a cycling paradise. Cycling was a huge success story at
:09:55. > :10:02.London 2012, and the velodrome will attract thousands of cyclists. But
:10:03. > :10:05.this is what greets those using two wheels to get to the Olympic Park on
:10:06. > :10:12.the main route from the West. Three flights of stairs. This is the
:10:13. > :10:18.western cycling entrance to the Olympic Park, and it's an absolute
:10:19. > :10:23.embarrassment. We've got world`class facilities, a world`class velodrome,
:10:24. > :10:28.aquatic Centre, superb stadium, and this world`class embarrassment. How
:10:29. > :10:34.are cyclists supposed to ride into the park up that? They gave us a
:10:35. > :10:38.guided tour of the facilities. There are cycle parts, but in places,
:10:39. > :10:46.Bullard 's and trees and cobbles move into them. This is utter
:10:47. > :10:52.stupidity. Putting cobbles on a bicycle lane defies the imagination.
:10:53. > :10:56.How could anyone do that? Junctions are badly thought out. You have to
:10:57. > :11:02.get off, cross that one, weight, stop, get off, cross that one, here,
:11:03. > :11:06.stop, get off, cross that one, and only then do you get to that
:11:07. > :11:13.junction. Absolutely thoughtless design. In places, campaigners say
:11:14. > :11:19.the cycle lanes are confusing and below the recommended whipped. The
:11:20. > :11:22.Mayor's cycling commissioner told us he recognised the facilities need
:11:23. > :11:28.improvement and he has agreed plans for a traffic free route, and plans
:11:29. > :11:32.to ramp this bridge are being worked on. Cyclists understand that the
:11:33. > :11:37.park is not quite finished, but from the facilities they have seen so
:11:38. > :11:44.far, they feel they have been an afterthought. The Olympics was meant
:11:45. > :11:49.to increase participation in sports like cycling. So far, campaigners
:11:50. > :11:53.say, it is a massive missed opportunity and they now await
:11:54. > :11:59.improvements. Still to come:
:12:00. > :12:03.We meet London's Winter Olympic hopefuls, including the 22`year`old
:12:04. > :12:09.figure skater preparing for her second Games. Rufus Hound on
:12:10. > :12:20.singing, dancing and starring in the west end's newest musical.
:12:21. > :12:25.Next, 200 new skyscrapers are said to be planned for London. The figure
:12:26. > :12:29.comes from the New London architecture group, and it is sure
:12:30. > :12:34.to prove controversial, as we ask if we really want to turn the capital
:12:35. > :12:37.into a high`rise metropolis. Alice Bhandhukravi is on the viewing
:12:38. > :12:46.platform of the shard, around 1000 feet above London.
:12:47. > :12:51.Welcome to the 72nd floor of the tallest building in Western Europe.
:12:52. > :13:00.Take a look at this. We are 800 feet up, and as far as the view goes, it
:13:01. > :13:05.does not get much better than this. Of course, London's skyline is not
:13:06. > :13:10.only beautiful, but also likely to change considerably in the next 20
:13:11. > :13:13.years. Here to discuss it with me, Peter Murray from the New London
:13:14. > :13:19.architecture Centre, and Nigel Barker from English Heritage. Peter,
:13:20. > :13:36.you are doing research about what London's skyline could look like in
:13:37. > :13:42.20 years. What have you found? When we started our research we found
:13:43. > :13:47.there are new residential towers, 20 stories up to 60, 200 of them we
:13:48. > :13:52.have discovered so far. What you are going to see over time is a cluster
:13:53. > :13:57.of towers at Battersea, Southwark, more towers at Canary Wharf, at
:13:58. > :14:01.Stratford and a series of clusters in the centre of the city. We are
:14:02. > :14:05.going to see a major change in what London looks like over the years. We
:14:06. > :14:31.have to deal with the housing crisis, but what does that mean from
:14:32. > :14:34.an English Heritage point of view? You are here to conserve some of our
:14:35. > :14:36.historic monuments. What it means is a challenge to maintain the balance
:14:37. > :14:38.between old and new which is what excites people when they come to
:14:39. > :14:40.London. Significant clusters of tall buildings in Battersea and Southwark
:14:41. > :14:43.have to content with the existing historic tall buildings like the
:14:44. > :14:49.Palace of Westminster and the tower of London. There are restrictions on
:14:50. > :14:55.protecting the silhouettes of the buildings but it is more about the
:14:56. > :14:59.setting. Peter, what do you think of what you expect to come? Will they
:15:00. > :15:03.be anything like this amazing building we are in now? They will
:15:04. > :15:08.not be as high as this but there will be a lot of them and I think it
:15:09. > :15:11.is really important they are off the highest quality in terms of their
:15:12. > :15:19.form and shape in the skyline and also the way in which they meet the
:15:20. > :15:22.ground. Tall buildings, how they are at the base, when you have a lot of
:15:23. > :15:26.people coming out of them and people pass them, when you create the
:15:27. > :15:33.streets of London, that is really important. It is quality we are keen
:15:34. > :15:39.to look at. Peter and Nigel, thank you for talking to us. There is an
:15:40. > :15:45.exhibition on what London's skyline could look like witches starting in
:15:46. > :15:51.April. Up here, it is a cold but the views are worth it. Back to you in
:15:52. > :15:55.the studio, Asad. Spectacular views over London this
:15:56. > :15:59.Friday night. It is that time on Friday to hand over to Sara for the
:16:00. > :16:05.sports news. There is snow, ice and football. That is right. We will
:16:06. > :16:10.look ahead to the Winter Olympics shortly but first, the FA Cup. Seven
:16:11. > :16:15.teams from in and around London are in action.
:16:16. > :16:20.It is just under an hour when league leaders Arsenal will play Coventry
:16:21. > :16:27.at the Emirates. The gunners manager Arsene Wenger will not be taking any
:16:28. > :16:35.chances. It will be not welcome at all not to take this game seriously.
:16:36. > :16:40.And we are still in the moment of our lifetime, this team, we want to
:16:41. > :16:43.gain respect and for our attitude, that is the best way to gain
:16:44. > :16:50.respect. Tonight, our radio station, BBC
:16:51. > :16:57.London digital radio will have full commentary. Kick`off is at 7:45pm.
:16:58. > :17:01.Staying with the FA Cup, Chelsea are at home to Stoke on Sunday but we
:17:02. > :17:08.want to talk about the player Chelsea sold back in 2011 as part of
:17:09. > :17:14.a deal worth ?3 million. It was Nemanja Matic who has just been
:17:15. > :17:18.bought back by Chelsea ?421 million. Warren Nettleford went to meet Matic
:17:19. > :17:23.defined what is like being bought back for seven times what you were
:17:24. > :17:27.sold for. He has been brought in to add steel to the Chelsea midfield.
:17:28. > :17:31.If you looks familiar, that is because he has been a Chelsea player
:17:32. > :17:38.before. Nemanja Matic was at Chelsea between 2009 and 2011, before being
:17:39. > :17:43.sold to Benfica. The opportunity to come back to Stamford Bridge was too
:17:44. > :17:53.good to turn down. To work with Marini and improve my game. `` Jose
:17:54. > :17:59.Mourinho. In Benfica I was good but if I want to improve I have to
:18:00. > :18:04.change something. Looking for more first`team opportunities, he moved
:18:05. > :18:08.to Benfica where he impressed fans and critics, becoming integral to
:18:09. > :18:14.the team. That is why Chelsea did not flinch in paying the Portuguese
:18:15. > :18:20.club ?21 million to re`sign him. His time in London gave him a taste of
:18:21. > :18:25.the FA Cup. He knows how much it means to the fans. I know it is
:18:26. > :18:32.important, everybody wants to win and we have to think like this and
:18:33. > :18:35.do our job the best. It does not matter if it is the FA Cup or the
:18:36. > :18:43.champions league or the Premier League, I want to win. He is joining
:18:44. > :18:53.a team near the top of the Premier League and with Spanish midfielder
:18:54. > :18:59.Juan Mata, he is keen to make his mark. I'm happy to be part of this
:19:00. > :19:02.team. You are probably familiar now with
:19:03. > :19:07.these pictures as we are two weeks away from the start of the Winter
:19:08. > :19:11.Olympics in Sochi. Athletes who have qualified for the games have
:19:12. > :19:14.travelled to love preuniversity to collect their Team GB kit and there
:19:15. > :19:20.is a good handful of Londoners for us to keep our eye on.
:19:21. > :19:24.They have skied, skated and slid their way to a place at the Sochi
:19:25. > :19:31.games. Now they have got their hands on their Team GB kit, Maidenhead's
:19:32. > :19:38.Penny Combs and Nick Bartlett, it tops off a week where they have won
:19:39. > :19:43.the European Championships. I could not be more excited. This is the
:19:44. > :19:50.best week we have had a long time. Getting our kit and having Team GB
:19:51. > :19:58.on amber backs again is fantastic. Pair went to Vancouver where they
:19:59. > :20:02.finished 20th. It was my dream and ambition and my whole life. When I
:20:03. > :20:06.got there I felt nervous. Right now, I do not feel nervous, I am
:20:07. > :20:11.excited. This is what I have worked my whole life for and I get to do it
:20:12. > :20:14.again. I feel very, very proud. Elsewhere, Chemmy Alcott will

:20:37. > :20:42.that I made the decision I would become a driver and the hard work
:20:43. > :20:48.that has gone in, for the last three, three .5 years, it has been a
:20:49. > :20:57.roller`coaster. It means a great deal. Great Britain brought home

:23:29. > :23:33.person inside me who always wanted to be Ginger Rogers. Now I get to
:23:34. > :23:37.the little bit like ginger and I find the whole thing thrilling. I
:23:38. > :23:45.love being in the rehearsal room. A wicked cast directed by Tony award
:23:46. > :23:50.winning director will take to the stage in April.
:23:51. > :23:55.Vincent Van Gough's sunflower paintings are some of his most
:23:56. > :24:00.recognisable and best loved works. Now two of the masterpieces will be
:24:01. > :24:04.shown together in the National Gallery in London for the first time
:24:05. > :24:09.in more than 60 years. The paintings are worth an estimated ?100 million
:24:10. > :24:13.each. They look very similar but under an x`ray there are some
:24:14. > :24:17.differences. In London they are light and the
:24:18. > :24:23.x`ray and in Amsterdam they are dark. What that tells us is Vincent
:24:24. > :24:27.painted these flowers as an afterthought. He painted them over
:24:28. > :24:32.the background, hence the paint is more thicker and the image appears
:24:33. > :24:36.white. It means the Amsterdam picture follows the designs of the
:24:37. > :24:38.London picture. That is a must see for me. Now the weekend weather with
:24:39. > :24:53.Sara. A lot of cloud. Not as much rain as
:24:54. > :24:56.was promised. We are now having that rain with us. We have got it right
:24:57. > :25:00.the way through the evening and overnight spreading in from the
:25:01. > :25:04.West. We will have the odd heavy burst. It becomes more showery by
:25:05. > :25:10.tomorrow morning. Temperatures will not be as cold as last night. Five
:25:11. > :25:14.or six Celsius typically. It means we will start with some mist and fog
:25:15. > :25:18.tomorrow morning. Some showers still lingering. They are clearing away.
:25:19. > :25:28.Tomorrow will be the best day of the weekend. We will be drive for the
:25:29. > :25:33.bulk of the day. Make the most of it. We are going to see a change
:25:34. > :25:37.next week. Tomorrow evening we have a spell of sharp showers moving
:25:38. > :25:41.across London. Behind it, the temperature will start to drop
:25:42. > :25:46.away. Watch out for the icy patch as we head into Sunday morning. Cloud
:25:47. > :25:50.will start to thicken up from the west later. Temperatures close to
:25:51. > :25:54.freezing for a time. The reason the cloud the conduct on Sunday morning
:25:55. > :26:01.is because we have another spell of wet windy weather to move in from
:26:02. > :26:06.the west. It will move away quite smartly. Behind it, the area is
:26:07. > :26:11.colder. Not as cold perhaps as we might be expecting for this time of
:26:12. > :26:16.year. Where is winter has been the question on everybody's lips,
:26:17. > :26:22.especially down south. Here it is, it is in Eastern Europe. In Sochi
:26:23. > :26:27.they are having to make snow and we would have to as well. But a bit of
:26:28. > :26:35.a change next week. Gradually, things will start to turn colder. We
:26:36. > :26:41.will see some colder air towards the north of the UK which will gradually
:26:42. > :26:44.filter its way down towards us. You can see the temperatures dropping
:26:45. > :26:48.away and we will have rain at times as well.
:26:49. > :26:53.Before we go, let's remind ourselves of the main headlines: A row has
:26:54. > :26:58.broken out over government claims that most workers have seen their
:26:59. > :27:01.take`home pay rise in the last year. The government says cuts to national
:27:02. > :27:08.insurance and income tax have pushed wages up. Labour says the claims are
:27:09. > :27:11.based on dodgy statistics. There has been another explosion in the
:27:12. > :27:15.Egyptian capital, Cairo, the fourth today.
:27:16. > :27:21.At least six people have been killed and dozens injured.
:27:22. > :27:26.Two Twitter users have been jailed for sending a feminist abusive
:27:27. > :27:32.messages. Isabella Sorley and John Nimmo were jailed for targeting the
:27:33. > :27:36.Caroline Criado`Perez who was campaigning for a woman to be put on
:27:37. > :27:39.banknotes. Join me and Sara later during the ten o'clock News on BBC
:27:40. > :27:46.One. From everyone on the team, good. #
:27:47. > :27:47.goodbye.
