:00:23. > :00:26.has died after he two adults became ill at a house in Chertsey which has

:00:27. > :00:29.been badly affected by flooding It comes as water levels continue to

:00:30. > :00:32.rise in London and the Home Counties, with parts of Surrey and

:00:33. > :00:37.Berkshire particularly badly affected. Here is Emma North.

:00:38. > :00:42.There is still no clear idea of what happened on this house in a street

:00:43. > :00:48.in Chertsey last night, yards from a fast flowing Thames. Amylin screws

:00:49. > :00:52.were called at around `` ambulance crews were called at about 3:30pm,

:00:53. > :00:56.where a mother, father and seven`year`old boy had been taken

:00:57. > :01:00.ill. The bridge has been closed since yesterday afternoon because of

:01:01. > :01:03.flooding, so when ambulance crews arrived in the early hours of the

:01:04. > :01:07.morning they had difficulty getting to their destination. The little boy

:01:08. > :01:11.died later in hospital. His parents are still seriously ill and 15 other

:01:12. > :01:16.people including some police were treated in hospital. With so many

:01:17. > :01:20.affected and the source of field is not yet established, the whole

:01:21. > :01:24.street remained sealed off. The police say they can't rule out that

:01:25. > :01:28.what happened here may be linked to the flooding. More wind and more

:01:29. > :01:31.rain is on the way. By mid`morning this morning on the other side of

:01:32. > :01:35.Chertsey, people were wondering how much worse things could get and who

:01:36. > :01:40.they could rely on when the waters rise again. There seems to be a lack

:01:41. > :01:46.of coordination between the authorities. We don't have a direct

:01:47. > :01:50.telephone number that we can phone up and get all our problems

:01:51. > :01:56.resolved. We need, there needs to be more coordination between the

:01:57. > :02:00.various authorities such as EDF Thames Water and Runnymede Council.

:02:01. > :02:06.The local MP and Defence Secretary agreed lessons need to be learned.

:02:07. > :02:12.What will be necessary is to make sure that in future we have a single

:02:13. > :02:15.lead public agency, it could be the local authority, it could be the

:02:16. > :02:19.police, it could be the county council. All of these services are

:02:20. > :02:23.bracing themselves as the bad weather returns tonight.

:02:30. > :02:32.London hospital is considering banning electronic cigarettes. The

:02:33. > :02:35.cigarettes, as they are called, have proved a big success with many

:02:36. > :02:39.former smokers, but a number of organisations are worried about

:02:47. > :02:52.Now they inhale the vapour from their electric cigarettes. Coming in

:02:53. > :02:55.all different shapes and sizes, they deliver nicotine via liquid vapours,

:02:56. > :02:59.offering a smoking sensation without the smoke. There is growing

:03:00. > :03:03.concern. The University of London has already banned them. Some

:03:04. > :03:07.countries you can only get them under medical prescription and they

:03:08. > :03:11.are untested. I have to keep coming back to the fact they are untested.

:03:12. > :03:15.The Whittington Hospital in Highgate is the latest public body to

:03:16. > :03:18.consider a ban, claiming that into line with national guidelines there

:03:19. > :03:23.is insufficient evidence about their long`term safety. Speaking last

:03:24. > :03:25.November the British Medical Association believe there is an

:03:26. > :03:32.image problem as well. Our concern with the use of e`cigarettes is that

:03:33. > :03:35.this normalises that behaviour again and our biggest concern is that

:03:36. > :03:41.becomes glamorous again. But those lobbying for e`cigarettes, the

:03:42. > :03:45.medical profession is missing a golden opportunity. They are orders

:03:46. > :03:49.of magnitude safer than smoking and the public health community needs to

:03:50. > :03:54.get on board. Sarah and Johnny are happy not to be smoking cigarettes.

:03:55. > :03:58.A man who was found with stab wounds after crashing a car into a bus in
