:00:32. > :00:38.say Boris Johnson is neglecting the pressing need for housing in London.
:00:39. > :00:41.But his office says its on target for a record number of new homes.

:00:47. > :00:53.the concrete squirter. Building the homes that Londoners need has long
:00:54. > :00:56.been a priority for the Mayor. What can possibly go wrong? At an east
:00:57. > :00:59.London development back in November the Mayor admitted the issue hadn't
:01:00. > :01:02.been properly addressed by politicians in the past. We have
:01:03. > :01:05.probably built about half, or perhaps less than half, of the homes
:01:06. > :01:08.that London needs. And the problem is now a crisis. But these documents
:01:09. > :01:12.suggest the problems may not have gone away and reveal City Hall
:01:13. > :01:16.hasn't spent the money it planned to this year on finishing new homes.
:01:17. > :01:19.Under the National Affordable Housing Programme, City Hall had a
:01:20. > :01:25.budget of ?207.7 million for the year but it says it will spend 138
:01:26. > :01:30.million. An underspend of nearly ?70 million. It's a similar story for
:01:31. > :01:33.the Affordable Homes Programme. Of the original budget of 76.1 million,
:01:34. > :01:40.City Hall thinks it will spend just 25 million, a shortfall of ?51
:01:41. > :01:47.million. That makes a total under spend on these two programmes of
:01:48. > :01:49.?120 million this year. The Mayor says delivering affordable housing
:01:50. > :01:53.is the most important priority for London but when it comes to actual
:01:54. > :01:56.delivery, his record is abysmal. It's no good the Mayor's office
:01:57. > :02:01.saying oh, we will reprofile this and we'll do it in the future. The
:02:02. > :02:06.Mayor's own targets with the housing crisis faced in London now, demands
:02:07. > :02:10.urgent action. This year, City Hall says it expects to finish 7,086
:02:11. > :02:14.affordable homes for Londoners. That's the lowest level for the past
:02:15. > :02:17.four years. I see this year as another example of the Mayor
:02:18. > :02:23.striving to deliver more homes for Londoners. We've got the commitments
:02:24. > :02:27.from developers to build homes. We're getting more commitments from
:02:28. > :02:32.developers to build homes. We will pay them when they have built those
:02:33. > :02:36.homes. Can you see why people would find it hard to say, we are striving
:02:37. > :02:39.forward, it's been a good year, when the number of completed affordable
:02:40. > :02:44.homes you built this year will be lower than for the last four years?
:02:45. > :02:48.I can't... Over the two mayoral terms, the Mayor will deliver more
:02:49. > :02:53.affordable homes in any point in the GLA's history.
:02:54. > :02:59.It's a promise City Hall officials admit will be tough to meet. The
:03:00. > :03:02.Mayor's office when confident they will get there. And say money not
:03:03. > :03:09.spent this year will be spent in coming years. It's been a stressful
:03:10. > :03:14.few weeks for people who live and work in the parts of Surrey and
:03:15. > :03:18.Berkshire affected by the floods. But some are beginning to go back
:03:19. > :03:21.into their properties. And for a number of firms, it's back to
:03:22. > :03:32.business as usual. Nick Beake reports from Datchet. Datchet under
:03:33. > :03:36.Thames ten days ago. Today a village that is still slowly drying out. At
:03:37. > :03:41.Little Venice, it was a case of life imitating art. The family business
:03:42. > :03:50.surrounded by water. But now, finally, they are ready to reopen.
:03:51. > :03:53.The water, it came over and above skirting levels into the restaurant
:03:54. > :03:56.and contaminated the fridges, so we had to wait for the health and
:03:57. > :04:00.safety to give us the all clear. They came out early on Wednesday, so
:04:01. > :04:03.we spent the last couple of days preparing everything which means
:04:04. > :04:09.tonight we are back ready to rock 'n' roll and hopefully bring some
:04:10. > :04:14.smiles back to the village. The extent of the damage occurred here,
:04:15. > :04:19.on the floor. The repairs had been on hold here for the past two weeks.
:04:20. > :04:22.Now, though, with a workshop open again, there's light at the end of
:04:23. > :04:28.the tunnel. But the floods have cost them dear. We are doing between ten
:04:29. > :04:39.and 12 cars a day, not a massive place, this. But if you average ?400
:04:40. > :04:42.car, something like that, you can imagine how much money we've lost.
:04:43. > :04:45.Other businesses are also getting back on their feet. But some are
:04:46. > :04:48.finding the damage done is much worse than they first thought. Over
:04:49. > :04:51.the road, this beauty salon is welcoming customers again. But
:04:52. > :04:55.there's more disruption ahead. We've got a lot of work to do. We are open
:04:56. > :05:08.at the moment but the electrics are quite damaged underneath.
:05:09. > :05:11.Eventually, next week we have to lift the floor board and doing the
:05:12. > :05:16.electrics and the salon will have to close maybe for about a month or so.
:05:17. > :05:20.Last month this place was deluged but today it's more of a trickle.
:05:21. > :05:23.And despite all this, businesses are once again up and running. Well, our
:05:24. > :05:28.reporter Sonja Jessup is in Datchet and joins us now. This is the

:05:33. > :05:35.after being closed for ten days and there have been quite a few
:05:36. > :05:39.customers who've come in the door this evening. One said to me he just
