:00:36. > :00:38.Passengers on a Ryanair flight from Stansted to Portugal called the

:01:54. > :01:57.the same boat. One major issue is animals left to graze without

:01:58. > :02:03.permission, and it is prevalent in this part of the country. Nearby,

:02:04. > :02:07.and other horse has been left, this time between a busy road and a

:02:08. > :02:13.railway line. It is tethered, so the grass will not last long. The recent

:02:14. > :02:17.bad weather has not helped either. As people escape the flooding, some

:02:18. > :02:22.animals are left to fend for themselves. We are seeing horses

:02:23. > :02:30.dying in fields, cut off, roaming free. As the legislation stands,

:02:31. > :02:34.none of this is a criminal offence, something which one charity says

:02:35. > :02:37.need to change. The hands are tied because we cannot deal with these

:02:38. > :02:43.horses unless we find out who the owners are, and because 70% of these

:02:44. > :02:47.horses are not microchips we do not know who the owners are. The

:02:48. > :02:50.government explained that landowners can bring a civil case against

:02:51. > :02:54.offenders and they are looking at with the law could be taken but

:02:55. > :02:56.until then sanctuary like this is crucial for horses that have

:02:57. > :03:04.suffered years of neglect. The Carry On star Kenneth Williams
