:00:14. > :00:18.Good evening. BBC London has learnt that around a quarter of Frde

:00:19. > :00:23.Schools hoping to set up in the capital in September are sthll

:00:24. > :00:25.struggling to find sites. While a proposed Free school in

:00:26. > :00:28.Hertfordshire is causing anger among parents and staff because they've

:00:29. > :00:35.been told to open their school on an industrial estate. Here's S`rah

:00:36. > :00:39.Harris. Come on then, mate, time to school. It's the final year at

:00:40. > :00:43.primary school for William from Radlett in Hertfordshire. Hd was

:00:44. > :00:48.expecting to start his secondary education at a new school,

:00:49. > :00:51.Harperbury Free, in Septembdr. But that has fallen through, le`ving him

:00:52. > :00:56.with an option that's not ideal for his family. William has to get on

:00:57. > :01:02.the bus at 7.30am in the morning in the middle of Radlett, which will

:01:03. > :01:07.cost ?1,000 a year for us. @lso it's a Church of England school we've

:01:08. > :01:19.been given, our third choicd. And it's a religious school and we are

:01:20. > :01:26.not religious people. This hs the sticking point for the new free

:01:27. > :01:28.school according to the headteacher, Who's already been appointed and

:01:29. > :01:31.being paid. This suggested building on an industrial estate, he says, is

:01:32. > :01:34.not fit for purpose. There hs virtually no external space if you

:01:35. > :01:38.look around here. This small area would have to be the car park,

:01:39. > :01:40.playground and the turning space for cars, so not nearly enough outside

:01:41. > :01:43.space. And it's sandwiched between this railway track over herd and

:01:44. > :01:47.this main road over here. Jtst getting into the site itself would

:01:48. > :01:48.be a health and safety nightmare. In a statement, the Department for

:01:49. > :02:06.Education said this project has The head met with some of the

:02:07. > :02:09.parents today to give them the latest news on the free school they

:02:10. > :02:12.had hoped their children wotld be going to. Free schools are not

:02:13. > :02:15.controlled by local education authorities but are funded by the

:02:16. > :02:21.Government and usually set tp by parents. 200 children in Radlett

:02:22. > :02:24.alone who are expecting to go to a free school in September ard now

:02:25. > :02:29.preparing for a much longer journey to school. Legoland Windsor is to

:02:30. > :02:35.close this weekend following threats from extreme far`right groups. The

:02:36. > :02:38.theme park had been due to host an event organised by the Muslhm

:02:39. > :02:40.Research and Development Fotndation in Tower Hamlets. But it was

:02:41. > :02:45.cancelled after Legoland received abusive messages from extrelist

:02:46. > :02:48.right wing groups on social media. All bookings for the resort have

:02:49. > :02:54.been cancelled for the weekdnd on advice from Thames Valley Police.

:02:55. > :02:57.The Thames Barrier has closdd for a record 50th time this winter, making

:02:58. > :03:04.it the busiest period in its history. More than a quarter of all

:03:05. > :03:11.its flood defence closures have now happened in the last three lonths.

:03:12. > :03:14.It's due to the wettest winter on record with the South East receiving

:03:15. > :03:16.double the expected amount of rainfall. The Environment Agency

:03:17. > :03:19.called this year's number of closures a blip. London has retained

:03:20. > :03:22.its top spot in the Global City super`rich list even though the

:03:23. > :03:25.number of very wealthy people in the world is rising. The Intern`tional

:03:26. > :03:28.Wealth Report looks at how lany super`rich individuals live per

:03:29. > :03:31.square mile and found that London is home to more than 4,000 people who

:03:32. > :03:41.have assets worth ?30 million or more. That number is expectdd to

:03:42. > :03:44.rise over the next decade. Train companies are being criticised for

:03:45. > :03:48.dumping toilet waste on the tracks of some of our busiest stathons

:03:49. > :03:51.They include King's Cross, Paddington and Liverpool Street and

:03:52. > :03:58.it's argued that the human waste is creating a health risk. Herd's our

:03:59. > :04:01.Transport Correspondent, Tol Edwards. King's Cross is a new,

:04:02. > :04:11.clean, ?500 million station but old practices are still going on here.

:04:12. > :04:15.Look away now if you're squdamish. This is where toilet waste hs dumped

:04:16. > :04:18.straight onto the tracks. I think it's pretty gross. It sounds quite

:04:19. > :04:24.disgusting actually. It's a bit awful to be honest. It unhygienic.

:04:25. > :04:27.I'm a German. We do it diffdrent in Germany, you know. We have the tanks

:04:28. > :04:30.underneath the train. It's `lso happening at Liverpool Stredt and

:04:31. > :04:38.Paddington. Unlike new trains, old rolling stocks still discharges

:04:39. > :04:41.sewage onto the track. East Coast Trains says its cleaners and

:04:42. > :04:44.passengers are told not to flush in stations. The union says it

:04:45. > :04:47.shouldn't even be an issue. It's not even Victorian. It's prehistoric

:04:48. > :04:49.what they're doing and we think for our members, it's completelx

:04:50. > :04:52.unhealthy and also for the travelling public, we don't think

:04:53. > :04:58.it's right that raw sewage should be thrown over the railway track. They

:04:59. > :05:01.pay high enough fares at thhs moment in time and they should havd a

:05:02. > :05:06.decent respectable railway `nd sewage is contained properlx by the

:05:07. > :05:09.train operating companies. So who is responsible? The Government has

:05:10. > :05:13.called this practice disgusting and told the train companies to stop.

:05:14. > :05:18.Incidentally, though, the company that the video, East Coast Trains,

:05:19. > :05:21.is run by the Government. The train companies though say the nulber of

:05:22. > :05:28.trains without effluent tanks is decreasing as newer models `re

:05:29. > :05:31.introduced. The Government says new trains in and out of King's Cross

:05:32. > :05:36.and Paddington are due to bd introduced in 2017 where thhs won't

:05:37. > :05:41.be a problem. They are also looking at ways to help upgrade the fleet

:05:42. > :05:45.out of Liverpool Street. Whx are you doing it still? This is an hssue

:05:46. > :05:48.which stems from trains built before the mid`90s. The number of those

:05:49. > :05:52.trains in services being reduced as more trains are built. Billhons more

:05:53. > :05:55.pounds are being spent in the next few years on new trains and

:05:56. > :05:58.improving stations. You think in the long term it will be resolvdd? It's

:05:59. > :06:01.impossible to the date on when this problem will be solved, but billions

:06:02. > :06:05.of pounds are being spent on new trains that will come into service

:06:06. > :06:08.over the next few years. Until then, communters and and workers `re going

:06:09. > :06:10.to have to put up with what the unions call the scandal that shames

:06:11. > :06:18.Britain's railways. That's it from me for tonight.

:06:19. > :06:22.Newsnight's starting on BBC Two and they are be looking at the decision

:06:23. > :06:26.to turn BBC Three into an online only channel. But before we leave

:06:27. > :06:31.you, let's get the weather forecast from Wendy.

:06:32. > :06:37.A few good days, especially for the weekend to look forward to. Over the

:06:38. > :06:42.next ten days, at least there's going to be some quite settled

:06:43. > :06:46.weather, dry conditions. It doesn't always mean completely clear skies

:06:47. > :06:49.but tending to lose those ott there at the moment. A fair amount of

:06:50. > :06:52.cloud drifting in and out as they go through the night and that leans in

:06:53. > :06:56.the sheltered spots of the country we could get low enough for a tiny

:06:57. > :07:00.bit of frost but for most of us it won't be as cold as the previous

:07:01. > :07:04.couple of nights. Tomorrow, not such blue skies. There will be a bit more

:07:05. > :07:14.cloud. And there will be more of a breeze blowing as well from the

:07:15. > :07:16.south`west. That's not to s`y we won't see any sunshine. It will

:07:17. > :07:18.eventually break through here and there during the day and

:07:19. > :07:21.temperatures will get up to 13 Celsius. A bit of drizzle towards

:07:22. > :07:23.the end of the day because the cloud is generally going to be thhckening

:07:24. > :07:26.up through Friday. The outlook, fairly grey for Friday but that is

:07:27. > :07:31.ahead of a pretty decent wedkend. The best of the sunshine, wd could

:07:32. > :07:32.exceed 15 Celsius. The unsettled weather will continue.

:07:33. > :07:37.exceed 15 Celsius. The unsettled weather will continue. With more on

:07:38. > :07:42.that, here is the National forecast. Good evening. I would like to start

:07:43. > :07:47.by showing you simply haven't seen the quite some time. After a

:07:48. > :07:51.three-month onslaught, finally I can show you a chart with high pressure

:07:52. > :07:53.across the whole of the UK. Yes things are settling down. You may

:07:54. > :07:55.have spotted, though,
