:00:00. > :00:00.the BBC News Channel, there's a first look at tomorrow's
:00:00. > :00:00.front`pages. Here it is time for the news where you are. Have a very good
:00:00. > :00:18.night. Good evening. BBC London understands
:00:19. > :00:24.that councils are to be banned from using so`called spy cameras to issue
:00:25. > :00:28.parking tickets. Mobile CCTV and fixed cameras issue thousands of
:00:29. > :00:34.penalty notices every year. Soon motorists will only have to watch
:00:35. > :00:39.out for parking wardens. Cash cows for greedy councils, or an
:00:40. > :00:44.effective way of punishing bad and unsafe driving. Either way, these
:00:45. > :00:48.cameras have been a lucrative source of income. Now, after a public
:00:49. > :00:54.consultation, we understand authorities will be banned from
:00:55. > :00:57.using mobile CCTV cameras and fixed cameras for issuing parking
:00:58. > :01:04.penalties. I think it is a good idea, yes. I think they are sneaky.
:01:05. > :01:08.We pay enough in rates and things to not supplement them any more. Good
:01:09. > :01:12.thing because I got a ticket for parking in the loading bay and going
:01:13. > :01:17.to pick up a bike. I was there five minutes. It says you have 20
:01:18. > :01:23.minutes. London councils have been pulling in record`breaking amounts
:01:24. > :01:29.from fines. Westminster Council made ?24.5 million last year. The most in
:01:30. > :01:34.London. Labour`run Hackney generated ?17 million. Up more than ?11
:01:35. > :01:39.million on just the previous year and Hammersmith and Fulham also made
:01:40. > :01:43.?17 million. This is not the right way for councils to raise revenue or
:01:44. > :01:47.make up for the money they are losing at all because of austerity.
:01:48. > :01:53.The way for councils to sort out their books is so show some fiscal
:01:54. > :01:57.prudence. Councils have insisted these cameras are about improving
:01:58. > :02:01.road safety and all fines are reinvested in things like fixing
:02:02. > :02:05.potholes or providing subsidised travel for the young people or
:02:06. > :02:09.elderly. It seems a significant stream of their income is about to
:02:10. > :02:17.be cut off and that is something many motorists will be delighted
:02:18. > :02:23.about. Parts of Piccadilly are closed after a pavement exploded. It
:02:24. > :02:26.happened at 7pm and an electrical fault is thought to be the cause.
:02:27. > :02:30.People are being asked to avoid the area. There are no reports of any
:02:31. > :02:35.injuries. Ten years after plans were first
:02:36. > :02:39.approved, a new town will be built on the Thames Estuary in Ebbsfleet.
:02:40. > :02:47.The brownfield site has space for 15,000 homes. In the past decade,
:02:48. > :02:52.only 150 have been built. This is Ebbsfleet Valley and the
:02:53. > :02:57.eastern quarry where the UK want to build the first garden city for 100
:02:58. > :03:01.years. Not everything is rosy in the plan. Despite planning permission,
:03:02. > :03:06.no homes have been built. The Government tried incentive schemes
:03:07. > :03:11.to try and get them built by last Christmas, but without any progress.
:03:12. > :03:17.The of Government seem to like this location with blue water, Ebbsfleet
:03:18. > :03:20.station and a 17 minute journey into London. How does this announcement
:03:21. > :03:26.differ from everything we have heard over the past ten years? There 'll
:03:27. > :03:28.be ?200 million investment on infrastructure. It will give
:03:29. > :03:34.families the assurance they need when they are buying a new home that
:03:35. > :03:38.there'll be extra school places. Medical provision and the transport
:03:39. > :03:44.links. Politicians hope the garden city idea will of build on the
:03:45. > :03:47.benefits of high`speed rail and of course the goodwill of local people.
:03:48. > :03:53.I think Ebbsfleet needs a development. Apart from that, it has
:03:54. > :03:57.been a hole in the ground, a quarry, for ages. People need homes and at
:03:58. > :04:02.the same time there's a lot of congestion in that area. I think it
:04:03. > :04:09.is a fantastic idea. Especially for those trying to get on the property
:04:10. > :04:13.ladder. The Government believe Ebbsfleet will be a catalyst to
:04:14. > :04:18.other development sites in the south`east.
:04:19. > :04:20.Let's get the weather forecast now from Kate.
:04:21. > :04:29.We will start to notice the cloud increasing. By dawn we will be
:04:30. > :04:33.covered. It keeps things mild. We are looking at eight to nine
:04:34. > :04:38.Celsius. We should start to see the sun arrive in the afternoon, to
:04:39. > :04:44.leave some bright spells. Up to 14 Celsius. Not as warm as the weekend.
:04:45. > :04:50.It will turn windy on Wednesday. That's it. The Breakfast show on
:04:51. > :04:54.London will have travel updates every 15 minutes. We will look at
:04:55. > :04:56.the gap between the rich and the poor in society. From the weekend
:04:57. > :05:10.team v a very good night. Goodbye. Good evening. Spring well and truly
:05:11. > :05:13.sprung this week. Yet again, today was a beautiful day, with lots of
:05:14. > :05:19.sunshine around, particularly in the south-east. Highs of 20 Celsius in
:05:20. > :05:24.St James's Park. A different story further west with thicker cloud.
:05:25. > :05:28.Only nine Celsius, the high here. I suspect this week cloud will be more
:05:29. > :05:33.of an issue and we will see some rain around as well. Not quite as
:05:34. > :05:37.warm as in recent days. In fact, we start off Monday on a pretty
:05:38. > :05:41.overcast note across the country. There'll be rain as well in
:05:42. > :05:45.Scotland. Steadily pushing into the Northern Isles. Breezy, not the
:05:46. > :05:47.strong winds we have seen today. Nevertheless, noticeable.
:05:48. > :05:48.Outbreaks
