:00:20. > :00:22.face manslaughter charges over the death of a man whilst he was being
:00:23. > :00:25.deported from Britain. Jimmx Mubenga, who was 46, died
:00:26. > :00:31.three`and`a`half years ago onboard a plane at Heathrow. An inquest found
:00:32. > :00:39.he had been unlawfully killdd after being restrained. Kurt Barlhng
:00:40. > :00:41.reports. Jimmy Mubenga died of cardio respiratory collapse, where
:00:42. > :00:44.the heart stops beating and a person stops breathing, whilst being
:00:45. > :00:52.restrained onboard a return flight to his country of origin, Angola, in
:00:53. > :00:57.October 2010. Three days after the tragedy, members of Parliamdnt
:00:58. > :00:59.called for an enquiry. But by July 2012, the Crown Prosecution Service
:01:00. > :01:05.decided there was insufficidnt evidence to prosecute the sdcurity
:01:06. > :01:09.guards who had restrained hhm. Yet, almost a year to the day later, in
:01:10. > :01:17.July 2013, an inquest jury found on the evidence that Jimmy Mubdnga was
:01:18. > :01:22.unlawfully killed. Mr Mubenga was being deported despite his family's
:01:23. > :01:25.right to stay in Britain. Stpported by the local community in Ilford
:01:26. > :01:31.East London, his wife and fhve children fought for three ydars to
:01:32. > :01:33.get an explanation why. In light of the inquest's verdict, the Crown
:01:34. > :01:47.Prosecution Service reconsidered the evidence and today said:
:01:48. > :01:53.All three former G4S security guards face a charge of manslaughtdr. They
:01:54. > :01:57.say they will vigorously defend themselves. G4S, the companx, will
:01:58. > :02:00.not face a corporate manslatghter charge after the CPS ruled there was
:02:01. > :02:06.insufficient evidence to brhng a criminal charge against the
:02:07. > :02:17.business. Mr Mubenga's widow, Adrienne Kambana, said:

:02:49. > :02:53.union. It makes a raft of recommendations, which it claims

:03:19. > :03:22.at the centre of a political spat. The union Unite has held a six`month
:03:23. > :03:25.enquiry into London's health care. It says the system is under pressure
:03:26. > :03:29.and unravelling and raises concerns over maternity units. Women in
:03:30. > :03:32.London are often from immigrant backgrounds or poor backgrotnds and
:03:33. > :03:37.their background health is poor so they are presenting with more
:03:38. > :03:40.problems. And they were concerned about that and they also sahd they
:03:41. > :03:47.were concerned with the consultant cover out of hours. It's also
:03:48. > :03:50.worried that London may see more of the sort of hospital reorganisations
:03:51. > :03:55.that led to protests in Lewhsham and a new body, they say, is nedded to
:03:56. > :03:58.oversee health care in the capital. I've worked in the NHS for 25 years
:03:59. > :04:01.and, of course, it's always been changing and has to change but
:04:02. > :04:04.that's not what these reconfigurations are about. They are
:04:05. > :04:09.financially driven, starting with the question how to save money and
:04:10. > :04:13.then working backwards from them. If one Daniel is too little to have a
:04:14. > :04:16.view, the other is quite cldar on his. What we have seen is, by the
:04:17. > :04:19.improvements the government have been put into the NHS, not just
:04:20. > :04:22.through additional funding for maternity units like this btt also
:04:23. > :04:24.to making sure that these doctors and nurses can make decisions about
:04:25. > :04:31.delivering front`line patient care, we are seeing patient care hs
:04:32. > :04:35.improving. The government h`s promised the NHS is safe in its
:04:36. > :04:38.hands. Today's report raises familiar challenges to that claim.
:04:39. > :04:46.Without doubt, is the fact that the NHS will remain at the centre of
:04:47. > :04:48.political debate. Almos 400 suspected criminals have bedn
:04:49. > :04:51.arrested in raids in the capital today as the Metropolitan Police
:04:52. > :04:56.joined forces with nine othdr European countries to target mobile
:04:57. > :04:59.phone crime. Almost 45,000 phones have been stolen in London over the
:05:00. > :05:07.past year. Our Home Affairs Correspondent, Guy Smith, rdports.

:05:11. > :05:12.stolen, OK? Brixton market this morning, Met officers were targeting
:05:13. > :05:17.stallholders for stolen mobhle phones. This trader was innocent of
:05:18. > :05:23.any wrongdoing. But it wasn't long before the first arrest. Yot are
:05:24. > :05:28.going be arrested for this one, all right? We've had previous rdsults
:05:29. > :05:31.where we have arrested shop store holders and then done furthdr
:05:32. > :05:36.searches and recovered many, many stolen phones. In some cases,
:05:37. > :05:40.they've already been shipped in boxes ready to be sent abro`d. Many
:05:41. > :05:44.of those phones are destined to north Africa, Asia and the Liddle
:05:45. > :05:46.East. Today, the Met is working alongside other forces across
:05:47. > :05:52.England and Wales and with nine European countries. It is a global
:05:53. > :05:56.phenomenon and one of the things that was driving crime in Ndw York
:05:57. > :05:59.for example was mobile phond theft. And that's why there are sole real
:06:00. > :06:05.similarities between these lajor global cities. So I don't think
:06:06. > :06:08.London is easy pickings at `ll. I think it's becoming increashngly
:06:09. > :06:11.hostile. And this is what they're trying to stop. Organised g`ngs
:06:12. > :06:18.many from Eastern Europe, t`rgeting Londoners. They've had some success.
:06:19. > :06:24.From an average last year of 28 phone stolen a day in the c`pital,
:06:25. > :06:28.now it's down to 80. There doesn't seem to be a day that goes by
:06:29. > :06:30.without some form of critichsm of the Met, whether that's corruption,
:06:31. > :06:37.racism or serious allegations against undercover officers. But
:06:38. > :06:41.today, seems to be good news. So far, more than 380 suspects have
:06:42. > :06:43.been arrested here in London. News of how many in Europe is sthll
