:00:20. > :00:23.London have reacted angrily to the mayor's proposals to turn Heathrow

:00:24. > :00:26.into a garden city. Boris Johnson says 90,000 new homes and thousands

:00:27. > :00:29.of jobs would be created if the hub airport moves from Heathrow to the

:00:30. > :00:35.estuary. Here's our transport correspondent, Tom Edwards. This is

:00:36. > :00:41.the message some businesses now want the mayor to see ` this company

:00:42. > :00:49.employs 70 people and they say Heathrow is vital to the area. Talk

:00:50. > :00:54.of moving it is crazy. I think it is essential that Heathrow remains a

:00:55. > :00:58.hub airport, expands, rather than somewhere far afield that people

:00:59. > :01:03.aren't used to and would cost a lot, lot more money. Nothing remains the

:01:04. > :01:07.same forever. At one time there were huge elements of the population

:01:08. > :01:11.engaged in looking after horses and then somebody ups and invents the

:01:12. > :01:15.motor car. If the mayor gets his way, Heathrow will end up looking a

:01:16. > :01:19.bit like this ` the terminal buildings could be used for retable

:01:20. > :01:23.community use. Two campus universities is another option.

:01:24. > :01:27.City Hall believes a hub airport in the estuary would be a better base,

:01:28. > :01:32.with fewer people affected by noise and pollution. Between now and 2030,

:01:33. > :01:37.the population of London is likely to grow by another 20 million

:01:38. > :01:40.people, by 25%. If you are sitting there as Mayor of London, you have

:01:41. > :01:44.to think hard about homes and jobs for them. The western side of London

:01:45. > :01:50.is very much geared to Heathrow being where it is and the location

:01:51. > :01:55.of a lot of businesses in the county areas to the west of London are also

:01:56. > :02:00.related to the idea of having a major airport at the west of London,

:02:01. > :02:05.not not estuary. `` not in the estuary. At the

:02:06. > :02:09.moment, Heathrow and go the wick are on the shortlist for expansion. An

:02:10. > :02:13.estuary airport may still be added. A final decision won't be made until

:02:14. > :02:18.2015. Police say they believe a man in his

:02:19. > :02:20.20s has drowned in the Serpentine at Hyde Park this afternoon.

:02:21. > :02:25.They say he was spotted going into the water, but didn't resurface.

:02:26. > :02:31.Searches have been carried out but have had to be called off once it

:02:32. > :02:33.became dark. Residents in Hounslow have

:02:34. > :02:36.complained that their new replacement street lights are so

:02:37. > :02:40.bright they're unable to get a proper night's sleep. The council's

:02:41. > :02:43.started using them as part of a multi`million pound scheme to

:02:44. > :02:46.improve the borough's streets. But some residents say it's "like living

:02:47. > :02:50.on a football pitch", as Cordelia Hemming reports.

:02:51. > :02:56.So, I'm sealing up my Venitian blinds and I'm doing this with duct

:02:57. > :03:01.tape. For Christina this has become a dolly routine. It is all down to

:03:02. > :03:05.the late latest addition to the neighbourhood. I'm going to show you

:03:06. > :03:13.what the new street latch looks like in our front room. How incredibly

:03:14. > :03:19.bright that light is. Three weeks ago, eight`metre tall LED lights

:03:20. > :03:24.were installed on Christina's street. She says they are affecting

:03:25. > :03:27.her every day life. The light that comes through the side of the blind

:03:28. > :03:31.is like a spotlight, beaming into your face as you are trying to

:03:32. > :03:34.relax. The plan is to install these new lights throughout the borough.

:03:35. > :03:39.The council says it has no obligation to consult on this, which

:03:40. > :03:43.has left many feeling angry. We have had to resort to this black

:03:44. > :03:47.cardboard we bought which Kate has glued together so it masks the

:03:48. > :03:52.window. Like world war two. We had no idea this was going to happen and

:03:53. > :03:55.it's not a great way to live your life. The council were keen to

:03:56. > :04:01.highlight the benefits of the new lighting system. They are much more

:04:02. > :04:05.cost`effective. They burn less electricity. And, they give a more

:04:06. > :04:09.directional light which means you get less light pollution. For those

:04:10. > :04:14.that aren't happy, the council is looking at a trial to dim the

:04:15. > :04:17.lights, but not until the summer. In the meantime, residents like

:04:18. > :04:26.Christina and Andy will have to resort to their own dimming methods.

:05:24. > :05:29.cloud, outbreaks of rain extensive through the night, as well as a

:05:30. > :05:32.strengthening southerly wind. Across England and Wales, be

:05:33. > :05:36.prepared for some wet weather during the morning commute. You will be

:05:37. > :05:39.lucky to avoid it. Many will see burst of heavy rain work their way

:05:40. > :05:43.across the country through the morning. Certainly the fist part of

:05:44. > :05:46.the day. Surface water and spray on the roads. Strong winds to go with

:05:47. > :05:50.it. The wind will be spreading in parts of northern England in the

:05:51. > :05:53.first few hours of the day. Into Scotland and Northern Ireland, a

:05:54. > :05:57.much drier start. A little on the chilly side but light winds and

:05:58. > :06:01.sunshine overhead should help T won't be long before rain spreads

:06:02. > :06:07.into southern Scotland T doesn't look as wet across Scot lands as
