:00:19. > :00:23.Good evening. BBC London has obtained two confidential documents
:00:24. > :00:27.into alleged police corrupthon. The intelligence reports detail how
:00:28. > :00:29.officers from the elite Flyhng Squad were suspected of a conspir`cy to
:00:30. > :00:34.kidnap. They allegedly planned to hold the victim for a ?50,000
:00:35. > :00:39.ransom. Sources claim that the files were part of the mass shredding of
:00:40. > :00:41.documents at Scotland Yard hn 2 02. The Met say it's confident that it
:00:42. > :00:50.has intelligence on all the officers named in the reports. Glen Campbell
:00:51. > :00:52.has this exclusive report. They're the files into suspdcted
:00:53. > :00:55.police corruption that an official enquiry would have wanted to have
:00:56. > :00:59.seen. The problem was thous`nds of documents were thought to h`ve been
:01:00. > :01:02.shredded by The Met. It was highly embarrassing when it was revealed. I
:01:03. > :01:07.have decided that a public dnquiry led by a judge is necessary. But BBC
:01:08. > :01:12.London has obtained copies of two of the documents we've been told were
:01:13. > :01:15.destroyed in that shredding. We understand Scotland Yard has today
:01:16. > :01:23.found one version of these files but not both. So what do they contain?
:01:24. > :01:26.Well, the contents are shocking What these files outline is a
:01:27. > :01:29.suspected plot by Flying Sqtad officers to abduct the girlfriend of
:01:30. > :01:34.a security manager, forcing him to steal ?50,000 to secure her release.
:01:35. > :01:44.The technique is called a Thger Kidnap. This is how it all started.
:01:45. > :01:47.Mid`1990s, a woman is kidnapped Her partner, a security manager, gets a
:01:48. > :01:50.ransom demand for ?50,000 to secure her release. To free his girlfriend,
:01:51. > :01:59.he fills a suitcase with thd company's cash and hands it over to
:02:00. > :02:02.the criminals. In the days `fter the robbery, officers from the Flying
:02:03. > :02:05.Squad were called in to invdstigate and according to the intellhgence
:02:06. > :02:07.files, it was those enquirids by Flying Squad officers that spawned a
:02:08. > :02:10.corrupt plot to simply repe`t the same Tiger Kidnap again, evdn
:02:11. > :02:12.targeting the same security manager and his girlfriend. According to the
:02:13. > :02:15.documents, weeks before the Flying Squad kidnap was to take pl`ce,
:02:16. > :02:17.anti`corruption officers at Scotland Yard got wind of the alleged
:02:18. > :02:18.conspiracy and an undercover investigation was launched,
:02:19. > :02:50.codenamed Operation Grant. It was only then that the khdnap
:02:51. > :03:03.plot was thwarted. Alistair Morgan's brother Daniel was murdered in 987
:03:04. > :03:09.in a South London car park. He was about to blow the whistle on police
:03:10. > :03:12.corruption. One of the Flying Squad officers suspected of corruption in
:03:13. > :03:16.the Tiger Kidnap plot was friendly with those suspected of murdering
:03:17. > :03:24.Daniel Morgan. Obviously high`end, serious police corruption. @nd the
:03:25. > :03:30.fact that it's been shredded is again, outrageous I think. Why has
:03:31. > :03:36.this been kept in the dark for so long? And, is this a widespread
:03:37. > :03:41.phenomenon? How much else h`s been hidden, how much else has bden
:03:42. > :03:45.buried? I knew there were officers stealing drugs, there were rumours
:03:46. > :03:47.about officers on the Flying Squad being corrupt. But I didn't know
:03:48. > :03:52.that they were involved in this sort of activity. Yesterday, BBC London
:03:53. > :03:55.managed to contact the security manager's girlfriend, the woman the
:03:56. > :04:03.Flying Squad officers allegddly planned to kidnap. When we told her
:04:04. > :04:06.that she was in these Metropolitan Police intelligence files, she was
:04:07. > :04:19.totally shocked and said shd'd now look into trying to sue the police.
:04:20. > :04:25.Our home affairs corresponddnt, Guy Smithis here. So what is Thd Met
:04:26. > :04:29.saying? Sources say potentially both
:04:30. > :04:33.documents were shredded but one of them has been found on a colputer
:04:34. > :04:38.database. It appears The Met are not overly concerned because thd
:04:39. > :04:42.intelligence was backed up `nd not lost. They were aware of thd
:04:43. > :04:48.suspected corrupt officers `nd at least one of them has been
:04:49. > :04:52.convicted. Do we know if thhs information was given to thd review
:04:53. > :04:58.into the Stephen Lawrence mtrder investigation? They say, we made
:04:59. > :05:02.every effort possible to supply all of the relevant records to the
:05:03. > :05:09.independent review. To supply details of every anti`corruption
:05:10. > :05:14.investigation in the 1990s would have been impossible. Does this show
:05:15. > :05:21.their record`keeping was poor? It is a graphic example the mess the
:05:22. > :05:26.record`keeping was in. The recent independent review described it as
:05:27. > :05:32.chaotic. Multiple filing systems, records were in complete and files
:05:33. > :05:38.were destroyed. I understand The Met have been ringing round ex`officers
:05:39. > :05:41.trying to find out what thex knew about the shredding. It shows The
:05:42. > :05:47.Met has perhaps lost control of this. The most damaging thing is the
:05:48. > :05:52.drip effect and what else whll emerge. The problem for us `nd the
:05:53. > :05:59.public now is they may never know the true extent of corruption in The
:06:00. > :06:03.Met during the 1990s. Many thanks. Three female tourists have suffered
:06:04. > :06:06.serious head and facial injtries after they were attacked in their
:06:07. > :06:09.hotel room by a man with a hammer. It happened in a bedroom at the
:06:10. > :06:12.Cumberland Hotel in Marble @rch where the women and three children
:06:13. > :06:17.were sleeping in adjoining rooms. One woman's in a critical condition.
:06:18. > :06:19.The Prime Minister today pahd tribute to flood`hit victims who
:06:20. > :06:23.helped their communities with the clean`up operation. Among those
:06:24. > :06:27.invited to Downing Street w`s Alison Griffiths who was pivotal to the
:06:28. > :06:30.relief effort in Sunbury. D`vid Cameron told her he would look into
:06:31. > :06:35.her concerns about lack of dredging in the River Thames.
:06:36. > :06:37.That's it from me, but I'll hand you over to Wendy for the weathdr.
:06:38. > :06:49.Goodnight. Good evening. We had some lhvely
:06:50. > :06:54.whether to end the day during the rush hour. That has cleared towards
:06:55. > :07:01.the east. It is becoming drher and brighter from now on. That starts
:07:02. > :07:07.overnight, the drier bit at least. Clear skies, bits and pieces of
:07:08. > :07:10.patchy cloud. A bit of a brdeze blowing and temperatures will fall
:07:11. > :07:15.down to four degrees outsidd of London to something like six or
:07:16. > :07:22.seven degrees in urban areas. We may have a few showers tomorrow, but
:07:23. > :07:25.there will be plenty of sunshine and it will be bright and breezx
:07:26. > :07:32.throughout and temperatures will be average for the time of year,
:07:33. > :07:35.getting up to around 14 degrees Unsettled conditions through the
:07:36. > :07:40.next few days. A bit of rain around on Friday but with more on that I
:07:41. > :07:48.will hand you over to Nina Ridge. The weekend brought some mild
:07:49. > :07:52.nights. Signs of a change across Northern Ireland and Scotland, but
:07:53. > :07:53.for England and Wales many places began the day at ten to 13
