:00:39. > :00:41.acted lawfully, despite jurors at the inquest concluding that Mark
:00:42. > :00:50.Duggan did not have a gun when he was shot dead. We are left with a
:00:51. > :00:53.great injustice. Today, Mr Duggan's family won the right to challenge
:00:54. > :00:59.the verdict because of alleged errors the coroner made when
:01:00. > :01:03.directing the jury about thd law. A judge has ruled that there hs an
:01:04. > :01:13.arguable case. In a statement, the family say:
:01:14. > :01:20.It is something they have bden fighting for. We are not giving up.

:01:54. > :02:16.Met's position. The killing of Mark Duggan was
:02:17. > :02:18.controversial. Now an appeal against the inquest's conclusion will go
:02:19. > :02:28.before some of the country's most senior judges. But it is not yet
:02:29. > :02:31.known when that will be. Three men have been arrested on
:02:32. > :02:35.suspicion of murder after the disappearance of a schoolbox 26
:02:36. > :02:42.years ago. 15`year`old Lee Boxell was last seen in south`west London
:02:43. > :02:46.in 1988. Detectives now belheve he may have been targeted by a
:02:47. > :02:49.paedophile ring. Behind this blue screen, thd hunt
:02:50. > :02:53.for clues about Lee Boxell's disappearance. Police used radar
:02:54. > :02:58.recruitment to find out if graves had been disturbed, but the
:02:59. > :03:01.teenager's body was never found That was two years ago in the
:03:02. > :03:05.graveyard of St Dunstan's Church in Cheam. Detectives discovered that he
:03:06. > :03:08.used to attend an unofficial youth club there known as The Shed, and
:03:09. > :03:18.they believe he might have been killed after witnessing child abuse.
:03:19. > :03:20.Police in London say they are now extremely concerned for the safety
:03:21. > :03:26.of a 15`year`old schoolboy, Lee Boxell. He went missing in September
:03:27. > :03:29.1988. BBC Crimewatch reconstructed his last known movements on Sutton
:03:30. > :03:32.high street, and when we interviewed his parents, they said they would
:03:33. > :03:39.not move house, just in casd Lee came home. We have always hoped that
:03:40. > :03:45.Lee is safe and well and alhve, but as the years have gone by, that hope
:03:46. > :03:48.has dimmed. This morning, three men were arrested on suspicion of murder
:03:49. > :03:53.and conspiracy to pervert the course of justice. A woman in her forties
:03:54. > :04:01.was also taken into custody. They are being questioned at a police
:04:02. > :04:04.station in central London. Drivers are to be refunded hundreds
:04:05. > :04:08.of thousands of pounds by a London council after parking tickets were
:04:09. > :04:13.illegally issued by cameras. Newham gave out tickets to nearly 4000
:04:14. > :04:16.people dating back to 2009. Campaigners believe there are number
:04:17. > :04:24.of similar cameras used by the borough, which could see further
:04:25. > :04:28.refunds of up to ?10 million. They have issued thousands of fines
:04:29. > :04:33.and now Newham Council is to pay out thousands of pounds. This is a
:04:34. > :04:38.victory for local businesses. One of those who will now receive ` refund
:04:39. > :04:41.is this man. He has the letter to prove it. With so many deliveries,
:04:42. > :04:46.his carpet business pays out around ?120 a week in parking fines. He is
:04:47. > :04:52.asking for refunds on hundrdds of penalty notices. It is a stdalth
:04:53. > :04:59.tax. They use every means possible to squeeze the life out of the local
:05:00. > :05:04.businesses. The law is the law, and if they break the law, how can they
:05:05. > :05:07.expect us to keep the law? The reason why Newham Council h`s fallen
:05:08. > :05:10.foul of the rules is simple. Every camera has to be certified by the
:05:11. > :05:14.vehicle certification agencx to ensure that the quality is good
:05:15. > :05:17.enough to be used in court. During an internal audit, the council
:05:18. > :05:22.discovered a dozen of their cameras were not. As a result, nearly 5 00
:05:23. > :05:27.people have been issued with parking tickets from these 12 camer`s since
:05:28. > :05:30.2009. Unpaid tickets have already been cancelled and today thd council
:05:31. > :05:38.confirmed that ?347,000 worth of paid fines will now be refunded The
:05:39. > :05:42.council had refused to pay back the money, but today's U`turn is in part
:05:43. > :05:45.thanks to this man. A familhar masked figure in the area, his
:05:46. > :05:50.activist group has been fighting the council all the way. We havd now got
:05:51. > :05:59.another internal investigathon going on as to another 66 cameras which we
:06:00. > :06:02.dispute have proper certification. They might have been used in the
:06:03. > :06:08.wrong way, and we could be looking at a further ?10 million. Ndwham
:06:09. > :06:12.Council declined to be interviewed today, confirming instead that their
:06:13. > :06:17.cameras are now all approved of The government is now looking at banning
:06:18. > :06:21.parking CCTV altogether. As for those of us wanting a refund from
:06:22. > :06:28.the parking cameras that pax out? Well, we have six weeks to `pply.
