:00:17. > :00:19.risen to more than 100 according to the Sunday Times super rich list,

:00:20. > :00:27.with nearly two`thirds of them in London. The paper says there are now

:00:28. > :00:33.more billionaires here per head of population than any other city in

:00:34. > :00:38.the world. Here's Sarah Harris. London, according to the latest Rich

:00:39. > :00:46.list, is home to more billionaires than any other city in the world.

:00:47. > :00:56.These are now Britain's richest man, together worth ?11.9 billion.

:00:57. > :01:05.The owner of Arsenal has been knocked off the top spot but he

:01:06. > :01:10.still has ?10 billion. Roman Abramovich now has a mere ?8.5

:01:11. > :01:16.billion. The man whose life work has been studying the super`rich says

:01:17. > :01:23.London has become the place to live. The culture, rule of law,

:01:24. > :01:27.property rights are protected, they will not be chucked in prison and

:01:28. > :01:32.have their fortune ceased. Good schools that they like to try to get

:01:33. > :01:38.their kids into, like Eton. Two the top five on the list live on the

:01:39. > :01:48.street in Kensington where the average price of a house is ?40

:01:49. > :01:54.million. 72 residents are thought to have a fortune of more than ?1

:01:55. > :02:01.billion, compared to 48 in Moscow. But record price tags for property

:02:02. > :02:05.are easily affordable for the super`rich. The rich list will be

:02:06. > :02:08.published next week. As well as council elections this

:02:09. > :02:11.month, four London boroughs will also elect a local Mayor. One of

:02:12. > :02:13.them is Tower Hamlets, which has been facing serious questions about

:02:14. > :02:16.their current mayor's spending. Lutfur Rahman denies any wrongdoing,

:02:17. > :02:24.but this particular contest is being closely watched. Here's our

:02:25. > :02:28.Political Editor, Tim Donovan. Left Rahman was elected the

:02:29. > :02:35.independent Mayor of Tower Hamlets after the national Labour Party

:02:36. > :02:38.rejected him as its candidate. `` Lutfur Rahman. This was due to

:02:39. > :02:43.support from the Bangladeshi community, his slightly outnumber

:02:44. > :02:48.white people in the borough. This is now about a civil war. This is a

:02:49. > :02:51.splinter group of the Labour Party and they called the Labour MPs in

:02:52. > :02:56.the House of Commons their colleagues and brothers and sisters.

:02:57. > :02:59.Clearly that is what is happening. Maybe there are characteristics

:03:00. > :03:04.within the local Labour Party that somehow put people's backs up. The

:03:05. > :03:08.Labour candidate is John Biggs, currently a London Assembly member,

:03:09. > :03:12.who was joined by the party leader this week. He says there are clear

:03:13. > :03:15.differences between him and Lutfur Rahman. He will tell you he lives by

:03:16. > :03:20.Labour values but the evidence that he is too much of a separatist and

:03:21. > :03:25.not part of the mainstream anymore. We offer a very real choice which is

:03:26. > :03:29.about a leadership broadly based in the borough which respects all

:03:30. > :03:33.communities and is going to take our borough forward at a time of

:03:34. > :03:37.enormous change and pressure. The Conservatives say that the two front

:03:38. > :03:41.runners don't provide a clear choice. Ideally it would be myself

:03:42. > :03:44.but I think Tower Hamlets needs a Mayor that is open to all the

:03:45. > :03:48.community and has that commitment and energy. According to the current

:03:49. > :03:52.Mayor, the differences between him and his old party are about policy

:03:53. > :03:57.and portraying him as being governed by and for Bangladeshi people has

:03:58. > :04:07.been racist. Free home care for the only group of people that we have

:04:08. > :04:11.continued to provide for. We don't charge for care for vulnerable

:04:12. > :04:14.residents in the community and I am the only person continuing that. It

:04:15. > :04:20.is certainly an outcome hard to predict. A full list of candidates

:04:21. > :04:23.standing for election in Tower Hamlets can be found at the address
