:00:18. > :00:28.opened for the local elections, counting has finally finished in

:00:29. > :00:30.Tower Hamlets. Labour won the last two seats but the party has lost

:00:31. > :00:33.overall control of the council. Two Labour candidates were elected in

:00:34. > :00:36.the recount for Bromley South, which was overseen tonight by the

:00:37. > :00:38.Electoral Commission. It's told the BBC it's also looking into claims

:00:39. > :00:41.that some voters were intimidated. Chris Rogers is in Tower Hamlets.

:00:42. > :00:44.This has been a complicated process, what does this result mean for the

:00:45. > :00:49.council? As far as political dramas go, Tower Hamlets never seems to

:00:50. > :00:53.fail. At 3am on Saturday, the counting for the local election was

:00:54. > :00:58.cancelled. It was postponed because the counting of ballots for the

:00:59. > :01:02.borough's Merrill elections overran. Then six recounts were ordered, the

:01:03. > :01:06.final four Bromley South took place today. That brought Labour's

:01:07. > :01:11.counsellors to a total of 20, short of the 23 the need for majority. Mr

:01:12. > :01:15.Rahman's party currently has a team, but the drama is far from over.

:01:16. > :01:19.There are still pre`councillor places left. The election for those

:01:20. > :01:24.places has been postponed for 35 days because of the death of a

:01:25. > :01:27.candidate. This is a borough under increasing scrutiny. Mr Rahman is

:01:28. > :01:31.still being investigated by the government over allegations he tried

:01:32. > :01:35.to influence votes by handing out generous grants to charities, an

:01:36. > :01:37.allegation he denies. Today it emerged from politicians that there

:01:38. > :01:46.was intimidation of the polling stations. This was how the count

:01:47. > :01:53.started on Friday. And still on Tuesday evening it continued. The

:01:54. > :01:59.results from 18 wards had been decided, but one was still

:02:00. > :02:03.outstanding. The council says it prefers an accurate and transparent

:02:04. > :02:09.count to a fast one. But the leader of the Tory group says it has been a

:02:10. > :02:13.shambles. It was inefficiently organised will stop the accuracy was

:02:14. > :02:20.not there. In my own ward I was told I would be given figures. I called

:02:21. > :02:24.an immediate recount and there was a 21% variation on the figures between

:02:25. > :02:32.the first count and the recount. It appears one in five votes had gone

:02:33. > :02:38.wrong will be misplaced. After the re`election of Tower Hamlets' Mayor

:02:39. > :02:42.Rahman, there were enthusiastic scenes outside the count at about

:02:43. > :02:46.2am on Saturday morning. But it's now alleged by some that there may

:02:47. > :02:51.have been a few too many people outside some polling stations on

:02:52. > :02:54.election day. We saw groups of campaigners or activists from

:02:55. > :02:58.various parties grouping together at the entrances to the polling

:02:59. > :03:01.stations. That is in contravention of the rules, that you are not

:03:02. > :03:06.allowed to put leaflets in the hands of voters as they go in. Tower

:03:07. > :03:10.Hamlets politics are always a livelier affair than anywhere else

:03:11. > :03:14.in the country. Yes, we had a pretty wild time with lots of people

:03:15. > :03:18.hanging around polling stations. Some people find that intimidating.

:03:19. > :03:22.The returning officer says the election has been carried out

:03:23. > :03:25.correctly and the delays are unavoidable. On the day we had a

:03:26. > :03:37.police officer at every polling station, we had a electoral

:03:38. > :03:39.commission observers touring the borough visiting many polling

:03:40. > :03:41.stations during the day. They didn't report any large scale intimidation.

:03:42. > :03:44.So you think this has been a free, fair and proper election I do think

:03:45. > :03:47.it has been free and fair, I don't think it has been a shambles. But if

:03:48. > :03:51.there is evidence of intimidation at this stage that people are aware of,

:03:52. > :03:55.we do want to hear about that. The police will investigate any specific

:03:56. > :03:57.allegations where there is evidence someone was intimidated or not able

:03:58. > :04:03.to cast their vote in the way they wanted to. A former primary school

:04:04. > :04:06.teacher has been jailed for four years for sexual assaults against

:04:07. > :04:09.children under the age of 13. Paul Cannon, from south London, admitted

:04:10. > :04:12.to assaulting a number of children over a ten year period. The judge

:04:13. > :04:16.described him as "every parent's nightmare". One of his victims spoke

:04:17. > :04:25.to our home affairs correspondent Guy Smith. As I went to go he

:04:26. > :04:29.grabbed my elbow and kicked the back of my leg to kick me down to the

:04:30. > :04:32.floor. Pulled my bottom half down and was pinning me down from my

:04:33. > :04:36.chest and hold on my leg stump. I was screaming and he was telling

:04:37. > :04:41.me, don't worry, it's going to be OK. She was just nine when he

:04:42. > :04:53.attacked her. He went to pull his trousers town but my dog came. My

:04:54. > :04:56.dog scared him off. The run`off. She is now 22 but still finds it hard to

:04:57. > :04:58.cope with what happened. I was always worried, nervous, and happy.

:04:59. > :05:02.Paul Cannon is a former primary school teacher. The court heard he

:05:03. > :05:05.had abused one of his pupils, but at least another 40 children, some as

:05:06. > :05:11.young as six, were chosen at random in what the judge described as

:05:12. > :05:17.serious predatory behaviour. The sexual offences we know what started

:05:18. > :05:24.in 1999 and spanned a decade. He targeted both young girls and young

:05:25. > :05:28.boys in south`west London, in Sutton, Carshalton and Merton. The

:05:29. > :05:33.attacks are usually taking place in parks during the day. He carefully

:05:34. > :05:39.planned the assaults, getting to and from the scene by mountain bike. But

:05:40. > :05:42.13 years after the first attack, the police investigation had a

:05:43. > :05:47.breakthrough. One of the victims came forward following huge

:05:48. > :05:51.publicity surrounding Jimmy Savile and sexual abuse. That sent a clear

:05:52. > :05:55.message to the public as a whole, that irrespective of what somebody

:05:56. > :05:59.does for a living, what position they are in society, these sort of

:06:00. > :06:03.offences will not be tolerated. Detectives also found 4000 indecent

:06:04. > :06:08.images stored on Paul Cannon's computer, the judge saying his

:06:09. > :06:11.behaviour was every parent's nightmare. But in sentencing took

:06:12. > :06:16.into account that Paul Cannon had pleaded guilty to more than 50

:06:17. > :06:34.offences and jailed him for four gears. A bit like the Pope today

:06:35. > :06:37.talking about zero tolerance for child abuse, I think it's about time

:06:38. > :06:39.that in our society we have zero tolerance for these kinds of crimes.

:06:40. > :06:41.Police hope the bravery shown by people like Shannon will encourage

:06:42. > :06:43.people to come forward, detectives believing there could be more
