:00:24. > :00:28.is under way after more than 1, 00 people attended an illegal rave at a

:00:29. > :00:31.former Royal Mail delivery office in East Croydon. Nine people have been

:00:32. > :00:35.arrested and four were taken to hospital. Missiles including

:00:36. > :00:40.furniture and fire extinguishers were thrown at police when they

:00:41. > :00:45.arrived to shut the rave down. Damage left behind in central

:00:46. > :00:50.Croydon, by an unlicensed party in a disused sorting office. More than

:00:51. > :00:55.1,000 people are thought to have turned up. It continued for most of

:00:56. > :00:59.the night. A local resident filmed the scene.

:01:00. > :01:08.You can see people inside and hear the noise of the sound systems.

:01:09. > :01:14.One neighbour feared it might be the start of a riot. Hundreds and

:01:15. > :01:18.hundreds of people running around this street. I was a bit concerned

:01:19. > :01:24.they might start to damage the property. Then I could hear a lot of

:01:25. > :01:28.helicopters. The police vans had flashing lights. Police say officers

:01:29. > :01:34.entered the building at around . 30pm and several hours later people

:01:35. > :01:40.were still leaving. This pair didn't want to talk to us about the event.

:01:41. > :01:46.Why come here? Can you talk to us about what happened? The disruption

:01:47. > :01:51.shut down a section of the tram system. A local MP wants to know why

:01:52. > :01:54.the police didn't move in sooner. There'll be real questions to be

:01:55. > :01:58.asked about that. About intelligence. Did we know this would

:01:59. > :02:03.take place? And whether the police did everything they could to get

:02:04. > :02:07.enough resources here. Police say further arrests are likely in the

:02:08. > :02:11.coming days as a result of serious disorder in this area. A number of

:02:12. > :02:16.people in the crowd became violent. Objects were thrown at police and

:02:17. > :02:25.the window of a police vehicle wases will smashed. Six people were taken

:02:26. > :02:34.to hospital. Two had head injuries. 30 people have been unable to return

:02:35. > :02:37.home after a fire spread through flats in Chelmsford.

:02:38. > :02:43.Several people have been left homeless. One neighbour had to kick

:02:44. > :02:48.down doors to rescue others. An investigation is under way. City

:02:49. > :02:52.Hall has put forward proposals for record level of investment in

:02:53. > :02:55.flashing schemes. The proposals to be considered by the Environment

:02:56. > :03:00.Agency over the summer, include a range of projects in high-risk areas

:03:01. > :03:05.across the country. -- across the capital.

:03:18. > :03:23.and Herne Hill in 2004. To prevent this happening again, a few miles

:03:24. > :03:28.away in Dulwich park, a ?3.5 million project is under way. In recent

:03:29. > :03:31.years there have been more incidents of surface flooding. People are

:03:32. > :03:36.starting to realise we need to do more about this.

:03:37. > :03:40.So, you can see where the water is gathering now, in what is a

:03:41. > :03:45.representation of Dulwich park. The problem is our Victorian drains

:03:46. > :03:50.cannot cope with intense and heavy rainfall. Add to that another man

:03:51. > :03:54.made issue and you have a recipe for surface water flooding. As London

:03:55. > :04:00.has become more densely pop lated afternooned more our -- populated

:04:01. > :04:03.and more urbanised, we have lost surfaces all over London and there

:04:04. > :04:10.is less opportunity for the water to escape. Using underwater storage

:04:11. > :04:16.tanks, thanks to this project Herne Hill will be able to cope with a one

:04:17. > :04:22.in a 75-year weather event. There have been a number of plans

:04:23. > :04:26.proposed across the capital. We are looking how to re-enforce those

:04:27. > :04:31.programmes and have more drainage schemes brought across the capital

:04:32. > :04:36.to manage that risk of surface water flooding. This project in Dulwich

:04:37. > :04:40.park is due to finish next year These type of scenes in this area

:04:41. > :04:44.should become a thing of the past. The hope is money can be found so

:04:45. > :04:48.other places will be just as protected.
