:00:14. > :00:19.Good evening. This is BBC London News.

:00:20. > :00:23.With the atheist revolutionary

:00:24. > :00:27.into the number of tenants renting property in the capital nearly

:00:28. > :00:33.doubling in the past ten ye`rs, there are calls from MPs to identify

:00:34. > :00:38.rogue landlords. It coincidds with action taken by some tenants to

:00:39. > :00:45.protect themselves. Hannah has a family, has a good job,

:00:46. > :00:50.but says she doesn't have a hope of finding a rental property hdre for a

:00:51. > :00:54.reasonable rent. When you do rent you are at the mercy of the market.

:00:55. > :00:58.It is expensive. It is unregulated. You have little information as a

:00:59. > :01:03.tenant. No`one is there to look after your interests and it feels

:01:04. > :01:10.like you are in the middle of one big racket. That is why she's

:01:11. > :01:14.developed her own website. H have been able to do greater due

:01:15. > :01:20.diligence on that purchase than when I have rented out a house. Ht is a

:01:21. > :01:26.success, with stories of bedrooms black with mould, kitchens hnfesed

:01:27. > :01:33.with rats and some landlords who couldn't care less. This hotse

:01:34. > :01:38.renting out with no roofs, ceilings or windows. The landlord was fined

:01:39. > :01:45.?5,000 and can go on to rent out properties again. Now a

:01:46. > :01:58.parliamentary report says it has to change. The MPs call for:

:01:59. > :02:05.In fact, two million of us `re renting here in the capital. That is

:02:06. > :02:14.nearly double the number colpared to ten years ago. Shelter says that one

:02:15. > :02:21.in 20 complains of revenge dviction when they are thrown out by their

:02:22. > :02:28.landlord for complaining about their home. There is one important caveat.

:02:29. > :02:33.Renting property is a busindss. Those costs will be passed through

:02:34. > :02:38.to the consumer through the price. The public purse will benefht from

:02:39. > :02:43.better regulation. The taxp`yer gets a great deal out of this. If you

:02:44. > :02:47.have you are getting rid of the worst landlords who are causing lots

:02:48. > :02:51.of problems. At the moment, at the end of a private tenancy is the

:02:52. > :02:56.number one cause of homelessness. Who pays, it's the taxpayer. No

:02:57. > :03:00.wonder then he wants all thhs report's recommendations enshrined

:03:01. > :03:07.in law. This review carries no legal weight. It is a manifesto for

:03:08. > :03:13.change. The Government warndd against putting on too much red

:03:14. > :03:17.tape. No`one will welcome costs being driven up further by

:03:18. > :03:21.regulation if it is not enforceable. Thousands of passengers havd been

:03:22. > :03:26.facing delays at Waterloo Station tonight after a man walked on to the

:03:27. > :03:30.tracks. It happened at the start of this evening's rush hour. The man

:03:31. > :03:33.was finally detained under the Mental Health Act.

:03:34. > :03:40.Major delays are expected until the end of service tonight. A college in

:03:41. > :03:44.Holborn, accused by the Govdrnment of allowing foreign stunts to work

:03:45. > :03:49.illegal is demand `` students to work illegal is demanding a full

:03:50. > :03:54.apology. It was claimed over 20 students had abused the vis` system.

:03:55. > :03:58.The college claims the Government got its facts wrong.

:03:59. > :04:03.The London School of Business and Finance was one of 57 colleges to

:04:04. > :04:07.have its right to sponsor overseas students suspended T main concern

:04:08. > :04:12.was some appeared to be working illegally. Overseas students at

:04:13. > :04:17.further education colleges `re not allowed to work at all.

:04:18. > :04:21.Yet one college, the London London School of Business and Finance has

:04:22. > :04:29.219 foreign students who worked and paid tax last year.

:04:30. > :04:43.The college today said immigration officials only raised questhons over

:04:44. > :04:48.213 of their students. A review of records shows 198 did hold ` valid

:04:49. > :04:50.visa to work. 13 had left the college before starting paid work.

:04:51. > :04:52.Two students never attended the college at all.

:04:53. > :04:55.The college called in a consultant to review their records. He has

:04:56. > :04:58.advised an external audit, but says the Government appear to have got

:04:59. > :05:01.this wrong. I have to say that they do appear to be quite wrong in

:05:02. > :05:09.saying that students at a private college cannot have a right to work.

:05:10. > :05:14.And in the case of LSBF, those results show, which doesn't surprise

:05:15. > :05:22.me at all, that they do havd over 200 students who have working

:05:23. > :05:32.rights. The college is all too aware of the potential damage to hts

:05:33. > :05:35.reputation. They are calling on the minister to clarify this as soon as

:05:36. > :05:39.possible and say an apology would be appropriate too.

:05:40. > :05:41.The main issue with these colleges, uncovered by the BBC, was

:05:42. > :05:44.wide`spread cheating on English exams to obtain visas. As m`ny as

:05:45. > :05:46.50,000 tests have been querhed. The Home Office not only refused to back

:05:47. > :06:03.down, but in a Immigration is always a tricky

:06:04. > :06:10.subject. As this college has about 38,000 students worldwide, the

:06:11. > :06:15.potential damage is clear. The amphibious Duck Tour bo`ts

:06:16. > :06:20.suspended after a fire on the Thames last year are to make a rettrn. Over

:06:21. > :06:24.30 people were rescued when one of the boats caught fire in September,

:06:25. > :06:29.with some passengers jumping into the rif tore escape the flales. ``

:06:30. > :06:34.river to escape the flames. That's it from me tonight. Let's gdt the

:06:35. > :06:37.weekend weather forecast. Showers that looked to be heading otr way

:06:38. > :06:39.tended no t Venus Williams lost

:06:40. > :06:47.in three long hard`fought `` not to.

:06:48. > :06:51.A similar combination tomorrow. There is a risk of more of ts seeing

:06:52. > :06:56.the hefty showers. Not so tonight. A clear night. Temperatures in the

:06:57. > :07:02.countryside will fall away sharpishly. Light breezes, `

:07:03. > :07:07.glorious start to the weekend. There is a warning out for the intensity

:07:08. > :07:11.of these showers, which will brew into the latter part of the morning,

:07:12. > :07:15.into the afternoon. The bull Lord Chancellor be in the north

:07:16. > :07:23.The bulk of the showers will be to the north and the west.

:07:24. > :07:28.Around about 20`21 Celsius. That takes the mild air away. We get to

:07:29. > :07:32.drier and finer conditions `s we move towards Sunday. The top

:07:33. > :07:33.temperature again 20. Fewer showers. Most

:07:34. > :07:35.temperature again 20. Fewer showers. Most out towards the east.

:07:36. > :07:44.That's the way it is looking. Good evening. For some the weather

:07:45. > :07:49.put on a show today - lightning and hail. For others more of a no-show.

:07:50. > :07:54.Showers at Wimbledon stayed away. They were further west. Torrential

:07:55. > :08:00.downpours with the lightning flashes over East Anglia. Local flooding in

:08:01. > :08:04.for folk. Showers through Glastonbury.

:08:05. > :08:09.Thunder storms over Mid Wales currently. Flashes of lightning will

:08:10. > :08:12.ease away during the night. Wet weather over northern England, the

:08:13. > :08:18.north Midlands. Some showers continuing in the north-west. Misty

:08:19. > :08:23.after all the moisture. It will be a mild night here. Further north, a

:08:24. > :08:28.fine night and chilly in Scotland. Temperatures in rural areas well

:08:29. > :08:30.down into single figures. For here and Northern Ireland, by and large
